Subject: Monthly reconciliation of expenditure by DDOs – reg.

Attention is invited to this office O.M. No. TA-2-03001(03)/1/2023- TA-CGA/e-12976/ 193 dated 11.05.2023 and O.M. No. TA-2-03001(03)/1/2023- TA-CGA/ e-12976/229 dated 01.06.2023 on the subject cited above.

2. In this connection, it is reiterated that monthly reconciliation exercise between DDO and PAO is essential and should be done regularly every month without fail in terms of Rule 57(5) (ii) of GFR, 2017. All the reconciliation certificates signed & submitted by DDOs should be countersigned by PAO. Additionally, the veracity of reconciliation certificate should be cross checked/ verified by Principal Accounts office every month on random basis by selecting some DDOs/ PAOs. Furthermore, this should be made part of standard items to be checked by respective Internal Audits as well as of the Internal Audit Division of office of CGA.

3. All Pr.CCAs/ CCAs/ CAs(i/c) of Ministries/ Departments are, therefore, requested to issue instructions to PAOs under their control to ensure that monthly reconciliation with DDOs are being carried out and to obtain a certificate from DDOs as per the provisions contained in Rule 57(5) of GFR, 2017.

4. Further, the monthly report on reconciliation exercise may invariably be submitted in ‘Annexure A’ (copy enclosed) on every last working day of the following month to DAMA section of this office. First report should be sent by 30 September for the month of August 2023.

Subject: Disbursement of salary/ wages/ pension to the Central Government Employees/ Pensioners in the State of Kerala for the month of August, 2023 on account of ONAM festival and in the State of Maharashtra for the month of September 2023 on account of Ganpati Festival -reg.

In view of the ‘ONAM’ and ‘Ganpati’ festival, the Government have decided that the salary/ wages/ pension of all Central Government employees in the State of Kerala for the month of August 2023 and in the state of Maharashtra for the month of September 2023 may be drawn and disbursed by the Central Government offices (including Defence, Posts & Telecommunications) as per the following dates:-

(i) Kerala – Onam Festival – 25-08-2023 (Friday)
(ii) Maharashtra – Ganapati – 27-09-2023 (Wednesday)

2. The wages of the industrial employees of the Central Government serving in the State of Kerala and Maharashtra may also be disbursed in advance as per the dates given above.

3. The pension of all Central Government Pensioners in the State of Kerala/ Maharashtra may also be disbursed by Bank/PAOs as per the dates given above.

4. The salary/ wages/ pension so disbursed is to be treated as advance payments and will be subject to adjustment after the full month’s salary/ wages/ pension of each employee/ pensioner is determined. The adjustment, if any, will be made without exception from the salary/ wages/ pension of the month of August/September 2023.

5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the State of Kerala/ Maharashtra for necessary action immediately.

6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Kerala/Maharashtra for necessary action immediately.

Subject: Payment of family pension to the eligible family members of the Central Govt. employees covered under NPS – Reg.

This office has received references regarding payment of family pension to the eligible family members of deceased NPS employees who were not allotted PRAN Number.

2. In this regard, Department of Pension & Pensioners Welfare has clarified that neither starting of NPS contribution nor PRAN generation is essential, for payment of pensionery benefits to the eligible family member of the deceased NPS employee in the event of his death, subject to fulfillment of other conditions of grant of these benefits.

3, All the Pr.CCAs/ CCAs/CAs/ (ICs) of the Ministries/ Departments are, therefore, requested to take cognizance of above clarification in settling similar cases.

Subject:- Clarification on admissibility of Special Allowance / Qualification Pay for CCAS Cadre employees – reg.

Attention is invited to this office’s O.M. No. A.11019/20/Misc/ 2015/MF.CGA (A)/NG/ Vol.III/2013 dated 29.11.2019 regarding grant of Special Allowance and Qualification Pay to the CCAS Employees on the basis of revised rates as per Seventh Central Pay Commission (7th CPC), consequent upon their passing AAO (Civil) CBT Examination (erstwhile AAO (Civil) Examination) and Departmental Confirmatory Examination for Accountants respectively conducted by O/o the CGA.

2. In this regard, it is clarified that the Special Allowance and Qualification Pay admissible to the qualified candidates of AAO (Civil) CBT Examination (erstwhile AAO (Civil) Examination) and Departmental Confirmatory Examination for Accountants may be granted at prescribed rate with effect from the day following the last date of respective Examination in which the candidate has come out successful.

