Subject: Constitution of a Committee for 4th Cadre Review of the Central Secretariat Stenographers’ Service (CSSS) – regarding.

The undersigned is directed to say that it has been decided to undertake 4th Cadre Review of the Central Secretariat Stenographers Service (CSSS). Committee for Cadre Review of the CSSS with the following composition and terms of references is constituted:-

Composition:

(i) Establishment Officer, DoP&T – Chairman
(ii) Joint Secretary (CS), DoP&T – Member
(iii) Joint Secretary (Pers.), D/o Expenditure – Member
(iv) Deputy Secretary (CS. II), DoP&T – Member – Secretary

The Terms of Reference:

• (i) To review the structure of CSSS cadre with a view to harmonise the functional requirements with the career expectation of its members.
• (ii) To assess the magnitude of stagnation in various grades of CSSS and suggest remedial measures both short term and long term so as to reduce promotion blocks and at the same time prevent gaps from building up.
• (iii) To suggest measures to enhance the effectiveness of the service and capacity building of its members in the present era of technology driven environment.
• (iv) To take into view the suggestions of stake holders.
• (v) To review the entitlement for stenographic assistance to various category of officers of Government of India.
• (vi) To examine any issue as referred to it by the cadre.

2. The Secretarial Services to the Committee shall be provided by the CS.II Division, DoP&T.
3. This has the approval of the Hon’ble Minister of State for Personnel.

Subject: 3rd Cadre Review of Central Secretariat Stenographers Service (CSSS) – regarding.

The undersigned is directed to refer to this Department’s OM No. 15/1/20214-CS.II(A) dated 5th October, 2018 wherein it was decided to downgrade the vacancies arising out of retirement, death or VRS of incumbents promoted to the newly created additional posts in the grade of Sr. PPS, PPS to Stenographers’ Grade ‘D’ CSSS

2. In this regard it is to say that as on 31.01.2021, 63 Sr. PPSs and 63 PPSs who had been promoted against the additionally created posts, have vacated the posts due to retirement, death or VRS.

3. Based on the above decision, the 63 posts in Sr. PPS Grade and 63 posts in PPS Grade are hereby downgraded to Stenographer Grade ‘D’ posts with immediate effect.

4, This issues with the approval of Competent Authority.

Subject: 3rd Cadre Review of Central Secretariat Stenographers’ Service (CSSS) – regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 12.09.2017 on the subject mentioned above and to say that based on the recommendations of 3rd Cadre Restructuring Committee for Central Secretariat Stenographers Service (CSSS) and decisions taken thereon, the Government has approved creation/ reduction of posts in various grades of CSSS as follows:-

i. Creation of additional 247 posts of sr. PPS/PSO;

ii. Creation of additional 549 posts of Principal Private Secretary (PPS);

iii. No change in the strength of Private Secretary (PS);

iv. Reduction of 1000 posts of Personal Assistant;

v. Creation of additional 204 posts of Stenographer Grade’ D’;

vi. Downgrading the vacancies arising out of retirement, death or VRs of incumbents promoted to the newly created additional posts in the grade of sr; PPS/PsO, PP? to Stenographer Grade ‘D’, on yearly basis to offset the additional expenditure during the next four years from the date of implementation. Additionally, some balance vacant posts in the grade of PS (after promoting the eligible PAs of subsequent sLs) arising during the next three to four years have also been decided to be downgraded to the Stenographers Grade ‘D’ level to achieve the target of nil financial implication at the earliest.

vii. With regard to downgrading the vacancies arising out of retirement, death or VRs of incumbents promoted to the newly created additional posts in the Grade of sr. PPs/PSO, PPs to Stenographer Grade ‘D’, the Order for revised strength in various Grades in participating Ministries/Departments of CSSS due to downgrading will be issued annually by the CS.II division.

2. As a follow-up action, proposals were invited from all cadre units in CSSS for allocation of these newly created posts and the proposals were examined by a Committee of Joint Secretaries of Department of Expenditure and Department of Personnel and Training.

