<p style="text-align:right">26 JUN 2019</p>



<p>Consequent upon implementation of the recommendations of the <strong>7th Central Pay Commission</strong>, the rates of special allowance for women with disabilities have been increased from Rs.1500 per month to Rs.3000 per month for child care which shall be payable from the time of child’s birth till the child is two years old. This special allowance shall be payable for a maximum of two eldest surviving children and would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. It is effective from 1st July, 2017 and applicable to all Central Government disabled woman employees, irrespective of their place of posting.</p>



<p>This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Lok Sabha today.</p>

<p><strong>Special Allowance for child care for women with disability: FAQ and Answer by DoPT</strong></p>

<p>Subject: <strong>Recommendations of the Seventh Central Pay Commission &#8211; implementation of decisions relating to Special Allowance for child care for women with disabilities.</strong></p>
<p>Consequent upon the decision taken by the Government on the recommendations made by the Seventh Central Pay Commission for providing extra benefits to women employees with disabilities especially when they have young children and children with disability, the President is pleased to issue the following instructions:-</p>
<blockquote><p>(i) Women with disabilities shall be paid Rs.3000/-per month as Special Allowance for Child care. The allowance shall be payable from the time of the child&#8217;s birth till the child is two years old.</p>
<p>(ii) It shall be payable for a maximum of two eldest surviving children.</p>
<p>(iii) Disability means a person having a minimum Disability of 40% as elaborated in Ministry of Welfare&#8217;s Notification No. 16-18/97-NI.I dated 1.6.2001 and amended from time to time.</p>
<p>(iv) The above limit would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.</p></blockquote>
<p>2. These orders shall be effective from 1st July, 2017.</p>
<p>3. Insofar as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and auditor<br />
General of India.</p>

										<content:encoded><![CDATA[<p><strong>Will the 7th CPC Extend Child Care Leave for Male Employees Too?</strong></p>
<p><strong>Child Care Leave, introduced by the 6th CPC, was a boon for women employees.</strong></p>
<p>Women employees have for long, been entitled to Maternity Leave. The 90 days paid leave granted as maternity leave was extended to 135 days by the 5th CPC. The 6th CPC further increased it to 180 days.</p>
<p>Based on the very reasonable request presented by ATMAJA (Association of Adoptive Parents), the Government announced ‘Child Adoption Leave’ for female employees in 2006. Orders were issued to grant 135 days leave for female employees who adopt child upto one year of age.</p>
<p>The 6th CPC introduced a family welfare privilege for female employees. Consequent upon the decisions taken by the Government on the recommendations of the 6th CPC relating to Maternity Leave and Child Care Leave, the Central Govt decided that the existing provisions of Maternity Leave enhanced to 180 days.</p>
<p>Leave of the kind due and admissible (including commuted leave for a period not exceeding 60 days and leave not due) that can be granted in continuation with Maternity Leave provided in Rule 43(4)(b) shall be increased to 2 years.</p>
<p>Women employees having minor children may be granted Child Care Leave for a maximum period of two years (i.e. 730 days) during their entire service for taking care of upto two children whether for rearing or to look after any of their needs like examination, sickness etc.</p>
<p>Only female employees were entitled to these leaves in order to provide health care and education supervision requirements for her two children. Although there were difficulties in implementing this decision, the announcement was welcomed by women employees.</p>
<p>But this also created a sense of longing among the male employees.</p>
<p>Were they not concerned about their family’s welfare?</p>
<p>Was their presence not required in health and education related issues of their children?</p>
<p>‘Why are we being denied this allowance?’. Men employees were wondered.</p>
<p>But some male staff themselves wondered, it is impossible to give the same privilege to male employees too, who constitute 90% of the government workforce.</p>
<p>One could also hear demands that if not 730 days, at least half of it should be given to the male employees.</p>
<p>Some suggest that the allowance should be made in genuine cases after necessary enquiries.</p>
<p>Some also suggest that in cases where the husband and wife are employed, the leave should be given to both.</p>
<p>Everybody has a right to demand…!</p>
<p>The request to give this privilege to men who have lost their wives, to look after their children sounds very reasonable.</p>
<p>Children who have lost their mothers require the care and presence of their fathers.</p>
<p><strong>Will the 7th CPC consider this demand?</strong></p>

