Sub: <strong>Upgradation of Junior Accounts Assistants GP 2800 to GP 4200 in Railways : Implementation of the VII CPC recommendations (Para 11.62.15) reg.</strong></p>
<p>In the Railways, the Junior Accounts Assistants are recruited from the open market through Railway Recruitment Boards. The Candidates with Graduation as qualification are required to face written examination conducted by RRBs and once short-listed, have to appear in an interview. An examination in typing skills had also been introduced in Railways. Based on the combined marks secured in both the written examination and the interview, the RRBs assign them ranlg based on which the seniority is fixed and appointments given. The RRB rank goes a long way in determining the seniority in the panel for Appendix 3 IREM qualification and also in other examinations for selections to Group B Gazetted posts.</p>
<p>2. The directly recruited JAAs through RRBs are compulsorily required to qualify in the Appendix 2 IREM examination for their confirmation in the posts. If they fail in the Appendix 2 Examination in two attempts, they have no choice but to quit the job as their services will be terminated.  Para 11.62.14 (iv) of IREM Vol. II</p>
<p>3. The VII CPC has recognized the importance of App.2 and 3 IREM examinations while dealing with the Accounts Department pay structure. The Pay Commission has stressed the direct recruitment stage with Combined Graduate Level Examination (CGLE) in its report as placed below:</p>
<blockquote><p>Para 11.62.14 of the VII CPC report: It has been demanded that the pay scale of Auditor/Accountant may be upgraded from GP 2800 to GP 4200. It has been stated that the recruitment to the post of Auditor/Accountant is by promotion from Clerks/Typists under seniority quota, promotion under examination quota and direct recruitment through a Combined Graduate Level Examination (CGLE) conducted by the Staff Selection Commission. It has also been pointed out that their job profile demands greater audit/accounting skills which justify higher pay scale.<br />
Under Analysis and Recommendation, the VII CPC has stated the following:</p>
<p>Para 11.62.15: The Commission notes the CGLE is held for recruitment for different posts in GP 2800, GP 4200 and GP 4600. This Examination consists of written examination and interview. A candidate is given the choice to appear only in the written examination or both  <em>written examinations and interview</em> depending upon the post for which he/she is an applicant Applicants who have to clear both the written examination as well as the interview are eligible for recruitment for posts carrying higher grade pays of GP 4200/GP 4600. Applicants who do not have to clear the interview and are selected only on the basis of written examinations are placed in GP 2800. Although Auditos/Accountants are selected through CGLE, they are selected only on the basis of written examination. The Commission, therefore, recommends replacement pay levels for Auditors/Accountants.</p></blockquote>
<p>4. In this connection, NFIR contends that since the VI CPC has recognized the Accounts Department of Indian Railways as belonging to <strong>Organized Accounts </strong>alongside Audit &amp; Accounts, the dispensation recommended for Audit &amp; Accounts will have to be extended to the Accounts Department of Railways as well in the case of JAAs as their recruitment is also through CGLE-Combined Graduate Level Examination conducted by RRB (in the case of Audit &amp; Accounts, it happens to be Staff Selection Commission and both recruitment Bodies are on similar pattern) followed by interview.</p>
<p>5. Therefore, the grade pay of JAAs in Railways needs to be upgraded from 2800 to 4200 pursuant to the analysis and recommendations of the VII CPC (Part 11.62.15). Consequently, since the present AAs are of GP 4200, the following structure should fall in place: JAA-4200, AA-4800, SSO(A)/Sr.TIA/Sr.ISA-5400 (It is relevant to note that GP of 4600 does not exist in the hierarchy of Accounts Department as per the Gazette Notification issued pursuant to VI CPC recommendation, while it is taken for the limited purpose of MACPS).</p>
<p>NFIR, therefore urges upon the Railway Board to take necessary action for upgradation of JAAs to GP 4200/Pay Matrix Level 6 and revise the pay structure of Accounts Department Cadre in Railways as proposed vide para 5 above.</p>

<p>New Delhi: The Centre is considering age-relaxation for candidates appearing in this year’s Combined Graduate Level Examination (CGLE) for recruitment to various Group B and C government jobs.</p>
<p>The Staff Selection Commission (SSC) has already issued a notification for CGLE, 2015 and mentioned August 1, 2015 as the date of reckoning of age for the purpose of determining eligibility.</p>