3. Approval of competent authority is, hereby, accorded to the revised allocation of posts to various cadre units in CSSS in the grades of Sr.PPS/PPS/PS/PA and Steno grade ‘D’, as per statement annexed.

4. The newly created posts stand allocated 1 posts for the grade of PA stand reduced among cadre units with immediate effect. The operationalisation of the newly created posts will have effect from 01.07.2017 i.e. the vacancies arising out of creation of posts will be included in the Select List Year -2017 except for Steno Grade ‘D’ (Direct Recruitment Posts) for which the posts would be operational for the Direct Recruitment examination to be conducted by Staff Selection Commission for the Select List Year 2018 i.e. w.e.f 01.07.2018. The posts would be filled up as per CSSS Rules, 2010 and Regulations framed here under.

5. The Cadre Units are requested to further distribute the allocated posts amongst their sub-cadres, wherever applicable, keeping in view the revised entitlements as communicated vide this Department’s OM of even no dated 12.09.2017, functional justification, newly encadred posts for a particular cadre unit/sub-cadre unit in CSSS and newly created posts and allocation thereof under 3rd cadre review of CSS as communicated vide this Department’s OM No.19/1/2018-CS.I(P) dated 13/14.09.2018.

6. Necessary amendment in the Central Secretariat Stenographers’ Service(CSSS) Rules 2010 would be made separately.

As you are aware Department of Personnel & Training arranges one week In-Service Training Programme for All India Service (IAS, IPS & IFoS). offices working under Central Staffing Scheme and officers or Central Secretariat Service (CSS)/ Central Secretariat Stenographers Service (CSSS) (DS/Sr. PPS and above level) every year.

2. The calendar for the In-Service Training Programme 2018-19 (First list) has been finalized and uploaded on the website of this Department at www.persmin.nic. in. I am also enclosing a copy of the training calendar for 2018-19 (First list). I request you that the calendar may kindly be circulated among the eligible officers requesting them to submit their options before commencement of the course. All eligible IAS Officers are required to give their willingness through the Intra IAS portal and all other officers through the proforma linked at www.persmin.nic.in. IAS officers are requested to send mail mentioning their names. Allotment Year and Cadre to persinfotech@nic. in/ tdp-trg@nic.in for Username/Password related queries.

3. All AIS (IAS, IPS and IFoS) officers with minimum 4 years of service and up to the rank of Secretary to the Government of India/Chief Secretary and equivalent. Group ‘A’ officers working under the Central Staffing Scheme in the Government of India and officers of CSS/CSSS (DS/Sr. PPS and above) are eligible to attend the aforesaid training programme.

4. It is also requested that the officers may be encouraged to opt for those training programmes which are relevant to their current job as well as the kind of assignments they are likely to hold in future.

5. I solicit your kind cooperation for the successful conduct of the training programmes by enabling wide publicity or the programmes amongst the officers and facilitating the attendance of a large number of officers in these programmes.

General Guidelines for In- Service Training Programmes for AIS Officers (IAS, IPS & IFoS), officers working under the Central Staffing Scheme. Cenlral Secretariat Service (CSS) and Central Secrewriat Stenographers Service (CSSS) Officers.

This is one-week In-Service Training Programmes for the year 2018-19 for AIS officers ( IAS, IPS & IFoS) officers working under the Central Staffing Scheme and Central Secretariat Service (CSS) and Central Secretariat Stenographers Service (CSSS) Officers.

2. Eligibility:

(a) AIS officers ( IAS, IPS & IFoS)
(b) Officers working under the Central Staffing Scheme in the Government of India.
with minimum of 4 years of Service up-to the rank of Secretary to the Govt. of India and Chief Secretary in the State Govt. and equivalent.
(c) Central Secretariat Service (CSS) and CentraI Secretariat Stenographers Service (CSSS) Officers of the level DS/ Sr. PPS and above.

