<p class="has-text-align-center"><strong>Monthly CGHS contribution</strong></p>



<p>Central Government employee is considered a CGHS beneficiary once CGHS contribution is regularly deducted from their monthly salary. However, merely having the contribution deducted does not automatically ensure the issuance of a CGHS card. The employee is required to submit the prescribed application form to their respective Administration/ Establishment branch to initiate the issuance process of the CGHS card.</p>



<ul class="wp-block-list">
<li>Monthly CGHS deduction from salary signifies eligibility.</li>



<li>The employee must <strong>submit an application</strong> in the prescribed format to the Administration Branch.</li>



<li>The CGHS card is issued <strong>only after proper application</strong> and processing.</li>



<li>Failure to apply may result in <strong>non-issuance</strong>, despite ongoing contribution.</li>
</ul>



<p>Regular deductions without application do not suffice for availing CGHS benefits; formal application is mandatory.</p>

<h3 class="wp-block-heading">Subject: Issuance of CGHS serving card to serving Central Govt. employee upon deduction of monthly CGHS contribution &#8211; regarding.</h3>



<p>The undersigned is directed to refer to MoOH&amp;FW OM No. S-6252/2003-2004-R&amp;H/CGHS/CGHS(P) dated 15.0.2004 (copy enclosed) on subject cited above.</p>



<p>2. All SDGs/ADGs are requested to ensure that all the employees of CPWD who are contributing towards the CGHS are issued with CGHS card. In case where the Govt. Servant in spite of written intimation/Memorandum do not apply for a CGHS card, such cases may be immediately reported to Senior Officers for taking suitable action.</p>



<p>3. This issues with the approval of the Competent Authority.</p>

<p class="has-text-align-left">The undersigned is directed to state that various Ministries/ Departments of the Govt. of India are raising the question of accrual of CGHS benefits to the ‘Central Govt. Servants.</p>



<p>2. In this connection, it is stated that as per CGHS rules, th benefits Of CGHS accrue from the date on which the Central Govt. Servant applies for a CGHS card. Further, the CGHS is a compulsory scheme for all Central Govt. employees having their place of residence as recorded in the service book in an area covered by a CGHS dispensary. Therefore, as soon as the Govt. employee joins a particular Office and intimates his/her residential address that falls in a CGHS covered areas, the Administration Branch officially intimates the Cash Branch to start deducting the monthly CGHS contribution from the salary of the Govt. Servant. This is not linked/made conditional to the Govt. Servant filling up the necessary forms and applying to his Administration Branch for getting a CGHS card.</p>



<p>4. In some cases, the administrative Ministry/ Department have referred medical reimbursement cases to the Department of Health wherein the Govt. servant has been regularly contributing towards the CGHS by way of deductions from the monthly salary but he/she has not applied to his Administration Branch for obtaining a CGHS Card by filling up the necessary forms.</p>



<p>3. The Matter has been considered in the Department of Health and it is of the view that if the CGHS contribution were being compulsorily deducted from the monthly salary of the Govt. employee, it would be unfair to deny the Govt. servant the benefit of CGHS facilities merely on the ground that he/she had not applied to the Administration Branch for getting a CGHS card. As a Matter of fact, if the concerned Office/ Department is regularly deducting the CGHS contribution from the monthly salary of the Govt. servant, it is the. responsibility of the said Office/Department to ensure that a CGHS card is issued to such Govt. servants.</p>



<p>4. In view of the above, the Administration/ Estt. Branch of all the Ministries/ Departments of the Govt. of India are requested to ensure that all such Govt. servants who are contributing towards the CGHS are issued with CCHS cards.  In cases where the Govt. servant in spite of written intimation/ Memorandum do not apply for a CGHS card, such cases may be immediately reported to the Senior Officers for taking suitable action.</p>

<p>Sub: <strong>Online transfer of CGHS Cards of serving employees on transfer from one CGHS Covered City to another CGHS Covered City &#8211; Reg.</strong></p>
<p>With reference to the above mentioned subject the undersigned is directed to state that this Ministry has been receiving representations for allowing online transfer of same CGHS cards of serving employees of Central Government on transfer from one CGHS City to another CGHS City. The matter has been reviewed and it has now been decided, in supersession of the earlier orders in this regard, to allow online transfer of same CGHS cards of serving employees of Central Government on transfer from one CGHS City to another CGHS City as per the details given under:</p>
<blockquote><p>i) Serving employees on transfer from one CGHS City to another CGHS City shall submit an application to the Additional Director of CGHS City (forwarded by the Ministry /Department from where he /she is being transferred) along with copy of the transfer / relieving order for transfer of CGHS Cards to another CGHS City with an undertaking that he shall be residing in the new City in a CGHS covered area.</p>
<p>ii) Addl. Director, CGHS of City shall transfer the card online and shall issue an acknowledgement slip to the serving employee. CGHS Plastic cards shall be retained by the serving employee.</p>
<p>iii) Serving employee in the new CGHS City submits an application duly forwarded by his /her Ministry /Department/ Office, certifying that CONS contribution is being deducted, to the Additional Director of new CGHS City for acceptance of the transit CGHS Cards to the data base of new City and allocation of a CGHS Wellness Centre in new CGHS City along with proof of residence for residing in a CGHS covered area. Additional Director, CGHS in the new City shall accept the cards in new City after verification of the residential address. If the area is coverd under CGHS, the card shall remain inoperable until it is accepted by the Addl. Director,CGHS.</p>
<p>iv) It is also brought to the attention of all Ministries and Departments that they are responsible for surrender of CGHS cards issued to Serving Employees, when they are transferred to a non-CGHS covered City.</p></blockquote>
<p>2. These order shall supersede all the earlier instructions issued on the subject and will be in effect from the date of its issue.</p>

