<h3 class="wp-block-heading"><strong>CASHLESS TREATMENT FACILITIES TO CGHS BENEFICIARIES</strong></h3>



<p>268. SHRI RAVICHANDRA VADDIRAJU:<br />Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:</p>



<p>(a) Whether Government is planning to expand cashless treatment facilities for the Central Government Health Scheme (CGHS) beneficiaries as is being done in AIIMS Delhi, PGIMER Chandigarh and JIPMER Puducherry bringing under the ambit of CGHS and proposes to include all AIIMS across the country; and</p>



<p>(b) If so, the details thereof and present status of its implementation of the scheme?</p>



<h3 class="wp-block-heading has-text-align-center"><strong>ANSWER</strong></h3>



<p><strong>THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND&nbsp;</strong><strong>FAMILY WELFARE&nbsp;</strong><strong>(DR. BHARATI PRAVIN PAWAR)</strong></p>



<p>(a) &amp; (b) As per the decision taken by the Government, Memorandums of Agreement (MoAs) have been signed by CGHS with AIIMS, New Delhi; PGIMER, Chandigarh; JIPMER, Puducherry and AIIMS located at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur, Rishikesh, Bilaspur, Rajkot, Kalyani, Bhatinda, Bibinagar, Guwahati, Deoghar and Mangalagiri; to facilitate cashless treatment/ investigation facilities to Pensioner beneficiaries and other eligible categories of CGHS beneficiaries at these premier institutions. The guidelines related to treatment of CGHS pensioner beneficiaries and other entitled class of beneficiaries at these Institutes are given at Annexure.</p>



<p class="has-text-align-center"><strong>Annexure</strong></p>



<p>The guidelines related to treatment of CGHS Pensioner beneficiaries and other entitled class of beneficiaries are as under:</p>



<ul class="wp-block-list">
<li>CGHS Pensioners and other beneficiaries entitled for cashless treatment like ex-MPs, ex- Governors, former Judges of Supreme Court of India , former Judges of High Courts, Freedom Fighters, etc., holding a Valid CGHS Card are eligible for cashless treatment at AIIMS.</li>



<li>The validity of the CGHS card and the ward entitlement are printed on CGHS Card.</li>



<li>AIIMS shall create a Special desk for CGHS beneficiaries.</li>



<li>Entitled CGHS beneficiaries shall present their CGHS Card for verification at CGHS Desk.</li>



<li>CGHS shall facilitate verification of card details on line from CGHS Data base in consultation with NIC.</li>



<li>Entitled CGHS beneficiaries shall submit a self attested copy of CGHS Card of self. In case of treatment of a dependant family member copy of the CGHS card of self and family member shall be submitted.</li>



<li>CGHS Desk at AIIMS refers the beneficiaries to OPD / Investigations / Indoor treatment as the case may be.</li>



<li>Bills in physical form along with copy of CGHS card shall be submitted by AIIMS in the last week of month to the office of Addl. Director, CGHS of concerned City.</li>



<li>AIIMS shall send bill to CGHS as per AIIMS rates, except in case of Room rent for Indoor treatment. Bills for room rent shall be sent to CGHS as per prescribed rates for empanelled Hospitals. The beneficiaries are eligible for indoor treatment as per their ward entitlement, as indicated on their CGHS Card.</li>



<li>AIIMS shall create a separate Bank Account for CGHS beneficiaries to reimburse the bills by CGHS.</li>



<li>Additional Director, CGHS of concerned City shall process the bills expeditiously and payment shall be credited into the Bank Account created by AIIMS for CGHS.</li>



<li>CGHS pensioners and others eligible for cashless treatment can avail treatment without any mandatory referral from CGHS.</li>

<h3 class="wp-block-heading">Subject: Regarding OPD Consultation, Day Care treatment and investigations at CGHS empanelled hospitals in respect of eligible retirees of erstwhile Air India &#8211; post disinvestment.</h3>