<p>“Government has received representations from a large number candidates. In this regard, a proposal to allow the candidates who fulfil the age criteria as on January 1, 2015, to also apply for the posts as a onetime measure, is under the consideration,” a note by Department of Personnel and Training (Dopt) said.</p>
<p>The DoPT has sought comments on this from concerned stake holders.</p>

<p>Subject: <strong>Shortage of staff in the grades of Assistants and Section Officers-modification to the channel of submission till staff position </strong><strong>improves regarding.</strong></p>
<p>The undersigned is directed to refer to the various requests received from Ministries/Departments for posting of officers in the grades of Assistant and Section Officer and to say that as on date about 2500 vacancies exist in the Assistants grade alone. The vacancies could not be filled up on account of litigation relating to Combined Graduate Level Examination-2013, The CGLE-2013 has to be conducted again and its results are expected shortly. Selected candidates would be first required to undergo the Foundational Training and only thereafter, they could be nominated to Ministries/Departments. In view of this, it would take few more months before DR Assistants could be posted.</p>
<p>The same procedure will be followed in respect of Assistants recruited through CGLE-2014 for which Tier-I of the examination has already been conducted. In the meanwhile, vacancies in the grade of Assistant will continue to remain. As regards. SO grade, the position has improved considerably and this Department will shortly issue the zone for promotion against seniority quota for the Select List year 2014. The remaining vacancies will also be filled up once UPSC declares results of Limited Departmental Competitive Examination-2014.</p>
<p>2. The undersigned is directed to circulate herewith the vacancy position in the grades of Assistant and SO as per Annexure. It may be seen that the combined strength of officers in-position in these grades in almost all the Ministries/Departments is more than the sanctioned strength of Assistants. Ministries)/Departments may reconcile the data and inform this Department if there is any discrepancy. They may also reconcile the actual position of officers in these grades with the data in the web based cadre management system. Till vacancies in the grade of Assistants are filled up, as advised earlier, Ministries/Departments may suitably adjust the channel of submission at SO/Assistant levels, keeping in view Chapter 6 of e-Office procedure i.e. Assistants and SOs may submit files directly to  Under Secretary.</p>
<p>3. Cooperation of Ministries/ Departments is requested till the position in the grade of Assistants is improved.</p>

Subject: <strong>Appointment of direct recruit Assistants, Central Secretariat Service based on Combined Graduate Level Examination (CGLE), 2012-reg.</strong></p>
<p>The undersigned is directed to nominate the successful candidates recommended by Staff Selection Commission based on the CGLE, 2012 to the various participating Ministries/ Departments (Cadre Units) of Central Secretariat Service as detailed in Annexure.</p>
<p>2. The procedure for joining and imparting training (Foundation Course) to direct recruit Assistants of CSS shall be as per the revised design detailed in this Department O.M. No 7/8/2008-CS I(A) dated 16.10.2012.</p>
<p>3. The Cadre Units shall be responsible for completing the pre and post appointment formalities viz, character and antecedents verification in accordance with the instructions issued from time to time, medical examination etc in respect of nominated DR Assistants. Those candidates who are already in Government servile, their present employers may be requested to furnish copies of Verification/Medical Report The Cadre Units shall issue offers of appointment to the DR Assistants only after completing pre -appointment formalities. In the offer it may be stated in clear terms, inter alia, the mandatory nature of Foundation Course and its direct linkage to their probation period and their subsequent confirmation.</p>
<p>4. The Cadre Units will immediately inform the CS.I Division about the nominated candidates who join the allocated Cadre Units. On their appointment the Cadre Units should immediately enter their complete data in the web based Cadre Management System. The appointed Assistants will be nominated by CS.I Division in batches to the Foundation Course programme at ISTM for a period of 12 weeks Once CS I Division nominates DR Assistants for the training, they shall stand relieved from the concerned Cadre Units. No formal relieving order would be required to be issued by the concerned Cadre Units. It is once again reiterated that the Cadre Units shall indicate in unambiguous terms in the offer of appointment that successful<br />
