Subject: Observations in the Accounting of Central Government Employees Group Insurance Scheme -1980 (CGEGIS) – reg

On scrutiny of Monthly Accounts submitted by Ministries/ Departments, it is observed that many Ministries/ Departments are making common mistakes in the Accounting of Receipt and Payments under Central Government Employees Group Insurance – 1980 (CGEGIS).

2. In this regard, the some common observations in the accounting of CGEGIS -1980 are summarized below for the information of the Ministries/ Department:-

All Pr.CCAs/ CCAs/CAs(I/C) and Head of Accounting Organizations of Non-civil Ministries are requested to issue necessary instructions to their respective Principal Accounts Offices to take into account the above points before submitting the Monthly Accounts. It is also requested to review the booking under Head of Account 8011.00.103 – CGEGIS and necessary steps may be taken for the rectification, if any, required.

Subject: Benefit of Central Government Employees Group Insurance Scheme on Re- Classification of posts according to Grade Pay of Master Craftsman.

With due regards, it 1s submitted that the Ministry of Finance (Department of Expenditure) vide its Notification G.S.R. 552 (E), Dated 28th July 2009 has amended the Central Civil Service (Revised Pay) Rules, 2008 whereby Master Craftsmen has been granted the Grade Pay of Rs. 4200/- and Highly Skilled Workers are split in a ratio of 50 : 50 and re-designated as Highly Skilled Worker Grade-II (Grade Pay of Rs. 2400 in Pay Band PB – 1) and Highly Skilled Worker Grade-I (Grade Pay of Rs. 2800/- in Pay band PB – 1).

Accordingly the pay scale of Master craftsman has been revised from Rs. (4500 – 7000) to Rs. (5000 – 8000) vide MOD letter F. No. 11(5)/2008/ D(Civ-I) Dated 28th Aug, 2009 as per SRO – 11 E and the post of Highly Skilled (4000 – 6000) has been bifurcated in the ratio of 50 : 50 whereby 50 per cent incumbents have been upgraded as Highly Skilled grade – I in the pay scale of Rs. (4500 – 7000). As per above notification, the artisan staff in MOD 1s restructured w.e.f. 01.01.2006 as under

1. Skilled (5200 – 20200) plus 1900 Grade pay
2. Highly Skilled-II ( — Do–  ) plus 2400 Grade pay
3. Highly skilled-I ( — Do–  ) plus 2800 Grade pay
4. Master Craftsman (9300 – 34800) plus 4200 Grade pay

It is also submitted that Department of Personnel & Training vide their S.O. 946 (E), dated 9th April, 2009, re-classified the posts on the basis of Grade Pay and accordingly the Grade Pay of Rs.4200/- has been classified as Group ‘B’ .

In order to facilitate the Central Government Employees, at a low cost and on a wholly contributory and self financing basis, the twin benefits of an insurance cover to help their families in the event of death during service and a lump sum payment to augment their resources on retirement, the CGEGIS 1980 was introduced and Para 5.2 of GOI, Min of Finance O.M. dated 31-01-1989 and 09-08-1989 stipulates that rate of subscription for the scheme shall be Rs. 60/- for Group ‘B’ Employees and the amount of insurance cover will be Rs. 60000/- (Sixty Thousand).

This issue (deduction of subscription of CGEGIS) has been raised by BPMS in the Steering Committee meeting for 89″ Departmental Council (JCM) (MOD) as Agenda Point No. 106 and the minutes forwarded vide MOD ID No. 5(1)/2010/D (JCM), dated 27th Aug, 2010 stipulates that CGDA has issued to all the controllers to deduct the monthly subscription towards CGEGIS as per re-classification of posts in compliance with MOD ID No. 10(1)/2012/ D(Civ.ID), dated 29.06.2012.

It is learnt that the subscription of CGEGIS from MCM in DGQA is still being deducted only Rs. 30/- per month which is applicable for Group ‘C’ employees, whereas the Master Craftsman is to be construed as Group ‘B’ employees and their subscription should have been deducted @ Rs. 60/- per month w.e.f. 01.01.2006. It 1s worth to mention here that other Dtes/HQrs of MOD including erstwhile OFB has implemented the above instruction except DGQA. Copy of the OFB letter 1s enclosed for your ready reference.

