<h3 class="wp-block-heading"><strong>Sub: Revision of rates of Allowances with DA rates increased to 50%.</strong></h3>



<p>This HQrs is in receipt of Government of India, Ministry of Finance, Department of Expenditure ID No. 2/5/2017-E.1I(B) dated 20.03.2024 on the above subject. The DoE has clarified that the position is very clear in the respective OMs and no separate order will be issued in the matter.</p>



<p>2. Therefore, it is requested to take action for revision of rates of such allowances, in accordance with the enhanced rate of DA at the rate of 50% effective from 01.01.2024.</p>

<h3 class="wp-block-heading">Sub: Clarification on pay fixation consequent upon the upgradation and merger of the post of Accounts Officer (Pay Level-09) to Sr. Accounts Officer (Pay Level-10)</h3>



<p>This HQrs. AN-VIII section has issued a letter no. AN/VIIN/8210/ RR/SAO/ 2021/p-212 dated 08.08.2023 notifying that in the DAD the posts of Accounts Officer has been upgraded from existing Pay Level-09 to Pay Level-10 and subsequently it has been merged with the post of Senior Accounts Officer.</p>



<p>2. Consequently, the following provisions may please be adhered to while regulating the pay fixation of the affected officers:-</p>



<p>(i) Assumption of higher duties and responsibilities is not involved in the upgradation and merger of Accounts Officer (L-09) with the post of Sr. Accounts Officer (L-10). Therefore, the provisions of Rule 13 of CCS (RP) Rules 2016 and FR 22(I)a(1) are not applicable. i.e. the benefit of notional/ promotional increment is not to be granted.</p>



<p>(ii) The upgradation is not a promotion and no higher responsibilities are involved, therefore. pay is to be fixed as per provision of FR 22(1)a)(2) ie. the officer shall draw as initial pay, the stage of the time-scale (L-10) which is equal to his pay in respect of the old post(L-09) and if there is no such stage, the stage next above his pay in r/o of the old post (L-09) in the upgraded Pay Level-10.</p>



<p>(iii) There is upwards revision of pay scale of the post of Accounts Officer from Pay Level-09 to the post of Sr. Accounts Officer in Pay Level-10. Therefore, FR 22(I)(a)(2),&nbsp;the officer will have an option to be exercised within one month from the date of such appointment, for fixation of his pay in the new post with effect from the date of appointment to the new post or with effect from the date of increment in the old post.</p>



<p>(iv) If the officer chooses to get his pay fixed w.e.f. his date of increment in the old post of Accounts Officer (L-09), as per FR 23, he will retain his old pay until the date on which he has earned his next or any subsequent increment. On the DNI the officer will get his usual increment in the post of Accounts Officer (L-09) and thereafter his pay will be placed in the pay Level-10 (applicable to Sr. Accounts Officer) at the same stage and if there is no such stage the stage next above his pay in Pay Level-09. The option once exercised will be final.</p>



<p>(v) As per FR 23 the holder of a post. the pay of which is changed, shall be treated as if he were transferred to a new post on the new pay. As a consequence of upgradation and merger of Posts of Accounts Officer (L-09) and Sr. Accounts Officer (L-10). the pay of incumbents is changed to L-10 as such they may be treated as if they are transferred to a new post on the new pay. As per FR 22 (1)(a)(2) in cases where pay is fixed at the higher stage, he shall get his next increment on completion of the period when an increment is earned in the time-scale of the new post. Since the qualifying service for earning increments in a post is six months, the officers would be entitled to next increment after six months of qualifying service thereafter they will be granted increment annually.</p>



<p>This issues with the approval of CGDA.</p>

<h3 class="wp-block-heading">Subject: Specific provisions in Transfer Policy for offices in NCR towns.</h3>



<p>Keeping in view of the huge demand from officers and staff regarding posting in offices situated in NCR towns viz Ghaziabad/ Hindon, Gurugram, Noida etc the following specific provisions in the Transfer Policy for NCR towns have been approved by the competent authority:</p>



