<p>In continuation to this office Circular No. 11/2007-PHA dated 20 . 07 . 2007; the competent authority has reviewed and approved the extension of Free Night Calling facility to BSNL retired employees having Concessional Telephones as extended to any other subscriber.</p>
<p>All Other terms and conditions of circulars issued earlier regarding the policy remain unchanged.</p>

<p>The prices of many items provided by the Staff side JCM are lower than the retail prices provided by the Government agency . Hence the Minimum wage of Rs 20,000/- is justified for the erstwhile Group “D” with effect from 1/1/15 using Dr Aykroyd formula . After weightage of 25% for Group “C” it works out to Rs 26,000/- .</p>

<p>The All India Consumer Price Index for March 2015 was 254 and if it remains as it is for next three (3) months or if it rises to 256, the average is expected to be 253. Consequently, the Dearness Allowance increase is likely to be 118% of pay from July 2015.</p>

<div>2016 is a year expected to bring unbound happiness to the Central Government Employees. This year will end a long wait of 10 years, because the recommendations of the Pay Commission will be implemented in January 2016.</div>
<div></div>
<div>The Pay commission was established during the Manmohan Singh Government in February 2014. The deadline for the Pay commission was set to be 15 months. This leads to an expectation for the release of the Pay Commission report by September 2015. If the Memorandum submitted by the Various Employee Organisations is considered, the Pay Commission should provision recommendation for a four-fold increase in the current pay. During its tenure, the Pay Commission will travel to various cities, in addition to meeting the staff of various Employee Organisations. Here it is essential to note that during the sixth pay commission it was recommended to increase the pay of the Central Government Employees three-fold of their current pay.</div>

<blockquote class="tr_bq"><p><b>Primary considerations in Pay Judgement:</b></p></blockquote>
<p>&nbsp;</p>
<div>The Pay of the Central Government Employees are compared with the Public sector employees such as BHEL, ONGC, etc and also with the Private sector employees. The minimum pay scale of the International Labor Union (ILO) is also considered as a norm. Further, the price of the various daily utility objects is taken into consideration. In the sixth pay commission the Inflation rate as on 01.01.2006 was also considered before putting up recommendations for the fresh Pay scales.</div>

<blockquote class="tr_bq"><p><b>Things to be kept in mind by the Pay commission:</b></p></blockquote>
<p>&nbsp;</p>
<div>If we talk about the sixth pay commission the ratio of the minimum and maximum Pay was worked around as 1:12 and the minimum pay was decided to be Rs 7100. If in Rs 7100 we include House Rent Allowance, Transport Allowance, Education Allowance etc the figure increases up to Rs 10000.</div>

<div>This time the Dearness Allowance has crossed the figure of 100 percent, and according the Indian Labor Ministry the minimum pay should be Rs 15000 per month. If the inflation and minimum pay are considered, on today’s date the minimum pay should be increased from Rs 7100 to Rs 30000. If in this we include House Rent Allowance, Transport Allowance, Education Allowance etc the figure increases up to Rs 45000.</div>

<div>Thus the Pay of the Central Government Employees is expected to have a four-fold rise. The Central Government Employees are impatiently waiting for 2016, and we are also waiting to see how much do the Pay Commission stand up to the Expectations of the Central Government Employees.</div>

<p><strong>All India Defence employees Federation opposes corporatisation of Ordnance Factories</strong></p>
<p>AIDEF convey it, Stand to the Defence Minister Shri.Manohar Parrikar</p>
<p>It is seen from the media report that the Government is considering the proposal to corporatised the Ordnance Factories. The 4 lakhs Defence Civilian Employees and their trade Unions have opposed any move of the Govt in the past to corporatised the Ordnance Factories, which is not in the interest of National Security of the country. Moreover the experien. with various Public Sector Units and corporation reveal that ultimately it will result in Privatisation. The Ordnance Factories are captive industry established for manufacturing Military Equipments including Tanks, Arms, Ammunitions, Vehicles and other troop comforts, strategic uniforms etc. Therefore the Defence Production Ordnance Factories should be under the control of Government. In this regard there are written agreement with the Federations of the Defence Civilian Employees by the then Defence Ministers, including the then Defence Minister, now Hon’ble President of India Shri.Pranab Mukherjee, that Ordnance Factories would not be corporatised. A delegation of AIDEF met Defence Minister Shri.Manohar Parrikar on 1.1/2015 and conveyed the views of the employees that Ordnance Factories should not be privatised. The Ordnance Factories should not be privatised in view of the agreernent with the recognised Federations. The Defence Minister has assured that he will call a meeting of the 3 Federations after 15. of Feb. 2015 to discuss the entire issues until such time no decision would taken in this regard.</p>
<p>In the meantime the recognised Federations and Associations of Defence Civilian Employees are meeting on the 27, of Jan. 2015 to consider the development and the proposal of the Defence Ministry and to take further course of action to fight against any move of the Government to corporatise the most Stratigical Defence Industry, the 41 Ordnance Factories.</p>

