<p>Sub: <strong>Guidelines regarding change of cadre of Indian Administrative Service Officers appointed against vacancies reserved for Physically Handicapped (PH) category.</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s OM of even number dated 14.02.2014 on the subject mentioned above and to say that consequent upon the approval and circulation of Cadre Allocation Policy for All India Services &#8211; IAS / IPS / IFoS vide OM No. 13013/2/2016-AIS.I dated 05.09.2017, the policy for change of cadre of Indian Administrative Service Officers appointed against vacancies reserved for Physically Handicapped (PH) category issued vide this Department&#8217;s OM of even number dated 14.02.2014 will now be treated as superseded w.e.f. Civil Services Examination &#8211; 2017.</p>
<p>2. Further, proposals of cadre change of Indian Administrative Service Officers appointed against vacancies reserved for Physically Handicapped (PH) category on the basis of Civil Service Examination upto 2016 will continue to be considered as per policy circulated vide this Department&#8217;s OM of even number dated 14.02.2014.</p>

<p><strong>Dr. Jitendra Singh to inaugurate Workshop on discontinuation of Interview for recruitment to the Junior-level posts in the Government</strong></p>
<p>Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr. Jitendra Singh will inaugurate a one-day Workshop of the Principal Secretaries of the General Administration Department (GAD) of various States/Union Territories looking after the work of recruitment of employees, in New Delhi on Monday, November 16, 2015.</p>
<p>The daylong Workshop will focus upon the Central Government’s directions calling for discontinuation of Interview for recruitment to the Junior-level posts in the Government. Presentations will be made by the Staff Selection Commission (SSC), Railway Recruitment Boards (RRBs), representatives of State Government from Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Manipur, Punjab, Rajasthan, Sikkim and Uttarakhand besides the Department of Personnel &amp; Training (DoPT).</p>
<p>Dr. Jitendra Singh had last month appealed to the Chief Ministers of all the States to take steps to abolish interview for recruitment to lower posts wherever possible. As a prompt follow up to the suggestion made by the Prime Minister Shri Narendra Modi during his Independence Day address to abolish interview for recruitment to such posts where it is not required, the DoPT took up the matter with the State Governments of all States on September 4, 2015 following which the matter was discussed with the Secretaries of General Administration Department (GAD)/Personnel from States during the two-day workshop held in New Delhi on September 8-9, 2015.</p>
<p>The government’s view is that the interviews should be discontinued for recruitment to junior-level posts where personality or skill assessment is not absolutely required. The objective behind abolition of interviews for such posts is that it will curb corruption, ensure more objective selection in a transparent manner and substantially ease the problems of the poor and resourceless aspirants. This will not only enable giving more weightage to the merit but also supplement the government’s resolve for “Maximum Governance, Minimum Government”.</p>
<p>In a letter addressed to the Chief Ministers last month, Dr. Jitendra Singh had informed that several Group ‘B’ (Non-Gazetted) and Group ‘C’ (Non-Technical) posts in various Ministries/Departments and other organisations under Central Government have already been identified where the selections can be made through a competitive examination without conducting the interview. The Chief Ministers of different States have been requested to involve the Public Service Commission and other recruiting agencies in their respective States where interview can be discontinued and selection can be done only through examination. This would be a major step towards achieving the goal of citizen-centric transparent governance.</p>
<p>The DoPT and the Department of Administrative Reforms &amp; Public Grievances (DAR&amp;PG) and the Department of Pensions and Pensioners Welfare have recently undertaken several path breaking decisions including abolition of attestation of certificates and instead introduced self-attestation of certificates, introduction of pension portal to abolish the requirement for a written life-certificate and decision to revisit and revise the pattern and syllabus of Civil Services Examination.</p>

