Subject: Extension of facility of cashless treatment to beneficiaries of Ayushman CAPF Scheme.

Reference is invited to this Office Order File No. S 11011/16/2021/CGHS(HEC)/ DIR/CGHS dated 25th February 2021. Additional Directors of all the CGHS Cities are again directed to request all the Health Care Organisations (HCOs) empanelled under CGHS, in their respective area’s to be empanelled with “Ayushman CAPF Scheme” of NHA and sign MOA with NHA for providing cashless health care facilities to its beneficiaries. Additional Directors of CGHS Cities shall take an immediate action to interact with officials of NHA to facilitate the same.

Subject: Revised Timings for CGHS Wellness Centres

The undersigned is directed to refer to the OM of even no. dated 26th March, 2013 vide which the revised timings of 8.00 AM to 3.00 PM in the CGHS Wellness Centres were enforced w.e.f. 1st April, 2013. This Ministry has received representations from association of doctors of CGHS (All India G.D.M.O. Association) and other sections of CGHS beneficiaries for change in duty hours/ timings of the Wellness Centres. In this regard, after due consideration, it has been decided to further revise the timings of CGHS Wellness Centres from the current timings of 8.00 AM to 3.00 PM to the revised timings of 7.30 AM to 2.00 PM as per the following details :

1. The CGHS Wellness Centres will be functional from 7.30 AM to 2.00 PM without a lunch break, on a trial basis for three months w.e.f. 1st April, 2015.

2. The CGHS Wellness Centres in New Delhi which are currently functional for 24 hours, will continue to function as usual in shifts.

3. The new timings will be applicable to all CGHS Wellness Centres in all CGHS cities across the country

4. The new timings would also apply to the AYUSH dispensaries / units under CGHS all over the country.

The new timings for CGHS Wellness Centres will be effective from 1st April, 2015 on a trial basis for three months. Further decision in the matter will be taken after considering feedback to this change.

This issues with the approval of Minister of Health and Family Welfare.

Subject : Notification of fresh empanelment of Private Hospitals & Diagnostic Centers under continuous Empanelment Scheme of CGHS, Chandigarh

In response to Ministry of Health & Family Welfare, Govt. of India, Nirman Bhawan, New Delhi’s O.M No. S.11011/23/2009-CGHS D. IT/Hospital Cell (Part IX) dated 14.02.2013 & letter No.S.11045/23/2013/CGHS D.II (HEC)/CGHS(P)/Pt) dated 15.07.2013 forcontinuous fresh empanelment of private hospitals & diagnostic centers for city of Chandigarh, a committee consisting of two senior most CMOs headed by undersigned and selected the private hospitals & diagnostic centers for Chandigarh. The qualified list of Hospitals & Diagnostic Centers is according to category and purpose attached as Annexure ‘I’ with this O.M.

2. The hospitals & diagnostic centers who have qualified to be empanelled under CGHS, Chandigarh have submitted the Memorandum of Agreement (MOA) with CGHS alongwith Performance Bank Guarantee, acceptance of CGHS Rates etc. are approved for empanelment of private hospitals & diagnostic centers under CGHS Chandigarh.

3. The empanelnent shall be for a period of one year from the date of notification or till new empanelment process which-ever is earlier subject to the condition that Those Hospital/Diagnostic centers/Imagining certers who have obtained entry level pre accreditation from HABH/NABL at the time of submission of application, such hospitals would however have to obtain final accreditation from NABH/NABL within twelve(12) months from the date of issue of this notification and other hospitals/diagnostic centers have applied for NABH/NABL accreditation with six (06) months failing which their empanelment will stand cancelled.

The undersigned is directed vide Directorate General of Central Govt Health Services New Delhi office order No.S.11045/23/2013/CGHS D-II(HEC)/CGHS(P)(Pt) dated 15th July, 2013 to invite reference to Ministry of Health & FW office memorandum No.S 11011/23/2009-CGHS.D,II /Hospital Cell (Part IX) dated 14/2/2013 vide which continuous empanelment scheme was initiated for empanelment of private hospital/ diagnostic centres under CGHS.

