<p>(a) the details of the number of persons receiving pension, family pension, etc., from the Government departments, Governmental agencies and organisations per year and the total amount of pension to be provided to such retired persons, State-wise along with the minimum amount of pension to be provided to each person;</p>



<p>(b) whether the Government is considering to increase the minimum pension taking into account the changing prices over the years and if so, the details thereof; and</p>



<p>(c) whether any departmental, ministerial and inter-ministerial discussion has been conducted in this regard and if so, the details thereof?</p>

<p>(a): On the basis of the information provided by the Central Pension Accounting Office (for Civil Pensioners), Office of Controller General of Defence Accounts (for Defence Pensioners), Department of Telecommunications (for Telecom Pensioners), Railway Board (for Railway Pensioners), and Department of Posts (for Postal Pensioners), the details regarding the pensioners and family pensioners receiving pension and expenditure involved during the year 2022-23 under the Union Government are given as under:</p>

<p>(b) &amp; (c): There is no proposal to increase the amount of minimum pension/ family pension. The pensioners/ family pensioners are entitled to dearness relief, based on changes in prices, from time to time.</p>

<h3 class="wp-block-heading has-text-align-center"><strong>Scheme for Payment of Pension to Central Government Pensioners by Authorised Banks</strong></h3>

<p>Payment of pension to retired government employees, including payment of basic pension, increased Dearness Relief (DR), and other benefits as and when announced by the governments, is governed by the relevant schemes prepared by concerned Ministries /Departments of the Government of India and State Governments. RBI has issued certain instructions in this regard which is available in the Master Circular &#8211;</p>



<p>Disbursement of Government Pension by Agency Banks dated April 03, 2023. Clarifications, in the form of questions and answers, on certain issues related to the instructions issued by RBI is given below.</p>



<p><strong>1. Whether a Joint Account can be continued for family pension after death of a pensioner?</strong></p>



<p>Yes, the banks should not insist on opening of a new account in case of Central Government pensioner if the spouse in whose favour an authorization for family pension exists in the Pension Payment Order (PPO) is the survivor. The family pension should be credited to the existing account without opening a new account by the family pensioner for this purpose.</p>



<p><strong>2. When is the pension credited to the pensioner’s account by the paying branch?</strong></p>



<p>The pension paying banks credit the pension amount in the accounts of the pensioners based on the instructions given by the Pension Paying Authorities.</p>



<p><strong>3. Can the pension paying bank recover the excess amount credited to the pensioner’s account?</strong></p>



<p>(a) Agency banks are requested to seek guidance from respective Pension Sanctioning Authorities regarding the process to be followed for recovery of excess pension paid to the pensioners, if any.</p>



<p>(b) Where excess pension payment has arisen on account of mistakes committed by the bank, the amount paid in excess should be refunded to the Government in lump-sum immediately after detection of the same and without waiting for recovery of any amount from the pensioners.</p>



<p><strong>4. Should acknowledgement be given by pension paying banks while accepting Life Certificates from pensioners?</strong></p>



<p>There have been complaints that life certificates submitted over the counter of pension paying branches are misplaced causing delay in payment of monthly pensions. In order to alleviate the hardships faced by pensioners, agency banks were instructed to mandatorily issue duly signed acknowledgements. They were also requested to consider entering the receipt of life certificates in their CBS and issue a system generated acknowledgement which would serve the twin purpose of acknowledgement as well as real time updation of records.</p>



<p><strong>5. Who is responsible for deduction of Income Tax at source from pension payment?</strong></p>



<p>The pension paying bank is responsible for deduction of Income Tax from pension amount in accordance with the rates prescribed by the Income Tax authorities from time to time.</p>



<p><strong>6. Can a pensioner withdraw pension from his/ her account when he/she is not able to sign or put thumb/toe impression or unable to be present in the bank?</strong></p>



<p>Yes, instructions have been issued by RBI to pension disbursing banks to allow withdrawal of pension by following certain procedures which are given below:</p>



<h3 class="wp-block-heading">Withdrawal of pension by old/ sick/ disabled/ incapacitated pensioners</h3>



<p>(i) In order to take care of problems/ difficulties faced by sick and disabled pensioners in withdrawal of pension / family pension from the banks, agency banks may categorise such pensioners as under:</p>



<ul class="wp-block-list">
<li>(a) Pensioner who is too ill to sign a cheque / unable to be physically present in the bank.</li>