<span style="text-decoration: underline;"><strong>OFFICE MEMORANDUM</strong></span></p>
<p>Subject : <strong>Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2012-13.</strong></p>
<p>The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2012-13 to the Central Government employees in Groups &#8216;C’ and &#8216;D’ and all non-gazetted employees in Group &#8216;B&#8217; who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.</p>
<p>2. The benefit will be admissible subject to the following terms and conditions:</p>
<p>(i) Only those employees who were in service as on 31.3.2013 and have rendered at least six months of continuous service during the year 2012-13 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).</p>
<p>(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs, 3500 (where actual average emoluments exceed Rs. 3500), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs.3500&#215;30/30.4 = Rs.3453.95 (rounded offto Rs.3454/-).</p>
<p>(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more(206 days in each year for 3 years or more in the case of offices observIng 5 days week), will be eligible for this Non PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200&#215;30/30.4 i.e.Rs.1184.21(rounded off to Rs,1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.</p>
<p>(iv) All payments under these orders will be rounded off to the nearest rupee.</p>
<p>(v) The clarificatory orders issued vide this Ministry’s OM No.F.14(10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.</p>
<p>3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.</p>
<p>4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budge provision of concerned Ministries/Departments for the current year.</p>
<p>5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.</p>

<p>As per the latest news from press, Mr Raman Singh, the Chief Minister of Chhattisgarh, has announced the retirement age of government employees of this state from 60 to 62 years on the occasion of Independence Day.</p>
<p>Also, this notice applies to all those who were to retire by the end of August this year.</p>
<p>He also announced creation of a new revenue division, taking the total of number of administrative divisions to five in the tribal-dominated state.</p>

<p><strong>Calculation of DA(Dearness Allowance) Rates</strong></p>
<ul>
<li>    DA rates for Government employees are to be announced half yearly which will be applicable from first January and First July.</li>
<li>    On implementation of Sixth Pay Commission recommendations with effect from 01.01.2006 a new method of calculation of DA (dearness allowance) rates is adopted by Central (including Railways)and State Governments.</li>
<li>    DA rates are fixed on the basis of All India Consumer Price Index (AICPI) for industrial workers with Base year as 2001.</li>
</ul>
<p><strong>Method of Calculation</strong><br />
DA is calculated using the following formulae:</p>
<blockquote><p><strong>Dearness Allowance = (Avg of AICPI for the past 12 months &#8211; 115.76)*100/115.76</strong><br />
<strong>(Fractions are ignored)</strong></p></blockquote>
<p>The figure 115.76 signifies the average of price index from Jan 2005 to Dec 2005.</p>
<p>Example: <strong>To calculate Jan 2013 DA rate Price index average from Jan 2012 to Dec 2012 is taken.</strong></p>

</strong><strong><em>How to calculate Dearness Allowance for Central Government Staff and Employees…</em></strong><br />
<strong><br />
</strong>We have been reporting the increase in Dearness allowance every six months, always before official announcement is made. We have not been making predictions or assumptions. Our reporting has always been based on standard calculation used for the purpose. We feel that the visitors also should be aware of the calculation, hence this article.</p>
<p>The Dearness allowance is based on All India Consumer Price Index. The Dearness allowance is granted to compensate the price increase above 536 points (Base Year 1982=100) [115.763 Points (Base Year 2001=100)], to which the revised pay scales relate. This will be approved twice a year, payable from 1st January and 1st July. The twelve monthly average CPI above 536/115.763 points is determined twice in a year for the period ending December and June.</p>
<p>For arriving at Dearness allowance increase we need to know the All India Consumer Price Index for Industrial Workers [CPI(IW)] for the previous six months. For Dearness allowance revision w.e.f 1st January of a year, the CPI of July to Dec are required. For Dearness allowance revision w.e.f. 1st July of a year, CPI of Jan to Jun are required and so on.</p>
<p>The average CPI of the twelve months is then taken for calculation and the following formula is used :</p>
<p>New rate of Dearness allowance = (Average CPI for 12 months – 115.763 x 100) / 115.763</p>
<p>Additional rate of Dearness allowance = New DA rate – Old DA rate</p>
<p>The All India Consumer Price Index Numbers will be notified by the Labour Bureau on the last day of next month on its official website.<br />
