<p class="has-text-align-right">New Delhi, the 25th November, 2020</p>



<p>G.S.R. 733(E).- In exercise of the powers conferred by sub-section (3) of Section 10 read with section 59 of Lokpal and Lokayuktas Act, 2013 (1 of 2014), the Central Government hereby makes the following rules regulating<br />the method of recruitment to the post of Staff Car Driver in the Lokpal, namely: &#8211;</p>



<ol class="wp-block-list"><li><strong>Short title and commencement</strong>.- (1) These rules may be called the Lokpal (Staff Car Driver) Recruitment Rules, 2020.<br />(2) They shall come into force on the date of their publication in the Official Gazette.</li><li><strong>Number of post, classification, level in the Pay Matrix</strong>.- The number of post, its classification, and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.</li><li><strong>Method of recruitment, age limit, qualifications, etc</strong>.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.</li><li><strong>Disqualification</strong>.- No person, –<br />(a) who has entered into or contracted a marriage with a person having a spouse living; or<br />(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:<br />Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.</li><li><strong>Power to relax</strong>.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.</li><li><strong>Savings</strong>.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes, ex-Servicemen and<br />other special categories of persons, in accordance with the orders issued by the Central Government from time to time, in this regard.</li></ol>

<p>Subject: <strong>Cash Management System in Central Government &#8211; Guidelines for expenditure control in Q3 (October, 2020 to December, 2020).</strong></p>



<p>Attention of Ministries/ Departments is drawn to this Ministry’s O.Ms. of even number dated 8.4.2020 and 23.6.2020 regarding modified exchequer control based expenditure management under Cash Management system in Central Government.</p>



<p>2. With a view to manage the cash flows of the Government, it has been decided to retain and continue with the same expenditure management measures, stipulated for Q1 and Q2, for Q3 (October, 2020 to December, 2020) of FY 2020-21.</p>



<p>3. However, during Quarter 3, Demand No.6 &#8211; Department of Fertilizers, Demand No.19 &#8211; Defence Services (Revenue) and Demand No.20 -Capital Outlay on Defence Services are re-classified as Category ‘A’.</p>



<p>4, Other conditions stipulated in this Ministry’s O.Ms. dated 8.4.2020 and 23.6.2020, the details of which are given below, will continue to be followed:</p>



<ul class="wp-block-list"><li>Monthly Expenditure Plan (MEP) for October, November and December will mirror the MEP stipulation that were spelt out for April, May and June 2020;</li><li>Expenditure on ‘salaries’ and ‘pensions’ will be as per actual requirement and shall be within the overall limits prescribed under cash management guidelines;</li><li>The amounts that remain unspent in a month will not be available for automatic carry-forward into the next month. The amounts that remained unspent in a Quarter will not be available for automatic carry-forward into the next Quarter. Specific approvals of Secretary, Department of Expenditure shall be<br />obtained by the Ministries/ Departments for utilising these unspent amounts;</li><li>Ministries /Departments while utilising their allocations shall take utmost care not to bunch up expenditures/ releases in a bid to improve their pace of expenditure leading to parking of funds. In this time of acute cash stress, utmost care may be taken to avoid releases that can contribute to idle parking of funds, and</li><li>Items of large expenditure would continue to be governed by the guidelines issued in this Ministry’s O.M. F.No.12(13)-B(R)/2016 dated 21.8.2017.</li></ul>

<p>Subject: <strong>Authorization of CSRF by employer</strong></p>



<p>World Health Organisation has already recognized <strong>COVID-19</strong> outbreak as a global pandemic and in light of various advisories issued by Ministries of Central Government/State Governments/ Local Administrations / Corporates for taking precautions to avoid spreading of the pandemic, many employers have implemented / encourage employees to work from home.</p>



<p>2. In light of the above and requests received from Points of Presence, it has been decided to allow employers / corporates to authorize the <strong><a href="https://centralgovernmentnews.com/tag/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong> Subscriber Registration Forms submitted by their employees through email instead of physical authentication subject to the following conditions:</p>