<p>With reference to the above subject kind attention is drawn to the Office Memorandum 1-26/2023 -CGHS (HQ)/C&amp;P/ 433(A) issued on 15.03.2023 regarding scheme for providing medical facilities on cashless basis for IPD treatment at CGHS empanelled hospitals to retired employees of Air India Ltd. post disinvestment. It is now decided that hereafter retired Air India employees carrying valid CGHS cards are also eligible for cashless treatment in all CGHS empanelled HCOs (Health Care Organizations) for all OPD referrals from CGHS for OPD consultations, listed investigations and day care procedures at CGHS rates. The empanelled hospitals shall submit the bills to the bill processing agency i.e. UTI-ITSL for further necessary action.</p>

<h3 class="wp-block-heading has-text-align-center"><strong>CGHS Pensioners and other entitled categories of CGHS beneficiaries will be eligible for cashless treatment in OPD, investigations and Indoor treatment at these 6 AIIMS</strong></h3>



<h3 class="wp-block-heading has-text-align-center"><strong>Cashless treatment to CGHS beneficiaries at AIIMS New Delhi, PGIMER Chandigarh and GIPMER Puducherry in the offing</strong></h3>



<p class="has-text-align-right">20 MAY 2023</p>



<p>Cashless treatment facilities will now be available to all CGHS beneficiaries (serving and pensioners) at 6 AIIMS located at Bhopal, Bhubaneswar, Patna, Jodhpur, Raipur and Rishikesh. This significant decision was taken today, as Memorandum of Agreement were signed between these six AIIMS and CGHS, Union Health Ministry in the presence of Shri Rajesh Bhushan, Union Health Secretary. </p>



<p>Patient care facilities available at 6 fully functional AIIMS at Bhopal, Bhubaneswar, Patna, Jodhpur, Raipur and Rishikesh shall be extended to the CGHS beneficiaries on cashless basis. It will be particularly beneficial for the senior citizens (retired pensioner beneficiaries of CGHS) who find it difficult to submit individual reimbursement claims and follow up approvals. The CGHS beneficiaries will have the advantage of accessing state of art treatment facilities available in these AIIMS, without the hassle of first making payments and then seeking reimbursements from CGHS. This initiative will save time, reduce paperwork and also delays in settlement of individual claims. Till now, CGHS pensioner beneficiaries, availing treatment at AIIMS, are required to first make payment and claim reimbursement later from CGHS. </p>



<p>The salient features of this initiative are as under:</p>



<ol class="wp-block-list">
<li>The CGHS Pensioners and other entitled categories of CGHS beneficiaries will be eligible for cashless treatment in OPD, investigations and Indoor treatment at these 6 AIIMS.</li>



<li>These 6 AIIMS shall raise credit bills of CGHS Pensioners and other categories of eligible beneficiaries to CGHS and CGHS shall preferably make payment within 30 days of receipt of the bills.</li>



<li>Admission of the CGHS beneficiary shall be made only against production of valid CGHS Beneficiary ID Card for the treatment at AIIMS.</li>



<li>AIIMS shall create a separate Help Desk and a separate accounting system for CGHS beneficiaries.</li>



<li>Medicines prescribed by the doctors at AIIMS, for OPD treatment or at the time of discharge from AIIMS, will be collected by the beneficiaries through CGHS.</li>
</ol>



<p>The Health Secretary lauded this development stating “CGHS is a significant service-oriented vertical of the Health Ministry through which existing and retired employees can avail medical services. He further added that “the government endeavors to expand the number of hospitals empaneled under CGHS providing excellent tertiary care facilities aligned with the rising requirements of the patients.” He also stated “in the near future the AIIMS institutions established in New Delhi, Post Graduate Institute of Medical Education &amp; Research Chandigarh and Jawaharlal Institute of Postgraduate Medical Education and Research, Puducherry will be incorporated in this agreement.”</p>



<p>Shri Rajesh Bhushan elaborated that “a big segment will benefit from this agreement, as it seeks to ease the lengthy formalities and expedite access to medical care.” He noted that will also widen the reach of CGHS services across the nation, as this agreement allows the beneficiaries to avail the CGHS beneficiaries from the AIIMS institutions in their respective states. He further added that CGHS has upwardly revised certain rates of treatment and medical care, further aiding access of treatment facilities for patients.</p>



