<p><strong>Reference: HQrs office letter No.25012/AN/X/2014 dated 15.17.2014.</strong></p>

<p>As you are that certain stations have been categorized as &#8216;Hard&#8217; and &#8216;Tenure&#8217; stations for the purpose of transfer/posting. In order to rotate staff/officers at hard and tenure stations, a fixed tenure has been prescribed for each of the stations.</p>
<p>&nbsp;</p>
<p>2. The service conditions and the accessibility of facilities at various hard and tenure stations continue to change from time to time. Overall economic and infrastructural development in these areas cans for a review from time to time. Hence, the competent authority has decided to review the status of all hard and tenure stations.</p>
<p>&nbsp;</p>
<p>3. In order to take an appropriate view on continuation/discontinuation addition of any new station in this category, it is requested that your considered views in respect of hard and tenure stations falling under your jurisdiction may be communicated to HQrs office latest by 15th April 2018 in the enclosed proforma. While forwarding your comments, the degree of climatic/topographic hardships at these stations, availability of basic facilities like schools, hospitals, accommodation etc., accessibility of the station by rail or road or any other mean and effect of revised tenure on volunteers for different stations, if any, may be taken into consideration.</p>

<p>Sub: <strong>Restoration of pay fixation benefit on promotion from the post of SO(A) to AAO during the period 01.01.2006 to 29.08.2008.</strong></p>
<p>Ref: This HQrs office circular bearing No. AN/XIV/14162NI CPC/Circular/Vol-IV, dated 04.09.2009.</p>
<p>Reference is invited to contents of circular cited under reference, wherein instruction was issued to discontinue the practice of allowing the benefits of pay fixation/allowances under RPR 2008 at the time of promotion from SO(A) to AAO in anticipation of clarification to be issued by Ministry of Finance (Department of Expenditure).</p>
<p>2. An OA No. 489/2011 was filed by Sh. S. Vijaya Kumar Naidu and 12 others before the Hon&#8217;ble CAT Bangalore Bench praying for restoration of pay fixation benefit of 3% allowed to the applicants on their promotion grade after 01.01.2006 and consequential benefits upon restoration of pay fixation benefit. The OA was allowed by the Hon&#8217;ble CAT and the order implemented by the Competent Authority in respect of the applicants only.</p>
<p>3. The issue was referred to DoP&amp;T, Ministry of Law &amp; Justice and Ministry of Finance for general implementation to all similarly placed persons. Having been approved by Ministries/DoP&amp;T, the competent authority has decided to extend the benefit of Hon&#8217;ble CAT Bangalore Bench order dated 10.10.2012 in OA No. 489/2011 to all similarly placed persons, who were promoted to the post of Assistant Accounts Officer during the period from 01.01.2006 to 29.08.2008.</p>
<p>4. Hence, it is requested to restore the pay fixation benefit of 3% granted at the time of promotion to AAO grade from SO(A), which was withdrawn earlier. Necessary fixation may be carried out with all consequential benefits.</p>
<p>Action taken in this regard may be intimated to HQrs office.</p>

<p>Subject: <strong>Enhancement of EDP Allowance by 25% everytime DA payable on the revised pay structure goes up by 50%.</strong></p>
<p>Consequent upon issue of Ministry of Finance OM date 27.03.2014 enhancing the rate of Dearness Allowance (DA) from existing 90% to 100%, approval of competent authority is conveyed for 25% Increase on the basic allowance in the quantum of EDP Allowance being paid to the officers/staff who are employed for EDP jobs, w.e.f. 01.01.2014 i.e. the date on which the Dearness Allowance (DA) on the revised pay scales has gone upto 100%.</p>
<p>2. EDP Special Allowance is granted by the HQrs. Office, to the officers/staffs deployed on specific EDP Jobs as prescribed In Govt. of India, MOD (Fin.) letter No. F.29(7)(5)/ C/98 dated 13.07,1998, against specific EDP vacancy, In any particular office, based on the recommendations of the PCDA/CDA concerned. Accordingly, the EDP Special Allowance shall be discontinued immediately on transfer out of such officers/staffs from that specific EDP task. Whenever, such officers/staffs are re-deployed op EDP jobs either in the same office or in some other office, fresh proposals alongwith necessary certificates/recommendations are required to be submitted to HQrs. Office for proper sanction, as per procedure prescribed In HQrs. Office letter dated 18/19.02.2010. EDP Special Allowance should not be paid, in a routine manner, based on the Last Pay Certificate etc., issued by the previous office.</p>
<p>3. It is also requested to ensure that any change in the details of EDP personal is reported to HQrs. Office, on monthly basis: by 10th of every month.</p>

<p>HQrs vide Letter of even no dated 9/12/2013 had called for the information regarding number of individuals coming under the category of “Non Gazetted” drawing Grade Pay of Rs.4600 and above for consideration of extension of benefit of brief cases/hand bags to Non Gazetted staff also drawing Grade Pay of Rs 4600 and above. The matter is one of the Agenda points to be discussed in JCM Meeting.</p>
<p>2. However, even after subsequent reminders on 15/01/2014 and 10/02/2014, requisite information has not been furnished by some Controllers which has been viewed very seriously. A copy of all previous references are again being forwarded for necessary action.</p>
<p>3. It is requested to expedite the same by return fax Latest by 4.04.2014 for consolidational HQrs. alongwith the reasons for the delay.</p>

