<p><strong>Payment of pension to the Central Government pensioners – Continuation of either or survivor pension account after death of a pensioner</strong></p>
<p>We have been receiving complaints from the pensioners that on death of a pensioner, banks are insisting on opening of a fresh account by the widow/widower  of the pensioner for the purpose of family pension.</p>
<p>2. In this connection, we advise that in case the spouse (Family pensioner) opts for existing joint account for credit of family pension, banks should not insist on opening of a new account when the spouse is the survivor and having a joint account with the pensioner and in whose favour an authorization fo payment of family pension exists in the Pension Payment Order (PPO).</p>
<p>3. We advise you to issue suitable instructions to your Regional Offices/branches authorised to disburse pension to the Central Government pensioners.</p>

<div><strong>Central Government has a proposal to introduce a new Health Insurance Scheme for the CGHS beneficiaries, is there any time frame to implement the scheme to Central Government employees and Pensioners..?</strong></div>

<div>The below answer was given by the Minister of Health and Family Welfare Shri.Ghulam Nabi Azad to the question above mentioned in the Lok Sabha as follows&#8230;</div>

<div>&#8220;It has been a constant endeavour of the Government to improve the health care facilities for the Central Government employees and pensioners under the Central Government Health Scheme (CGHS) and Central Services (Medical Attendance) Rules, 1944. In addition, Government has mooted a proposal for introduction of a Health Insurance Scheme for the Central Government employees and pensioners with special focus on Non-CGHS areas.</div>
<div></div>
<div>Proposals were invited from the Insurance companies in March, 2010. However, it was subsequently decided to initiate the process afresh after obtaining the approval of Planning Commission and inclusion of the scheme in the 12th Five Year Plan (FYP). <em>No specific time frame can be given for introduction of the health insurance Scheme&#8221;.<br />

<div>The undersigned is directed to state that Annexure III has been used to obtain in formation from Banks for revision of PPOs of pre-2006 pensioners/family pensioners. It is seen that getting information from Banks is fraught with difficulties. Secondly, the Annexure III sent by the banks are in many cases incomplete to the extent that the calculation details are not available for evaluation by the PAOs and as such the Annexure is being used largely to confirm the existence of the pensioner/family pensioner and to link him/her with the current paying branch.</div>

<div>2. The Central Pension Accounting Office (CPAO) has suggested that e-scroll data, which is being received in CPAO from most of the banks may be used and the problems indicated above may be solved. The e-scroll contains 13 fields of information such as Name of the pensioner, PPO number (New) / PPO number (old), name of the Ministry, PAO code, bank name, BSR code, Account number, pension category, basic pension, DR, Additional Pension, Month of Pay and date of transaction. These fields may be useful for the purpose of revision of PPOs of pre-2006 pensioners/family pensioners. Another utility of e-scroll is that it may be used to eliminate invalid pensioners/family pensioners.</div>

<div>3. It is seen that the e-scroll is a factual and useful source of information of the pensioners/family pensioners. Therefore, it is recommended that e-scroll may be accepted for retrieving information for revision of PPO, in addition to Annexure III. Ministry of Railways, M/o Defence and Departments of Posts and Telecommunications (for pensioners receiving their pension through banks) are also requested to use e-scroll</div>
<div>sent by the Banks in addition to Annexure III (Annexure IV in case of Defence pensioners) for the purpose of retrieving relevant information of such pensioners/family pensioners in case of whom Annexure III/IV are not made available by the Banks.</div>

<div>A Mission Mode Pensioners’ Portal under NeGP entrusted to Department of P&amp;PW aims at the welfare of Central Civil Pensioners across the country. Its specific objective is to facilitate redressal of Pensioners grievances and provide detailed information, guidance etc. on pension and other retirement related matters through various stake holders. The project envisages, inter-alia association of Pensioners Associations other welfare organizations in the implementation process.</div>

<div>This Department has already identified 28 Pensioners Association under the Pensioners’ Portal and intend to identify two more Pensioners Associations preferably from the unrepresented States, which are Himachal Pradesh, Goa, Uttaranchal, North</div>

<div>Subject : <strong>Grant of Dearness Relief to Central Government pensioners who are in receipt of provisional pension or pension in the per-revised scale of 5th CPC w.e.f. 1.7.2012.</strong></div>
<div></div>
<div>In continuation of this Department&#8217;s OM No.42/13/2012-P&amp;PW(G) dated 30th April, 2012 sanctioning the Dearness Relief to those Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scales of 5th CPC, the President is pleased to grant the Dearness Relief to those Central Government pensioners as under :</div>
<div></div>
<div>(i) Those who are in receipt of provisional pension or pension in the pre revised scales of 5th CPC are entitled to Dearness Relief @151% w.e.f.1.7.2012.</div>
<div></div>
<div>(ii) The surviving CPF bebeficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs.600/- p.m. w.e.f.1.11.1997 under the Department&#8217;s OM No.45/52/97 -P&amp;PW(E) dated 16.12.1997 are entitled to Dearness Relief @ Rs.151% w.e.f.1.7.2012.</div>
<div>2. The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department&#8217;s OM No.45/52/97-P%&amp;PW(E) dated 16.12.1997 are entitled to DR @ Rs.143% w.e.f. 1.7.2012.</div>
<div></div>
<div>(i) The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs.605 p.m.</div>
<div></div>
<div>(ii) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs.645, Rs.659, Rs,703 and Rs.965.</div>
<div></div>
<div>3. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee. In their application to the pensioners/family pensioners belonging to Indian Audit and Acconts Department, these orders issue in consultation with the C&amp;AG.</div>
<div></div>
<div>4. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No.1(4)/EV/2004 dated 25th October, 2012.</div>

