<p>Will the Minister of&nbsp;<strong><em>Education&nbsp;</em></strong>be pleased to state:</p>



<p>(a) number of new Central schools opened in the country during last three years, year-wise, State-wise;</p>



<p>(b) number of new Government schools buildings constructed in place of the old ones during last three years, year-wise and State-wise;</p>



<p>(c) number of vacant posts of teachers in new and old Central schools in last three years, year-wise and State-wise;</p>



<p>(d) by when Government will be able to fill these vacant posts, details of the timeline thereof; and</p>



<p>(e) number of Government schools and private schools added under the Atal Innovation Mission (AIM) during last three years, year- wise, State-wise and district-wise for West Bengal?</p>

<p><strong>MINISTER OF</strong>&nbsp;<strong>EDUCATION<br /></strong><strong>(SHRI DHARMENDRA</strong>&nbsp;<strong>PRADHAN)</strong></p>



<p>(a) During the last 3 years i.e. from 2019-20 to 2021-22 and current year, 54 new Kendriya Vidyalayas (KVs) have been opened and made functional across the Country. The year-wise, State/UT-wise details are at&nbsp;<strong>Annexure-I.</strong></p>



<p>(b) 45 KV buildings and 1323 Government schools buildings (under Samagra Shiksha) have been constructed during the last three years i.e. from 2019-20 to 2021-22. State / UT-wise details are at&nbsp;<strong>Annexure-II.</strong></p>



<p>(c) &amp; (d) Details of State/UT-wise and Year-wise total number of vacant posts of teaching staff in KVs across the country during the last three years are at&nbsp;<strong>Annexure-III.&nbsp;</strong>Kendriya Vidyalaya Sangathan (KVS) has started the process of filling up of vacancies of teaching and non-teaching posts and advertisements have already been issued. Filling up of vacancies is a continuous process and efforts are made to fill up the vacancies as per the provisions of the relevant recruitment rules. Teachers are also engaged on contractual basis for temporary duration by KVS to ensure that teaching-learning process is not hampered.</p>



<p>(e) NITI Aayog has informed that under Atal Innovation Mission (AIM), 10,000 Atal Tinkering Labs (ATLs) have been established across the country, out of which 6,642 ATLs have been established in last three years. The number of ATLs established State-wise in Government and Private schools, in last three years are given at&nbsp;<strong>Annexure-IV.</strong></p>



<p>The district-wise details of 142 ATLs established in the State of West Bengal are given at&nbsp;<strong>Annexure-V.</strong></p>

										<content:encoded><![CDATA[<p><b>Cabinet approves setting up of 50 new Kendriya Vidyalayas in the country under Civil / Defence Sector</b></p>
<p>The Cabinet Committee on Economic Affairs,chaired by the Prime Minister Shri Narendra Modi has approved the proposal for opening of 50 new KendriyaVidyalayas (KVs) under Civil / Defence Sector in the country keeping in view the high demand for these schools for their quality of education and excellent results.</p>
<p>The total project cost based on KendriyaVidyalayaSangathan (KVS) norms for the proposed 50 new KVs is Rs.1160 crore.</p>
<p>New KVs will be opened from classes I to V for which 650 regular posts shall be created in all 50 KendriyaVidyalayas. The school grows every year with addition of one more higher class and, when the school grows upto class XII and becomes a full fledged school with two sections in each class, there shall be a requirement of about 4000 regular posts of various categories i.e., about 2900 teaching posts and about 1100 non-teaching posts. These new KVs when fully functional will provide quality education to approximately 50,000 students in addition to the approximately 12 lakh students already studying in present KVs.</p>
<p>The new KVs will address the educational needs of eligible students with high quality standards and will play a role of pace-setting educational institutions in the districts concerned.</p>
<p><b>Background:</b></p>
<p>The main objective of KVS is to cater to the educational needs of children of transferable Central Government employees including Defence and Para-military personnel by providing a common programme of education. There are at present 1142 functional KendriyaVidyalayas under the KVS including three abroad at Moscow, Kathmandu and Tehran.</p>
<p>The KendriyaVidyalayas are considered as model schools in the country in terms of physical infrastructure, teaching resources, curriculum and academic performance. KendriyaVidyalayas as pace setting schools have consistently turned out excellent academic performance as is evident from the Board Results of Class X and XII exams conducted by the Central Board of Secondary Education (CBSE).</p>

