<div>A copy of <a href="http://90paisa.blogspot.in/2012/07/review-of-three-years-time-limit-for.html" target="_blank">DoP&amp;T O.M. F. No.14014/3/2011-Estt (D) dated 26.07.2012</a> received under Ministry of Defence letter No. 19(9)/2012/D(Lab) dated 08.08.2012, on the above subject is forwarded herewith for information, compliance, guidance and necessary action please.</div>
<div></div>
<div>2 It is mandated that while dealing the case for appointment on compassionate grounds following clarification  received from DoP&amp;T on their OM dated 26.07.2012, may be scrupulously be adhered to.</div>
<div></div>
<div>(i) Vide OM dated 26.07.2012 instruction dated 05.05.2003 prescribing the three years’ time limit for consideration of request for compassionate appointment has been withdrawn. This effectively means the instructions as issued vide OM dated 09.10.1998 is in force.</div>
<div></div>
<div>(ii) All the requests for compassionate appointment even those which have been considered earlier and belated requests will be considered on merit asper instructions on the subject provided a vacancy is available now.</div>
<div></div>
<div>(iii) Cases which have been considered as per OM dated 05.05.2003 and closed for want of vacancy can be considered again if the dependent of diseased government servant prefer fresh application for compassionate appointment. Such cases are to be treated as per Para 8 of this department’s O.M dated 09.10.1998.</div>
<div></div>
<div>3. HQrs office circulars issued on the subject regarding cases where any type of relaxation are required are still in force. The case which require relaxation of any kind including belated requests for compassionate appointment should be forwarded to HQrs office for obtaining the orders of the CGDA.</div>

<div>A doubt has been raised by one of the Controller’s office regarding mid-fix of RH between Casual leave and regular leave. The matter has been examined with reference to provisions laid down under GoI’s decision No.2 read with Rule 22 and Rule 11 of CCS Leave Rules and it is clarified that :-</div>
<div></div>
<div>(a) RH can be mid-fixed between Casual Leave, as CL is not a recognized form of leave.</div>
<div></div>
<div>(b) However, RH cannot be mid-fixed or sandwiched between two spells of any kind of regular leave viz. <strong>EL but can only be prefixed or suffixed.</strong></div>

In continuation of this Department’s O.M. of even number dated 24.05.2012, the rates of Dearness Allowance w.e.f. 01.07.2012 payable to the employees of CPSEs governed by the recommendations of HPPC, which have not revised their pay scales in terms of DPE O.M. No. 2(54)/2008-DPE (WC) dated 14.10.2008 may be as follows:-</div>

<div>a) In case of CPSEs who have not allowed the benefit of merger of 50% of DA with basic pay contained ¡n DPE O.M. dated 24.05.200 to their employees, the DA payable may be enhanced from the existing rate of l89% to 201%.</div>
<div>b) In case of CPSES who have allowed the benefit of merger of 50% of DA with basic pay as contained in DPE O.M. dated 24.05.2005 to their employees, the DA payable may be enhanced from the existing rate of 139% to 151%.</div>

<div>3. The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded of to the next higher rupees and the fractions of less than 50 paise may be ignored.</div>

<div>4. All the Administrative Ministries/Departments of the Government of India are requested to bring the foregoing to the notice of the Public Sector Enterprises under their administrative control for action at their end.</div>

<div>As you may be aware, Defence Civilian Medical Aid Fund (DCMAF) provides financial assistance to the members in case they or their dependents suffer from certain specified ailments. The fund is managed by the Government body headed by the Defence Secretary has been in existence since 1953.</div>

<div>We have been circulating the special features of the DCMAF and encouraging the Officers and Staff of the Defence Accounts Department to subscribe to the fund on a voluntary basis from time to time. As on date around 1400 DAD personnel have opted for the DCMAF, but the number is far short of the expectations from our esteemed department.</div>
<div></div>
<div>I am enclosing the salient features of the DCMAF for your kind information and for giving wide publicity amongst the Officers and Staff for subscribing to the fund. The Annual / life time membership fee is a negligible and is based on the Grade Pay of an employee in a particular Pay Band. Necessary forms relating to DCMAF can be downloaded from ‘caomod.nic.in/dcmaf/01_medicalaid.htm&#8217;. Information on the fund is also available an the CGÐA’s website.</div>