3. All the training programmes are residential in nature. Accommodation facility will be provided to the participants by the trraining institutes who are organizing the training programme.

4. The IAS officers are required to apply on-line through the Intra IAS portal. All other Officers are required to apply through the prescribed proforma available with these guidelines after obtaining approval of the competent authority of the Department/ Ministry/ State
Government/ Cadre controlling authority concerned.

5. The Officers who are due for retirement may not be sponsored for the training programme scheduled in the month in which they are due to retire.

6. The Officers posted abroad are exempted from participation in the programme and their applications will not be considered.

7. The Officers are not allowed to apply or change options within 10 days of the commencement of an opted programme.

8. The Officers can attend only one In-Service Training Programme during 2018- 19.

Subject: Grant of Grade Pay of Rs. 4200/- to Stenographers Grade ‘D’ of CSSS-Issuance of Zone of consideration for placement of eligible Stenographers Grade ‘D’ in Non-Functional Selection Grade (NFSG)-reg.

The undersigned is directed to refer to OM No. 6/6/2011-CS-II(C) dated 23.09.2011 on the subject mentioned above and to say that consequent upon issue of the OM ibid, representations from a no. of officials of CSSS who were not placed in the same list as a result of their getting promotion already on adhoc basis to the grade of PA vide OM No. 5/3/2011-CS-II(C) dated 05.06.2011 (copy enclosed), were being received by this Department.

2. The matter has been under examination in this Department in consultation with Department of Expenditure, Ministry of Finance for some time. It has now been decided with the approval of competent authority to grant NFSG w.e.f. 22.06.2011 to the officials as stated in Para (1) above till their promotion as PA on adhoc basis for which order was issued vide this Department’s OM No. 5/3/2011-CS-II(C) dated 05.08.2011 subject to the eligibility conditions and after following the procedures as prescribed in OM No. 20/49/2009-CS-II(B) dated 22.06.2011.

3. Accordingly, the Cadre Units of CSSS are requested to place the eligible Steno Grade ‘D’ as on 22.06.2011 as given in Annexure to the OM in NFSG after following the procedure as p as prescribed in OM No. 20/49/2009-CS-II(B) dated 22.06.2011 and ascertaining the relevant eligibility conditions. A copy of order placing the eligible Steno Grade ‘D’ in NFSG, as stated may please be furnished to this Department for the purpose of the record. Ministries/Departments and officials concerned may check the information in Annexure and bring to notice of this Department if there is any discrepancy in the list by 29.06.2018.

4. Cadre Units should sent a report to CS-II Division detailing the officers who have been granted NFSG by 20th July, 2018.

 Subject: Grant Of NPSG in the Level-6 (erstwhile GP 4200) to Stenographers Grade ‘D’ of CSSS – Issuance of Zone of Consideration for placement of eligible Stenographers Grade ‘D’ in Non Functional Selection Grade (NFSG)-regarding.

The undersigned is directed to refer to this Division’s 0M No. 20/49/2009-CS-II(B) dated 22.06.2011 on the subject mentioned above and to say that based on the Common Seniority List of Stenographers Grade ‘D’, list of 331 Stenographers Grade ‘D’ who are considered eligible for of NFSG is annexed to this O.M., subject to their being found suitable by Internal Committee to be constituted by the cadre units as per para I (b) of the this Department 0M No.20/49/2009-CS-II(B) 22.06.2011. These Stenographers Grade ‘D’ who have completed the approved service of 5 years on 1st July, 2017 be granted the NFSG w.e.f. 1st July, 2017, subject to availability of last 5 years ACRs/APARs and other in the aforesaid 0M dated 22.06.2011.

2. Accordingly, the concerned cadre units of CSSS are requested to place the eligible Stenographers Grade ‘D’ as given in Annexure to this 0M in the NFSG alter strictly following the procedure and keeping in view other conditions as prescribed in 0M dated 22.06.2011 and also furnish the details of Stenographers Grade ‘D’, if any, who have not been covered in this order and are eligible NFSG. A copy of order in NFSG in respect of eligible Stenographers Grade ‘D’ may please be to this Department for the purpose of record.