<p>&#8211; <strong><em>employee authorizations should be from the email ids of the Nodal Officer or the Alternate Nodal Officers as registered in CRA records.</em></strong></p>



<p>&#8211; <strong><em>upon resumption of normalcy, re-authorization of employees by employer/corporate on their letter head to be collected by PoPs for all such cases.</em></strong></p>



<p>3. The corporates / employers already authorizing the forms through online methods may continue the process as is.</p>

<p>Sub: <strong>Preventive measures to contain the spread of COVID19.</strong></p>



<p>In continuation of this Department OM of even no. dated 17th March, 2020 (Copy Enclosed), the following further instructions are issued:</p>

<p>(i) Heads of Department (HoDs) may ensure that 50 per cent of Group B and C employees are required to attend office every day, and the remaining 50 per cent staff should be instructed to work from home. All HoDs are advised to draft a weekly roster of duty for Group B and C staff and ask them to attend office on alternate weeks. While deciding the roster for &#8216;the first week, HoDs are advised to include officials who are residing in close proximity to their office or use their own transport to travel to the offices.</p>



<p>(ii) Further, the working hours for all employees who attend office on a particular day should be staggered. It is suggested that three groups of employees may be formed and asked to attend office as per the following timings:-</p>



<p><strong>(a) 9 AM to 5.30 PM<br />(b) 9.30 AM to 6 PM<br />(c) 10 AM to 6.30 PM</strong></p>



<p>(iii) The officials who are working from home on a particular day as per the roster drawn up should be available on telephone and electronic means of communication at all times. They should attend office, if called for any exigency of work.</p>



<p>(iv) Similar instructions may be issued to Attached/Subordinate Offices, Autonomous/Statutory Bodies.</p>

<p>Kindly refer to the above.</p>



<p>Since the outbreak of Novel Coronavirus in China and subsequently around the world including India, Government of India and the State Governments have issued several advisories, initiated many preventive measures and imposed restrictions, closures invoking certain acts to contain the spread of Novel Coronavirus in India. Personal hygiene including adoption of certain practices, social distancing and quarantine or isolation in suitable cases are appeared to be the key for containment of the spread of the COVID-19 virus. The entire country is fighting this battle unitedly under your able leadership and guidance, when, in your words, the way ahead lies in collaboration, not confusion, and in preparation, not panic, and we will definitely win this battle too.</p>

<p>As a guiding measure, DoPT has also issued a detailed advisory for the Central Government offices. In many Central Government Departments, administrations are definitely trying their best to extend all possible support to the employees as per Government guidelines, but several Central Government offices across the country are still lagging in this regard. However, such efforts will only partially address the huge risk posing to the employees.</p>



<p>Being the workers in public office, it is not possible for the Central Government employees to maintain social distancing while in office. Most importantly, more than 98% of the employees have to commute to office using public transport at a time when the Government advisories are suggesting to avoid public transport as far as possible.Despite certain measures being taken in office, our employees thus remain vulnerable to infection due to commuting in public transport to attend office and other unavoidable interaction in office.</p>



<p>Considering this aspect, educational institutions, theatres, malls and several other places have been directed for closure in most of the states till a certain period to minimize commutation in public transport and ensure social distancing. For the same reason, several organizations/ companies have directed their employees to work from home.</p>



<p>As we are probably entering into the most crucial phase (observing the pattern in other affected countries), when there is a chance of exponential increase of infected persons, it is requested to your good self to kindly consider the option of closing Central Government offices (excluding those providing essential services and/or engaged in the country’s present fight against the disease outbreak by any means) across the country till 31.03.2020 or any other date, as deem fit. We believe that it will be an appropriate step in the greater public interest including ensuring safety and well being of the Central Government employees.</p>

<p>Subject: <strong>Preventive measures to be taken to contain the spread of Novel Coronavirus (COVID-19) &#8211; regarding.</strong></p>



<p>In order to contain the spread of Novel Coronavirus (COVID-19), some precautionary measures are required to be taken by all the employees and the Ministries / Departments. In this regard, it has been decided to issue the following advisory for the well-being of Government employees and in public interest.</p>



