<h3 class="wp-block-heading">Subject: No additional charges for issuing boarding passes at Airlines Counters</h3>



<p>The undersigned is directed to refer to the Order no. AV.29017/5/2020-DT dated 21.05.2020, enclosing therewith general instructions to be followed by passengers and Specific Operating Guidelines for major stakeholders for recommencement of domestic air travel for passengers w.e.f. 25.05.2020 inter-alia indicating that passengers have to ensure that they make a web check-in and generate Boarding Pass. Further, it is also requested to refer to the letter of even reference dated 09.05.2022 advising airlines to encourage, facilitate and guide the air passengers for making timely web check-in and bag tag printing and minimize/avoid penal charge on non-web-check-in traveling passengers.</p>



<p>2. It has come to the notice of Ministry of Civil Aviation that Airlines are charging additional amount for issuing boarding passes from the passengers seeking check-in at airport counters. Such additional amount is not in accordance with the Instructions given in the aforesaid Order or as per extant provisions of Aircraft Rules, 1937.</p>



<p>3. In view of the above, the Airlines are advised not to charge any additional amount for issuing boarding passes at the airport check-in counters, as the same cannot be considered within the tariff as provided under Rule 135 of the Aircraft Rules, 1937.</p>

<p>Subject: <strong>Air Travel on official account &#8211; relaxation of government instructions regarding.</strong></p>
<p>Ministry of Finance (MoF) vide O.M. No. 19024/1/2009-E.IV dated 13.7.2009 inter alia envisaged that in all cases of air travel, both domestic and international, where the Government of India bears the cost of air passage, the officials concerned may travel only by Air India. For travel to stations not connected by Air India, the officials may travel by Air India to the hub/ point closest to their eventual destination, beyond which they may utilize the services of another airline etc. Department of Personnel &amp; Training (DoPT) vide O.M. No.31011/2/2006- Estt.(A) dated 27th July, 2009 had extended the applicability of the MoF&#8217;s instructions for LTC purposes. MoF directed that in all cases of deviation of above instructions etc. individual cases be referred to the Ministry of Civil Aviation for relaxation.</p>
<p>2. Ministry of Civil Aviation has been receiving a number of requests for consideration of blanket/ general permission on routes where Air India does not provide service. The matter has been examined in this Ministry in consultation with MoF, D/o Expenditure, DGCA and Air India and it has been decided to extend general/ blanket relaxation to travel by airlines other than Air India for official purposes/ LTC or TA on sectors where Air India does not provide service as given in Annexure-I, subject to condition that whenever Air India or its subsidiaries start operating on any sector(s) given in Annexure-I, this sanction shall become null and void for that particular sector(s) for the period of operation of flights by Air India or its subsidiaries on that sector(s) or until further orders/ updation on routes.</p>
<p>3. The purchase of air ticket would be continued as per Ministry of Finance&#8217;s O.M.No.19024/1/2009-E.IV dated 16.09.2010 i.e. (a) either from AI&#8217;s website or booking counter or (b) through government authorised travel agents namely M/s Balmer &amp; Lawrie &amp; Co., M/s Ashok Travel &amp; Tours, and IRCTC (to the extent IRCTC is authorized as per DoP&amp;T OM No.31011/6/2002-Estt.(A) dt.02.12.09). Before booking a ticket, the updated routes available on Air India&#8217;s official web-site [airindia.com] be consulted for operation of any AI flight or its subsidiaries flight on any of 37 routes and obtain a printout of it, for settling T.A claim.  While settling the T.A claim, the officer/official concerned would also give an undertaking that the ticket(s) have been bought at the lowest fare available on the day of booking.</p>
<p>4. As per MoF, D/o Expenditure&#8217;s instructions, individual cases for relaxation for sectors/city pairs not covered in Annexure-I, may continue to be sent to Ministry of Civil Aviation for obtaining relaxation/ approval.<br />

<p>The statement was given in the Rajya Sabha in reply to starred question by the Minister of Civil Aviation Shri.Ajit Singh on 4.12.2012 regarding exploitation of passengers by Airlines.</p>
<p>The airfares are not regulated by the Government and the airlines follow dynamic airfare policy.</p>
<p>They offer different fare buckets for each flight. The fare-buckets vary from flight to flight. The airfares are dynamic and they increase with the increase in demand for seats. From September, 2012 the scheduled domestic airlines have introduced a lowest fare bucket for advance purchase.</p>
<p>Scheduled domestic airlines have been asked to display established tariff route-wise and fare category-wise on monthly basis and also to notify noticeable changes to Directorate General of Civil Aviation (DGCA) within 24 hrs. of affecting such a change. The intention behind the above directions is to keep the passengers informed of pricing pattern of airlines.</p>
<p>Further, DGCA also monitors tariff on specific sectors on regular basis.</p>

<div>On the direction from Union Minister of Civil Aviation Shri Ajit Singh, Air India has decided to clear payment of salary to all its employees for the months of September and October 2012 before Diwali. It will also make up-to-date payment of PLI for all licensed category employees for the months of May and June 2012. The Airline will incur an expenditure of Rs.230 crores for payment of salary and Rs.200 crores for payment of PLI. The balance PLI for non-licensed category employees for the months of May and June 2012 involving an expenditure of Rs.60 crores will be paid by the end of November 2012. PLI has been abolished w.e.f. 1st July 2012.</div>

<div>Shri Ajit Singh while expressing concern over welfare of employees has asked Air India to make all efforts in future to make up-to-date payment of salary to the employees.</div>

<div><strong>Civil Aviation Minister Asks the Airline to Make Up-To-Date Payments to Employees </strong></div>

<div>Air India will pay salaries to all its employees for the month of July 2012 by the 27th of September, 2012. The salaries for the non-licensed category of employees for the month of August 2012 will also be paid by the 29th September, 2012. In addition, the Airline will pay the PLI for the licensed category of employees for the month of May 2012. This will entail an overall expenditure of Rs. 230 Crore.</div>

<p>Minister of Civil Aviation Shri Ajit Singh who is keeping a close watch on the situation has asked Air India to make up-to-date payment of all dues to its employees. He has given strict instructions to the Airline in this regard. On its part, Air India is making all efforts to clear dues of all of its employees with its improved revenue generation.</p>

A clarification order has been issued by the Department of PCDA yesterday on its official website to obtain specific sanction for journey by private airlines. We have reproduced the contents of the order and given below for your ready reference…</p>
<div><strong>TRAVEL ON PRIVATE AIR LINES-CLARIFICATION</strong></div>
<p>&nbsp;</p>
<div>For travel on official tours i.e. permanent posting &amp; temporary duty by Airlines other than Air India because of operational or other reasons or on account of non availability of Air India flights, individual cases for relaxation are to be referred to M/o Civil Aviation. The same is not required for the areas or sectors where <strong>Ministry of Civil Aviation have issued specific sanction for journey by private airlines</strong> e.g. officer posted in NER, Delhi-Leh-Delhi sector or for sectors like Patna-Ranchi, Patna-Kolkata, Bangalore-Coimbatore and Bangalore-Kochi etc.</div>