<ul class="wp-block-list">
<li>There will be a fixed tenure of 03 years for SAOs/ AOs/ AAOs and Staff posted in NCR towns and after completion of tenure they will be transferred locally to other offices in Delhi station in order to accommodate eligible volunteers.</li>



<li>The posting in NCR towns will be made based on the Annual Volunteer Lists (AVL).</li>



<li>The NCR stations viz Ghaziabad/Hindon, Gurugram and Noida will be considered separate stations in the AVL of SAOs/ AOs/ AAOs and staff.</li>
</ul>

<p>Copy of the CGDA, Delhi Cantt letter No. NPS-CORR/4/2020-NPS dated 06.04.2023 circulating a copy of Ministry of personnel, Public Grievances and Pensions, Deptt. of Pension and Pensioners’ welfare O.M. No. 57/05/2021-P&amp;PW/(B) dated 3rd March, 2023 (also available at CGDA website) on the above subject is enclosed herewith. <strong>GoI has now been decided that, in all cases where the Central Government civil employee has been appointed against a post or vacancy which was advertised/ notified for recruitment/ appointment, prior to the date of notification for National Pension System i.e. 22.12.2003 and is covered under the National Pension System on joining service on or after 01.01.2004, may be given a one-time option to be covered under the CCS(Pension) Rules, 1972 (now 2021)</strong>. The contents of the O.M. No. 57/05/2021 -P&amp;PW(B) dated 3rd March, 2023 may please be brought to the notice of all concerned.</p>



<p>2. The one-time option form (specimen enclosed) from the eligible willing individuals to exercise their option may please be forwarded to <strong>Admin &#8211; 2 section of this office not later than 31.08.2023</strong>.</p>



<p>3. Those Government servants who are eligible to exercise option in accordance with DoP&amp;PW OM dated 03.03.2023, but who do not exercise this option by the stipulated date, shall continue to be covered by the National Pension System.</p>



<p>4. The option once served shall be final.</p>

<h2 class="has-text-align-center wp-block-heading">Qualification Grant &#8211; regarding</h2>



<p>“As per 7th CPC recommendations at Sr. No. 19 of Appendix I of the Gazette Notification dt 06.07.2017, Qualification Grant has been abolished as a separate allowance and eligible employees are to be governed by the newly proposed Higher Qualification Incentive (HQI) for Defence personnel.</p>



<ol class="wp-block-list" start="2"><li>Courses for HQI were to be reviewed within specific time line i.e. by 31/12/2017 as notified at Sr. No. 20 of Appendix B of GoI, MoD, and New Delhi letter No. 1 (16)/2017/D (Pay/Services) dated 18.09.2017.</li><li>Office of the PCDA (O) had continued to admit Qualification Grant for courses listed at Appendices to GoI, MoD letter No. A/63088/GS/MT-10/795-C/D (GS-II) dated 25.06.2010 at the rate prescribed as per 6 CPC for the said course and matter was referred to CGDA, HQrs Office. CGDA Office in consultation with HQ ARTRAC has intimated that “<em>continuation of payment of Qualification Grant to Army officers is not in order and should be stopped with immediate effect”</em>.</li><li>In view of the above and also in view of the fact that the revised list of courses for grant of Higher Qualification Incentive as per 7th CPC orders has still not been received, admittance of Qualification Grant is being stopped with immediate effect.</li><li>Army Officers are requested to kindly note the same.</li></ol>

<p><strong>Subject: Online submission of final Travel Claims for Audit under Defence Travel System &#8211; Roll-out of Phase IV for Army (Officers) &#8211; reg.</strong></p>



<p>As part of the Department’s initiatives towards automation of processes under the Digital India programme of the Government of India, the Controller General of Defence Accounts inaugurated the roll-out of Defence Travel System, Phase IV for the Defence Accounts Department on 09.05.2022. In furtherance thereof, the project is scheduled to be launched on 21.06.2022, to cover digital submission and audit of Travel Claims of Army (Officers).</p>