<p>All the Ministries / Departments are advised to take all necessary measures such as :-</p>



<ul class="wp-block-list"><li>Install thermal scanners at the entry of Government buildings, as feasible. Mandatory placing of hand sanitizers at the entry of Government buildings. Those found having flu-like symptoms may be advised to take proper treatment / quarantine etc.</li><li>Discourage, to the maximum extent, entry of visitors in the office complex. Routine issue of visitors/ temporary passes should be suspended with immediate effect. Only those visitors whom have proper permission of the officer who they want to meet, should be allowed after being properly screened.</li><li>Meetings, as far as feasible, should be done through video conferencing. To minimize or reschedule meetings involving large number of people unless necessary.</li><li>Avoid non-essential official travel. </li><li>Undertake essential correspondence on official email and avoid sending files and documents to other offices, to the extent possible.</li><li>Facilitate delivery and receipt of dak at the entry point itself of the office building, as far as practicable.</li><li>Close all gyms/recreation centres/ creches located in Government buildings.</li><li>Ensure proper cleaning and frequent sanitization of the workplace, particularly of the frequently touched surfaces. </li><li>Ensure regular supply of hand sanitisers, soap and running water in the washrooms.</li><li>All officials may be advised to take care of their own health and look out for respiratory symptoms/fever and, if feeling unwell, should leave the workplace immediately after informing their reporting officers. They should observe home-quarantine as per the guidelines issued by MoH&amp;FW, Government of India available at the following URL: <a rel="noreferrer noopener" aria-label=" (opens in a new tab)" href="https://www.mohfw.gov.in/DraftGuidelinesforhomequarantine.pdf" target="_blank">Draft Guidelines for home quarantine</a></li><li> The leave sanctioning authorities are advised to sanction leave whenever any request is made for self-quarantine as a precautionary measure.</li><li> Advise all employees who are at higher risk i.e. older employees, pregnant employees and employees who have underlying medical conditions, to take extra precautions. The Ministries / Departments may take care not to expose such employees to any front-line work requiring direct contact with the public.</li></ul>

alcohol-based hand rub. Wash hands even if they are visibly clean.<br /> • To cover your nose and mouth with handkerchief / tissue while sneezing and coughing.<br /> • To throw used tissues into closed bins immediately after use.<br /> • To maintain a safe distance from persons during interaction, especially with those having flu-like symptoms.<br /> • To sneeze in the inner side of your elbow and not to cough into the palms of your hands.<br /> • To take their temperature regularly and check for respiratory symptoms.<br />
 To see a doctor if you feel unwell (fever, difficulty in breathing and 
coughing). While visiting doctor, wear a mask/ cloth to cover your mouth
 and nose.<br /> • For any fever/ flu-like signs/ symptoms, please call 
State helpline number. or the 24&#215;7 helpline number of the Ministry of 
Health &amp; Family Welfare at 011-23978046.</p>



<h3 class="wp-block-heading">Don&#8217;ts</h3>



<p>• Shake hands.<br /> • Have a close contact with anyone, if you&#8217;re experiencing cough and fever.<br /> • Touch your eyes, nose and mouth.<br /> • Sneeze or cough into palms of your hands.<br /> • Spit in Public.<br /> • Travel unnecessarily, particularly to any affected region.<br /> • Participate in large gatherings, including sitting in groups at canteens.<br /> • Visit gyms, clubs and crowded places etc.<br /> • Spread rumours or panic. </p>

<p class="has-text-align-center"><strong>Implementation of RTI Act</strong></p>

<p>The Central Government is fully committed to implement the Right to Information (<strong><a href="https://centralgovernmentnews.com/tag/rti/" target="_blank" rel="noreferrer noopener" aria-label=" (opens in a new tab)">RTI</a></strong>) Act in respect of public authorities under it.  Each State Government is responsible for implementation of the Right to Information Act in respect of the public authorities in the State concerned.</p>



<p>In respect of the Central Information Commissions, the appointment process has been conducted duly as and when vacancies were required to be filled up and has not been at preliminary stage.</p>