<p>Subject: &#8211; <strong>Enhancement of amount of Ex-Gratia payable to Reservists and families of Reservists.</strong></p>
<p>Reference: -This office circular No. 278 dated 29.03.2001.</p>
<p>Consequent on issue of Govt. of India, Ministry of Defence letter No 1(06)/2010-D (Pen/Policy) dated 22.11.2013 (copy enclosed), the existing amount of ex-gratia of Rs. 600/- per month being paid to Reservists and the amount of ex¬gratia of Rs. 605/- p.m. being paid to dependents members of families i.e. widows and dependents children of deceased beneficiaries has been revised w.e.f. 4th June 2013 at the following rates.</p>

<p>2. Dearness ex-gratia equal to 50% of the enhanced amount of ex-gratia and Dearness Relief, as notified from time to time, on the sums of enhanced amounts of ex-gratia and dearness ex-gratia shall also be admissible to them.</p>
<p>3. The other terms and conditions for grant of ex-gratia and dearness relief prescribed in this Ministry&#8217;s letter No. 10(7)192/D(Pension/Services) dated 30.03.1992 (for families of deceased Reservists) and No. B/39042/AG/PS-4 (a&amp;c)/1331/C/D/(Pen/Sers) dated 29.12.2000 (for Reservists) as modified from time to time, shall continue to be followed.</p>
<p>4. In view of above all Pension Disbursing Agencies are hereby authorized to step up the ex-gratia amount to Reservists and families of Reservists of the affected Reservists who were discharged prior to 01.04.1968 who having rendered minimum qualifying service required for grant of pension, had opted/ accepted for lump sum amount of gratuity at the time of release from service and have not availed benefits of rehabilitation assistance granted by the Government and were not in receipt of any other pension. This enhance amount is payable with effect from 4th June 2013.</p>
<p>5. It is also intimated that in case of recipient of ex-gratia to whom benefits accrues under the provisions of this letter has died/dies before receiving the payments of arrears, the life time arrears of ex-gratia will be paid as per extant Government orders in this regard.</p>
<p>6. It is requested that copy of this circular may please be circulated to all the PDAs under your jurisdiction in order to ensure prompt action for the revision of ex¬gratia payment. It is also requested that an intimation regarding disbursement of enhanced ex-gratia will be sent to this office in the enclosed Proforma with copy to recipient concerned for their information.</p>
<p>7. This circular has been uploaded on PCDA (P) website www.pcdapension.nic.in to disseminate among the Defence pensioners and PDAs.</p>

<p>The matter regarding issue of Uniforms and liveries to MTS recruited posts 6th CPC through Staff Selection Commission was referred to Ministry for clarification.</p>
<p>2. DoP&amp;T has since confirmed that Uniforms/Liveries and washing allowance to newly recruited MTS , post 6th CPC may be allowed as is being admitted to erstwhile Group ‘D’ posts of peon, daftary, jamadar, Junior Gestetner Operator, Farash, Chowkidar, Safaiwala, Mali etc. which have been designated as MTS in Group ‘C’ post 6th CPC.</p>
<p>Further , it should be ensured that the Uniforms/Liveries are being admitted to those expected to wear respective uniforms while on duty.</p>

If such circumstances have arisen the promotion shall not be released and instead considered as if, the case of the officer concerned has been placed in Sealed Cover by the Departmental Promotion Committee, in terms of para 7 of the said OM.</p>
<p>3. TA and joining time, is permissible under rules, as applicable in the case.</p>
<p>4. These AAOs may be relieved immediately but not later than 01-08-2013. The relief of the officer shall also not be deferred on the ground that a representation has been submitted for change of place of posting or on the ground that reliever has not reported/ been posted. It may be brought to the notice of the officer that no representation for change of posting etc will be entertained in any case as all efforts have been made to accommodate individuals at choice stations keeping in view the grounds mentioned in their respective representations to the extent possible. Controllers may also ensure that representations are not unduly forwarded.</p>
<p>5. After promoting the officer. Immovable Property Return (IPR) of the officer, as on date of promotion to the Accounts Officer’s grade, duly verified, may also be forwarded within 1 5 days from the date of reporting.</p>
<p>6. Par-11 Office Orders regarding relief / promotion of the officer may please be notified in the under mentioned format and copy endorsed to Admin-II Section of Hqrs office.</p>

<p>CGDA Orders regarding the subject of &#8216;Home Town LTC to the employees whose headquarter and home town and within the same district&#8217;.</p>
<p>The below order said that Home Town LTC may be admitted to the employee whose headquarter and home town are within the same district provided they do not come within the purview of same station as has been defined under SR 116 of FRSR Part 11 TA Rules.</p>
<p>This department has already issued an order regarding the subject of &#8216;LTC entitlement of fresh recruits&#8217; on 12.02.2013 vide AN/XIV/14162/TA/DA/LTC/VoI.II , In this order, &#8216;Fresh recruits would be entitled to All India LTC only in the fourth occasion i.e in the fourth year of a block <strong>irrespective of whether their home town and HQrs are same or different&#8217;.</strong></p>

<p>The matter regarding admittance of Home Town LTC to employees whose headquarters and home town within the same district, are under examination at HQr’s office.</p>
<p>2. After taking into consideration of views and opinion of different Controllers, the matter has been examined at this HQr’s office and the undersigned has been directed to inform Home Town <a href="http://centralgovernmentnews.com/category/ltc/" target="_blank">LTC</a> may be admitted to employees whose HQr’s and Home Town are within the same district provided they do not come within the purview of same station as has been defined under SR 116 of FRSR Part-II TA Rules.</p>