<p>The beneficiaries under the CGHS are referred to Government hospitals and private hospitals empaneled under CGHS for indoor treatment. CGHS pensioners and other entitled categories of CGHS beneficiaries are eligible for cashless facilities at empaneled hospitals. CGHS provides comprehensive healthcare (both OPD &amp; IPD) to Central Government employees, pensioners and their dependent family members, Hon’ble Members of Parliament, ex-MPs and other categories of beneficiaries. Presently CGHS is in operation in 79 cities in the Country.</p>



<p>Under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) 22 new AIIMS have been established across the country and they are at varying stages of operationalization. Besides providing facilities for quality medical education and research, these Premier institutions provide specialized patient care health services in various specialities and super specialities including cardiology, neurology, neuro surgery, gastroenterology, urology, cardio vascular thoracic surgery, oncology etc. These institutes also provide trauma and emergency care services, state of the art diagnostic services, including blood bank facilities.</p>



<p>The session was attended by Additional Secretary Smt V. Hekali Zhimomi, Joint Secretary Smt Ankita Mishra, Joint Secretary Dr. Manashvi Kumar, Director, CGHS, Dr. Jain among senior government officials. Executive Directors of AIIMS Bhubaneshwar, AIIMS Patna, AIIMS Raipur, AIIMS Jodhpur and representatives from AIIMS Bhopal and AIIMS Rishikesh were present at the MOA signing event.</p>

<h4 class="wp-block-heading">MINUTES OF THE MEETING WITH STAFF SIDE, NATIONAL COUNCIL (JCM) ON THE SUBMITTED AGENDA ITEMS, HELD ON 09.07.2020 UNDER THE CHAIRPERSONSHIP OF SECRETARY (HFW)</h4>



<p>A meeting was convened under the chairpersonship of Secretary (HFW) with Staff Side, National Council (JCM) on 09.07.2020 at 11:30 am, in Committee Room No. 155-A, Nirman Bhawan, New Delhi, on the agenda items pertaining to COVID-19 and other related matters of Staff welfare in respect of Central Government Health Scheme (<a href="https://centralgovernmentnews.com/category/cghs/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">CGHS</a>) and Central Services (Medical Attendance) [CS(MA)] Rules, 1944.</p>



<h4 class="wp-block-heading">List of participants is enclosed at Annexure – ‘A’.</h4>



<p>2. The Chairperson welcomed all the participants. Opening the discussions, Secretary (HFW) thanked all central government employees who have been working tirelessly during the ongoing COVID pandemic to keep moving the work of Government. She also outlined the steps taken by the Ministry of Health &amp; Family Welfare (MoHFW) regarding treatment and care of both Non-COVID and COVID positive patients during the pandemic period. After a brief round of introduction, Joint Secretary (CGHS) briefed about the agenda items raised by Staff Side and these items were taken up one by one for discussion.</p>



<p>At the outset, Shri Shiva Gopal Mishra, Secretary, National Council expressed his gratitude towards Secretary (HEW) for holding this Meeting at a short notice as well as proactively taking decisions for the benefit of <a href="https://centralgovernmentnews.com/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">central government employees</a>. He also brought out the problems being faced by government employees.</p>



<p>Thereafter, discussion on the agenda began and action taken thereon is as under:</p>