<p>The Hon’ble Supreme Court vide its Order dated 16.12.2019 in M.A. No. 1979 of  2019 in WP (C)  No. 436 of 2018: Ms Anjali Bhardwaj &amp; Others Vs. Union of India and Others pertaining to fill up the vacancies in Central Information Commissions, has inter-alia directed that the Government complete the process of appointment in 3 months.</p>



<p>The process has reached an advanced stage for appointment of the Chief Information Commissioner and one Information Commission in Central Information Commission.</p>



<p>This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (<strong>DoNER</strong>), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Lok  Sabha today.</p>

<p>Subject: <strong>Updation of list of Cadre Controlling Authorities of Central Services / Cadres (Group ‘A’, ‘B’ and ‘C’) and Training Institutes under the administrative control of Central Govt. &#8211; regarding.</strong></p>



<p>DoPT has launched Integrated Government Online Training Programme (iGOT) to augment the existing training mechanism with online module-based training coupled with certification with an objective to make training inputs available to all Government officials on site and on flexi time basis.</p>

<p>2. In this connection, details of Cadre Controlling Authorities of all Central Services/ Cadres (Group ‘A’, ‘B’ &amp; ‘C’) and Training Institutes under the<br /> administrative control of Central Govt. are being updated. </p>



<p>3. In view of the above, all the Ministries / Departments / Training Institutes of Govt. of India are requested to provide the information as per the Annexure-I and Annexure-II, whichever applicable.</p>



<p>4. All Ministries / Departments/ Training Institutes of Govt. of India are also requested to nominate an officer of the level of Under Secretary as nodal officer for the purpose of iGOT and provide his/her contact details as per Annexure-III.</p>



<p>5. If a Ministry / Department is not Cadre Controlling Authority of any Service / Cadre and / or does not have any Training Institute under its administrative control, a reply to this effect may also kindly be furnished.</p>

<p class="has-text-align-right"> New Delhi, the 28th December, 2019</p>



<p><strong>S.R.O. 17(E)</strong>. In exercise of the powers conferred by section 191 of the Army Act, 1950 (46 of 1950), the <a rel="noreferrer noopener" aria-label="Central Government (opens in a new tab)" href="https://centralgovernmentnews.com/" target="_blank">Central Government</a> hereby makes the following rules further to amend the Army Rules, 1954, namely :-</p>



<p>(1) These rules may be called the<strong> Army (Amendment) Rules, 2019.</strong></p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>After rule 15 A of the Army Rules, 1954 (hereinafter referred to as the said rules), the following rule shall be inserted, namely:-</p>



<p>“15 B. Certain rules not to apply.-Without prejudice to the provisions contained in section 19 of the Act, nothing contained in rules 14, 15 and  15 A shall apply to the office of the Chief of <a href="https://centralgovernmentnews.com/category/defence/" target="_blank" rel="noreferrer noopener" aria-label="Defence (opens in a new tab)">Defence</a> Staff.”</p>



<p>In rule 16 A of the said rules,-</p>



<p>(i) in sub-rule (4), the following proviso shall be inserted, namely :-</p>



<p>“Provided that the Central Government may, if considered necessary, in public interest, so to do, give extension of service to the Chief of Defence Staff, referred to in the Explanation to clause (a) of sub-rule (5), for such period or periods as it may deem necessary subject to maximum age of 65 years.”;</p>



<p>(ii) in sub-rule (5), in clause (a), the following Explanation shall be inserted, namely :-</p>



<p>“<strong>Explanation</strong>. – For the purposes of this clause, the expression “General” includes the Chief of Defence Staff or the Chief of the Army Staff, as the case may be.”;</p>



<p>(iii) in sub-rule (6), for clause (a), the following clause shall be substituted, namely :-</p>



<p>“(a) the tenure of the Chief of the Army Staff shall be three years or up to the age of retirement, whichever is earlier;”.</p>