In response to the O.M dated 14/2/2013 under continuous empanelment scheme the following hospitals/ diagnostic centres have applied for empanelment under CGHS, Ahmedabad.

2. EYE CARE HOSPITAL P.Ltd, Ambawadi, Ahmedabad.

In reference to (I) the Ministry of Health & F.W. O.M. No. S.11011/23/2009-CGHS D.II/ Hospital Cell(Part IX) dated 14.02.2013 vide which the ‘Continuous Empanelment Scheme’ for private hospitals and diagnostic centres under CGHS was revived and (ii) Dte. General of CGHS Office Order No. S.11045/23/2013/CG HS D-ll(HEC)/CGHS(P)/(Pt.) dated 15.07.2013, vide which powers for empanelment & issuance of notifications have been delegated to all the ADs/JDs in respect of their respective CGHS cities, a list of additional private hospitals (including dental clinics and eye centres) and Imaging Centre has been finalized for a period of one year from the date of issue of this O.M. or till the next new empanelment, whichever is earlier. This list has been finalized after following the due process and terms & conditions as laid down in the O.M. dated 14.02.13 as well as signing of MOA and execution of Performance Bank Guarantee by them signifying acceptance of the terms and conditions of empanelment and rates notified under CGHS in 2010/2011 and subsequent orders.

2. The list of empanelled hospitals (including dental clinics and eye centres) and Imaging Centre is enclosed herewith.

3. This list is in addition to the list of hospitals (including Eye Care Centres and Dental Clinics), diagnostic laboratories and imaging centres issued vide Ministry of Health & F.W. OM dated 22.03.11, 12.07.11, 27.07.11, 8.9.11, 1.11.11, 16.11.11 & 5.1.12 for Jabalpur.

This below information was given by the Union Minister of Health & Family Welfare ShriGhulamNabi Azadin written reply to a question in the LokSabha yesterday.

This Ministry has been receiving complaints/grievances in respect of the following major aspects.
1.Administrative:- Misbehavior by medical and paramedical staff, Shortage of staff,  Punctuality etc.

2. Technical:- Delay in settlement of medical reimbursement claims (MRCs),  Supply of substitute medicines instead of the prescribed by the Govt. specialists, Delay in supply of indented medicines, etc.

3. Related to empanelled hospitals: Denial of credit facility, Misbehavior of hospital doctors/staff, overcharging, etc.

4. Related to Internet accessibility: Disruption in services due to breakdown in internet connectivity,  etc.

To redress the grievances/complaints, the following steps have been taken:

Administrative :-Instructions have been issued to the doctors /para-medical staff working in CGHS to be polite and courteous in their behaviour with the patients. In specific cases transfers have also been made and disciplinary actions initiated. Contractual doctors are appointed to meet the requirement of Medical Officers. Regular inspections are carried out.

Technical:-The time limit for clearance of MRC bills has been fixed. CGHS doctors are advised to prescribe generic medicines to the maximum extent. The indented medicines are supplied through various local chemists to avoid the delay.

Related to empanelled hospitals: Penalty is imposed and suitable action is initiated against the erring empanelled private hospitals.

Related to Internet accessibility: -Medical Officers have been instructed not to stop to provide the consultation/treatment in case of failure of internet connection.

Apart from the above, SMS Alert system has been introduced aiming at bringing transparency in delivery of services as major initiative. Redressal Committees have also been formed by CGHS.

The allocation of financial resources is based on the evaluation of specific requirements/demands projected by the CGHS units and availability of resources.

Accordingly, after following due process, a list of following hospitals (including dental clinics and eye centres), diagnostic centres and Imaging centres has been finalized as per terms and conditions laid down in the O.M. referred to above as well as signing of MOA and execution of performance Bank Guarantee by them signifying acceptance of terms and conditions of empanelment and rates notified by CGHS in 2010 & in O.M No.Misc.1002/2006/CGHS(R&H)/CGHS (P) dated 7/2/2013.

2. The hospitals (including dental clinics and eye centres), diagnostic laboratories and Imaging Centres, which find their names in the list of hospitals, diagnostic laboratories and Imaging Centres approved for empanelment under CGHS in Delhi & NCR are empanelled for a period of one year from the date of issue of this Office Memorandum or till next new empanelment, whichever is earlier.