<figure class="wp-block-table"><table><thead><tr><th>Agenda No.</th><th>Issue</th><th>Action Taken</th></tr></thead><tbody><tr><td>1</td><td><strong>FIXATION OF PACKAGE RATE FOR TREATMENT OF <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">COVID-19</a> PATIENTS: </strong>In spite of the repeated instructions from your Ministry, the CGHS beneficiaries are facing lot of difficulties and problem in getting treatment of COVID-19 Virus infection. The Hospitals are charging between Rs. 1 Lakh to 2 Lakh for PPEs Kits alone. All put together the CGHS empanelled hospitals are charging more the Rs. 3 lakhs from each patient. Since there is no package rate prescribed by the Ministry of Health and Family Welfare for the COVID-19 infection treatment, the Hospitals are abnormally charging from the CGHS beneficiaries. Such incidences have been brought to our notice from the Central Govt. Employees working in Chennai and Hyderabad. To avoid such type of abnormal charges being levied by the CGHS Empanelled Hospitals, it is essential that the Ministry of Health may finalize a package rate of the treatment of COVID-19 infection. Considering the urgency in the matter a favorable decision may be taken at the earliest.</td><td>The proposal regarding fixation of rates for COVID-19 treatment at private hospitals empanelled under CGHS is already under process. Secretary (HFW) directed that order may be issued immediately.</td></tr><tr><td>ii.</td><td><strong>REIMBURSEMENT OF COVID -19 TEST CHARGES LEVIED BY CGHS EMPANELLED HOSPITALS.</strong> This is to inform you that in spite of your instructions to all the Chief Secretaries of the State Governments, even now some of the Private hospitals, especially CGHS empanelled private hospitals are refusing to give medical treatment to the Central Govt, employees. The CGHS empanelled Hospital whichever is at present giving treatment for other diseases is insisting that before admitting the patient for treatment, the patient have to undergo COVID-19 tests and for that purpose the hospital are charging almost Rs.10,000, which include the testing charges and the PPE charges both for the patients and for the care taker. At present, there is no provision for reimbursement of this COVID-19 test charges either under the CS (MA) Rules or under CGHS Rules.In view of the above it is requested that Ministry of Health may issue necessary instructions for reimbursing the COVID-19 testing charges being levied by the CGHS empanelled Private hospitals.</td><td>In case of CGHS beneficiaries, orders regarding CGHS rates applicable for COVID -19 test is already notified vide OM Z.15025/18/ 2020/DIR/CGHS dated 10.06.2020 ( Annexure-I). Joint Secretary (CGHS) informed that similar order for COVID-19 test will be issued shortly for CS (MA) beneficiaries.</td></tr><tr><td>iii</td><td><strong>REIMBURSEMENT OF OPD MEDICINES TO CS (MA) BENEFICIARIES IN VIEW OF COVID-19</strong>. The Ministry of Health and Family Welfare vide its OM Dated 27th March 2020 have issued instructions that Considering the guidelines for maintaining social distancing between individuals, the CGHS beneficiaries are permitted to purchase medicines based on the prescription already with them. However this benefit has not been extended to CS (MA) beneficiaries. Majority of the Defence Civilian Employees are governed under CS (MA) Rules. Therefore it is requested that the CS (MA) beneficiaries also may be permitted to procure medicine from the local Pharmacy and to reimburse the same with the existing prescription and for new cases by not insisting for AMA’s prescription. Medicines purchased based on the prescription from a Registered Medical Practitioner may be allowed to be reimbursed till the COVID-19 Pandemic is down.</td><td>MoHFW vide OM No. S.11011/12/2020 &#8211;  EHS dated 01.04.2020 (Annexure-II) has issued instructions that CS (MA) beneficiaries getting medicines for chronic diseases may purchase medicines from the local pharmacy till 30.04.2020, based on the prescription of Authorized Medical Attendant, already held by the beneficiaries. The medical claim for reimbursement shall be submitted by the beneficiary to the concerned Ministry / Department/ Organization for further processing. This special sanction was further extended by OMs dated 05.05.2020 and 03.06.2020 (Annexure-II) and this special sanction of local purchase is allowed upto 31.07.2020. </td></tr><tr><td>iv</td><td><strong>REFUSAL OF TREATMENT / CASHLESS TREATMENT BY CGHS EMAPNELLED HSOPITAL</strong> Instances have come to our notice from different cities that after the declaration of Nationwide lockdown as a preventive measure against the spread of COVID-19 Virus some of the CGHS recognized the hospitals are refusing for giving treatment to the Central Govt. Employees including Defence Civilian employees. Some of the Hospitals are admitting the patients with the conditions that they will not be given cashless treatment and that they should deposit the treatment charges in advance, in case they want medical attention. You will appreciate when the whole country is in crisis and the medical community is struggling to save human beings from the COVID-19 Virus, we fail to understand how these corporate hospitals are refusing to treat the Govt. Employees and their families. Therefore it is requested that you may kindly intervene in the matter and necessary instructions may please be issued to all the CGHS empanelled hospitals to compulsorily give medical treatment to all the central government employees and pensioners by extending the Cashless treatment facilities.</td><td>Joint Secretary (CGHS) stated that Advisory to CGHS empanelled hospitals is already in place and notified vide OM No. 15025/18/2020 /DIR/CGHS dated 09.06.2020 (Annexure-III). It was assured by the chair that advisory will be reiterated.</td></tr></tbody></table><figcaption>CGHS CASHLESS TREATMENT</figcaption></figure>



