<h2 class="wp-block-heading">Consumer Price Index for Industrial Workers (2016=100) &#8211; February, 2021</h2>



<figure class="wp-block-table"><table><tbody><tr><td> <strong><u>Key Notes</u> </strong>The All-India Consumer Price Index for Industrial Workers (2016=100) increased to 119.0 points in February 2021, up from 118.2 points in January 2021. In percentage terms, it rose by 0.68 percent as compared to the previous month mainly due to Food &amp; Beverages, Fuel &amp; Light and Miscellaneous groups. During the period, increase in prices of items like Milk, Mustard Oil, Soyabean Oil, Sunflower Oil, Apple, Mango, Orange, Lady Finger, Onion, Parval, Served &amp; Processed Packaged Food, Barber Charges, Cooking Gas, Petrol, etc. had a significant impact. Inflation for February 2021 went up to 4.48 percent compared to 3.15 percent for the previous month. Similarly, Food inflation also rose to 4.64 percent from 2.38 percent in the previous month.</td></tr></tbody></table></figure>



<p>The All-India CPI-IW for February, 2021increased by 0.8 points and stood at 119.0 (one hundred nineteen and point zero). On 1-month percentage change, it increased by 0.68 per cent with respect to previous month as against a decline of 0.61 per cent between corresponding months a year ago.</p>



<p>The maximum upward pressure in current index came from Fuel &amp; Light group contributing 0.31 percentage points to the total change. It was further supplemented by Miscellaneous and Food &amp; Beverages groups contributing 0.23 and 0.21 percentage points respectively to total rise. At item level, Milk, Mustard Oil, Soyabean Oil, Sunflower Oil, Apple, Mango, Orange, Lady Finger, Onion, Parval, Served &amp; Processed Packaged Food, Cooking Gas, Barber Charges, Petrol, etc. are responsible for the rise in index. However, this increase was checked by items like Rice, Potato, Tomato, Eggs-Hen, Cabbage, Ginger, etc. putting downward pressure on the index.</p>



<p>At centre level, Madurai recorded the maximum increase of 4.0 points. Among others, 3 centres observed an increase between 3 to 3.9 points, 7 centres between 2 to 2.9 points, 22 centres between 1 to 1.9 points and 34 centres between 0 to 0.9 points. On the contrary, Labac-Silchar and Kolkata recorded a decrease of 2.4 and 2.0 points respectively. Among others, 5 centres observed a decline between 1 to 1.9 points and 14 centres between 0 to 0.9 points.</p>



<p>Year-on-year inflation for the month stood at 4.48 per cent compared to 3.15 per cent for the previous month and 6.84 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 4.64 per cent against 2.38 per cent of the previous month and 8.33per cent during the corresponding month a year ago.</p>

<p><strong>CPI-IW: Groups Indices</strong></p>



<p>Union Minister of State (I/c) for Labour and Employment Shri Santosh Kumar Gangwar has welcomed the increase in the Index saying, the rise in the index will result in an increase in wages of the working-class population by way of an increase in dearness allowance payable to them. He said, the rise in inflation reported during February 2021 is mainly due to the rise in prices of items like Milk, Mustard Oil, Soyabean Oil, Sunflower Oil, Apple, Mango, Orange, Lady Finger, Onion, Parval, Served &amp; Processed Packaged Food, Barber Charges, Cooking Gas, Petrol, etc.</p>



<p>Director-General of Labour Bureau Shri PD P S Negi said the rise in inflation during February 2021 has been observed across the board in respect of various price indices released by other Government agencies.</p>



<p>TheLabour Bureau, an attached office of the M/o Labour &amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of February, 2021 is being released in this press release.</p>



<p>The next issue of CPI-IW for the month of March 2021 will be released on Friday 30th April 2021. The same will also be available on the office website <em><u>www.labourbureaunew.gov.in</u>.</em></p>

<p>Labour Bureau releases the data of <a href="https://centralgovernmentnews.com/category/aicpn/">AICPIN</a> for the month of December 2020.</p>



<h3 class="wp-block-heading"><strong>The All-India CPI-IW for December 2020 <span class="has-inline-color has-vivid-red-color">decreased by 1.1</span> points and stood at <span class="has-inline-color has-vivid-red-color">118.8</span> (one hundred eighteen and point eight)</strong>.</h3>



<p>The important statistics data of the All India Consumer Price Index (AICPIN) for the month of December 2020 will be released by the Labour Bureau on 29 January 2021. The Consumer Price Index (CPI) is the key factor to calculate the percentage of Dearness Allowance. All Central and State Government employees, CPSE employees, PSU employees, bank employees, and also pensioners are eligible to get the DA or DR in India.</p>