<li>(b) Pensioner who is not only unable to be physically present in the bank but also not even able to put his/her thumb impression on the cheque/ withdrawal form due to certain physical defect / incapacity.</li>
</ul>



<p>(ii) With a view to enabling such old/ sick/ incapacitated pensioners to operate their accounts, banks may follow the procedure as under:</p>



<ul class="wp-block-list">
<li>(a) Wherever thumb or toe impression of the old/sick pensioner is obtained, it should be identified by two independent witnesses known to the bank, one of whom should be a responsible bank official.</li>



<li>(b) Where the pensioner cannot even put his/her thumb/ toe impression and also would not be able to be physically present in the bank, a mark can be obtained on the cheque/ withdrawal form, which should be identified by two independent witnesses, one of whom should be a responsible bank official.</li>
</ul>



<p>The responsible bank official has to be from the same bank, preferably from the same branch, where the pensioner is having his/her pension account.</p>



<p>Agency banks have been asked to display the instructions issued in this regard on their notice board at the branches so that sick and disabled pensioners can make full use of these facilities.</p>



<p><strong>7. How the payment of Dearness Relief at revised rate is to be paid to the pensioners?</strong></p>



<p>The pension paying agency banks have to revise the Dearness Relief based on the copies of government orders supplied by government to them through post, fax, e-mails or by accessing the information from the website of the concerned governments, and authorize their pension paying branches to make payments to the pensioners immediately.</p>



<p><strong>8. Whether a pensioner is entitled for any compensation from the agency banks for delayed credit of pension/ arrears of pension?</strong></p>



<p>Yes, pension paying banks should compensate the pensioner for delay in crediting pension/ arrears thereof at a fixed interest rate of 8 per cent per annum for the delay after the due date of payment. This compensation should be credited to the pensioner’s account automatically without any claim from the pensioner on the same day when the bank affords credit for revised pension/ pension arrears, in respect of all delayed pension payments made since October 1, 2008.</p>

<p>In accordance with Rule 52 of <a href="https://centralgovernmentnews.com/central-civil-services-pension-rules-2021-gazette-notification-doppw/">CCS (Pension) Rules 2021</a>, Dearness Relief on Pension and Family Pension against price rise is granted to Pensioners including the persons drawing compassionate allowance under Rule 41 and Family Pensioners at such rates and subject to such conditions as the Central Government may specify from time to time.</p>

<p>2. References/ Representations have been received in this Department seeking clarification whether the Dearness Relief is payable on original basic pension or on pension as reduced after commutation. It is clarified that dearness relief is payable on the original basic pension before commutation or such basic pension before commutation as revised on implementation of recommendations of Pay Commission etc. and not on the pension as reduced after deduction of commuted pension.</p>

<p>The Department of Pension &amp; Pensioners&#8217; Welfare (DOPPW) is the nodal department for formulation of policies relating to pension and other retirement benefits of Central Government Pensioners/ Family Pensioners. During SCDPM 2.0 campaign, the department has targeted to resolve 4200 pending pension grievances to ensure speedy redressal and to enhance &#8220;Ease of living&#8221; for 68 lakh Central Government Pensioners.</p>



<p>As on 21.10.2022, the following activities were carried out by this department. i.e. within 20 days of the campaign, 3150 Pension Grievances have already been resolved. The Department is convening inter-ministerial meetings with concerned Ministries/Departments to resolve all grievances within due time period. The Department is on track to achieve the ambitious target set by it at the start of the campaign and bring down the pendency of Pension Grievances. The Department has issued 30 circulars under Easing of Rules/Processes. Total 3094 E-Files has been closed which action are completed. Total 26 Cleanliness Campaign has been conducted by this Department and Pensioners Associations across the country.</p>

<p>Every Central Government pensioner has to submit&nbsp;<strong>Annual Life Certificate</strong>&nbsp;in the month of November for further continuation of pension. Pensioners in the age group of 80 years and above, to submit Annual Life Certificate from 1st October onwards, instead of 1st November onwards, every year.</p>



<p><strong>An Annual Life Certificate can be submitted manually or digitally as per convenience of the pensioner</strong></p>

<p>Every Central Government pensioner has to submit&nbsp;<strong>Annual Life Certificate</strong>&nbsp;in the month of November for further continuation of pension. It has been observed that a large number of Central Government pensioners physically visit bank branches for this purpose.</p>

As a measure to enable an additional exclusive window to very senior pensioners, this Department, vide its OM No. 1/20/2018-P&amp;PW(E) dated 18.07.2019, has allowed the pensioners in the age group of 80 years and above, to submit Annual Life Certificate from 1st October onwards, instead of 1st November onwards, every year.</p>