3. However, the instructions contained in Department of Expenditure, Ministry of Finance O.M. No. 03.26/2020-E IIA) dated 29.06.2022, duly circulated by this office vide O.M. No. NGE-18007/5/2020 -NGE-CGA-Part(1)/226 dated 01.08.2022 (copy enclosed) may strictly be adhered to in respect of grant of Special Allowance to AAO (Civil) CBT Examination (erstwhile AAO (Civil) Examination) passed candidates.

This issues with approval of the Competent Authority.

Attention is invited to para 4 (b) of Board’s letter No.E(NG)H/2018/RR-1/31 dated 30.12.2019 which lays down that “wherever CGA into SSE is being recommended in rare cases (such as where candidate has graduated from premier institutions such as IITs or NITs); the case be recommended to HQ for consideration by an SAG Committee nominated by GM. Papers to be set to be of adequate technical standard.”

2. This condition of candidate having graduated from premier institutions such as IITs or NITs has since been reviewed. It has been decided to partially modify para 4(b) of Board’s letter No.E(NG)II/2018/ RR-1/31 dated 30.12.2019, which may be read as under:-

(b) Wherever CGA into SSE is being recommended in rare cases it must be ensured that candidate is first class Engineering Graduate and is in possession of prescribed qualification for the post; and such case be recommended to HQ for consideration by an SAG Committee nominated by GM. Papers to be set to be of adequate technical standard.

Attention is invited to DoPT OM No.11013/9/2014-Estt.A-lI dated 06.02.2022 and O/o CGA OM No. A-6§061(55)/9/2020-Admin-CGA-Part(1}/2089-2092 dated 07.02.2022, conveying that employees at all levels, without any exemption, shall attend office on regular basis with effect from 7th February, 2022.

2. It has been observed that many employees are not attending office on time. Habitual late attendance is viewed as conduct of unbecoming of a Government servant as it disrupts office functioning and therefore shall attract disciplinary action against such Government servant.

3. All are requested to adhere to timely attendance in office and departure from office as per scheduled office hours and ensure to mark their attendance in the Attendance Registers being maintained manually. All employees shall continue to follow COVID – 19 appropriate behaviour strictly at al] times. Any officer/employee who is found to be having symptoms of COVID 19 may immediately report to his reporting officer and Work from Home only after obtaining prior approval from the Competent Authority.

4. All Section In-charge shall ensure that these instructions are strictly followed by the staff in their respective sections.

Subject:- Precautions for issue of appointment letter to the SSC passed candidates – reg.

A few instances have come into notice of this office that the name and address of Office of the Controller General of Accounts, Ministry of Finance, Department of Expenditure is being used for issue of appointment letters to the individuals even though they have not been selected for any of the post in Central Civil Accounts Service (CCAS) under the CGA organization through any selection mode including recruitment through SSC. The matter has already been reported to the concerned investigating police agency.

The attention of the ‘Appointing Authorities in the Departmentalized Accounting Organizations under the CGA is, therefore, invited to take due precautions and to confirm all particulars/identity of the candidate, as detailed in this office’s O.Ms for distribution of dossiers of SSC passed candidates, before issue of appointment letter to the candidates selected for the post in CCAS cadre.

Subject: Revision of Government Accounting Rules, 1990.

A committee for revision of Government Accounting Rules, 1990 was constituted in the  O/o CGA. The committee has suggested the revision of rules incorporating all kind of changes affecting the provision of GAR, 1990 that have taken place in the Accounting Organisation, Receipt and Payment Rules, General Financial Rules 2017, Delegation of Financial Power Rules and other changes/amendments in the existing procedures carried out especially on e-banking, e-receipts and e-payments, DBT etc. over the period of last 30 years.

2. The Committee reviewed the existing rules and best efforts have been made to incorporate latest amendments, new and revised definitions, use of electronic mode in receipts and payments, merger of plan and non-plan schemes etc. The revised Rules shall bring more clarity to the users and bring harmony with GFR, R&P Rules, DFPR, etc.

3. At present GAR, 1990 does not define Heads which are closed to Government or to balances and it is important to have these definitions especially for Asset accounting. In this context notes have also been proposed below Rule 23 and Rule 31. This will enable the Asset Block and Capital Expenditure to match for all financial and non-financial assets. The same objective was retained to prescribe various types of assets during creation of more object heads for expenditure which have been approved by O/o C&AG. A circular for maintenance of Asset Register was issued in Sep 2017 by the O/o CGA (copy enclosed for reference). Also the revised Rule 71 dealing with classification of sale proceeds of Land and Building has been proposed as per the suggestions of the O/o C& AG and the Budget Division, DEA.

4. Accordingly, Draft GAR, 2022 along with concordance table is enclosed herewith for comments/ advice of C&AG office with reference to Article 150 of the Constitution read with Rule 74 of GAR, 1990.