<p>Central Civil Services Cultural &amp; Sports Board is organising the CCSCSB online Music and Dance competition 2020 for wards of Civilian Central Government Employees. The event shall be held online on Facebook Group – “<strong>CCSCSB Online Music &amp; Dance Competition-2020</strong>” on 28-29 November, 2020. Parents of the participants are required to join the group for live participation. All the parents of the wards must have their own Facebook profile and necessary equipment’s such as Mobile/Camera and internet connection for live performance. Details of the event are as under:</p>

<p>2. The entry for the competition should be sent in the prescribed <strong>entry form latest by 10 November, 2020</strong> through email at ccscsbcultural@gmail.com only. Proforma of the entry form is attached. No entry by physical mode (by hand or by post) will be accepted.</p>



<p>The Wards of the following Categories of employees are not eligible for participation in Competition:</p>



<ul class="wp-block-list"><li>Uniform personnel in Defence Services/ Para Military Organisations / Central Police Organisation/ Police/ RPF/ CISF/ BSF/ ITBP/ NSG etc.</li><li>Employees of Autonomous bodies/ undertaking/Public Sector Banks even<br />though administratively controlled by the Central Ministries.</li><li>Casual/ Daily wages workers.</li><li>Employees attached to offices on temporary duty.</li><li>A newly recruited employed who has put less than 6 months in regular<br />establishment/services.</li></ul>



<p>Decision of the judges shall be final and no appeal against their decision shall be entertained. </p>



<p>5. All the participants shall be given digital participation certificate. Besides this Winners (1st, 2nd &amp; 3rd) will also be given Winners’ Certificate. </p>

<p>Dear Sir,<br />Sub : <strong>Health care facilities for the Central Government Employees and pensioners problems and difficulties During lockdown period &#8211; redressal regarding.</strong></p>



<p>It has been brought to our notice by various Federations /organizations of Central Government employees and Pensioners that they face serious problems in accessing the healthcare-related facilities during the lockdown period throughout the country. As you are aware that since 24th March 2020, the whole country has been placed under lockdown to combat the spread of the pandemic COVID-19. The employees and especially the pensioners are not allowed to stir out of their homes. In the case of employees, they are allowed to go only to the places where they are assigned specific jobs. This apart, the CGHS dispensaries themselves had been functioning with little staff and virtually they were open for namesake only. Neither the medicines were available nor the doctor. In the case of those employees, who are entitled for the benefit of CCS(MA) rules, the situation was much more precarious in as much as no private clinic was allowed to be open and the AMAs were not allowed the private practice. The Government hospitals in most of the cases had been declared as exclusive <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/covid19/" target="_blank">COVID 19</a></strong> hospitals where other treatments are declared impermissible.</p>

<p>Initially everybody thought that the situation would be a passing phase and would improve once the pandemic spread is arrested. However, despite the lockdown and other measures, the spread of the disease had been on increase in many parts of the country, with the result the lockdown had to be extended to the fourth phase. In the situation in which we are placed, it is difficult to bring about normalcy in the near future. Perhaps till the anti-virus vaccine is developed or medicine to cure the disease is invented, the world will have to live with certain restrictions to contain the deadly nature of the disease. In the circumstances, we are afraid that the Government will have to think in terms of alternative methods of providing the health care facilities for the employees and pensioners keeping the present rules and regulations under suspension.</p>



<p>We, therefore, make the following suggestions to have hassle-free alternate arrangements till normalcy is restored or travel restrictions are eased.</p>



<p><strong>When inpatient treatment becomes necessary:-</strong></p>



<p>(i) <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/category/cghs/" target="_blank">CGHS</a></strong> beneficiaries (including pensioners) : may be allowed to undergo treatment any private hospital near their residence. The cost of treatment will be reimbursed by the concerned department in the case of employees and CGHS in the case of pensioners The Govt. may direct all hospitals to provide treatment to all CGEs and CG pensioners and they might be told that the rates stipulated by AIIMS Delhi must be the basis of billing. The hospitals may be asked to submit the bills to the concerned department/ Addl. Director, CGHS as the case may be for payment.</p>



<p>(ii) The treatment has to be based on the production of the CG HS card.</p>



<p><strong>Non-CGHS patients:</strong></p>



<p>(i) They may also avail the same facility as the CGHS beneficiaries. i.e.in any hospitals near their residence. Their admission will be based on the basis of a certificate of identity issued by the department in which he/she is employed.</p>



<p><strong>Out-patient treatment</strong></p>



<p>(i) Outpatient treatment for employees may be provided by the private hospitals on the basis of a predetermined rate of consultation.</p>