<p>3. The different modes available to a pensioner for submission of Annual Life Certificate are once again summarized for Pensioners’ awareness. An Annual Life Certificate can be submitted manually or digitally as per convenience of the pensioner by following modes:</p>



<ul class="wp-block-list"><li>Life certificate can be recorded by Pension Disbursing Authorities (PDAs), if the pensioner physically appears before the PDA.</li><li>Personal appearance of a pensioner will not be required, if the pensioner submits the life certificate form signed by any ‘<strong>designated official</strong>’. In accordance with para 14.3 of the Scheme Booklet issued by CPAO, a pensioner who produces a life certificate in the prescribed form, signed by persons specified, is exempted from personal appearance. A list of designated officials specified for signing the Life Certificate as per the scheme booklet of CPAO is attached as Annexure-I.</li><li><strong>Pensioners can submit Life Certificate online through Jeevan Pramaan Portal.</strong> The process of submission of Digital Life Certificate through “Jeevan Pramaan” may be seen at <a href="https://www.youtube.com/watch?v=rCYbSx9YPo8">https://youtube.com</a>. UIDAI has provided details of all biometric devices which are permissible for capturing biometrics of a person. Pensioners may visit the site www.uidal.gov.in to get information of all such devices.</li><li><strong>India Post Payments Bank (IPPB) of Department of Posts along with Meity have successfully launched the initiative of the Department of Pension &amp; Pensioners’ Welfare:</strong> <strong>“Doorstep Service for submission of Digital Life Certificate through Postman”</strong> in November 2020. IPPB is utilizing its national network of more than 1,36,000 access points in Post Offices and more than 1,89,000 Postmen &amp; Gramin Dak Sevaks with smart phones and biometric devices to provide Doorstep Banking Services for generation of Digital Life Certificates. For leveraging this facility through a mobile phone, a pensioner has to download<strong> “Postinfo APP”</strong> from Google Play store. The process of submission of Digital Life Certificate through Postmen/Gramin Dak Sevaks may be seen at https://youtu.be/cERWM_U7g54.</li><li><strong>Doorstep Banking is also available through the Alliance comprising 12 Public Sector Banks which do “Doorstep Banking” for its customers in 100 major cities of the country under Ease of Banking reforms.</strong> PSB Alliance has introduced the service for collection of Life Certificates under the umbrella of Doorstep Banking. DSB Agent shall visit the doorstep of Pensioner to render the service. Service can be booked by the pensioner through any of the 3 channels 1.e. Mobile App, Website or Toll – Free Number.</li></ul>

<ul class="wp-block-list"><li>Pensioners can also submit Life Certificates using the Face Authentication technology system based on UIDAI Aadhaar software whereby it is possible to generate a Digital Life Certificate from any Android based smart phone by capturing the live photograph of the pensioner for online submission on the Jeevan Pramaan mobile application. <h3 class="wp-block-heading">Subject: Reimbursement of medical claims to pensioners under CS(MA) Rules, 1944 as directed by various CATs/Courts-reg.</h3>



<p>The undersigned is directed to say that as per Note-2 below Rule-2 of CS(MA) Rules, 1944, Retired Government officials are not covered thereunder. However, as per extent CGHS guidelines, Central Government Pensioners residing in non-CGHS areas have the following options:</p>



<ul class="wp-block-list"><li>They can avail Fixed Medal Allowance (FMA) in lieu of OPD facilities under CGHS.</li><li>They can also avail benefits of CGHS (OPO &amp; IPD) by registering themselves in the nearby CGHS covered city after making the required subscription.</li><li>They also have the option to avail FMA, for OPD treatment and CGHS for IPD treatments after making the required subscriptions as per CGHS guidelines.</li></ul>



<p>2. All Ministries/ Departments of Government of India are requested to bring the contents of this OM to the notice of organization(s) under their administrate control for guidance and compliance thereof. Also, retiring Central Government employees may be made aware of the above rule position.</p>



<p>3. Court CATs cases filed by pensioners may be defended by Ministries/ Departments in the light of above rule position. No reference in this regard needs to be made to Ministry of Health &amp; Family Welfare for comments/ clarifications etc, thereon.</p>



