										<content:encoded><![CDATA[<p>Central Government Employees are not yet given the full Benefit of 7th CPC Recommendation</p>
<p><strong><em>The actual increase on account of implementation of 7th CPC recommendation is still not fully available to Central govt Staffs.</em></strong></p>
<p>The recommendation of 7th Pay Commission has been implemented with effect from 1.1.2016 and the revised salary is being paid from this effective date. The Central Government, after implementing the Pay Panel report, hasn’t announce any decision about Allowances even after 12 months, created frustration among central government employees.</p>
<p>The Pay Commission is constituted once in Ten Years to revise the Pay and Allowances and Pension for Govt Servants and Pensioners. Accordingly, the 7th Pay Commission was formed and it submitted its report to the Government on 19-11-2015. The Government Accepted the Report without any major changes and announced on 29.6.2016 that it would be implemented with effect from 1.1.2016.</p>
<p>Since the increase in salary which is paid from 1.1.2016 was very less, it has demolished the expectations of CG Staffs.</p>
<p>Very important aspect in revising Pay and Allowance is House Rent Allowance. The rates of HRA is determined based on the Population of the Cities in which the Govt Servants are working. Accordingly, 10,20 and 30% of Basic Pay is paid as HRA in Sixth CPC. The 7th CPC has recommended to revise it as 8%, 16% and 24%.</p>
<p>The Unions and Federations demanded to increase the HRA rates or at least to restore the Sixth CPC rates. Hence the Government has announced that a committee would be constituted to examine the Allowances, until then all the Allowances would be paid in Sixth CPC rates.  As a result of this, HRA is being paid in old rates (Sixth CPC ) along with revised 7th CPC Basic Pay to CG Staffs. Now the CG Staffs have realized that very purpose of forming a high-level committee is not for resolving the issues but it is a delaying tactics.</p>
<p>Consequent to Pay Revision, the major increase in Salary is used to come from HRA only. Though one year is completed after the implementation of 7th CPC recommendation, the Government is delaying to take the decision over allowances. Due to this, the CG staffs are losing monitory benefits considerably</p>

The increase in Pay and HRA of a Government servant who is drawing Rs.10000 in pre revised scale is given below …</p>

<p>If the Monthly salary of Government servant with 10Years of service is Rs.22500, now the Actual increase of his salary is only Rs. 3200. Through this example it is quite obvious that, one can get the real increase in salary only after the HRA is paid in 7th CPC revised rates.</p>

<p><b>Consumer Price Index for Industrial Workers (CPI-IW) – December, 2015</b></p>

<p><b>The <span style="color: #ff0000;" data-blogger-escaped-style="color: red;">All-India CPI-IW for December, 2015 decreased by I point and pegged at 269</span> (two hundred and sixty nine). On 1-month percentage change, it decreased by (-) 0.37 per cent between November and December, 2015 which was static between the same two months a year ago.</b></p>

<p><b>The maximum downward pressure to the change in current index came from Food group contributing (-) 1.36 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Moong Dal, Onion, Potato, Tomato, Peas and other Green Vegetables &amp; Fruit items, Petrol, etc. are responsible for the fall in index. However, this decrease was checked by Rice, Wheat, Wheat Atta, Fish Fresh, Eggs (Hen), Poultry (Chicken), Goat Meat, Milk (Buffalo), ESI Contribution, Rail Fare, Barber Charges, Flower/Flower Garlands, etc., putting downward pressure on the index.</b></p>

<p><b>The year-on-year inflation measured by monthly CPI-IW stood at 6.32 per cent for December, 2015 as compared to 6.72 per cent for the previous month and 5.86 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.94 per cent against 7.86 per cent of the previous month and 5.73 per cent during the corresponding month of the previous year.</b></p>