<p>(ii) The employees will submit the bills and get the cost reimbursed</p>



<p><strong>Pensioners (outpatient treatment)</strong></p>



<p>(i) In the case of pensioners who require outpatient treatment, they may be permitted to avail of either the CGHS facilities, if it is nearby their residence or in any private hospitals, which is near to their residence. Those who avail the private hospital facilities may submit their bills to the additional director pension for reimbursement. The private hospitals throughout the country may be asked to provide the O.P. Treatment to CG employees and pensioners on the basis of predetermined consultation fees and stipulated charges for pathological tests.</p>

<p>Subject: <strong>Clarification &#8211; Enrollment of Overseas Citizen of India (OCI) in NPS.</strong></p>



<ol class="wp-block-list"><li>This is in continuation to the Circular No: PFRDA/2019/19 /PDES/3 dated 29th Oct, 2019 on the above subject whereby the Authority permitted Overseas Citizen of India (OCI) to enroll in National Pension System (<a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener" aria-label="NPS (opens in a new tab)">NPS</a>) at par with Non-Resident Indians (NRI).</li><li>Based on the communication received from Insurance Regulatory and Development Authority of India (IRDAI), it is hereby clarified that Annuity payable by ASPs to NRIs and OCIs will be taxed at source, at rates applicable as per the DTAA (Double Taxation Avoidance Agreements) of the country where the annuitant resides.</li><li>Hence the intermediaries including Annuity Service Providers (ASPs) are required to display/ convey to the prospective and existing subscribers that ‘Annuities payable to NRI/ OCI are subject to TDS and ‘repatriation of the corpus, if any, will be subject to applicable laws and regulatory provisions of IRDAI/ PFRDA/ RBI in their relevant marketing materials / website(s) / brochures / communications.</li></ol>

<p>The rate of interest on House Building Advance [HBA] has been reduced from existing 8.5% to 7.9% for a period of one year, irrespective of the loan amount of HBA. This will be with effect from 01st October 2019.</p>

<p>The scheme of HBA to Central Government Employees is aimed as a welfare measure providing assistance to the Government employees to construct/ acquire house/ flats of their own.</p>

<p>The above demand was discussed as Item No.15 of the standing committee meeting of the National Council (JCM) held on 7-3-2019. The extract from the minutes of the above meeting is gives below for your kind ready reference.</p>



<p>Staff side proposed that</p>



<ul class="wp-block-list"><li>if the employee has actually traveled in Air India flight, then the LTC-80 fare of the journey day may be paid to him irrespective of the fact that ticket was purchased from authorized agent or not. Any excess amount over and above the LTC-80 fare can be recovered;</li><li>No disciplinary action and stoppage of future LTC may be taken;</li><li>A general instruction in this regard may be issued to all the Departments to regularize all the pending LTC-80 cases as above.</li></ul>



<p>‘Chairman agreed to consider the demand of the staff side’.</p>



<p>Sir, as agreed in the meeting a general instruction as above has not yet been issued by the DOP&amp;T. It is therefore requested that since the employees are subjected to undue hardship, necessary instructions in this regard may please be issued at the earliest.</p>

<p align="center"><span style="text-decoration: underline;"><em>Lok Sabha Un Starred Question No.2954</em></span></p>
<p><strong>(a) Whether the Government is planning to reconsider the Old Pension Scheme on optional basis for Central Government Employees on heavy demand of employee associations across the country and if so, the details thereof;</strong></p>
<p><strong>(b) Whether the Government has received any representation from various State Governments and employees&#8217; associations in this regard and if so, the details thereof along with the other major changes demanded by the employee associations and the reaction of the Government thereon;</strong></p>
<p>Representations have been received which inter alia also include the demand that the Government may revert to old defined benefit pension system. However, due to rising and unsustainable pension bill and competing claims on the fiscal, there is no proposal to replace the National Pension System (NPS) with old pension scheme in respect of Central Government employees recruited on or after 01.01.2004.</p>
<p><strong>(c) Whether the Government has decided to raise the Government contribution in National Pension System (NPS) to 14 per cent from existing 10 per cent and if so, the details thereof along with the increased financial liabilities of the Government thereon;</strong></p>
<p>Yes, the mandatory contribution by the Central Government for Tier I accounts of its employees covered under NPS has been enhanced from the existing 10% to 14%. The employees&#8217; contribution rate would remain at the existing 10%. As informed by the Department of Expenditure, the impact on Government exchequer on account of enhancing the mandatory contribution by the Government for its employees covered under NPS from 10% to 14% is estimated to entail an additional financial impact of Rs. 2840 crores on Central Government in the next immediate financial year (2019 2020).</p>
<p><strong>(d) The details of cases of family pension sanctioned so far to the families of deceased Central Government employees and the payment of compensation made for non-deposit or delayed deposit of contributions under the NPS;</strong></p>
<p>Number of Family Pensioners getting pension through Central Pension Accounting Office (CPAO) by authorised Bank under National Pension System- Additional Relief (NPS-AR) as on 30.11.2018 is 4,779.</p>
<p><strong>(e) whether the Government has decided to stop pension scheme to all the Government employees including Government/Public Undertakings organization, if so, the details thereof and the reasons therefor; and</strong></p>
<p>The Government of India vide notification dated 22.12.2003 had introduced the National Pension System (NPS) (earlier known as New Pension Scheme) for its employees and made it mandatory for all new recruits of the Central Government (excluding armed forces) who joined service on or after 01.01.2004. The old defined benefit scheme was withdrawn by the Government for Central Government employees (excluding armed forces) joining service on or after 01.01.2004. There is no proposal to stop the pension scheme for Government employees.</p>
<p>(f) <strong>The amount/percentage of the budget consumed every year to pay pensions to employees serving in Government jobs in the country?</strong></p>
<p>As informed by the Department of Expenditure, the details of Budget consumed during 2017-18 to pay pension to pensioners and Budget for financial year 2017-18 are as under:</p>

