Sub: Extension of validity period of empanelment of already empanelled Health care Organizations under CGHS.

With reference to above mentioned subject attention is drawn to office order dated 01.04.2018 whereby empanelment of all existing empanelled health care organizations under CGHS was extended till 30.06.2018

In this regards it has been now decided to extend empanelment of all Health Care Organizations already empanelled under CGHS for a further period of three months w.e.f 01.07.2018 till 30.09.2018 or till next empanelment whichever is earlier on same terms conditions and rates on which they are presently empanelled.

Subject: Suspension of empanelment of Rockland Hospital, Qutab Institutional Area, New Delhi under CGHS.

With reference to the above mentioned matter, the undersigned is directed to draw attention to the Office Memorandum No. S-11045/36/2012-CGHS (HEC) dated 01.10.2014 vide which Rockland Hospital, Qutab Institutional Area, New Delhi was empanelled under CGHS and to state that Rockland Hospital, Qutab Institutional Area, New Delhi was asked to submit reply to a show cause notice issued regarding permission letter obtained by the hospital for treatment of one CGHS pensioner beneficiary in the hospital. However, the reply submitted by the hospital has not been found to be satisfactory and so it has been decided to suspend empanelment of Rockland Hospital, Qutab Institutional Area, New Delhi from CGHS with immediate effect for a period of three months or till further orders.

The CGHS beneficiaries already admitted in the hospital for treatment prior to the issue of this order shall continue to be provided treatment at CGHS rates till their discharge within a period of 7 days. Bill of patients discharged after 7 days of issue of this order shall be submitted with proper justification for consideration by CGHS.

Sub: Opening of a Central Govt. Health Scheme, wellness Centre (allopathic) at Agartala

This is for information to all eligible Central Govt. employees/ pensioners and other stake holders that, a Central Govt. Health Scheme (CGHS) Wellness Centre sanctioned vide Govt. of India, Min. of Health & Family Welfare, CGHS (P) Division Order No. S.11045/1/2013/HEC, New Delhi dated 17 th November 2014 will be functioning by 1st of August 2017 at quarter no. T/V/1, Kunjaban Extension, New Capital Complex, Agartala to provide comprehensive medical facilities.

The scheme will cover the Agartala city and all eligible Central Govt. employees and their dependent family members, Central Govt. pensioners and their dependents and others eligible as per CGHS guideline residing in Agartala city.

The beneficiaries will be able to avail the CGHS facilities through the Wellness Centre during the office hours i.e. from 7:30 am to 02:00 pm in all working days except Sundays & holidays.

With reference to above mentioned subject attention is drawn to OM dated 1.10.2014 and further OMs empanelling Health Care Organizations under CGHS Delhi/NCR for a period of two years or till 30.9.2016 whichever was earlier and on expiry of empanelment period on 30.9.2016, it has been decided to extend empanelment of all Health Care Organizations already empanelled under CGHS Delhi/NCR w.e.f 1.10.2016 till further orders, on same terms and conditions on which they were empanelled as on 30.9.2016.

Subject:- Revision of rates for various treatment procedures under CGHS.

With reference to the above mentioned subject the undersigned is directed to draw attention to O.M. No. S.11045/36/2012-CGHS (HEC) dated 1.10.2014 whereby CGHS package rates for various treatment procedures were notified by the Government empanelled hospitals under CGHS Delhi and NCR. This Directorate has been receiving representations from different stake holders regarding discrepancies in these notified rates. The matter was examined in this Directorate and now it has been decided with the approval of competent authority to revise the rates of following treatment procedures under CGHS.

 Subject: Suspension of empanelment of Dr. Khanna’s Path Care Pvt. Ltd. Delhi.

With reference to the above mentioned matter, the undersigned is directed to draw attention to the Office Memorandum of even No. vide which Dr. Khanna’s Path Care Pvt. Ltd., A-43, Hauz Khas, New Delhi – 110016 was empanelled under CGHS and to state that Dr. Khanna’s Path Care Pvt. Ltd., Delhi had violated the terms & conditions of MoA signed with CGHS by indulging in fraudulent practices. A show cause notice was issued to the laboratory and reply received was found to be unsatisfactory. In view of this it has been decided to suspend empanelment of Dr. Khanna’s Path Care Pvt. Ltd. from CGHS for a period of three (3) months or till further orders whichever is earlier from the date of issue of this order.

This issues with approval of competent authority.

Attention is drawn to the Office Memorandum issued earlier extending validity of empanelment of all health care organizations under CGHS till 31stAugust, 2014.

2. It has now been decided to extend the validity of empanelment of all health care organizations already empanelled under CGHS, for a further period of one month i.e. till 30th September, 2014 or till finalization of next empanelment process, whichever is earlier on same terms and conditions as defined in OM on which they were empanelled earlier.

Govt. Servant responsible for Deletion of the name of an ineligible Dependent

The undersigned is directed to state that in accordance with the definition of ‘family’ mentioned in Ministry of Health Memo. No. F.6(1) 1-54-H, dated the Ist May, 1954 the family of a beneficiary for the purpose of CGHS scheme includes husband/wife of the CGHS card-holder, as the case may be, wholly dependent children or step-children and parents, who are mainly dependent on and residing with the Government Servant. While it is incumbent upon the card issuing. Authorities, i.e. various departments and offices participating in the scheme, to ensure that the names of only genuine and eligible persons are included in the CGHS token cards, it is the responsibility of the employees concerned to apply for a deletion of the name of the dependent from the CGHS card, when the ward is no more entitled to the benefit eligible under the scheme. The failure on the part of a cardholder to get the name of a child deleted from the CGHS token-card when he is no more dependent on him is a good and sufficient reason for initiating disciplinary proceedings against him in terms of the CCS (CCA) Rules, 1965.

All Ministers/Departments of the Government of India are requested kindly to ensure that the above said provisions are complied with fully. These instructions may also be brought to the notice of all employees concerned.

Opting out of the C.G.H. Scheme

Spouse employed outside Central Government and availing Medical Facilities provided by his/her Employer

Central Government Servants covered under Central Govt. Health Scheme and whose spouse is employed in Defence or Railway Services, State Government or Corporations or Bodies financed partly or wholly by the Central or State Government, Local Bodies and private organizations which provide medical facilities to the employees and their family members, can opt out of the CGH Scheme and avail medical facilities so provided by the above mentioned organizations.

It is to be ensured that neither of the two nor their family members avail medical facilities from both the sources at the same time and for this purpose, the concerned Central Government employee shall give an undertaking to the authority issuing the CGHS Card.

Re-admission under CGHS after ‘opting out’

Such Government Servants, who have opted out of CGHS, may apply for readmission and avail the benefit of CGHS in case their spouse dies or resigns or is dismissed from the office/organization, which provided medical facilities.

Availability of ‘Opting Out’ Facility

The facility of opting out of CGHS can only be availed twice during the whole service career of the employee. Administrative Ministry/Department shall record the same by making an entry in the employee’s Service Book.