<p>2. As desired by the CGDA, the roll-out has been scheduled at 1130 Hrs on 21.06.2022. The programme is proposed to be held at Kautilya Conference Hall, DAD Headquarters, Delhi Cantt. The programme is also planned to be made accessible through video conference. Senior Army Officers, designated Pr CsDA posted in New Delhi and Pr CDA(O), Pune, are requested to physically participate in the programme.</p>



<p>3. All other Pr CsDA/ CsDA, are requested to attend the programme, through video conference facility. The necessary link shall be made available on the official email ID of the Offices of the respective Pr. Controllers/ Controllers.</p>

<p>Government of India, Ministry of Finance, Deptt of Expenditure vide O.M No. 19024/03/2021-E.IV dated 31.12.2021 has modified procedure of booking of air ticket. As per latest instructions the air tickets are required to be purchased from the authorized travel agents viz M/s Balmer Lawrie &amp; Company, M/s Ashok Travels and IRCTC. The order further states that in case of unavoidable circumstances, where the booking of ticket is done from unauthorized travel agent/website, the FA of the Ministry/Department and HoD (not below the rank of JS in subordinate/attached offices are authorized to grant relaxation.</p>



<p>2. Accordingly, it has been decided by the competent authority that PCsDA/ CsDA/ IFAs (SAG level) are empowered to grant relaxation for air ticket purchased from unauthorized agent/website in respect of DAD employees serving under their administrative jurisdiction/office in terms of MoF. DoE O.M dated 31.12.2021.</p>

<p>A case had been received in this HQrs office from one of the Controllers’ Offices seeking clarification as to whether a PGT Master of Sainik School is eligible for Grade Pay of Rs 7600 on grant of 3rd MACP upgradation or not.<ins></ins></p>



<p>2. The issue has been examined in this HQrs office and it is stated that for financial upgradation under MACP Scheme Grade Pay of the next promotional post is given. In this case as there is no next promotional post, the financial upgradation cannot be given.</p>



<p>2. Affected cases may be dealt with accordingly.</p>

<h3 class="wp-block-heading">Subject: Clarification related to grant of financial upgradation under MACP</h3>



<p>This HOrs. had taken up a case with DoP&amp;T seeking clarification on the date from which financial upgradation under MACPS is to be granted in respect of an employee who had been found “Not Fit” by the initial Screening Committee due to not meeting the prescribed benchmark (based on APAR grading) but in subsequent year/ years he was recommended “Fit” by the Screening Committee after meeting the prescribed benchmark.</p>



<p>2. Clarification issued by the DoP&amp;T vide its ID Note No. 1462926/21/CR dated 04.10.2021 is as follows:-</p>



<p>“<em>The matter has been examined. It is clarified that due to the reason of the employee being declared ‘Unfit’ for not meeting the prescribed benchmark (based on APAR grading) by the initial Screening Committee and if the employee is recommended ‘Fit’ by the Screening Committee for subsequent year/years, on his meeting the prescribed benchmark, financial upgradation under <a href="https://centralgovernmentnews.com/latest-macp-orders-from-dopt/" target="_blank" rel="noreferrer noopener">MACPS</a> would be granted to the employee from the date” of meeting of that Screening Committee, which has recommended him ‘Fit’ for grant of MACP. Further, this would have consequential effect of deferment of the subsequent financial Upgradation under MACPS in the extent the previous financial upgradation gets postponed.</em>”</p>

<p>Reference: (i) PCDA, Bangalore 5 letter no. Pay Tech/Pay fix com dated 14-05-2018, 91-12-2018 and 16-07-2021<br />(ii) CDA secunderabad’s letter no paytech/ 4024/CGDA Corr dated 20-02-2018 and 07-07-2021</p>



<p>The issue of the mode/ methodology of pay fixation and subsequent DNI on the merger of posts of JSO and SSO-II in DGQA in terms of DGQA, New Delhi’s letter no. A/92163 /CR/ DGQA/ Adm-7B dated 98-03-2016 had been referred to the MoD for clarification.</p>