Hence, you are requested to issue necessary directives to the concerned authorities so that MCM of DGQA may also be entitled for subscription of CGEGIS @ Rs. 60/- per month.

1. We seek your kind intervention to consider Revision of coverage & monthly subscription on Central Government Employees Group Insurance Scheme (CGEGIS) as per the recommendations of 110th report on “Pensioner’s Grievances-Impact of Pension Adalats and Centralized Pensioners Grievance Redress and Monitoring System (CPENGRAMS)”

2. Rates of subscription and insurance cover for Central Government Employees Group Insurance scheme (CGEGIS) were last revised in January 1990. Recommendations of Fifth & Sixth CPCs on CGEGIS rates of subscription & insurance cover were not implemented by the Government. Continuing the same rates of insurance amount for 30 long years defeats the basic purpose of providing insurance cover to the employees so as to extend adequate security to the families in the event of employees’ death.

3. In para 3.3. of 110th report on “Pensioner’s Grievances-Impact of Pension Adalats and Centralized Pensioners Grievance Redress and Monitoring System (CPENGRAMS)”, it was recommended that, “The Committee is of the view that the benefits provided by social security systems should improve quality of life, support independence and compensate for the loss of income after retirement. As regards CGEGIS, the Committee notes that the monthly deduction as well as the insurance amount have remained unchanged since 1990. In the present context, the insurance cover provided by CGEGIS seems to be too meager to be commensurate with the elevated cost of living. Therefore, the Committee recommends the Government to implement the recommendations of Seventh Central Pay Commission and increase the Insurance amount to Rs. 50,00,000, Rs. 25,00,000 and Rs.15,00,000 for Group ‘A’, ‘B’ and C officers/ staff respectively with commensurate enhancement in monthly contribution of Rs. 5000, Rs. 2500 and Rs. 1500 for respective Groups of officers/ staff.

4. In our earlier memorandum (copy attached), we have submitted all detailed justifications with low premium and high risk cover,

a) Cabinet decision taken on 29.06.2016 not to accept the recommendations of 7th CPC due to steep hike in monthly subscription towards CGEGIS recommended by the commission.
b) Cabinet decision and direction to Ministry of Finance to work out a customized group insurance scheme for Central Government Employees with low premium and high risk cover.
c) Premium for risk coverage in insurance policies have come down very drastically since 1990.
d) For 38.6 lakh sanctioned strength of Central Government employees covered in the CGEGIS, subscription for the insurance amount of Rs.50 lakh, Rs.25 lakh and Rs.15 lakh has to be much lesser than LIC’s policies which are offered for individuals and for groups.
e) Availability of LIC policies for the insured amount of Rs.50 lakh with much less premium, etc.

5. OUR PROPOSALS

For the sum assured recommended by 7th CPC the following rates of Monthly subscription @ 20% less than the Premium for Individual Term Insurance plus Savings Fund as derived in table-3 above are proposed,

a) Monthly subscriptions of Rs.1920, Rs.960 and Rs.640 for Sum Assured of Rs. 50 lakh, 25 lakh and 15 lakh for the Levels proposed by the 7th Pay Commission respectively, and payable to the family of the deceased employee in case of an employee’s death.
b) Ratio of the Insurance Fund and Saving Fund should be 25%:75% respectively.
c) In case of retirement, employees be paid a maturity benefit in proportion to the subscription, length of service and applicable interest rates.

3. In their application to the employees belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.

1. Revision of Central Government Employees Group Insurance Scheme (CGEGIS) is long overdue since the rates of Sum Assured and the premium thereof continues to be the same since it was decided in 1990 inspite of much inflation and devaluation of money.

2.1. Arising out of 7th CPC recommendations and based on JCM (Staff Side) representation, the Union Cabinet had asked the Ministry of Finance to work out a Customized Group Insurance Scheme for Central Government Employees with low premium and high risk cover.

2.2. Staff Side had pointed out that the existing Scheme of CGEGIS is having a proven system. It is good except for non-revision of the scheme since 1990.

2.3. Subsequently, some of the Customized Group Insurance Scheme for Central Government Employees prepared by LIC was shared with the JCM (Staff Side).