Central has no proposal to introduce &#8216;Parents Care Leave&#8217; on line of &#8216;Child Care Leave&#8217;..!</p>
<p>In Rajya Sabha the Minister of Personnel, Public Grivances and Pensions Shri.V.Narayanasamy said in written reply to a question that there is no proposal to provide for Parent Care Leave on the lines of Child Care Leave (CCL).</p>
<p>And also he replied, &#8220;Global Age Watch Index is a measure of quality of life and well-being of older people around the world. It measures the economic, social and political elements. India is ranked 73rd out of 91 countries selected for the index.</p>
<p>The Government has no proposal to provide for Parent Care Leave on the lines of Child Care Leave (CCL). CCL is allowed to female Central Government employees with a specific purpose of improving participation of more females in Government service. The Central Government employees are already entitled to various kinds of leave which can be availed for appropriate purposes&#8221;.</p>

<p>We know that a lot of anomalies pending in front of National Anomaly Committee.Few of them were solved and remaining anomalies will be discussed in the next NAC meeting.Even though central govt announced 7th CPC.It is a amicable news for CG employees.This is the time to speak out the problems we faced in 6th CPC through social media and blogs.Child Care Leave is one of the important issue to male central government employees.</p>
<p>To be in synchronised pattern with the Fastidious modern world and to fulfill a family&#8217;s basic needs such as begetting good education for their child&#8217;s fruitful future it becomes at most necessity that both the husband and wife should earn for their family.</p>
<p>The reality of high priced commodities which the common man can relish only in his dreams. The mountainous rise of land value which acts as a ardent barrier for fulfilling one own dream home,the dizziness caused by cost of rental houses and finally the enormous increase to gigantic proportion of the fees paid to schools for getting a decent education to their children-These force and make it definite that both the life partners should earn to make both ends meet.</p>
<p>In this economic warfare the grave truth is that the children who should be in the warmth and care of their parents spend and shove their time in the company of electronic gadgets</p>
<p>During important moments i.e the child&#8217;s ill health , the child&#8217;s important examination days the 6th pay commission has paved way for the mother to be by the childs sideby, the introduction of the plan known as CCL it has been whole heartedly welcomed by one and all .</p>
<p>Having borne in its mind that todays childcare the sculptors of tomorrows modern India, the central government has given this CCL which is a formidable concession</p>
<p>Of the couples who got to work to earn their living ,those of them who are both central govt employees are very few.</p>
<p>In certain families the husband will be a central govt employee while the wife may work in a private firm.<br />
In some others the husband may work in a private firm while his spouse may work in a central govt institution</p>
<p>For instance let us keep in mind that the husband is a central govt employee and his wife works in a private institution the critend is that they would not reap the beneath of CCL as it as certained only to the female central govt employee.</p>
<p>We are all very well aware that the children need the warmth and care of both parents in equal measures.If it is so why then the central govt has not allotted CCL for their male employees.</p>
<p>During pregnancy time the female central govt employee are given maternity leave On similar basis the male employees are given paternity leave.This seems to be acceptable to a certain extent.But [to say frankly] the allotment of CCL only to the female central govt employee is not acceptable.</p>
<p>It is the same payment for same work for both the female and male employees in a central govt institution.Similarly the concessions given should be in common for both of them.If a female employee is given two years CCL the male employee also can be given nearly the same if not equal.</p>
<p>There are grounds on which a male central govt employee loses his wife or he diverse why hasn&#8217;t the govt not taken in to consideration the condition of their children.Henceforth ccl should be given to the male central govt employees though certain conditions can be imposed. Only then the reason for which this concession (ccl) has been introduced could be realised to it full extent.</p>

<div style="text-align: justify;">An important clarification order on Child Care Leave to Defence Civilian Female Industrial Employees has been issued by the Department of Personnel and Training today. The order said that the benefit of Child Care Leave to civilian female industrial employees working in Defence Establishments with effect from September 2008. If earned leave availed by these employees between 1.9.2008 and 20.10.2011 may be converted into Child Care Leave.</div>

<p>Subject : <strong>Grant of Child Care Leave to Civilian Female Industrial Employees of Defence Establishments.</strong><br />
The undersigned is directed to refer to this Department OM of even number dated 20.10.2011 on the above subject and to state that it has been decided to extend the benefit of Child Care Leave to civilian female industrial employees working in Defence Establishments w.e.f. 01.09.2008 at par with the non industrial Central Government employees covered by the CCS (Leave) Rules, 1972. Earned Leave, if any availed by these employees between 01.09.2008 and 20.10.2011 specifically for the purpose of taking care of the needs of their eldest two minor children may be converted into Child Care Leave.</p>
<div align="justify">2. All conditions specified in Rule 43-C of the CCS (Leave) Rules, 1972 including the number of days and number of spells have to be fulfilled for conversion of Earned Leave into Child Care Leave.</div>