<p><strong>S.R.O. 18(E).</strong> In exercise of the powers conferred by section 184 of the Navy Act, 1957 (62 of 1957), the Central Government hereby makes the following regulations further to amend the Navy (Discipline and Miscellaneous Provisions) Regulations, 1965, namely :-</p>



<p>(1) These regulations may be called the Navy (Discipline and Miscellaneous Provisions) Amendment Regulations, 2019.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>In the Navy (Discipline and Miscellaneous Provisions) Regulations, 1965, after regulation 218, the following regulation shall be inserted, namely :-</p>



<p>“<strong>218A. Certain regulations not to apply.</strong> Without prejudice to the provisions contained in section 15 of the Act, nothing contained in regulations 216, 217 and 218 shall apply to the office of the Chief of Defence Staff.”.</p>

<p><strong>S.R.O. 19(E)</strong>. In exercise of the powers conferred by section 184 of the Navy Act, 1957 (62 of 1957), the Central Government hereby makes the following regulations further to amend the Naval Ceremonial, Conditions of Service and Miscellaneous Regulations, 1963, namely :-</p>



<p>(1) These regulations may be called the Naval Ceremonial, Conditions of Service and Miscellaneous (Amendment) Regulations, 2019.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>In regulation 179 of the Naval Ceremonial, Conditions of Service and Miscellaneous Regulations, 1963 (hereinafter referred to as the principal regulations),-</p>



<p>(i) in sub-regulation (1), the following Explanation shall be inserted, namely :-</p>



<p>“<strong>Explanation</strong>. For the purposes of this sub-regulation, the expression “Admiral” includes the Chief of Defence Staff or the Chief of the Naval Staff, as the case may be;</p>



<p>(ii) after sub-regulation (2), the following sub-regulation, shall be inserted, namely :-</p>



<p>“(3) An officer who has attained the age of retirement or has become due for such retirement on completion of his tenure, may be retained in the service for a further period as may be determined by the Central Government, if the exigencies of the service so require:</p>



<p>Provided that the Central Government may, if considered necessary, in public interest, so to do, give extension of service to the Chief of Defence Staff, referred to in the Explanation to sub-regulation (1), for such period as it may deem necessary subject to maximum age of 65 years.”.</p>

<p>(1) These rules may be called the Air Force (Amendment) Rules, 2019.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>In the Air Force Rules, 1969, after rule 17, the following rule shall be inserted, namely :-</p>



<p>“<strong>17A. Certain rules not to apply</strong>.  Without prejudice to the provisions contained in section 18 of the Act, nothing contained in rules 16 and 17 shall apply to the office of the Chief of Defence Staff.”.</p>

<p><strong>S.R.O. 21(E)</strong>.  In exercise of the powers conferred by section 190 of the Air Force Act, 1950 (45 of 1950), the Central Government hereby makes the following regulations further to amend the Air Force Regulations, 1964, namely :-</p>



<p>(1) These regulations may be called the <strong>Air Force (Amendment) </strong>Regulations, 2019.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>In the Air Force Regulations, 1964, (hereinafter referred to as the said regulations), in regulation 213,-</p>



<p>(i) for the words “appointment in the ranks of Air Chief Marshal”, the words “Chief of the Air Staff in the rank of Air Chief Marshal”, shall be substituted;</p>



<p>(ii) the following Explanation shall be inserted, namely:-</p>



<p>“<strong>Explanation</strong>.-  For the purposes of this regulation, the expression “Air Chief Marshal”, includes the Chief of Defence Staff or the Chief of Air Staff, as the case may be.</p>



<p>In the said regulations, after regulation 213, the following regulation, shall be inserted, namely :</p>



<p>“<strong>213A. Extension of service.- </strong> An officer who has attained the age of retirement or has become due for such retirement on completion of his tenure, may be retained in the service for such further period as may be determined by the Central Government, if the exigencies of the service so require:</p>



<p>Provided that the Central Government may, if considered necessary, in public interest, so to do, give extension of service to the Chief of Defence Staff, referred to in the Explanation to regulation 213, for such period or periods as it may deem necessary subject to maximum age of 65 years.”.</p>