<p>2. CGHS is pleased to announce a new initiative by which its beneficiaries can now print their own cards at their convenience. This facility for self-printing is applicable for those beneficiaries whose CGHS membership has already been approved by the concerned Additional Director.</p>
<p>3. The steps involved in printing of the card are given below:</p>
<blockquote><p><strong>Visit CGHS portal cghs.nic.in</strong></p>
<p><strong>Click ‘Beneficiary Login’</strong></p>
<p><strong>Enter Ben ID and Password, and sign in.</strong></p>
<p><strong><em>In case the beneficiary does not have a password or has forgotten it, then click on ‘Generate Password’ and follow the instructions.</em></strong></p>
<p><strong>Click ‘Print Card’ for the beneficiary whose card needs to be printed.</strong></p>
<p><strong>Enter the One Time Password (OTP) sent on registered mobile.</strong></p>
<p><strong>Click ‘Print CGHS Card’</strong></p>
<p><strong>A message will appear on the screen requesting to take a coloured printout and get the card laminated. Click ‘OK’</strong></p>
<p><strong>Download or open the CGHS card in PDF format.</strong></p>
<p><strong>Print the CGHS card using Print command.</strong></p></blockquote>

<p>The below information was given in written reply to a question about the linking between CGHS card and Aadhaar by the Minister of Health and Family Welfare Shri Jagat Prakash Nadda in Lok Sabha on 11th March 2016 as follows…</p>
<p>&nbsp;</p>
<p>“Ministry of Health and Family Welfare has issued an Office Memorandum No. Z-15025/11/201-DIR CGHS dated the 10th July 2015 requesting the Ministries/Departments concerned to motivate their employees availing CGHS to link their Aadhaar Numbers with the CGHS database either online themselves through the CGHS portal or through the CMO-in-charge of their dispensary.</p>
<p>&nbsp;</p>
<p>Central Government employees/pensioners applying for new CGHS cards/new plastic cards have the option to provide Aadhaar Number for entering the number in CGHS database.</p>
<p>&nbsp;</p>
<p>Linking of CGHS beneficiary ID number with Aadhaar number is purely on a voluntary basis.</p>
<p>&nbsp;</p>
<p>Linkage of Aadhaar number with CGHS ID will facilitate consolidation of all health-related data bases and enable more convenient access to various E-services in the future. “</p>

<p><strong>CGHS OPD Centres in Government Hospitals</strong></p>
<p>There is no proposal to set up separate Central Government Health Scheme (CGHS) Out-Patient Department (OPD) centres for orthopaedics and paediatrics in all the Central Government Hospitals.</p>
<p>However, Paediatrics Specialists are posted in Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital of Delhi. Two General Duty Medical Officers with PG qualifications in orthopaedics are posted in CGHS wing of Safdarjung Hospital.</p>
<p>There are no sanctioned posts of Orthopaedics Specialists for CGHS wing. There is no separate CGHS wing at Lady Harding Medical College and Smt. Sucheta kriplani Hospitals.</p>
<p>CGHS beneficiaries can avail consultation from specialists of any Government Hospital.</p>
<p>The Health Minister, Shri J P Nadda stated this in a written reply in the Lok Sabha here today.</p>

										<content:encoded><![CDATA[<p><strong>Reimbursement when Pensioners take treatment immediately after Retirement before getting CGHS Cards</strong></p>
<p>Ministry of Health &amp; Family Welfare has now decided to clarify the matter as follows :-</p>
<p>(I) The treatment taken and expenditure Incurred thereon within the grace period of three months from the date of retirement will be allowed and expenditure reimbursable subject to the condition that the beneficiary has either obtained or applied for CGHS pensioner card with all documents and requisite CGHS subscription within one month of expiry of the grace period of three months.</p>
<p>(ii) It is further clarified that the expenditure on treatment taken after the grace period of three months from date of retirement will not be reimbursable unless the beneficiary has obtained a valid CGHS card or has applied for CGHS pensioner card with all documents and requisite CGHS subscription prior to taking such treatment.</p>