<p>2. In response, Mob/D (Civ-D) vide their noting dated 95-08-2020 forwarded DoE’s ID no. 03-04/2019-E-II.A dated 15-07-2020 (copies enclosed), which clarifies that the JSOs after their placement/ merger with the SSO-ll w.e.f. 08-03-2016, are not eligible for grant of annual increment on 01-07-2016. The issue was again referred to MoD for taking up the issue of method to be adopted for pay fixation on such merger of JSO to SSO-II in DGQA organization with Department of Expenditure for obtaining clarification On the same. MoD as per their noting dated 23-03-2021 has stated that DOPT vide their note 8 dated 20-06-2019 (copies enclosed) have clarified the point wherein at para 3 they have stated that since this present issue does not involve fixation of pay under Rule 13 of CCS (RP) Rules, 2016, the provision of pay fixation on option as enunciated in DOPT OM No. 13/92/2017-Estt(Pay-I) dated 27-07-2017 is not applicable in the present case as it involves merger/upgradation of posts consequent to Cadre Review.</p>



<p>3. As such, it is viewed that in such cases of merger of the post of JSO (GP Rs 4800/- in PB 2) with SSO-II (GP Rs 5400/- in PB 3), the pay MAY be regulated by mere placement of JSOs to the corresponding stage in level 10 of the pay matrix (Corresponding to GP Rs 5400/- in PB 3), i.e. the pay level of the past of SSO-II.</p>

<p>2. The proposal of M/o Defence regarding fixation of pay and of ascertainment of date of next increment upon merger of the posts of JSO and SSO as 4 result of cadre review in DGQA has been examined in this Department. It has been proposed to this Division to allow option for fixation of pay from the date of next increment so that the said merger/UP gradation of posts may prove to be financially beneficial to the employees.</p>



<p>3. In this context it is informed that this Division has issued guidelines on the methodology of fixation of pay On promotion to a post carrying higher responsibilities of greater importance of a Government Servant in case he opts to get his pay fixed under Rule 13 of CCS(RP)Rules, 2016 vide OM No.13/02/2017-Estt(Pay-I) dated 27th July, 2017 (pg.7-9/C). Since this present issue does not of pay under Rule 13, of CCS(RP) Rules, 2016, the provision of pay fixation on option as enunciated in OM ibid is not applicable in the present case as it involve merger/up-gradation of posts consequent to cadre review.</p>



<p>4. Further it is relevant to mention that provisions on accrual of increment laid under Rule 10 of CCS(RP)Rules, 2016 as well as matter relating to revision of pay and up gradation of posts in respect of Ministries/Department come under the domain of D/o Expenditure. Accordingly, any guidelines “for pay fixation on merger of post may be issued by MoD in consultation with D/o Expenditure in the light of extant instructions/guidelines on merger of posts as 4 result of cadre review in DGQA.</p>

<p>The reference of the Ministry of Defence referred to this Department vide MoD’s I.D. Note dated 19.08.2019 on pre-page on File number-12012/2/2016 AG/PB(Pt.I) regarding eligibility to get next increment by Junior Scientific Officer (JSO) drawing Grade Pay of ₹4800/-, PB-2(Level-8) after merger of the post w.e-f. 08.03.2016 with Senior Scientific Officer-II(SSO-II) having GP-5400, PB-3 (Level-10) in DGQA of Ministry of Defence has been considered in this Department.</p>



<p>2. Since JSOs were drawing pay in Level-8 of the Pay Matrix of the 7th CPC and after their placement/merger with the SSO-II w.e.f. 8.3.2016, they have been placed in the Pay Level-11 admissible to the post of SSO-II, they are not eligible for grant of annual increment on 01.07.2016 as the post to which the increment was due on 01.07.2016 got changed. Such employee will accrue next increment on 01.01.2017 in accordance with the provisions of the Rule-10 of the GCS(RP) Rules.</p>