3. This Office Memorandum and the rates applicable under CGHS for hospitals (including dental clinics and eye centre), diagnostic laboratories and Imaging Centres can be downloaded from the website of CGHS, http://msotransparent.nic.in./cghsnew/index.asp.

NOTIFICATION

Sub: Merger of 19 Postal Dispensaries presently functioning in 12 CGHS covered cities with CGHS.

In pursuance of the decision taken by the Government on recommendations of Sixth Pay Commission, the followIng 19 (nineteen) Postal Dispensaries presently functioning in 12 (twelve) CGHS covered cities. i.e., Ahmadabad (3), Bhopal (1), Bhubaneswar (1), Dehradun (1), Guwahati (2), Jaipur (2), Jammu (1), Jabalpur(1), Lucknow (3), Pune (2), Ranchi (1) and Shillong (1) are hereby merged with the Central Government Health Scheme (CGHS).

2. All serving employees and pensioners of Department of Posts (DoP) and Department of Telecom (DoT) who are residing/settled in the above 12 cities and are beneficiaries of the 19 PostaI Dispensaries shall now be covered under CGHS and the Postal Dispensaries shall be rechristened as CGHS Wellness Centres. CGHS membership to the pensioners will be confined to those who are residing / settled in these 12 cities only.

3. In so far as the existing facilities and manpower in position In these 19 Postal Dispensaries are concerned, the merger shall be effective as per the following terms and conditions:

A. All serving employees and pensioners of Department of Post (DoP) and Department of Telecom (DoT) shall have to abide by the CGHS rules and guidelines to become a member of the Scheme. They shall have to pay the requisite contribution as per the prevailing rates prescribed by the Ministry of Health and Family Welfare/CGHS. DoP and DoT will cake necessary action to inform their employees and pensioners in this regard.

B. All existing facilities and infrastructure like buildings, furniture and fixtures, equipment etc. will be taken over by CGHS on ‘as is where is’ basis. The Department of Post shall handover the possession of the Postal Dispensaries accommodation to the Department of Health and Family Welfare /CGHS at a token rent of Re.1/- per annum. In the case of rented accommodations, CGHS will pay the rent from the date of taking over of the dispensaries.

C. All doctors of GDMO sub-cadre of CHS working in the above 19 dispensaries will be taken on roll of CGHS and they shall be placed under the administrative control of Department of Health and Family Welfare/CGHS for all purposes.

D. All employees (technical/non-technical staff) along with the work allocated and posts they are currently holding in these 19 Postal Dispensaries shall be taken over by CGHS. Their seniority and other condition of service in CGHS shall be governed by the relevant instructions and guidelines issued by DoPT from time to time.

E. All expenditure relating to these dispensaries including medicines, hospitalisation and other reimbursable expenses (of pensioners), salaries and other allowances to the Postal dispensary employees as a result of merger of these dispensaries shall be borne by CGHS from its own resources.

F. Local Committees shall be constituted in the respective cities with representatives from both CGHS and Postal dispensaries to resolve all staffing and other local issues arising on account of the merger in consultation with nodal Ministries.

4. These Orders shall be effective from 1st August, 2013.

5. This issues with the concurrence of Ministry of Finance, Department of Expenditure’s vide I.D No. 18(3)/E.V/2008 dated 06.03.2013.

The below information was given by the Minister of Health and Family Welfare Shri.Ghulam Nabi Azad in Parliament on 15th March, 2013.

“The private hospitals under CGHS are primarily empanelled for providing inpatient medical treatment to a CGHS beneficiary. However, CGHS allows follow-up treatment from these hospitals in Post-Operative cases in six major categories namely, Cardio-Vascular Disease, Renal Disease, Neurological Disease, Joint Replacement, Accident cases and Cancer Disease.

Accordingly, the medicines prescribed by the treating specialists of the private empanelled hospital are issued directly from the dispensary. In other post operative cases, medicines are issued upto one month to a patient as per the advice on discharge.

In addition, there is also a provision for issue of Chemotherapy drugs to patients undergoing treatment at empanelled hospitals. The above system is working properly”.
