<p>Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-</p>
<p>(a) whether Central Government Employees’ Welfare Housing Organisation (CGEWHO) undertakes housing projects for the Central Government employees in different parts of the country;</p>
<p>(b) if so, the details thereof including the projects in progress and under planning;</p>
<p>(c) whether the CGEWHO has conducted any survey to assess the requirement/ shortage of houses for the Central Government employees;</p>
<p>(d) if so, the details and the outcome thereof; and</p>
<p>(e) the steps taken/ proposed to be taken by the Government to address the issue?</p>
<p><strong><span style="text-decoration: underline;"><span style="color: #ff0000; text-decoration: underline;">ANSWER</span></span></strong></p>
<p>(a): Yes, Madam.</p>
<p>(b): The details are at Annexure-I.</p>
<p>(c): Yes.</p>
<p>(d): Central Government Employees’ Welfare Housing Organisation (CGEWHO) has conducted demand survey in respect of 20 stations in August 2009, the details of which are at Annexure II.</p>
<p>(e): Since its inception in 1990, the CGEWHO has been able to complete 29 housing projects across the country, catering to 13345 Central Government employees. Besides, the construction of 6010 dwelling units is under progress and under planning. Further projects will be based on the availability of land by the respective State Government entities. In the absence of land not being provided by the State Governments, CGEWHO would consider taking up feasible turnkey projects.</p>

<div>As reported by CGEWHO Schemes are planned after conducting a demand survey and thereafter making attempts to acquire land from State Government Authorities. In case of non-availability of land from State Government Authorities, housing schemes are planned as turnkey projects wherein land is also provided by the construction agency.</p>
<p>Hence no definite time frame can be planned for such housing schemes. Allotment of houses under each Scheme is made to eligible applicants after the draw. The specific allocation of dwelling unit number in a particular project is made at the time of the completion of the project. Allotment has been made in the following housing schemes:</p></div>

<div>CGEWHO housing Schemes are initially planned with an anticipation of getting the processes completed as per estimates and plan.</p>
<p>However, prior permission has to be obtained from statutory municipal and development authorities and No Objection Certificates from related state departments like fire, airport, environment etc. before commencement of construction. Even after the completion of the works, the requisite completion/occupancy certificate from the statutory authorities and subsequent service connections viz. electricity, water, sewage etc. also get delayed which are beyond the control of CGEWHO.</p></div>

<p>Sir/Madam,</p>
<div>This has reference to our earlier letter No. T-109/15 dated 28/05/2012 wierein It was stated that Chennai Metropolitan Development Authority (CMDA) has issued a ‘Partial Completion Certificate’vide CC No. EC/North/64/2012 dated 10/05/2012; holdIng back 10 blocks namely A-1, A-2, A-3, A-4, B-1, B-2, B-3, B-4, B-15 &amp; B-16 in CGEWHO’s Chennai (Phase-II) Project.</div>

<div>2. Please be informed that ‘Partial Completion Certificate’ of CMDA cleared 27 blocks of different types with different nomenclature by CMDA which are not exactly matching with CGEWHO’s Block No(s). Beneficiaries in general facing difficulties while claiming benefits under IT Return, filing Pension Paper, paying municipal tax and approaching TNEB for any requirement in future. The CMDA Block No(s) with CGEWHO’s Block No(s) with respect to the ‘Partial Completion Certificate’ are mentioned in the table below :</div>

<div>The Minister for Housing and Urban Poverty Alleviation Kumari Selja has said that as reported by CGEWHO wherever defects are observed or have been pointed out by the beneficiaries, the same are being attended to and rectified before handing over the possession to the beneficiaries.</div>
<div></div>
<div>In a written reply in the Lok Sabha today she said, as reported by CGEWHO, the Project Manager of CGEWHO is posted at the project site to supervise the quality control and necessary checks/ tests are done at site, as per contract specifications. Necessary steps have already been taken to augment the labour and material resources as well as the administrative control. Also in this context, a meeting was organized by CEO, CGEWHO with the beneficiaries on 23rd August 2012.</div>

<div>The Ministry has asked CGEWHO to engage competent agency for third party quality audit for the project, Kumari Selja added.</div>
