<p>With reference to the above mentioned matter the undersigned is directed to draw attention to the Office Memorandum of even number dated 18.12.2012 vide which Jain Neurological Centre, Jagriti Enclave Delhi was removed from the list of empanelled hospitals under CGHS, Delhi till further orders. In response to the representations received an inspection of Jain Neurological Centre, Jagriti Enclave was carried out on 23.5.2013 by a team of <a href="http://centralgovernmentnews.com/category/cghs/" target="_blank">CGHS</a> officers to as certain whether the deficiendes pointed out in the earlier inspection were rectified or not.</p>
<p>2. Based on the findings of the inspection report, empanelment of above hospital has been restored w.e.f 1.8.2013 till 31.3.2014 or till next empanelnent whichever is earlier for all available facilities on the same terms and conditions on which this hospital was empanelled under CGHS prior to 18.12.2012.</p>

<p>Sub: <strong>Merger of 19 Postal Dispensaries presently functioning in 12 CGHS covered cities with CGHS.</strong></p>
<p>In pursuance of the decision taken by the Government on recommendations of <a href="http://centralgovernmentnews.com/category/6cpc/" target="_blank">Sixth Pay Commission</a>, the followIng 19 (nineteen) Postal Dispensaries presently functioning in 12 (twelve) CGHS covered cities. i.e., Ahmadabad (3), Bhopal (1), Bhubaneswar (1), Dehradun (1), Guwahati (2), Jaipur (2), Jammu (1), Jabalpur(1), Lucknow (3), Pune (2), Ranchi (1) and Shillong (1) are hereby merged with the Central Government Health Scheme (CGHS).</p>
<p>2. All serving employees and pensioners of Department of Posts (DoP) and Department of Telecom (DoT) who are residing/settled in the above 12 cities and are beneficiaries of the 19 PostaI Dispensaries shall now be covered under CGHS and the Postal Dispensaries shall be rechristened as CGHS Wellness Centres. <a href="http://centralgovernmentnews.com/category/cghs/" target="_blank">CGHS</a> membership to the pensioners will be confined to those who are residing / settled in these 12 cities only.</p>
<p>3. In so far as the existing facilities and manpower in position In these 19 Postal Dispensaries are concerned, the merger shall be effective as per the following terms and conditions:</p>
<blockquote><p>A. All serving employees and pensioners of Department of Post (DoP) and Department of Telecom (DoT) shall have to abide by the CGHS rules and guidelines to become a member of the Scheme. They shall have to pay the requisite contribution as per the prevailing rates prescribed by the Ministry of Health and Family Welfare/CGHS. DoP and DoT will cake necessary action to inform their employees and pensioners in this regard.</p>
<p>B. All existing facilities and infrastructure like buildings, furniture and fixtures, equipment etc. will be taken over by CGHS on ‘as is where is’ basis. The Department of Post shall handover the possession of the Postal Dispensaries accommodation to the Department of Health and Family Welfare /CGHS at a token rent of Re.1/- per annum. In the case of rented accommodations, CGHS will pay the rent from the date of taking over of the dispensaries.</p>
<p>C. All doctors of GDMO sub-cadre of CHS working in the above 19 dispensaries will be taken on roll of CGHS and they shall be placed under the administrative control of Department of Health and Family Welfare/CGHS for all purposes.</p>
<p>D. All employees (technical/non-technical staff) along with the work allocated and posts they are currently holding in these 19 Postal Dispensaries shall be taken over by CGHS. Their seniority and other condition of service in CGHS shall be governed by the relevant instructions and guidelines issued by DoPT from time to time.</p>
<p>E. All expenditure relating to these dispensaries including medicines, hospitalisation and other reimbursable expenses (of pensioners), salaries and other allowances to the Postal dispensary employees as a result of merger of these dispensaries shall be borne by CGHS from its own resources.</p>
<p>F. Local Committees shall be constituted in the respective cities with representatives from both CGHS and Postal dispensaries to resolve all staffing and other local issues arising on account of the merger in consultation with nodal Ministries.</p></blockquote>
<p>4. These Orders shall be effective from 1st August, 2013.</p>
<p>5. This issues with the concurrence of Ministry of Finance, Department of Expenditure’s vide I.D No. 18(3)/E.V/2008 dated 06.03.2013.</p>