Parties appreciate government’s approach on the sensitive issue</p>
<p>The Government today discussed the issues concerning the Civil Services Aptitude Test (CSAT) with leaders of various parties in both the Houses of Parliament. The meeting was convened by the Parliamentary Affairs Minister Shri M.Venkaiah Naidu in pursuance of the assurance given by the Government during the last Budget session of Parliament. Home Minister Shri Rajnath Singh and Finance Minister Shri Arun Jaitely, Minister of State in PMO Dr.Jitendra Singh, Ministers of State for Parliamentary Affairs –Shri Rajiv Pratap Rudy and Shri Mukhtar Abbas Naqvi besides leaders of 26 parties represented in both the Houses of Parliament.</p>
<p>Shri Rajnath Singh and Shri Venkaiah Naidu said that the CSAT issue is a sensitive one and the Government would like to have the benefit of considered views of all parties.</p>
<p>A detailed presentation was made by Secretary (DoPT) on the origin and evolution of the civil services examination over the years being conducted every year by the Union Public Services Commission. Dr.Jitendra Singh sought the views of different parties on five proposals. This followed expression of views by leaders of various parties, who said they need to consult their party colleagues in the sensitive matter.</p>
<p>Shri M.Venkaiah Naidu informed the leaders that they will be circulated a detailed note in the matter in three days and suggested that may furnish their views in two weeks on the following five issues:</p>
<p>1.On continuation of English Language Comprehension Skills in Paper – II</p>
<p>2. Reduced weightage of analytical component</p>
<p>3. To make Paper-II qualifying</p>
<p>4.Revert back to Optional Paper</p>
<p>5. Any other alternative.</p>
<p>Several leader complimented the Government for its approach in the sensitive matter.</p>

<p style="text-align: center;"><strong>     INSTRUCTIONS FROM THE DEPARTMENT OF PERSONNEL &amp; TRAINING (DoPT); CIVIL SERVICES (PRELIMINARY) EXAMINATION. 2014</strong></p>
<p style="text-align: left;">
Candidates taking Civil Services (Preliminary) Examination, 2014, being conducted by the Union Public Service Commission on 24 August, 2014 may note the following:-</p>
<p>1. The Paper II of the CSE (Preliminary) is of 200 marks and 2 hours duration. It contains a section on English Language Comprehension Skills (Class X Level). It contains some questions based on a few paragraphs in English.</p>
<p>2. The Union Government has decided that for the Civil Services (Preliminary) Examination, 2014 to be held on 24th August, this section on English Language Comprehension Skills (Class X Level) will not count for gradation or merit.</p>
<p>3. The Paper-II would contain a section on English Language Comprehension Skills (Class X Level). Candidates must therefore note that they do not have to answer the questions on this English Language Comprehension Skills (Class X Level) section. These questions will not be evaluated.</p>
<p>4. However, the duration of the Paper II would remain 2 hours and candidates can utilize the entire time in answering all questions except those in the Section containing English Language Comprehension Skills (Class X Level).</p>
<p>5. The maximum marks for Paper II would be “200 minus the marks earmarked for the English Language Comprehension Skills (Class X Level)”.</p>
<p>6. Candidates must note that the section on English Language Comprehension Skills (Class X Level) would not count towards gradation or merit. Even if they attempt it, marks will not be counted for gradation or merit.</p>