<div>CONSTITUTION: The Fund was established in 1953 as Defence Civilians Welfare (TB, Cancer &amp; Leprosy) Fund. Presently it is known as Defence Civilians Medical Aid Fund ( DCMAF). It is a Society registered w.e.f. 31.01.1977 under Societies Registration Act 1860.</div>

<div>2. OBJECTS: The Fund provides financial assistance to members in case they or their dependants suffer from specified ailments.</div>
<div></div>
<div>3. MEMBERSHIP : The membership of the Fund is open on voluntary basis to all civilian employees whether industrial or non-industrial paid from Civil Estimates or Defence Services Estimates. The present membership of the Fund is about 2,15,677.</div>

<div style="text-align: justify;">Consequent upon grant of another installment of Dearness Allowance with effect from 1st July 2012 to the Central Government employees, vide Government of India, Ministry of Finance, Department of Expenditure, O.M. No 1(8)/2012-E-II(B) dated 28th September, 2012 , duly endorsed vide this Department’s letter No. 8-1/2012-PAP dated 28.09.2012, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowance on basic TRCA at the revised rates with effect from 01.07.2012.  It has, therefore, been decided that the Dearness Allowance payable to Gramin Dak Sevaks shall be enhance from the existing rate of 65% to 72% on the basic Time Related Continuity Allowance,  with effect from 1st July, 2012.</div>

<div style="text-align: justify;">2. The Additional installment of Dearness Allowance payable under this order shall be paid in cash for all Gramin Dak Sevaks The payment of arrears of dearness allowance for the month of JULY to SEPTEMBER, 2012 shall not be made before the date of disbursement of TRCA for the month of SEPTEMBER, 2012.</div>

<div style="text-align: justify;">3. The expenditure on this account will be debited to the sub Head &#8216;Salaries&#8217; under the relevant head and should be met from the sanctioned grant.</div>

<p>Subject: <strong>Implementation of the Government decision on the recommendations of the Sixth Central Pay Commission &#8211; Pension of Personnel Below Officer Rank (PBOR) discharged from service on or after 1.1.2006.</strong><br />

This Ministry’s letter No. 17(4)/08(2)/D(Pen/Policy) dated 18.08.2010 is amended as follows :-</p>
<p>Following may be inserted as Note below Para 3(v) &#8211;</p>
<p>&#8220;Note &#8211; The provisions of this letter are not applicable to JCOs granted honorary Commission as Lieutenant and Captain. Service Pension for these ranks should continue to be determined in terms of Para 6.2 of this Ministry letter No. 17(4)/2008(2)/D(Pen/Policy) dated 12.11.2008.”<br />
2. All other entries remain unchanged.<br />

<div>Subject: <strong>New Pension Scheme Cancellation of SCFs</strong></div>

<div>As you are aware that the PFRDA has revised the functionality related to New Pension Scheme from 1st May, 2012. According to this revised functionality, if the requisite information viz is not provided by the accredited bank, the funds are returned by the Trustee Bank, and in such cases if the funds are not re-remitted by the accredited bank with requisite information within 15 days of uploading the SCF, the SCF is deleted/cancelled by the NSDL.</div>

<p>2. Therefore, in order to smooth functioning of the system it has now become of paramount importance to issue strict instruction to the accredited bank that while accepting the funds from the PAO, the requisite information viz is invariably obtained by them (Accredited Bank). It may also be advised to the accredited bank to strictly pass on this requisite information to the Trustee Bank in the appropriate fields for electronic fund transfer, lest their failure in adhering to the instruction should be held as breach of service standard. It need be noted that non adherence to this standard</p>
<div>procedure results in delay in deployment of funds causing loss to the subscribers.</div>

<div>3. It is also requested that an internal mechanism may be evolved for regular monitoring of the SCFs to ensure 100% ‘Matching &amp; Booking’ thereof, to avoid deletion / cancellation of the SCFs by NSDL.</div>