<p><b>At centre level, Ludhiana reported the maximum decrease of 7 points followed by Ahmedabad and Rourkela (6 points each), Tripura, Varanasi, Lucknow and Kodarma (5points each). Among others, 4 points decrease was observed in 9 centres, 3 points in 4 centres, 2 points in 11 centres and 1 point in 12 centres. On the contrary, Quilon recorded a highest increase of 7 points followed by Warangal (4 points), and Rangapara-Tezpur, Chhindwara and Mundakkayam (3 points each). Among others, 2 points increase was observed in 5 centres and 1 point in 9 centres. Rest of the 16 centres’ indices remained stationary.</b></p>

<p><b>The indices of 37 centres are above All-India Index and other 40 centres’ indices are below national average. The index of Jabalpur centre remained at par with All-India Index.</b></p>

<p>New Delhi: The central government today announced an “ad-hoc bonus” equivalent to 30 days emoluments to its non-gazetted employees ahead of the festive season.</p>
<p>Central government employees in Group C and D and all non-gazetted employees in Group B would get the ad-hoc non-productivity linked bonus, according to a notification by the Finance Ministry.</p>
<p>” … grant of Non-Productivity Linked Bonus (Ad-hoc bonus) equivalent to 30 days emolument for the accounting year 2014-15 to the central government employees in Group C and D and all non-gazetted employees in Group B who are not covered by any Productivity Linked Bonus Scheme,” the notification said.</p>
<p>The payment of ad-hoc bonus will also be admissible to eligible employees of central para-military forces and armed forces, it said.</p>
<p>The order will be deemed to be extended to the employees of Union Territory Administration which follows Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.</p>
<p>The expenditure on this account will be debitable to the respective heads to which the pay and allowances of these employees are debited, it said.<b></b></p>

<p>On the recommendation of Sixth CPC various pay scales of erstwhile Group ‘D’ &amp; Group ‘B’ employees were merged and upgraded but none of the pay scales of Group ‘C’ were merged and upgraded. Hence, we demand that there should be only 03 grade pay each in PB-1 &amp; PB-2 by merging/upgrading</p>

<p><b>The minimum-maximum ratio has been fixed at 1:7</b></p>

<p>Only Three Pay Bands have been proposed since consequent upon abolition of Group “D” Posts, there now remains only 3 Groups viz : C, B, and A. PB-I is for Group “C”, PB-II is for Group “B” and PB-III is for Group “A”.</p>

<p>A large span has been kept in PB-III to ensure financial movement to HAG slot of Officers who otherwise do not find promotional space in the slot.</p>

<p>Subject: <b>Grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.</b></p>
<p>Reference: This office Circular No. 78 dated 08.07.2010.</p>
<p>Attention is invited to this office circulars no. 78 dated 08.07.2010,</p>
<p>under which a copy of Govt. of India, Ministry of Personnel, Public Grievances &amp; Pensions, Department of Pension &amp; Pensioners’ Welfare, OM No. 4/25/2008-P &amp; PW (D), dated 26.05.2010 regarding grant of Fixed Medical Allowance @ Rs. 3ooI- PM to Central Government Pensioners/Family Pensioners residing in area not covered under CGHS was circulated to all Pension Disbursing Authorities (PDAs).</p>
<p>2. As per Govt. of India, Min. of PPG &amp; P, Deptt. of P &amp; PW OM No.4/25/2008-P &amp; PW (D), dated 19.11.2014, Govt. has decided to enhance the amount of Fixed Medical Allowance from Rs.300/- to Rs. 500/- per month. The other conditions for grant of Fixed Medical Allowance shall continue to be in force. These orders will take effect from 19.11.2014.</p>
<p>3. A copy of Govt. of India, Min. of PPG &amp; P, Deptt. of P &amp; PW OM No.4/25/2008-P &amp; PW (D), dated 19.11.2014 is enclosed for immediate implementation and the payment of Fixed Medical Allowance (FMA) to be regulated accordingly wef 19.11.2014. Other conditions for grant of Fixed Medical Allowance circulated in previous circulars will remain unchanged.</p>
<p>4. It is requested that suitable instructions alongwith a copy of this Circular may please be issued to all sub offices under your administrative control for implementation of the above Government order.</p>

