<strong>Inauguration of renovated &amp; upgraded 100 beded ESI Hospital in Bhubneswar</strong></p>

<p>Prime Minister Shri Narendra Modi dedicated the renovated and upgraded 100 bedded ESI Hospital, Bhubaneswar (Odisha) to the Nation from IIT Campus, Bhubaneswar along with the basket of different projects of Govt. of India on 24.12.2018 (Monday).</p>
<p>The other dignitaries to grace the occasion were Professor Ganeshi Lal, Governor, Odisha, Shri Naveen Patnaik, Chief Minister, Odisha, Shri Jual Oram, Minister of Tribal Affairs, Govt. of India, Shri Dharmendra Pradhan, Minister of Petroleum &amp; Natural Gas, Skill Development and Entrepreneurship, Govt. of India and Dr. (Prof.) Prasanna Kumar Patasani, MP, Bhubneswar.</p>
<p>In his address, the Prime Minister said that the existing 50 bedded ESI Hospital Bhubaneswar has been renovated &amp; upgraded to 100 bedded hospital with a project cost of Rs. 73 crore (aprox.). Equipped with all the modern facilities, this hospital will provide good medical care to beneficiaries under ESI Scheme of Bhubaneswar area. He said that the Central Govt. is working to provide the good quality medical care to every citizen of India. For this purpose, Wellness Health Centres are also being opened under &#8216;Ayushman Bharat Yojana&#8217; to provide medical care in the remotest part of India.</p>
<p>The other projects inaugurated/foundation laid during the event were of Ministry of Road Transport &amp; Highways, Ministry of Human Resource Development, Ministry of Petroleum &amp; Natural Gas, Govt. of India, etc.</p>
<p><strong>ESI Scheme in India</strong></p>
<p>The Employees&#8217; State Insurance Corporation is a pioneer Social Security organization providing comprehensive social security benefits like reasonable Medical Care and a range of Cash Benefits in times of need such as employment injury, sickness, death etc. The ESI Act applies to premises/precincts where 10 or more persons are employed. The employees drawing wages up to Rs.21, 000/- a month are entitled to health insurance cover and other benefits, under the ESI Act. The Act now applies to over 10.33 lakh factories and establishments across the country, benefiting about 3.43 crores Insured Persons/Family Units of workers. As of now, the total beneficiary population of ESI Scheme stands over 13.32 crores. Ever since its inception in 1952, the ESI Corporation has, so far, set up 154 Hospitals, 1500/148 Dispensaries / ISM Units, 815 Branch/Pay Offices and 64 Regional &amp; Sub-Regional/Divisional Offices.</p>

										<content:encoded><![CDATA[<p><strong>To check overstay, Centre cuts deputation allowance of bureaucrats</strong></p>
<p><em>Bureaucrats on central deputation abroad and within the country will not get deputation allowance beyond five years of such tenure</em></p>
<p>Norms allow a maximum of seven-year, in break-up of five plus two years in usual cases, central deputation term for officers to work outside their state cadre or abroad.</p>
<p>The admissibility of deputation (duty) allowance would be up to the fifth year, if the deputationist has opted to draw such monetary benefit, an order issued recently by the Personnel Ministry said.</p>
<p>The decision has been taken to check overstay of central deputation period by officers including those in Indian Administrative Service (IAS) and Indian Police Service (IPS) among others, officials said.</p>
<p>The move comes after the government noticed a few cases where officers central deputation tenure was being extended, mainly while they were working abroad, by ministries concerned beyond the maximum period of seven years citing &#8220;exigencies&#8221;, they said.</p>
<p>The Personnel Ministry has already issued a directive to warn officers that they may lose their job for overstaying on foreign posting.</p>
<p>In case of deputation within the same station, the allowance will be paid at the rate of 5 per cent of basic pay subject to a maximum of Rs 2,000 per month; and in other cases, it will be payable at the rate of 10 per cent of the employee&#8217;s basic pay subject to a maximum of Rs 4,000 per month.</p>