<strong>MINUTES OF THE MEETING HELD ON 24.5.2013 AT 3.00 PM IN THE CHAMBER OF JS(L&amp;W) REGARDING CGHS FACILITIES TO THE CPWD OFFICERS / STAFF POSTED IN DELHI (PWD).</strong></p>
<p style="text-align: left;">
The meeting with regard to the CGHS facilities to the CPWD employees posted in Delhi (PWD) was held as scheduled on 24.5.2013. The following were present:</p>

<p>2. At the outset JS(L&amp;W) informed the participants with regard to the CPWD officers/staff posted in Delhi (PWD) not being allowed the CGHS facility though they are Central Government employees. It was clarified that the CPWD employees are posted to Delhi (PWD) as an existing arrangement with the Delhi Government and not on deputation basis and also being UT with legislature.</p>
<p>3. It was clarified by Jt. Director (HQr.), CGHS, M/o H&amp;FW that this issue was examined earlier also and since the CPWD employees posted in Delhi (PWD) receive their salary from the State Account, so they are not covered under the CGHS Scheme. Officers drawing pension through Central Pension Accounting Office are being allowed the CGHS facility. DS(CGHS), M/o H&amp;FW, however, further clarified that the CGHS Scheme is meant for the Central Government employees drawing their salary from the Central Civil Estimates. In case the CPWD employees posted in Delhi (PWD) are also drawing their salaries from out of the Central Civil Estimates, extending CGHS facility to them may not be a problem.</p>
<p>4. Addl. Director DGEHS, Govt. of Delhi clarified that the Delhi Govt. Health Scheme is also equally good and is working on the same footing as in the CGHS. It provides almost all facilities to its employees as is being provided under the CGHS.</p>
<p>5. JD(HQ), CGHS, further clarified that in case the CPWD employees are drawing their pension from the Central Pension Accounting office, the <a href="http://centralgovernmentnews.com/category/cghs/">CGHS </a>facilities would be extended to each and every CPWD employee. The only requirement would be that they will have to produce the IPO issued by CPAO.</p>
<p>6. It was, therefore, decided that the serving CPWD employees posted with Delhi (PWD) will continue to avail Delhi Govt. Employees Health Scheme, and upon retirement from Delhi Govt. would be allowed CGHS facility on production of the PPO issued by Central Pension Accounting Office.</p>

<div align="justify">In continuation of this Ministry’s Office Memorandum of even no. dated 30.4.2013 on the above mentioned subject, the undersigned is directed to convey that in addition to the list of the hospitals (including dental clinics), diagnostic laboratories and Imaging Centres already empanelled, the hospitals (including dental clinics), diagnostic laboratories and Imaging Centres as per the list attached have also been empanelled under the continuous empanelment scheme under CGHS in Delhi &amp; NCR. The newly empanelled hospitals (including dental clinics), diagnostic laboratories and Imaging Centres may be treated as included in the existing list with same terms and conditions as has been Indicated in the Office Memorandum dated 30.4.2013.</div>

<p>The below information was given by the Minister of Health and Family Welfare Shri.Ghulam Nabi Azad in Parliament on 15th March, 2013.</p>
<p>&#8220;The private hospitals under CGHS are primarily empanelled for providing inpatient medical treatment to a CGHS beneficiary. However, CGHS allows follow-up treatment from these hospitals in Post-Operative cases in six major categories namely, Cardio-Vascular Disease, Renal Disease, Neurological Disease, Joint Replacement, Accident cases and Cancer Disease.</p>
<p>Accordingly, the medicines prescribed by the treating specialists of the private empanelled hospital are issued directly from the dispensary. In other post operative cases, medicines are issued upto one month to a patient as per the advice on discharge.</p>
<p>In addition, there is also a provision for issue of Chemotherapy drugs to patients undergoing treatment at empanelled hospitals. The above system is working properly&#8221;.</p>