<p>Subject:    <b>Allotment of Type VI B [C-1] and Type VI A [C-11] houses of General Pool Residential Accommodation  in Delhi to the  Secretaries to the Government of India and  Secretary  equivalent officers and below level officers.</b></p>
<p>The  undersigned  is directed  to  invite  attention  to  the  Directorate  of Estates instructions/guidelines   issued  vide  O.M.No.12035/9/207-Pol.ll dated 31.1.2013 for allotment  of Type VI 8 [C-1]  houses of General Pool Residential Accommodation  in Delhi among Secretaries, Secretary equivalent officers and Chairmen/Members  of Commissions/Tribunals  in the  ratio of  1: 1: 1 and vide OM No.12035/9/97-Pol.ll(Vol.ll) dated 16.1.2003 for allotment of Type VI A [C-11] houses among Secretaries/Secretary equivalent level officers and Chairmen &amp; Members  of  various  Commissions, Tribunals  etc.  in the  ratio  of  1: 1.  The instructions   issued  vide   O.M.No.12035/9/2007-Pol.ll  dated   11.5.2011 also states that no HAG officer will be allotted Type VI A [C-11]  house or Type VI 8 [C-1] house, if an officer in the apex grade is waiting in other lists.</p>
<p>2. The matter has been reviewed in view of availability of higher types of accommodation  in Commonwealth  Games Village complex  in New Delhi for allotment  and creation of a  separate Chairmen/Members Pool [CM Pool] for Chairmen/Members of Quasi-judicial bodies in Delhi.  The Chairmen/Members of the Commissions/Tribunals  will  be eligible for  residential accommodation from Chairmen/Members [CM] Pool only with effect from 1st April, 2015.</p>
<p>3. Therefore,   it   has  been  decided   by  the   competent   authority   that allotment of Type VI 8 [C-1] houses of General Pool shall be made in the ratio of 1: 1  among the Secretaries to the Government of India &amp; below level officers and Secretary equivalent  officers  and  below  level officers  with  effect from 1st April, 2015.    The allotment of Type VI A [C-11] houses in General Pool shall be made to  officers  waiting  in the  list of  General Pool and earlier  ratio  is dispensed with effect from 1st April, 2015.</p>
<p>4. It has come to notice that apex grade officers have been waiting in one list  of  Type  VI 8  [C-1]  while  HAG level or  below  level  officers  are getting accommodation from other list as sufficient number of apex grade officers are not available from  that  list.   Thus, it has created an anomalous  situation  in allotments of Type VI 8 [C-1] accommodation.</p>
<p>5. The matter has been re-examined by the competent authority and it has been decided that allotments for Type VI B  shall be made to the officers with apex pay scale in the first  instance in these two  categories  irrespective  of availability of units.   Thereafter, the remaining vacancies shall be allotted to Additional  Secretaries to the Government  of  India and Additional  Secretary equivalent level officers, who are not in the apex pay scale, as per the extant ratio.   Moreover, no HAG level officer shall be allotted Type VI B  [C-1]  house while officer with apex pay scale is waiting in any of the lists.</p>
<p>6. This Office Memorandum supersedes O.M.No.12035/9/2007-Pol.ll dated 11.5.2011and O.M.No.12035/9/2007-Pol.ll dated 31.1.2013.</p>

<p>1. Withdraw FDI, PPP in Railways – Stop Out Sourcing, Contractorisation and Privatization.</p>
<p>2. Scrap New Pension Scheme in Railways and restore liberalised pension scheme.</p>
<p>3. DA merger with pay with retrospective effect and payment of Interim Relief to Central Government employees (serving and retired).</p>
<p>4. Calculation and payment of Productivity Linked Bonus (PLB) on actual wages.</p>
<p>5. Transport Allowance be exempted from the purview of Income Tax.</p>
<p>6. Increase contribution to Group Insurance Scheme (GIS) by atleast 10-times for all Government employees.</p>
<p>7. Merge Technician-II with Technician-1 with Grade Pay Rs.2800/- (PB-I) in Railways.</p>
<p>8. Revise entry grade pay of Station Masters as Rs.4200/- in PB-2.</p>
<p>9. Replacement of Grade Pay Rs.4600/- with Rs.4800/- (PB-2) w.e.f. 01/01/2006.</p>