<p>Sir,<br />
The Central Govt has implemented 7th Pay Commission recommendation regarding the hike in the pay, salary of the Central Govt employees, pensioners and family pensioners w.e.f January 1,2016 besides releasing 2 percent DA w.e.f July 1, 2016.</p>
<p>The J&amp;K Govt has also hiked the salary and perks of ministers, and legislators. Besides, our neighbouring states have also implemented 7th CPC recommendations in favour of their respective Govt PSU employees and pensioners etc.</p>
<p>But, it is unfortunate that the J&amp;K State Govt, PSU employees, pensioners and family pensioners who also deserve the hike in pay and pension have been asked to wait for two years for implementation of 7th CPC recommendations by none other than the present Chief Minister J&amp;K State. One fails to understand as to why the employees and the pensioners have to wait for two years for their due. Why does not the State raise the demand of money with the Central Govt for implementation of 7th CPC recommendations in favour of the State Govt employees, pensioners and family pensioners.</p>
<p>Any way, I hope that the J&amp;K State Govt will kindly realize that when they (legislators/ministers) themselves deserve the hike in salary; pay and perks of the State Govt, employees and pensioners also deserve and need it as well. Many Govt Employees and Pensioners Association have urged the J&amp;K State Govt for implementation of the 7th CPC recommendations including EJAC(Q) personally meeting the Chief Minister, Finance Minister J&amp;K State and through print and electronic media by the undersigned also but all in vain till date.</p>
<p>Therefore, it is requested to the Chief Minister, Finance Minister J&amp;K State not to wait for two years but to implement the 7th CPC recommendations in favour of the J&amp;K State Govt PSU/Employees and Pensioners at an earliest in toto/at par with the Central Government Employees.<br />

<blockquote><p>Embezzelement of Funds under Swatantrata Sainik Samman Pension</p></blockquote>
<p>During the course of ongoing verification of pensioners receiving Central freedom fighter pension through various Public Sector Banks, certain irregularities like disbursement of pension to more than 3,000 dead pensioners for many years after their death, payment of wrong amount of pension to many pensioners, disbursement of dependent family pension to ineligible dependants who are not covered under the scheme have come to the notice of the Government. The banks were directed to recover the excess/wrong payment made to the pensioners/dead pensioners and on account of recoveries banks have so far remitted Rs.45.00 crores to the Central Govt. account. As a corrective measure, revised guidelines for the disbursement of Central Samman pension have been issued. Central Pension Accounting Office(CPAO) of the Ministry of Finance has been asked to keep reimbursement to the banks on account of Central Samman Pension within the budgetary provision. A Pension Disbursement Monitoring Cell has been set up to verify/monitor the disbursement of Central Freedom Fighter Pension by various Public Sector Banks to the eligible pensioners.</p>
<p>This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to a question by Shri Aayanur Manjunatha in the Rajya Sabha today.</p>

<p>The central government today effected a minor reshuffle of Additional Secretaries of Union Ministries and Departments.</p>
<p>Rajiv Kumar, a 1984-batch IAS officer of Jharkhand cadre, is at present working as Additional Secretary in the Department of Expenditure under the Finance Ministry.</p>
<p>He has been appointed as Establishment Officer (EO) and Additional Secretary in the Personnel Ministry in the vacancy of B P Sharma, who was earlier appointed as Health Secretary, an order issued today by the Department of Personnel and Training (DoPT) said.</p>
<p>Jaideep Govind, a 1984-batch IAS officer of Madhya Pradesh cadre, has been appointed as Additional Secretary in the Home Ministry in place of Rajiv Gauba.</p>
<p>Sanjeevanee Kutty, Chief Vigilance Officer of Indian Oil Corporation, has been appointed as Additional Secretary (AS) and Financial Adviser (FA) in the Home Ministry in place of S C Panda.</p>
<p>Bharti S Sihag has been appointed as AS and FA in the Steel Ministry. She was working at the same designation in Information and Broadcasting Ministry, the order said.</p>
<p>Sihag has been appointed in place of Vinod Kumar Thakral, who has been sent to the I&amp;B Ministry.</p>
<p>A P Sawhney, a 1984-batch IAS officer working in his Andhra Pradesh cadre, has been appointed as AS in Ministry of Petroleum and Natural Gas.</p>
<p>B K Tripathi, at present in his Jharkhand cadre, has been appointed as Member Secretary, NCR Planning Board in Urban Development Ministry. Pritam Singh, a 1984-batch IAS officer of Rajasthan cadre, has been appointed as Additional Secretary in Corporate Affairs Ministry. Singh is presently working in his cadre state.</p>
<p>Injeti Srinivas has been appointed as Director General of the Sports Authority of India (SAI) in place of Jiji Thomson. Srinivas, a 1983-batch IAS officer of Odisha cadre, is presently Chairman of National Pharmaceutical Pricing Authority under the Ministry of Chemicals and Fertilisers.</p>
<p>“Srinivas will continue to hold the post of chairman, NPPA on additional charge basis till the appointment of new incumbent to the post or until further order,” it said.</p>
<p>T Vijay Kumar, a 1983-batch IAS officer of Andhra Pradesh cadre, has been appointed as Additional Secretary in the Women and Child Development Ministry. Kumar is presently working as Director General of the Council for Advancement of People’s Action and Rural Technology (CAPART).</p>