<p>In addition to above, some other issues were also taken up for discussion, which are summarized below:-</p>



<p><strong>(a) Provision of immunity boosting drugs/ medicines</strong></p>



<p>Staff Side requested the Ministry to make arrangement for the supply of immunity boosting drugs/ medicines to the beneficiaries.</p>



<p>JS(CGHS) informed the Staff side that there are number of AYUSH dispensaries under CGHS and the beneficiaries may avail the services of these dispensaries to obtain such immunity boosting Homeopathy / Ayurveda formulations.</p>



<p><strong>(b) Extension of Health Insurance facility under COVID-19 to all central government employees.</strong></p>



<p>Staff side requested that the insurance scheme under COVID-19 provided to Health Care workers by the Ministry of Health &amp; Family Welfare be extended to all central government employees.</p>



<p>On this, the chairperson apprised the Staff side that this is beyond the purview/ mandate of this Ministry.</p>



<p><strong>(c) Different food charges levied by Railways empanelled hospitals</strong></p>



<p>Staff side members raised the issue of different food charges being levied by Railways empanelled hospitals.</p>



<p>On this, the chair assured Staff side members that this issue would be forwarded to Ministry of Railways for action as deemed fit.</p>

<p>Subject: <strong>Guidelines for Computerization of CGHS non-computerized units/future new units</strong></p>
<p>All CGHS units like Allopathic Wellness Centers, Ayush Wellness Centers, Polyclinics, First Aid Posts(FAPs), VVIP units etc. need to be computerized for maintaining transparency and accountability of services provided to the beneficiaries. The following guidelines should be followed for computerization of hitherto non-computerized units or future new units:</p>
<p>1. Procurement of computers and peripherals-For cities other than Delhi, the CMOs In-charge of the unit may put up the demand for computers and peripherals with respective ADs for procurement. In Delhi the procurement of computers and peripherals would be done by AD (MSD) after receiving request from the Zones.</p>
<p>2. Extension of existing leased line</p>
<blockquote><p>(a) In cases where units to be computerized are co-located with an existing center (like Ayush Wellness Centers, which are located in the same building as Allopathic Wellness Centers), the existing leased line may be extended for the units to be computerized.</p>
<p>(b) For standalone units new Leased Lines have to be installed. Broadband connections of tariff plan up to Rs 2000/- per month may be installed as alternate internet connectivity.</p></blockquote>
<p>3. Local Area Network (LAN) wiring-The office of respective Additional Directors would get the work done.</p>
<p>4. Procedure for shifting of leased line/ new leased line connection</p>
<blockquote><p>(a) In cities other than Delhi, the request for shifting of Leased Line in case of relocation of a unit or installation of new leased line for new centers may be put up to MCTC by Additional Directors. MCTC would coordinate with BSNL for demand estimate. Approval of competent authority would be taken by MCTC once demand estimates are received from BSNL and conveyed to respective ADs.</p>
<p>(b) In Delhi, the CM0 1/C would coordinate with local MTNL for demand estimates for new MTNL leased line connection/shifting of MTNL connection. The approval of demand estimate would be taken from competent authority by the Additional Director.</p></blockquote>
<p>5. Procedure for Broadband Connection and telephone connection – The CMOs In-Charge and respective ADs would coordinate with BSNL/MTNL for the same.</p>
<p>6. Creation of Wellness Center/Unit code, NIC email ID and Password</p>
<blockquote><p>(a) For creation of email ID, CMOs IN-charge may fill up mail subscription form available on website of NIC. The duly signed and filled form may then be scanned and emailed to NIC with copy to MCTC.</p>
<p>(b) CMO I/C and Additional Director would coordinate with NIC and MCTC through email for the Wellness Center/unit code.</p></blockquote>
<p>7. Initial Handholding training of staff to use the CGHS computer module if required Local NIC may be contacted through respective Additional Directors for the same.</p>

