<p><strong>Subject: Ceilings in respect of Office Expenditure on hospitality &#8211; reg</strong></p>
<p>Consequent upon acceptance of the recommendations of the 7th Central Pay Commission (CPC) by the Government, Sumptuary allowance and Entertainment allowance have been abolished with effect from 30.06.2017. As per Resolution of the Government dated 06.07.2017, such expenditure on hospitality should be treated as office expenditure and the Ministry of Finance was to lay down the ceilings for various levels. Ministry of Finance, Department of Expenditure vide their OM No. 11-1I2016/E.Il B (ih CPC)Pt.III(C) dated 22nd September, 2017 has conveyed the ceiling of office expenditure on hospitality.</p>

<p><strong>Subject: Ceilings in respect of Office Expenditure on hospitality- regarding</strong></p>
<p>Consequent upon acceptance of the recommendations of the 7th Central Pay Commission (CPC) by the Government, Sumptuary Allowance and Entertainment Allowance have been abolished with effect from 30.06.2017, As per Resolution of the Government dated 06.07.2017, such expenditure on hospitality should be treated as office expenditure and the Ministry of Financewas to lay down the ceilings for various levels. Accordingly, the hospitality related expenditure is now to be incurred as office expenditure.</p>
<p>The President is pleased to decide the ceilings of office expenditure on hospitality as under:</p>

<p><em><strong>Frequently Asked Questions</strong></em></p>
<p><strong>1. Who are eligible to apply for Central Staffing Scheme?</strong></p>
<p>Officers from 36 participating services and fulfilling the eligibility conditions as given in the circular are eligible to apply.</p>
<p><strong>2. If a particular Service is not listed in the Participating Services, can it be included?</strong></p>
<p>No. The participating services are duly approved by Appointments Committee of Cabinet (ACC).</p>
<p><strong>3. Whether this online application is also for Posts of Chief Vigilance Officers (CVOs).</strong></p>
<p>No. the online application is only for Posts under Central Staffing Scheme.</p>
<p><strong>4. How an IAS officer will apply for Central Staffing Scheme.</strong></p>
<p>IAS officers will apply through IntraIAS Website (http://intraias.nic.in). For IntraIAS Portal an IAS Officer needs UserName and Password.</p>
<p><strong>5. In case, if an IAS Officer is not having the Username / Password, how to get it?</strong></p>
<p>The Officer needs to send an e-mail communication mandatorily with full particulars (Name, Cadre and Allotment Year) to ‘persinfotech@nic.in’. The username and password will be sent by reply e-mail.</p>
<p><strong>6. IAS officer&#8217;s data are available in ER Sheet maintained by DOPT. Whether the officer needs to enter all those details again in the CSS online application.</strong></p>
<p>No. All the information available in ER Sheet of the officer will be automatically populated in the application form. If the officer desires, the officer can modify the details in the online application form. It may be noted that editing of these data is permitted but it will not be automatically reflected in their respective ER Sheet.</p>
<p><strong>7. Is it necessary for an officer to complete the application form at once?</strong></p>
<p>No. Only the identity Number, Password and Password hint needs to be created in the first instance. With the identity number and password, the Personal, Qualification, Experience and Training details may be entered into the system at a later date and time. The details about the Identity No. will also be e-mailed to the e-mail id provided by the officer in the Personal details. Once the officer has completed entering all the details, the officer can finalise the application and take the print out. Once the application is finalized, it cannot be edited, only printout can be taken.</p>
<p><strong>8. An Officer has applied for the Central Staffing Scheme for the Year 2010 and the officer was not retained / not selected. Does the officer need to apply again for the year 2011?</strong></p>
<p>Yes, the officer needs to apply again.</p>
<p><strong>9. Is there any User Manual available?</strong></p>
<p>Yes. A document titled “Help to apply online” is available in the Website.</p>