<p>Information under R.T.I. Act obtained by Sri S.S. Ramachandran, G.S., AICCPA, Delhi, regarding expenditure to be incurred in connection with application of CS (MA) Rules 1944 to pensioners &#8211; received as an enclosure to MoH &amp;FW letter No. Z-28014/59/2011-MS dtd. 20.4.2012</p>
<p>Please refer to DO letter No. H-11022/5/2001-MS dtd. 16.7.2003 addressed to Secretary (Exp.) regarding recommendations made by the Committee on Petitions of Rajya Sabha in its 117th Report in connection with extension of CS (MA) Rules 1944 to the Central Government Pensioners living in areas not covered by CGHS.</p>
<p>2. The recommendations of the Committee have been examined. The 5th CPC had recommended for extension of CS (MA) Rules to the pensioners in a restricted manner so as to facilitate reimbursement of Expenditure on hospitalisation in a Government/private recognised hospital. Thus, 5th CPC had not envisaged extension of CS (MA) Rules for outdoor treatment.</p>
<p>3. The revised financial implications of Rs. 294.71 crore per annum have been computed after excluding pensioners of Departments of Railways. Defence and P&amp;T. This, however, is not appropriate as even in the case of Railways. Railway Hospitals and Health Units are not available at all stations. In fact retired railwaymen had demanded certain concessions on this account from 5th CPC. Similar would be the case with exservicemen, a majority of whom are rural based and, therefore, cannot avail of the Information under R.T.I. Act obtained by Sri S.S. Ramachandran, G.S., AICCPA, Delhi, regarding expenditure to be incurred in connection with application of CS (MA) Rules 1944 to pensioners &#8211; received as an enclosure to MoH &amp;FW letter No. Z-28014/59/2011-MS dtd. 20.4.2012, medical facilities available in the Armed Forces Hospitals/ Ml Room/Sick Bay/Sick Quarter, which are usually located at places, which are at a considerable distance. The revised financial implications of Rs. 294.71 crores per annum would, therefore, not<br />
appear to be accurate as once CS (MA) facilities are extended to civilian pensioners, the same would also have to be made available to the pensioners of Departments of Railways, Defence and P&amp;T especially as the Contributory Health Scheme introduced by Ministry of Defence for ex-servicemen also does not extend AMA facilities. Thus, the financial implication of implementing CS (MA) Rules in full to the pensioners are likely to be close to the original estimated cost of Rs. 1820 crores p.a. rather than the revised estimates of Rs. 294.71 crores p.a.</p>
<p>4. In view of the above it may not be possible to support the proposal for extension of CS (MA) Rules at this stage to the pensioners living in areas not covered under CGHS.</p>

<div>The official minutes of the meeting held on 28.8.2012 under the Chairmanship of Shri.Sanjay Kothari has been issued by the Pensioners Portal recently. The meeting was held with the officials of 15 Departments/Ministires having maximum number of unrevised Pensin Payment Orders (PPOs) pertaining to pre-2006 Pensioners/Family Pensioners.</div>

<div>The objective of this meeting was to review the progress made by these Ministries/Departments in the revision of PPOs in respect of pre-2006 pensioners. Nearly six higher officials participated in this meeting from the department of Pension and Pensioners&#8217; Welfare, two representatives from CPAO and more than thirty members as representatives from other Ministries/Departments.</div>

										<content:encoded><![CDATA[<p><strong>Committee to Look into Pay and Pension Grievances of Military</strong></p>
<p>The Committee chaired by Cabinet Secretary is comprised of Principal Secretary to the Prime Minister; Defence Secretary; Secretary, Department of Expenditure; Secretary, Department of Ex-Servicemen&#8217;s Welfare and Secretary, Department of Personnel and Training. Consequent to change in charge of the then Secretary, Department of Expenditure to Department of Revenue, Secretary, Department of Revenue has also been co-opted as a Member of the Committee. Chief of Naval Staff &amp; Chairman, Chiefs of the Staff Committee made a presentation to the Committee.</p>
<p>The Committee further interacted with all the Service Chiefs (Chief of Naval Staff &amp; Chairman, Chiefs of the Staff Committee; Chief of Air Staff and Chief of Army Staff). The recommendations of the Committee have been submitted to the Prime Minister.</p>
<p>This information was given by Defence Minister Shri AK Antony in a written reply to Shri Arvind Kumar Singh and others in Rajya Sabha today.<br />