completion of training is mandatory for completing the probation by the DR Assistants and their confirmation<br />
.<br />
5. In terms of this Departments OM. No.16/11/1993 dated 26/11/993 if offer of appointment is issued after completion of pre-appointment formalities, the time period allowed to join the post should in no case exceed three months. This condition should also be incorporated in the offer of appointment. After receiving verification and medical reports, the Cadre Units may issue the offer of appointment immediately to the candidates Cadre Units may also pursue the matter with the concerned District Authorities to expedite the matter so as to ensure that the candidates are appointed at the earliest.</p>
<p>6. The original certificates with reference to date of birth and educational qualification etc. shall be verified before appointments are made by the Cadre authorities. Copies of certificates submitted by candidates claiming to belong to the SC/ST/OBCs etc, may also be verified by the Cadre Units concerned.</p>
<p>7. In case of any doubt or suspicion as regards the eligibility or otherwise in respect of any of the recommended / appointed candidates, concerned administrative Ministry/ Department may correspond with the Staff Selection Commission giving therein complete details for getting such case(s) enquired through appropriate Government Agency.</p>

Subject : <strong>Appointment of direct recruit Assistants, Central Secretariat Service based on Combined Graduate Level Examination (CGLE), 2012 &#8211; regarding</strong>.</p>
<p>The undersigned is directed to nominate the successful candidates recommended by Staff Selection Commission based on the CGLE, 2012 to the various participating Ministries/Departments (Cadre Units) of Central Secretariat Service as detailed in Annexure-.</p>
<p>2. The procedure for joining and imparting training (Foundation Course) to direct recruit Assistants of <a href="http://centralgovernmentnews.com/category/css/">CSS</a> shall be as per the revised design detailed in this Department OM. No. 7/8/2008-CS.I(A) dated 16.10.2012.</p>
<p>3. The Cadre Units shall be responsible for completing the pre and post appointment formalities viz, police verification, medical examination etc. in respect of nominated DR Assistants. Those candidates who are already in Government service, their present employers may be requested to furnish copies of Verification/Medical Report. The Cadre Units shall also be issuing offers of appointments to the DR Assistants after completing pre appointment formalities, delineating in clear terms, inter alia, the mandatory nature of Foundation Course and its direct linkage to their probation period and their subsequent confirmation.</p>
<p>4. The Cadre Units will immediately inform the CS.I Division about the nominated candidates who join the allocated Cadre Units. On their appointment the Cadre Units should immediately enter their complete data in the web based Cadre Management System. The appointed Assistants will be nominated by CS.I Division in batches to the Foundation Course programme at ISTM for a period of 12 weeks. Once CS.I Division nominates DR Assistants for the training, they shall stand relieved from the concerned Cadre Units. No formal relieving order would be required to be issued by the concerned Cadre Units. It is once again reiterated that the Cadre Units shall indicate in unambiguous terms in the offer of appointment that successful completion of training is mandatory for completing the probation by the DR Assistants and their confirmation.</p>
<p>5. In terms of this Departments O.M. No.16/11/93-CS.I dated 26.11.1993 if offer of appointment is issued after completion of pre-appointment formalities, the time period allowed to joìn the post should in no case exceed three months. This condition should also be incorporated in the offer of appointment. After receiving verification and medical reports, the Cadre Units may issue the offer of appointment immediately to the candidates. Cadre Units may also pursue the matter with the concerned District Authorities to expedite the matter so as to ensure that the candidates are appointed at the earliest.</p>
<p>6. The original certificates with references to date of birth and educational qualification etc. shall be verified before appointments are made by the Cadre authorities. Copies of certificates submitted by candidates claiming to belong to the SC/ST/OBC etc. may also be verified by the Cadre Units concerned.</p>
<p>7. In case of any doubt or suspicion as regards the eligibility or otherwise inrespect of any of the recommended / appointed candidates, concerned administrative Ministry / Department may correspond with the Staff Selection Commission giving therein complete details for getting such case(s) enquired through appropriate Government Agency.</p>