										<content:encoded><![CDATA[<p><strong>Procurement of Medicines Under CGHS</strong></p>
<p>Conventional budgeting system is adopted for anticipating demand and planning procurement of medicines and stores for different systems of medicine under CGHS. Demand is ascertained on the basis of past experience of consumption of different medicines and source of supply is selected as per predetermined policy which inter alia includes direct procurement from manufacturers through a tender process. Proprietary medicines are procured from manufacturer /suppliers under rate contracts. Allopathic medicines are procured through Medical Stores Organization (MSO) and Medical Stores Depot (MSD), CGHS. Medicines are also procured through Authorized Local Chemists in case of non-availability of prescribed medicines in CGHS stores.</p>
<p>For procurement of medicines under other systems of medicines similar system is followed. However, bulk purchases of Ayurvedic and Unani medicines are made from Indian Medicines Pharmaceutical Corporation Limited (IMPCL), a wholly owned Government of India undertaking under the Department of AYUSH, at the rates determined by the Department of Expenditure. Homeopathic medicines are also procured through tender process and Local Chemists.</p>
<p>IMPCL supplies Ayurvedic, Unani Medicines to CGHS as per orders placed with them. The demand for Ayurvedic and Unani medicines are increasing day by day, and accordingly, the Government approved the capacity expansion and modernization project of IMPCL in 2010-11 and released share capital of Rs. 34 Crore.</p>

<div>2. “CGHS Package Rate” means and includes lump sum cost of inpatient treatment / day care / diagnostic procedures for which a CGHS beneficiary has been permitted by the competent authority or for treatment under emergency from the time of admission to the time of discharge including (but not limited to ) – (i) registration charges, (ii) Admission charges, (iii) Accommodation charges including patients diet, (iv) Operation charges, (v) Injection charges, (vi) Dressing charges, (vii) Doctor / consultant visit charges, (viii) ICU /ICCU Charges, (ix) Monitoring charges, (x) Transfusion charges, (xi) Anesthesia charges, (xii) Operation theatre charges, (xiii) Procedural charges / surgeon’s fee, (xiv) Cost of surgical disposables and all sundries used during hospitalization, (xv) Cost of surgical disposables and all sundries used during hospitalization, (xv) Cost of medicines, (xvi) Related routine and essential investigations, (xvii) Physiotherapy charges etc. (xviii) Nursing care and charges for its services.</div>

<div>3. Cost of Implants / Stents / Grants is reimbursable in addition to package rates as per CGHS ceiling rates for Implants / Stents / Grafts or as per actual, in case there is no CGHS prescribed ceiling rate.</div>

<div>4. During In-patient treatment of the CGHS beneficiary, the hospital will not ask the beneficiary or his / her attendant to purchase separately the medicines / sundries / equipments or accessories from outside and will provide the treatment within the package rate, fixed by the CGHS, which includes the cost of all the items.</div>

<div>5. In cases of conservative treatment, where there is no CGHS package rate, the above mentioned items are admissible – items wise at CGHS rates or as per AIIMS rates (if there is no CGHS rate) or as per actual (if there is no CGHS / AIIMS rate) for any item.</div>
<div></div>
<div>6. Package rates envisage up to a maximum duration of indoor treatment as follows:</div>
<div>12 days for Specialized (Super Specialties) treatment:</div>
<div>7 days for other Major Surgeries;</div>
<div>3 days for Laparoscopic surgeries / normal deliveries; and</div>
<div>1day for day care / Minor (OPD) surgeries.</div>

<div>7. However, if the beneficiary is required to stay in the hospital for his / her recovery for a period more than the period covered in the prescribed package rate, in exceptional cases, supported by relevant medical records and certified as such by the hospital, the additional reimbursement shall be limited to accommodation charges s per entitlement, investigations charges at approved rates, and doctors visit charges (not more than 2 visits per day per visit by specialists / consultants) and cost of medicines for additional stay). No additional charge on account of extended period of stay shall be allowed if that extension is due to infection on the consequences of surgical procedure or due to any improper proceed.</div>

<div>8. The above list is however not exhaustive. Some patients may require additional facilities/ procedures, which are admissible depending upon the medical requirements as advised by the treating doctors/specialists, with proper justification. Therefore, it is not possible to indicate a comprehensive list of items, which are not admissible.</div>

<div>However, the following items are not admissible for the purpose of reimbursement under CGHS:</div>
<div>Telephone charges</div>
<div>Toiletries</div>
<div>Sanitary napkins</div>
<div>Talcum powder</div>
<div>Mouth fresheners</div>

Cabazitaxel can be issued to CGHS beneficiaries suffering from Carcinoma Prostate as a second line therapy only in “Docetaxel Resistant cases.” It can be prescribed by Medical Oncologist, Urologist and Radiotherapist only.</div>