<p>Sub: <strong>Extension of CGHS facilities to the retired employees of Indian Council for Cultural Relations (ICCR)-reg.</strong></p>
<p>The undersigned is directed to refer to this Ministry’s O.M No. S 11011/16/2013-CGHS(P) dated 10th June, 2014 vide which it was decided to extend the CGHS facilities to the retired employees of those autonomous/statutory organizations whose sewing employees were already covered under CGHS in Delhi/NCR only.</p>
<p>2. This Ministry had received a request from Indian Council for Cultural Relations (ICCR) for the Arts to extend the CGHS facility to its retired employees. The proposal was examined in this Ministry and it has now been decided to extend the CGHS facilities to the retired employees of Indian Council for Cultural Relations (ICCR) subject to the following guidelines:-</p>
<blockquote><p>a) CGHS facilities shall be extended to the retired employees of Indian Council for Cultural Relations (ICCR) only in Delhi/NCR. They will be entitled to OPD facilities and medicines from CGHS dispensaries in Delhi/NCR only on the same lines as is being done in case of serving employees of Indian Council for Cultural Relations (ICCR).</p>
<p>b) They may avail treatment from CGHS empanelled hospitals at CGHS approved rates. The medical expenses for [PD/hospitalization treatment will be borne by Indian Council for Cultural Relations (ICCR) and they will not be eligible for cashless medical facilities.</p>
<p>c) The pensioner’s card will be issued to those pensioners who have been recommended by Indian Council for Cultural Relations (ICCR) and on payment of service charges on cost to cost basis in advance on yearly basis at the rates determined by Department of Health and Family Welfare in consultation with O/o the Chief Advisor (Cost), Department of Expenditure, Ministry of Finance.</p>
<p>d) The CGHS membership card will have to be renewed annually by Indian Council for Cultural Relations (ICCR) in advance for both serving as well as retired employees (wherever applicable). Failure to renew the CGHS membership within the specified time period will lead to de-activation of the CGHS card.</p>
<p>e) There is no provision for issue of life-time CGHS cards to the pensioner beneficiaries of Indian Council for Cultural Relations (ICCR).</p></blockquote>
<p>3. The office of the Additional Director (HQ), CGHS,New Delhi shall be the nodal office for issue of CGHS cards to the pensioners of Indian Council for Cultural Relations (ICCR). Accordingly, Indian Council for Cultural Relations (ICCR) may co-ordinate with O/o the AD (HQ), CGHS in this regard.</p>

<p>Subject: <strong>Revision of time limit for submission of final claims reimbursement of medical expenses under CS(MA) rules, 1944 – regarding.</strong></p>
<p>The undersigned is directed to refer to OM No. F. 29-40/68-MA dated 15.10.1968 in which it was laid down that submission of final claims for reimbursement of medical expenses of Central Government servants in respect of a particular spell of illness should ordinarily be preferred within 3 months from the date of completion of treatment.</p>
<p>2. A representation was received from National Council (Staff Side) to extend the time limit for submission of such medical bills from 3 months to 6 months. The matter was examined in the Ministry and it has been decided that the period of 3 month s for submission of medical claims be revised to 6 months. Henceforth, only the cases in which the bills are submitted after 6 months from the date of completion of medical treatment/discharge of the patient from the hospital are required to be taken up for condonation. The power of condonation of such delays and other terms and conditions woukld be same as enumerated in the OM No.S.14025/8/99/-MS dated 25.05.1999.</p>

<p>Subject: <em><strong>Empanelment of private hospitals (including dental clinics and eye centres) and diagnostic centres under CGHS Delhi &amp; NCR.</strong></em></p>
<p>In continuation of this Directorate’s Office Memorandum of even no. dated 01.10.2014 on the above mentioned subject and further empanelment under continuous empanelment scheme vide order dated 10.02.2015 and 24.02.2015, the undersigned is to convey that in addition to the list of the hospitals (including dental clinics &amp; eye centres) and diagnostic laboratories already empanelled, the hospitals (including dental clinics &amp; eye centres) and diagnostic laboratories as per the list attached have also been empanelled under CGHS in Delhi &amp; NCR with issuance of this order. The newly empanelled hospitals (including dental clinics &amp; eye centres) and diagnostic laboratories may be treated as included in the existing list of empanelled health care organization under CGHS with same terms and conditions as have been indicated in the Office Memorandum dated 01.10.2014.</p>