3. Main drawbacks in LIC proposals: Staff Side finds following major flaws in the proposal submitted by LIC to Department of Expenditure:

3.1 LIC has not given any proposal for the sum assured of 50 lakh, 25 lakh and 15 lakh at lesser subscription compared to the recommended by 7th CPC, as advised by the Cabinet.

3.2 The existing system of CGEGIS is a self-financing scheme, having non-transferable consolidated fund. When handed over to LIC, it will be treated as a profit centre. Hence subscription and other conditions will be changed to provide profit to LIC.

3.3 LIC has proposed a premium(for insurance) 20% higher than 7th CPC recommendations. In addition to that,18% GST on the Subscription have to be borne by employees. Hence, employee will end up in contributing subscription 41.6% more than the recommendations of the 7th CPC.

3.4 LIC’s proposal of revising the subscription every year will be disadvantageous to the employee and as such not acceptable to the Staff Side.

3.5 LIC’s proposal of age based subscription increases monthly subscription by 4.28 times. It may result in different rates of premium for employees belonging to different age group working in the same pay level.

3.6 LIC also proposed for higher subscription if total number of employees covered in the scheme comes down. This will bring in total uncertainty as staff strength on roll continues to fluctuate due to retirement etc. and non-filling of vacancies.

3.7 LIC asked for transfer of existing corpus (around Rs.500 crore) which was most unreasonable, unprecedented and undesirable, particularly since it does not provide any matching relief to the employees in terms of lower premium.

3.8 Premium proposed to be charged by LIC was too high ,considering a very large group employees to be covered with a sanctioned strength of nearly 38.6 lakh Central Government employees in the CGEGIS.

3.9 a) In LIC’s Jeevan Amar Life Term Assurance Plan (UIN: 512N332V01), for the assured sum of Rs. 50 Lakh at the entry age of 20, annual premium is Rs.4,356, at the entry age of 30,it is Rs. 6,952. (The sample illustrative premiums for Jeevan Amar life term assurance plan is attached as Annexure-I).

b) Even after adding for Saving Fund under CGEGIS @ 3 times of the premium for Life Term Assurance Plan, the total amount of subscription for CGEGIS will be less than half of the monthly subscription proposed by the LIC and by the 7th CPC.

c) Monthly Subscription can be reduced by 20% when the scheme is applied for more than 30 lakh employees as a Group as per details given in Table-2, based on the Premium for Individual Term Insurance indicated in Table 1 below:-

4. PROPOSALS OF THE STAFF SIDE

1.1. Staff Side proposes that for the sum assured recommended by 7th CPC the following rates of Monthly subscription @ 20% less than the Premium for Individual Term Insurance plus Savings Fund as derived in table-2 above.

4.2 Monthly Subscriptions of Rs.1920, Rs.960 and Rs.640 for Sum Assured of Rs. 50 lakh, 25 lakh and 15 lakh for the Levels proposed by the 7th Pay Commission respectivelyand payable to the family of the deceased employee in case of an employee’s death.

4.3 Ratio of the Insurance Fund and Saving Fund should be 25% : 75% respectively.

4.4 In case of retirement, employees be paid a maturity benefit in proportion to the subscription, length of service and applicable interest rates.

4.5 The CGEGIS should continue to be handled by the Government as here to for.

4.6 The proposal to tie up with LIC should be dropped forthwith especially keeping in view the drawbacks in the proposal of LIC, as enlisted earlier in this letter,

4.7 The Revised Scheme, drawn after consideration of the above proposals, may please be discussed with the JCM Staff Side, and be finalised early as the revision thereof has already been delayed for too long.

Hoping for an early favourable decision on the long pending issue is solicited.

Sub : Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.04.2020 to 30.06.2020.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme (CGEGIS-1980), which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.04.2020 to 30.06.2020, as worked out by the Insurance Regulatory & Development Authority (IRDA) based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No.5(2)-B(PD)/ 2020, dated 07.04.2020, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 01.01.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 01.01.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 01.01.1990.

3. While these orders are in respect of Table of Benefits for the period from 01.04.2020 to 30.06.2020, the Table already issued for the first quaretr i.e from 01.01.2020 to 31.03.2020 are also reproduced for the sake of convenience and consolidation.

4. In their application to the employees of the Indian Audit & Accounts Department, these orders are issues after consultation with the Comptroller & Auditor General of India, as mandated under Article 148(5) of the Constitution.