ALLAHABAD: Faced with the problem of adverse pupil-teacher ratio (PTR) in many Kendriya Vidyalayas of the country and strictly adhering to the guidelines of Right to Education Act (RTEA), KV Sangathan would soon be recruiting over 5,000 new teachers. Among these, over 400 new teachers would be recruited in Varanasi region.<br />
Of 1,100 odd KVs spread across the country, there are many where the strength of students is over 50 per class and in some cases, it reaches around 65.<br />
Deputy commissioner, KVS, regional office, Varanasi, PV Sai Ranga Rao said: &#8220;KVS had always been following RTE. From the coming academic session in April 2015, we would adhere to the set norms in every respect, including PTR.&#8221; In accordance to RTE, the TTR would be brought down to the prescribed norm i.e. one teacher for every 40 students (for class I to 5) and one teacher for every 35 students (for class 6-8).</p>
<p>KVS has asked principals of all the schools to furnish information pertaining to how many more teacher they would require to follow the norms of PTR as per the RTE Act. &#8220;Now that the number of teachers to be recruited is known, the Sangathan would soon start recruitment process,&#8221; Rao said.<br />
Principal of KV, New Cantt, Shalini Dikshit said that the work load of teachers in a class of 65 students would be divided among two teachers. It will benefit pupils.<br />
Rao said: &#8220;We would require more teachers for science which could be around 150. Likewise, the numbers could be anything around 90 for mathematics, English and other subjects.&#8221;</p>

<p>Sub: <strong>Steps for improvement  in Railway Schools.</strong></p>
<p>Indian Railways  is running around 200 railway schools at present. These schools are catering to the educational needs of wards of railway performing duties at remote locations. However, it is observed for the past few years that there has been a gradual decline in the strength  of railway  wards in railway  schools  due to poor patronage of these schools. Due attention  in maintenance  and running  of schools is also not being given. The poor  performance of  these  schools may  be  attributed to poor management/negligence such as shortage  of teachers,  absence of basic facilities  like toilets, library,  laboratories  etc.</p>
<p>ln order to improve the performance  and thereby increase credibility and popularity  of Railway  schools and to make them more competitive with other private  schools,  Rairway  Board has decided  the following:-</p>
<p>(1) Railway schools should,  be under the administrative control of CPOs. senior Dpos and  SPos must inspect  the schools regularly.  on the Divisions,  Annual Inspection of DRM must also include an inspection of at least one school by rotation.</p>
<p>(2) Where schools are upto class 10th  and above, they should be affiliated with schools for all classes.</p>
<p>(3)Steps should be taken for periodic training of school teachers/Head Masters/principals  through NCERT/SCERT etc.</p>

<p>(a) whether Government provides scholarships to students belonging to Scheduled Castes/Scheduled Tribes in Kendriya Vidyalayas (KVs);<br />
(b) if not, the reasons therefor;<br />
(c) whether there is a provision of giving admission to the wards of Government or non-Government employees in all KVs; and<br />
(d) if so, the details thereof?</p>

<p style="text-align: left;">
<strong>MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (DR. SHASHI THAROOR)</strong></p>
<p>(a) &amp; (b) No, Sir. There is no scholarship scheme for the students belonging to any specific category as the Kendriya Vidyalayas are substantially supported by the Government, due to which the fee structure of these Vidyalayas is much lower as compared to other schools.</p>
<p>(c) &amp; (d) Yes, Sir. The Kendriya Vidyalaya Sangathan has laid down the following priorities in granting admissions under the Civil/Defence Sector:-</p>
<p>(i) Children of transferable and non-transferable Central Government employees including ex-servicemen. This will also include children of foreign national officials, who come on deputation or transfer to India on invitation by the Govt. of India.</p>
<p>(ii) Children of transferable and non-transferable employees of Autonomous Bodies/Public Sector Undertakings/Institute of Higher Learning of the Government of India.</p>
<p>(iii) Children of transferable and non-transferable State Government employees.</p>
<p>(iv) Children of transferable and non-transferable employees of Autonomous Bodies / Public Sector Undertakings/Institute of Higher Learning of the State Governments.</p>
<p>(v) Children from any other category including the children of foreign nationals who are located in India due to their work or for any personal reasons. They would be considered only in case there are no Indian Nationals waitlisted for admission.</p>