<p>While answering to a unstarred question No.695 in Lok Sabha on 27th Feb 2015, Minister of Health and Family Welfare Shri.Jagat Prakash Nadda said there is no CGHS rates for implant then that implant is reimbursed as per AIIMS/GB Pant Hospital rates. However, if a benefi- ciary opts for a specific brand of implant, he/she shall have to give a written under- taking to bear the difference between the cost of that specific brand and the pres- cribed ceiling rate.</p>
<p>The detailed reply is reproduced and given below for your ready reference…</p>
<p>“The<strong> total number of CGHS beneficiaries in the country as on date are 36,67,795.</strong></p>
<p>The <strong>CGHS has empanelled 750 Health Care Organizations all over the country. </strong></p>
<p>As per reports received from the field, Grants Medical Foundation Pune has restricted the cashless facilities to serious/emergency cases only. Another hospitals in Ranchi ‘Shree Jagannath Hospital and Research Centre’, which was empanelled recently on 17/11/2014 has stopped this facility.</p>
<p>The reason for pendency of payment of hospital bills is insufficient balance of funds available with UTI-ITSL (Bill Clearing Agency) CGHS recoups funds to UTI-ITSL. There was delay in recoupment due to technical reasons. However, efforts are being made to recoup the funds to UTI-ITSL to avoid pendency.</p>
<p>In addition, through internal adjustment, additional funds are being allocated to Pune &amp; Ranchi to clear the pending bills.</p>
<p>CGHS fixes rates for various treatment procedures and investigations through tender process and rates were last notified on 01.11.2014 for Delhi/NCR and on 17.11.2014 for CGHS cities outside Delhi/NCR. AS per the Memorandum of Agreement signed by empanelled hospital with CGHS at the time of their empanelment they are expected to charge as per CGHS package rates only.</p>
<p>CGHS has fixed up ceiling rates for certain implants without specifying any brand name. If there is no CGHS rates for implant then that implant is reimbursed as per AIIMS/GB Pant Hospital rates. However, if a beneficiary opts for a specific brand of implant, he/she shall have to give a written under- taking to bear the difference between the cost of that specific brand and the prescribed ceiling rate”.</p>

<p>Member of Parliament Shri.Sardar Sukhdev Singh Dhindsa asked some important questions in respect of CGHS beneficiaries regarding the life saving medicines and concerned minister has given reply on this issue as follows…</p>
<p>With a view to streamline the issue of medicines, an Office Memorandum was issued on 25.08.2014. Under the revised guidelines:</p>
<p>I. CGHS provides/ indents Medicines as per the CGHS formulary, which contains 622 branded medicines and 1447 generic medicines.</p>
<p>II. However, anti-Cancer and other related medicines also called Life-saving medicines, approved by Drug Controller General of India for use in India shall continue to be provided on a case to case basis.</p>
<p>(d) : The following measures have since been taken to overcome the inconvenience caused to the beneficiaries:</p>
<p>i) Since, many beneficiaries were undergoing treatment and were provided certain Insulin’s and Gliptins for anti-diabetic care, it has been decided to permit issue of such medicines to ensure continuity in treatment even though they are not included in the formulary (as an interim measure till the formulary is revised).</p>
<p>ii) The medicines included in the formularies of ESIC(Employees State Insurance Corporation)( 398 generic medicines) and ECHS( Ex-Servicemen Contributory Health Scheme) (517 Generic medicines) are also permitted under CGHS as an interim measure.</p>
<p>iii) Orders were also issued on 1.10.2014 delegating powers to CMOs i/c for providing essential medicines to CGHS beneficiaries. CMOs i/c can issue / indent medicines costing upto Rs1500 per week even though they are not included in any of the above formularies. However, in case the duration of treatment is for more than one week and the cost of medicines is more than Rs.1500/- approval of Additional Director of the concerned CGHS city must be obtained.</p>
<p>iv) Medicines are issued for upto three months at a time in case of chronic diseases and upto six months in case of a CGHS beneficiary going abroad. The revised Orders were issued in this regard on 21.10.2014.</p>