<p>22. Abolish 12/- Hours duty in Railways – Introduce 8 hours duty roster for Running and Safety categories staff. Classify Running Staff working high speed trains as “Intensive” – NFIR’s proposals on the recommendations of High Power Committee (R&amp;S) be considered for reaching negotiated settlement.</p>
<p>23. Remove hardships being faced by Train Controllers.</p>
<p>24. Reduce Duty Hours of Nursing Staff, thus honour Government’s decision.</p>
<p>25. Create ticket checking staff posts for manning trains.</p>
<p>26. Casual Labour acquired temporary status prior to 01/01/2004 should be covered under Liberalised Pension Scheme.</p>
<p>27. Implement norms approved by Railway Board and sanction new posts of SSE/JE (Signal), ESM, Helper (Signal) etc.</p>
<p>28. Amend Rules for providing employment to Wards of Employees.</p>
<p>29. Provide quality Health care to employees, their families besides retired employees.</p>
<p>30. Fill vacancies of Doctors, Para Medical Staff and provide Super specialists in all Railway Hospitals — enhance superannuation age of Railway Doctors.</p>
<p>31. Cover all Railway employees under Incentive Scheme in Workshops, PUs etc., wherever not covered.</p>
<p>32. Grant parity in Pay Structure for Stenographers in Railways at par with CSS/RBSS.</p>
<p>33. Training Allowance should be revised to 30% of pay in all Training Centres/Schools.</p>
<p>34. Implement agreement on stepping up of pay of Loco Inspectors.</p>
<p>35. Review SPAD definition – Prevent harassment and victimisation of Running and safety categories staff.</p>
<p>36. Make upward revision of Income Tax exemption limit in the case of running staff.</p>
<p>37. Running Rooms should be improved, air-conditioned and upgraded on priority.</p>
<p>38. Grant Project incentive allowance to the staff working in projects on Indian Railways.</p>
<p>39. Negotiating foras of PNM, DC/JCM &amp; NC/JCM should be made effective for resolving issues speedily – Implement agreements reached in PNM, DC/JCM &amp; special meetings etc., immediately.</p>
<p>40. Ensure creation of posts in safety/operational/public image categories for manning new services and maintaining new assets without linking to matching surrender.</p>
<p>41. Grant Daily Allowance to Staff Car Drivers.</p>
<p>42. Absorb quasi administrative units/offices staff against posts in GP Rs. 1800/- PB-1.</p>
<p>43. Induct Course Completed Act Apprentice against vacancies.</p>
<p>44. Ensure quality Uniform to all employees and supply of quality protective gears — concede NFIR’s proposals.</p>
<p>45. Grant Patient Care Allowance to all para-medical staff.</p>
<p>46. Provision of single woman Hostel facility at all Divisional Headquarters and important stations.</p>
<p>47. Setting up of a multi-disciplinary training institute for imparting training in rail related electronic technologies for the wards of Railway Employees.</p>
<p>48. Extension of medical facilities to the dependent parents of railway employees.</p>
<p>49. Liberalize compassionate appointment provisions.</p>
<p>50. Remove restrictions on payment of Children Education Allowance/Hostel subsidy.</p>
<p>51. Allot adequate funds for maintenance of Railway Quarters as well as construction of new quarters.</p>
<p>52. Introduce warning/ Hooter system to prevent deaths of Track Maintainers etc., while on duty.</p>