The delegation led by Shri Raj Kishore Singh submitted a memorandum listing details of their long pending issues and suggesting options to resolve the same. According to the memorandum, while applying Rule 8 of CCS (RP) Rules 2008, the pay of direct recruits and new entrants is fixed at higher stage, when compared to the existing employees who were promoted in the same grade. This leads to discrimination in the fixation of pay of Personal Assistants of one category vis-à-vis the other category.

The memorandum also stated that the issue has been lingering on in the National Anomaly Committee for the last four years, but it has not been addressed. It pleaded that the mechanism of grant of “stepping up” to certain employees should be provided only in exceptional cases and not resorted to as a routine matter to sort out discrepancies which may affect a large number of employees.

Members of the delegation suggested that their issue can be addressed by incorporating a new provision in the Rules wherein if a promotee’s pay is getting fixed at a stage lower than that of a direct recruit, then the pay of the promotee should be fixed at the same stage as that of a direct recruit / new entrant. The other option suggested by them was to amend the CCS (RP) Rules so as to appropriately fix the pay in the Pay Band for a particular post carrying a specific Grade Pay.

Dr Jitendra Singh gave a sympathetic hearing to the members of delegation and assured them that DoPT will try to sort out their issue to the maximum extent possible.

Now the SSC have sought the confirmed number of vacancies of Stenographers Grade ‘D’ of CSSS for Stenographers Grade ‘C’ & ‘D’ Examination, 2015.

2. All the Ministries/ Departments participating in the CSSS Cadre are, therefore, requested to furnish the confirmed vacancy position in the grade of Stenographer Grade ‘D’ of CSSS in the enclosed format. The vacancy position may be intimated by fax or e-mail at by positively failing which the vacancies reported earlier will be taken into account and nomination would be made accordingly. All the Ministries / Departments are, therefore, requested to furnish the information by deadline positively as the matter is TIME BOUND. Central Secretariat employees have demanded removal of stagnation in Services and facilitation of timely promotions. A deputation of “Central Secretariat Services Forum” led by its Convenor, Shri D.N.Sahoo called on Dr Jitendra Singh, Minister of State Personnel, here today and thanked him for his positive and cooperative response to all their grievances in the past one year and expressed the hope that he would also find a way out to overcome the anomaly in Services which has been adversely affecting them for the last several years. They also handed over a memorandum to him.

Dr Jitendra Singh assured that the problems and grievances faced by the employees will certainly be resolved and observed that the Department of Personnel & Training (DoPT) had, on his instructions, sent a favourable proposal in support of their demands but there were certain technical queries from the Finance Ministry which are also in the process of being replied.

Dr Jitendra Singh said the Modi Government took over with a pledge for ‘maximum Governance, minimum Government’ and adopted several radical measures to simplify governance and provide a comfortable and work-friendly environment for its officials. It is in the same spirit that the officials of different Secretariat Services are also intended to be made comfortable and achieve a sense of esteem through timely promotion and befitting status in their service career, he added.

The members of the deputation submitted to Dr Jitendra Singh that as per the Central Secretariat Service Rules, promotion from Under Secretary to Deputy Secretary, for example, requires only five years of approved service in a total of about 30 years of service period but the irony is that several of the employees who have already put in 20-22 years of service are still awaiting promotion and many of them attain superannuation as Under Secretaries or even Section Officers. They said that since there is no financial implication involved and Dr Jitendra Singh has the reputation of being sympathetic to the cause of employees, it is hoped that their grievances will be addressed in the justify earnest.

Among the members of the deputation were S/Shri Pradeep Kumar Singh, R.P.Gupta, V.Sreekumar, Mrityunjay Jha, Ashok Kumar, Manoj Kumar Singh, Brajesh Sikka, Kumar Manoj Kashyap, R.P.Sati, Ujjwal Kumar and P.K.Sharma.