Service allocation to the candidates is done after taking into consideration the rank obtained, preference of service indicated, status of medical fitness (I.e. fit for all services, ‘fit’ for only technical/non-technical services, temporarily unfit or ‘unfit’ for all services etc), category of the candidate (i.e. Un-Reserved (UR)/Scheduled Caste(SC)/Scheduled Tribe(ST)/Other Backward class(OBC)/Physically Handicapped(PH)), vacancy available in a particular service at his/her turn, meeting of Physical Requirement (PR)and Functional Classification (FC) criteria by the PH category candidates etc.<br />
The General Merit (GM) candidates who have qualified without availing of any relaxation admissible to their respective categories (OBC, SC &amp; ST)are first considered for allocation for service against the unreserved vacancy (UR). But in case they get service of their higher preference they are allocated such service in their own category. Allocation to candidates under OBC category against vacancy reserved is done only after satisfying the fact that the candidate falls in the non-creamy layer segment. First, service allocation to Physically Handicapped (PH) candidates is done against the vacancy available in the relevant sub-category (i.e. Visually Impaired (VI)/Hearing Impaired (HI)/ Locomotor Disability and Cerebral Palsy (LDCP)) as per their rank, findings of medical board, meeting PR&amp;FC requirements, at their turn.</p>
<p>Thereafter, service allocation to rest of the candidates other than PH category is finalized.</p>
<p>UPSC has recommended names of 1122 candidates who had successfully cleared the CSE 2013. Service allocation has been done in respect of 981candidates. Out of 981candidates allocated to various services, allocation to some of the candidates has been kept provisional because they have a chance for up-gradation to a better service as per their preference due to non-receipt of medical status or lack of confirmation of creamy layer status in respect of candidates above them in rank. After such medical reports and OBC status are finalized, provisional allocation may be confirmed with or without up-gradation.<br />
In respect of the remaining 141 candidates service allocation has not been done due to following reasons. Some candidates have indicated preference only for limited number of services. As per rules they may be allocated to a service only after service allocation has been done to all candidate from the main as well as the reserve list is complete. OBC status of some candidates is under verification. Candidature of some candidates has been kept as provisional by UPSC due to non-submission of some essential documents by them. In respect of some candidates their medical examination is not final.</p>
<p>These candidates would be considered for service allocation after verification of their status. Candidature of some candidates has been cancelled due to non completion of medical examination despite ample opportunities, non-verification of OBC status, non-fulfillment of physical requirement, functional classification of the service to which they were entitled to be allocated in (PH) category.<br />
While every effort is being made to resolve the issues for clearing provisional allocation in time bound manner, the candidates are instructed to get the pending medical examination completed immediately without any further delay.<br />
The candidates are hereby informed that the specific reasons for their non-allocation of service are being uploaded in the DoPT’s site, which can be accessed through the web authentication code provided to the candidates.<br />

<p>The Government has approved the following modifications in the Civil Services Examination, 2013 notified on 5.3.2013:</p>
<p>1.    A candidate is allowed to use any one regional language from the 8th Schedule of the Constitution of India or English as the medium of writing the examination.</p>
<p>2.    Conditionality of a minimum of 25 candidates in that medium and the requirement to have that language as the medium of examination at graduation level has been dropped.</p>
<p>3.    Furthermore, a candidate is allowed to take up literature as his/her optional subject (to be chosen from a list of 23 literature subjects – 22 of the 8th Schedule languages and English) without the conditionality of having to do his/her graduation in that language’s literature.</p>
<p>4.    The English component (of 100 marks) from the Essay Paper has been dropped and 2 qualifying papers of 300 marks each in any Modern Indian Language(MIL) and in English have been restored. The Essay Paper is now of 250 marks to be written in the medium/language of candidate’s choice.</p>
<p><strong><em>Now, the Civil Services Main Examination 2013 will be as under:</em></strong></p>
<p>&nbsp;</p>
<blockquote><p>a.    The candidates may write the examination in any one medium/language chosen from the languages listed in the 8th Schedule of the Constitution of India or English;</p>
<p>b.    Paper I and II will be of qualifying nature only– one in any MIL and another in English – of 300 marks each;</p>
<p>c.    Paper III will be the compulsory Essay Paper, with no English Comprehension test, to be written in the medium of candidate’s choice. The English component shall be dropped. Now this paper shall be of 250 marks.</p>
<p>d.    There will be 4 compulsory papers of General Studies of 250 marks each, namely, Paper-IV (Indian Heritage &amp; Culture, History and Geography of the World and Society), Paper-V (Governance, Constitution, Polity, Social Justice and International relations), Paper-VI (Technology, Economic Development, Bio Diversity, Environment, Security and Disaster Management) and Paper-VII (Ethics, Integrity and Aptitude).</p>
<p>e.    Paper VIII and IX: Candidates will have to take one optional subject with 2 papers of 250 marks each. This optional subject can be selected from a list of 25 core subjects and 23 literatures (literature of 22 languages in 8th Schedule of The Constitution of India and English).</p>
<p>f.    The personality test/interview will be of 275 marks.</p></blockquote>