<td valign="top">Gramin Dak Sevaks, about 2,65,000 in number are a distinct category of employees, who do not form part of the regular civil service. They are governed by a separate set of conduct and engagement rules. They are engaged for 3 to 5 hours in a day. Their livelihood is not solely dependent on the allowances paid by the Postal Department. They are mandatorily required to possess independent sources of income for adequate means of livelihood. They are discharged on attaining the age of 65 years and while in employment are required to have residence mandatorily within the post village/delivery jurisdiction of the post office. The Hon’ble Supreme Court in the matter of Superintendent of Post Offices vs. PK Rajamma (1977)(3) SCC has also held that the Extra Departmental Agents [now called Gramin Dak Sevaks] are <span style="text-decoration: underline;">holders of the civil post outside the regular civil service.</span></td>

<td valign="top">Demand for cent percent compassionate engagement to GDS posts from dependents of Gramin Dak Sevaks dying while in employment</td>
<td valign="top">Compassionate engagement is allowed in only hard and deserving cases. The term, ‘hard and deserving cases,’ is defined as cases earning more than 50 points designed from a point based criteria based on indigence. There is no justification to allow compassionate engagement in cent percent cases in cases of death of Gramin Dak Sevaks irrespective of indigence.</td>

<td valign="top">Request to ban direct recruitment to Multi-Tasking Staff (MTS)/Postman posts and filling up of 25% posts of MTS/Postman based on seniority by GDS employees.</td>
<td valign="top">Statutory Recruitment Rules for MTS provide for direct recruitment/absorption directly to MTS against 25% of the direct recruitment vacancies on the basis of selection cum seniority &amp; another 25% by direct recruitment on the basis of competitive examination restricted to GDS. Statutory Recruitment Rules for Postman provide for direct recruitment from amongst GDS to the extent of 50% of the vacancies on the basis of limited departmental examination.</td>

<td valign="top">Existing GDS have already been provided one more and last option for their enrolment under the Scheme before 31.01.2014. GDS beneficiaries have also been allowed to contribute towards the scheme at the rate of Rs. 200 per month per GDS effective from October, 2013.</td>

<td valign="top">Request for merger of 50% DA to the remuneration of GDS.</td>
<td valign="top">This is based on the similar demand made by Central Government Employees. The Government has not taken any decision on the issue for the Central Government employees either.</td>

<td valign="top">Demand for inclusion of Gramin Dak Sevaks within the purview of the 7th Central Pay Commission.</td>
<td valign="top">The Government has successively constituted Committees for revision of the wage structure and other service conditions of GDS from time to time after each Central Pay Commission. The last such Committee was constituted by the Department in the year 2007 named Shri RS Nataraja Murti Committee. The latest request for their inclusion in the 7th CPC stands referred to the Ministry of Finance, Department of Expenditure.</td>

<p>Will the Minister of COMMUNICATION AND INFORMATION TECHNOLOGY be pleased to satate:-</p>
<p>(a)whether it is a fact that undivided Andhra Pradesh was the second largest State having 2.7 lakh Grameen Dak Sevaks (GDSs) working;</p>
<p>(b whether there have been demands for absorbing them as Postman;</p>
<p>(c) if so, how many GDSs have been absorbed as Postman during the last ten years, year-wise and State-wise with a particular reference to Andhra Pradesh; and</p>
<p>(d) the other demands being made by Grameen Dak Sevaks and the action taken by the Ministry on those demands?</p>

<div>(a) The number of Gramin Dak Sewaks (GDS) in Andhra Pradesh and Telengana taken together is 27,087 (Twenty Seven Thousand Eighty Seven). In terms of strength of GDS as on 01.07.2014, it is 2nd largest in the Country.</div>

<div>(b) The issue of demand by Gramin Dak Sevaks for absorption to Postman cadre does not arise as provision already exists for their absorption to the cadre of Postman, based on limited departmental competitive examination.</div>

<div>(c) Details of Gramin Dak Sevaks absorbed to the cadre of Postman during the last 10 years, year-wise and State wise with particular reference to Andhra Pradesh are as under:-</div>