<p>New Delhi: The Narendra Modi government on June 29 approved the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.</p>
<p>It will come into effect from January 1, 2016.</p>
<p>The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.</p>
<p>The new scales of pay provide for entry-level basic pay going up from Rs 7,000 per month to Rs 18,000, while at the highest level i.e. Secretary, it would go up from Rs 90,000 to Rs 2.5 lakh. For Class 1 officers, the starting salary will be Rs 56,100.</p>
<p><strong><em>Here we will show you how the 7th Pay Commission will change your exact salary keeping in mind the 4 main pay bands:</em></strong></p>
<h2><span style="color: #0000ff;"><strong>Existing Pay Band (5200-20200)</strong></span></h2>
<p><em><strong>All numbers are in rupees</strong></em></p>
<p>Basic pay = 5200</p>
<p>Grade pay = 1800</p>
<p>Total entry pay = 7000</p>
<p>Dearness allowance of 125% on Basic pay and Grade pay = 8750</p>
<p>Total salary = 7000+ 8750+ allowances = 16750 + allowances</p>
<p>New salary ( as per 7th Pay Commission) = 18000 + allowances</p>
<p>Net difference = 1250</p>
<p>Employees covered: Security guard, junior attendant, senior laboratory assistant, overseer</p>
<h2><span style="color: #0000ff;"><strong>Existing Pay Band (9300-34800)</strong></span></h2>
<p>Basic pay = 9300</p>
<p>Grade pay = 4200</p>
<p>Total entry pay =13500</p>
<p>Dearness allowance of 125% on Basic pay and Grade pay = 16875</p>
<p>Total salary = 13500+ 16875 + allowances = 30375 + allowances</p>
<p>New salary ( as per 7th Pay Commission) = 35400 + allowances</p>
<p>Net difference = 5025</p>
<p>Employees: TGT/PGT teacher, pharmacist, senior security inspector, senior superintendent</p>
<h2><span style="color: #0000ff;"><strong>Existing Pay Band (15600-39100)</strong></span></h2>
<p>Basic pay = 15600</p>
<p>Grade pay = 5400</p>
<p>Total entry pay = 21000</p>
<p>Dearness allowance of 125% on Basic pay and Grade pay = 26250</p>
<p>Total salary = 21000+ 26250 + allowances = 47250 + allowances</p>
<p>New salary ( as per 7th Pay Commission) = 56100 + allowances</p>
<p>Net difference = 8850</p>
<p>Employees covered: Medical officer, Assistant registrar, manager, scientific officer, assistant professor, engineer</p>
<h2><span style="color: #0000ff;"><strong>Existing Pay Band (37400-67000)</strong></span></h2>
<p>Basic pay = 37400</p>
<p>Grade pay = 8700</p>
<p>Total entry pay = 46100</p>
<p>Dearness allowance of 125% on Basic pay and Grade pay = 57625</p>
<p>Total salary = 46100 + 57625 + allowances = 103725 + allowances</p>
<p>New salary ( as per 7th Pay Commission) = 118500 + allowances</p>
<p>Net difference = 14775</p>
<p>Employees covered: Professor, director, associate professors</p>
<p><strong>Note: The decision regarding implementation of revised allowances is still pending and the employee will keep drawing the existing allowances for now.</strong></p>

<p><strong>Subject: Disbursement of salary/wages/pension to the Central Government Employees in the State of Kerala for the month of September, 2013 on account of ONAM festival.</strong></p>
<p>In view of the &#8216;ONAM festival, the Government have decided that the salary of all Central Government employees in the State of Kerala for the month of September, 2013 may be drawn and disbursed by the Central Government offices (including Defence, Posts &amp; Telecommunications) on 13th September, 2013.</p>
<p>2. The wages for September, 2013 of the industrial employees of Central Government serving in the State of Kerala may also be disbursed in advance on 13th September, 2013.</p>
<p>3. The pension for September, 2013 of all Central Government Pensioners in the State of Kerala may also be disbursed by Bank/PAOs on 13th September, 2013.</p>
<p>4. The salary/wages/pension so disbursed is to be treated as advance payments and will be subject to adjustment after the full months salary/wages/pension of each employee/pensioner is determined. The adjustment, if any, will be made without exception from the salary/wages/pension as the case may be from the month of September, 2013.</p>
<p>5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the State of Kerala for necessary action immediately.</p>
<p>6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Kerala for necessary action immediately.</p>
