Children Education Allowance: CEA is paid to government employees to take care of schooling and hostel requirements of their children. Before VI CPC recommendations, the scheme was known as Children Education Assistance and provided at the following rates:

The allowance will continue to be double for differently abled children.

Simplification of Procedure for Reimbursement: This is a major area of concern. Many representations have been received by the Commission wherein employees have stated that due to cumbersome procedures, reimbursement has been held up for years. Another issue is the kind of voucher which will be accepted and which kind of voucher will not. The issue has been examined, and the apprehensions expressed are not without merit.

It is recommended that reimbursement should be done just once a year, after completion of the financial year (which for most schools coincides with the Academic year). For CEA, a certificate from the head of institution where the ward of government employee studies should be sufficient for this purpose. The certificate should confirm that the child studied in the school during the previous academic year.

For Hostel Subsidy, a similar certificate from the head of institution should suffice, with the additional requirement that the certificate should mention the amount of expenditure incurred by the government servant towards lodging and boarding in the residential complex. The amount of expenditure mentioned, or the ceiling as mentioned in the table above, whichever is lower, shall be paid to the employee.

The Central Government has decided and notified the allowance shall be admissible with effect from 1st July, 2017.

1. CEA rate from Apr 17 to Jun 17 is Rs 1500/- PM (required to submit School fees receipt and bills).

2. CEA rate from Jul 17 to Mar 18 is Rs 2250/- PM (Fixed amount no need to submit receipts / bills).

3. For Hostel Subsidy the rate is Rs 6750/- PM w.e.f. 01 Jul 17.

4. CEA for Specially Abled Children is Rs 4500/- PM w.e.f. 01 Jul 17.

5. For claiming CEA submit a certificate issued by Head of Institution / School.

6. For Hostel Subsidy similar certificate required with additional information about expenditure towards boarding and lodging in the residential complex.

Cap On educational Concession to Children of Missing/Disabled/Killed Soldiers Removed

Government has decided to continue educational concessions to the children of Armed Forces Officers/Personnel Below Officer Ranks (PBORs)/Missing/Disabled/ Killed in Action without the cap of Rs. 10,000 per month.

Ministry of Defence had persuaded the Finance Ministry twice in this regard, which is agreed upon by the latter.

The above educational concession will be admissible only for undertaking studies in a government/government aided schools/educational institutes, Military/Sainik Schools and other schools or colleges recognised by the Central or State Governments including the autonomous organisations financed entirely by the Central/State Governments.

Sub: Recommendations of the Seventh Central pay Commission – Implementation of decision relating to the grant of Children Education Allowance.

Please refer to Board’s letter No. E(W)2008/ED-2/4 dated 01-10-2008 followed by subsequent clarifications thereon regarding grant of Children Education Allowance/Hostel Subsidy to Government employees on the recommendation of Sixth Central Pay Commission.

Now, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) has conveyed Government’s decision on the recommendations of Seventh Central Pay Commission in regard to grant of Children Education Allowance & Hostel Subsidy to Government servants vide OM No. A-27012/02/2017-Estt.(AL) dated 16.08.2017 (copy enclosed). These instructions shall apply mutatis-mutandis to Railway employees and shall be effective from 1st July, 2017.

Aforesaid instructions on Children Education Allowance/Hostel Subsidy are being issued in supersession of Board’s letter No. E(W)2008/ED-2/4 dated 13-05-2014.

REF: This HQrs letter No. AT/IV/4909/Vol V dated 22nd May 2014

The matter regarding admissibility of CEA in r/o of the children studying in Pre-primary schools run by Army welfare Education Society (AWES) was referred to MoD by Hqrs office.

2. MoD D (Pay/Services) has stated that criteria of eligibility of a school is clearly mentioned in para 3 of DOPT O.M. No. 21011/03/2008-Estt (A) dated 23rd November, 2009 which reads “Recognized school/institution in this regard means Govt. school or any education institution whether in receipt of Govt. aid or nor, recognized by the Central or State Govt. or Union territory administration or by University or a recognized educational authority having jurisdiction over the area where the institution is situate.” The MoD D (Pay/Services) has further stated that it is for the concerned beneficiaries to obtain the necessary details from the school regarding its recognition by the concerned authorities and submit them to the paying authorities alongwith the claim for reimbursement.

3. The subject claim may be regulated accordingly.

Sub: Payment on account of Children Education Allowances.

During Local Test Audit of vouchers of children education allowance, it is found that the name of child, for whom shoe, books and uniform purchased, were not mentioned in cash memo vouchers. Local Test Audit Team has pointed out the matter and emphasized for making suitable correction.

It is therefore, enjoined upon all concerned to intimate the name of child for whom shoe, books and uniform purchased, may be mentioned in cash memo vouchers.

All the officers/staff may be got aware of the fact for strict compliance.

Children Education Allowance (CEA) under section 10 (14) read with Rule 2Bb(2)(5) of the Income Tax Act is Rs.I00 per month per child.

This limit as fixed more than 2 decades back when the maximum amount of Children Education AIlowance for Central Government Employees was fixed at Rs. 100/- per month per child under the IVth Central Pay Commission. Now the current rate of this allowance is Rs.1000 per child.

Para 5.4 (A)(13) of Income Tax Circular dated 16.8.2011 indicates the details w.r.t. “Tuition Fee” which can be claimed for deduction under Section 80C. The same is reproduced below:

“A. As per section 80C, an employee will be entitled to deductions for the whole of amounts paid or deposited in the current financial year in the following schemes, subject to a limit of Rs.1,00,000/-:

13. Tuition fees, whether at the time of admission or thereafter, paid to any university, college, school or other educational institution situated in India, for the purpose of full-time education of any two children of the employee.

Full-time education includes any educational course offered by any university, college, school or other educational institution to a student who is enrolled full-time for the said course. It is also clarified that full-time education includes play-school activities, pre-nursery and nursery classes.

It is clarified that the amount allowable as tuition fees shall include any payment of fee to any university, college, school or other educational institution in India except the amount representing payment in the nature of development fees or donation or capitation fees or payment of similar nature.”

Apart from Section 80c,Children’s education allowance up to Rs. 100 per month per child for a maximum of two children and Hostel expenditure allowance of Rs. 300 per month per child for a maximum of two children is exempt from Income Tax. Hence 1200 only claim in this year. However since a part of the allowance relates to previous year you can claim relief under Section 89(1).
