Subject: Preventive measures to be taken to contain the spread of COVID19 by the Central Public Sector Enterprises (CPSEs).

Read: Relaxation in CCS Leave rules 1972 for central government employees – COVID19 – Latest DoPT Orders 2020

In view of Department of Personnel & Training OM No. 11013/9/2014-Estt-(A-III) dated 22.03.2020, on the above-mentioned subject, the following further directions are issued:

2 All administrative Ministries /Departments concerned with the CPSEs are requested to advise their respective CPSEs suitably in this regard and obtain a compliance report from them.

• Heads of CPSEs may draw up a Roster of Staff (all officers and employees, including executives, non-executives, consultants, contractual and outsourced employees) who are required to render essential services within each CPSE (Keeping in view the work /production exigencies). They alone may be asked to attend the Office/ Unit from 23rd March until 31st March, 2020.

  In other words, the CPSEs should function with skeletal staff. The officials who are working from home should be available on telephone and electronic means of communication at all times. They should attend office if called for, in case of any exigencies of work.
• These instructions shall not apply to the Officers and employees engaged in essential /emergency services and those directly engaged in taking measures to control spread of COVID 19.
• These instructions shall be applicable with immediate effect.

Employees Provident Fund Organization (EPFO) invests 85% of the funds in debt instruments and 15% of the investment is made in Exchange Traded Funds (ETFs), as notified by the government according to the investment pattern.

Based on Nifty 50, Sensex, Central Public Sector Enterprises (CPSEs) and Bharat 22 Indices, the investment in ETFs is made. EPFO does not invest in individual companies ‘ stock and shareholdings.

CRR for Employees of CPSE

Counselling, Retraining & Redeployment (CRR) scheme is being implemented as a social safety net to provide opportunities to the Central Public Sector Enterprises (CPSEs) employees or their dependents under Voluntary Retirement Scheme (VRS) / Voluntary Separation Scheme (VSS).

The aim of retraining of the employees is to re-orient them through short duration skill training to adjust to the new environment and adopt new jobs after their retirement from CPSEs.

From the year 2016-17, CRR scheme is being implemented in collaboration with National Skill Development Corporation (NSDC) under the Ministry of Skill Development & Entrepreneurship (MSDE).

According to VRS/VSS guidelines, once an employee avails of voluntary retirement from a CPSE, the employee shall not take up employment in another CPSE.

This information was given by the Minister of State for Heavy Industries & Public Enterprises, Babul Supriyo, in a written reply in the Rajya Sabha yesterday.

a) Date from which payable: 01.10.2018

(b) Average AICPI (1960-100) for the quarter June, 2018 – Aug., 2018

Average of the quarter – 6795

(c) Link Point : 1708 (as on 01.01.1997)

(d) Increase over link point: 5087 (6795-1708)

(e) Revised DA Rate w.e.f. 01.10.2018: 297.8% [(5087=1708) x 100]

2. These rates are applicable in the case of IDA employees, whose pay have been revised with effect from 01.01.1997 as per DPE O.M. dated 25.06.1 999.

3. All Administrative Ministries/Departments of the Government of India are requested to bring the foregoings to the notice of the CPSEs under their administrative control for necessary action at their end.

The undersigned is directed to refer to para No. 4of this Department’s O.M. No. 2(50)/86- DPE (WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July, 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).

2. In continuation of this Department’s O.M. of even No. dated 04.07.2018. the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-

(a) Date from which payable: 01.10.2018

(b) AICPI (Linked to 1960=100) for the quarter June, 2018 – Aug., 2018

(c) Increase over link point : 5696 (6795-1099) (41) % increase over link point: 518.3% (5696/1099*100)

(d) % increase over link point: 518.3% (5696/1099*100)

3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be

The next instalment for revision of rates of DA is due from 01.07.2018. Accordingly, the rate of DA payable to the executives and non-unionized supervisors of CPSEs is as follows:

Revival and Restructuring of CPSEs

(a) whether the ailing Central Public Sector Enterprises (CPSEs) need revival and restructuring and if so, the details thereof:
(b) whether the Government has issued guidelines for revival and restructuring of such ailing CPSEs and if so, the details thereof:
(c) whether the private participation is also being considered in this regard and if so, the details thereof: and
(d) the extent to which these guidelines will be beneficial for revival and restructuring of these CPSEs?

(a) to (d) Department of Public Enterprises (DPE), as a nodal department, have issued guidelines on 29.10.2015 for “Streamlining the mechanism for revival and restructuring of sick/ incipient sick and weak CPSEs”. CPSEs function under the administrative control of various Ministries/ Departments. As per the guidelines, the responsibility for addressing the sickness of Central Public Sector Enterprises (CPSEs) lies with the concerned administrative Ministries/ Departments. The administrative Ministries/ Departments monitor the sickness of CPSEs and identify the sick/ incipient sick/ weak CPSEs functioning under their control based on the performance and take timely redressal measures. The concerned administrative Ministries/ Departments formulate revival/ restructuring plans, which may include disinvestment or privatization, for the CPSEs on a case-to-case basis. Guidelines lay down that the process for revival and restructuring of sick / incipient sick and weak CPSEs be made time bound, comprehensive, performance driven and efficient.