<p>4. This issues with the approval of Competent Authority.</p>

<p>Department of Pension and Pensioners’ Welfare (DoP&amp;PW) conducted the Pensioners’ Awareness Program at Puducherry. This is the first physical program post-pandemic covering the Southern region of the country. <p>A team of officers from DoP&amp;PW took sessions on Pension policy reforms &amp; digitization regarding pension/ family pension sanction to Central Government pensioners, with the objective of updating the pensioners of the changes made under the “Ease of Living” initiative of the Government. Special sessions were organized on Income Tax matters related to pensioners as well as Digital means of submitting the Annual Life Certificates.</p>



<p>The objective of these programmes is to spread awareness of the various rules and procedures regarding pension entitlements and processes to Central Government pensioners as well as to update the pensioners about the changes that take place from time to time through various amendments in the policy and procedures. Such programs also serve as a feedback mechanism of pension policy from pensioners.</p>



<p>Shri S N Mathur, Joint Secretary (DoP&amp;PW), Shri Bhupal Nanda, CC (P)-CPAO, Shri Ruchir Mittal, Director, Dr Pramod Kumar, Director participated in the program. Shri S N Mathur, Joint Secretary (DoP&amp;PW) informed the participants about various initiatives taken by the Department to enhance Ease of Living of Pensioners. Digital life Certificate was launched in 2014 which is available through Aadhaar based bio-metric devices, Indian Post Payments bank’s 1,90,000 Gramin Dak Sevaks and Doorstep banking by banks. Face authentication technology was launched in November, 2021 which will transform the way pensioners submit their life certificate.</p>



<p>Chief Controller (Pensions), CPAO, MoF also addressed the pensioners providing information about the common grievances faced by pensioners, their modes of redressal as well as new initiatives taken by CPAO to enhance Ease of Living of pensioners. A representative from CGHS also addressed the participants and provided information on the queries raised by pensioners.</p>



<p>To enhance “Ease of Living” of pensioners and family pensioners, Government of India has taken large number of welfare measures in pension policy as well as digitization of pension related processes. There have been a number of amendments in the pension rules and several clarificatory orders/ instructions have been issued during the last 50 years. These have been compiled and brought out as Central Civil Service (Pension) Rules, 2021 in December, 2021.</p>

<p><strong>Central Government pensioners &#8211; Collobaration with Banks for creation of integrated Pensioners&#8217; Portal to enhance &#8216;Ease of Living&#8217; of Pensioners</strong></p>

<p>A two day Bankers’ Awareness Program was organized by Department of Pension &amp; Pensioners’ Welfare at Udaipur on 20<sup>th</sup> &amp; 21<sup>st</sup> June, 2022 for officers of State Bank of India handling pension related work, covering the Northern Region of the country.</p>

<p>A team of officers from DoPPW took sessions on Pension policy reforms &amp; digitization regarding disbursement of pension to Central Government pensioners, with the objective of updating the field functionaries of State Bank of India. Special sessions were organized on Income Tax matters related to pensioners as well as Digital means of submitting the Annual Life Certificates. Chief Controller (Pension), CPAO shared the reasons which are a cause for pensioner’s grievances and suggested actions which may be taken by the bank for redressal.</p>



<p>It was decided that immediate efforts are needed for creation of Integrated Pension Portal by linking DoPPW and SBI existing portals to provide seamless services to pensioners. Awareness of field officials &amp; Pensioners are of utmost importance to ensure the benefits of Government of India’s welfare measures. Face authentication technology for Digital Life Certificate may be advertised extensively by Banks. Department of Pension &amp; Pensioners’ Welfare will take policy initiatives to address issues faced by field officials and pensioners. Digital life certificate and face authentication technology would be a game changer for pensioners and banks in submission of life certificates. These awareness programs would serves as huge capacity building exercise for bank officials.</p>



<p>This program was the first in a series of Awareness Programs for Central Pension Processing Centers and field functionaries handling pension related work in various bank. It is expected that through these programs, the objective of enhancing ‘Ease of Living’ of pensioners will be achieved to a great extent. Four such awareness programs will be conducted in collaboration with State Bank of India to cover the whole country. On similar lines, awareness programs will be conducted in collaboration with other Pension Disbursing Banks in year 2022-2023.</p>



<p>Bankers’ Awareness Program, Udaipur, 20th&amp;21st June, 2022 was concluded by closing address by Sh Sanjiv N Mathur, Joint Secretary, Department of Pension &amp; Pensioners’ Welfare. Detailed feedback was taken from bank officers on various policy issues to make proactive changes to ensure “Ease of Living” for pensioners. 50 officers from northern zone from CPPCs and pension dealing branches were awarded certificate of Participation during valediction ceremony.</p>