<span style="text-decoration: underline;"><strong>NPS Withdrawal Norms</strong></span></p>

<p>The Pension Fund Regulatory and Development Authority (PFRDA) has changed the norms for withdrawal of National Pension System (NPS) subscribers. Keeping in view the possibility of sudden financial needs of the subscribers, the requirement of minimum period under National Pension System (NPS) for availing the facility of partial withdrawal from the mandatory Tier-I account of the subscriber has been reduced from 10 years to 3 years from the date of joining w.e.f. 10th August, 2017. The minimum gap of 5 years between two partial withdrawals has also been removed w.e.f. 10th August, 2017. A subscriber is eligible for three partial withdrawals during the period of subscription under NPS, each withdrawal not exceeding twenty-five percent of the contributions made by the subscriber and excluding contributions made by the employer. There is, however, no restriction on withdrawals from the Tier-II account of the subscriber.</p>
<p>The extent and purpose for which partial withdrawals from the Tier-I account under NPS are permissible are as under:</p>
<p><strong>Purpose</strong></p>
<ul>
<li>for higher education and marriage of his or her children including a legally adopted child;</li>
<li>for the purchase or construction of a residential house or flat in his or her own name or in a joint name with his or her legally wedded spouse. In case, the subscriber already owns either individually or in the joint name a residential house or flat, other than ancestral property, no withdrawal under these regulations shall be permitted;</li>
<li>for treatment of specified illnesses: if the subscriber, his legally wedded spouse, children, including a legally adopted child or dependent parents suffer from any specified illness, which shall comprise of hospitalization and treatment in respect of the following diseases:</li>
</ul>
<p>(a) Cancer;</p>
<p>(b) Kidney Failure (End Stage Renal Failure);</p>
<p>(c) Primary Pulmonary Arterial Hypertension;</p>
<p>(d) Multiple Sclerosis;</p>
<p>(e) Major Organ Transplant</p>
<p>(f) Coronary Artery Bypass Graft;</p>
<p>(g) Aorta Graft Surgery;</p>
<p>(h) Heart Valve Surgery;</p>
<p>(i) Stroke;</p>
<p>(j) Myocardial Infarction;</p>
<p>(k) Coma;</p>
<p>(l) Total blindness;</p>
<p>(m) Paralysis;</p>
<p>(n) Accident of serious/ life threatening nature.</p>
<p>(o) Any other critical illness of a life threatening nature as stipulated in the circulars, guidelines or notifications issued by the Authority from time to time.</p>
<ul>
<li>Towards meeting the expenses by subscriber for skill development/re-skilling or for any other self-development activities.</li>
<li>Towards meeting the expenses by subscriber for establishment of own venture or any start-ups.</li>
<li>To meet medical &amp; incidental expenses arranging out of disability or incapacitation suffered.</li>
</ul>
<p><strong>Limits</strong></p>
<p>The subscriber should have been in the National Pension System at least for a period of three years from the date of his or her joining;<br />
The subscriber shall be permitted to withdraw accumulations not exceeding twenty-five per cent of the contributions made by him or her and standing to his or her credit in his or her individual pension account, as on the date of application for withdrawal;</p>
<p><strong>Frequency</strong></p>
<p>The subscriber shall be allowed to make partial withdrawals for a maximum of three times during the entire tenure of subscription under the NPS. There is, however, no minimum time gap now stipulated between two partial withdrawals.</p>
<p>This was stated by Shri Ship Pratap Shukla, Minister of State for Finance in a written reply to a question in Lok Sabha today.</p>
