<h3 class="wp-block-heading">Subject: Staff strength in Non-Statutory departmental canteens/ Tiffin rooms functioning from Central Government Offices.</h3>



<p>The undersigned is directed to refer to above mentioned subject and to state that Office of the Director (Canteens) is the nodal agency for laying down policies/ guidelines/ instructions on various aspects of Non-Statutory Departmental Canteens and its employees.</p>



<p>2. Government of India is working on mission mode for fill up the vacancies. Further, while formulating any policies for departmental canteens, its data as well as staff strength working in departmental canteens is required. As the Departmental Canteens are under administrative control of the Ministries/Departments from where they are functioning, therefore, it is the responsibility of concerned Ministries/Departments to collect information from their subordinate/field offices and to furnish the same to DoP&amp;T by 31.09.2022 in the proforma enclosed herewith.</p>



<p>3. Ministries/Departments may also indicate the steps taken to fill up the vacant posts and reasons as to why the posts are lying vacant. This may be treated on priority and provide the information within the stipulated date positively</p>

<p>The undersigned is directed to refer to the Department’s O.M. No. 20/1/2015-Dir.(c) dated 31.07.2015 on the above subject (copy enclosed) and to invite proposals for grants of funds for modernization of departmental Canteens functioning from Central Government Offices for the Financial Year 2021-2022.</p>

<p>2. The Ministries/ Departments are requested to assess the need for modernization of Departmental Canteens under their administrative charge and may submit their proposals in accordance with the aforesaid O.M. after obtaining the approval of respective IFDs. As this is a one-time grant, the Ministries/ Departments who have already forwarded the proposals/ received the grant need not apply again.</p>



<p>3. It is also requested to furnish the details of Authorised Controller Code (Pr.PA0). Authorised PAO Code and Authorised DDO code required for placement of funds through PFMS at the time of forwarding the proposals. Proposals received with above requisite details will only be considered for grants,</p>

<h3 class="wp-block-heading"><strong>Subject: Early Closure of Offices in connection with Republic Day Parade and Beating Retreat Ceremony during January 2021 &#8211; regarding.</strong></h3>



<p>In connection with arrangements for the Republic Day/ At Home Function/ Beating Retreat Ceremony, 2021, it has been decided that the Government offices located in the buildings indicated in&nbsp;<strong>Annexure-A</strong>&nbsp;would be closed from 1300 hours on 25.01.2021 to 1300 hours on 26.01.2021. These buildings would also be closed at 1830 hours on 22.01.2021 and will reopen at 1300 hours on 23.01.2021 for the full dress rehearsal.</p>



<p>2. The buildings indicated in Annexure-B would be closed on 26.01.2021 till 1930 hours for ‘At Home Function’, The buildings indicated in Annexure-C would be closed at 1200 noon on 29.01.2021 till 1930 hours on 29.01.2021. The buildings indicated in Annexure-D would be closed on 28.01.2021 from 1600 hours till 1930 hours for the full dress rehearsal for the Beating Retreat Ceremony.</p>

<p>Kind attention is invited to the Order No. 40-3/2020-DM-I (A) dated 15th April, 2020 whereby the Ministry of Home Affairs have issued consolidated revised guidelines on the measures to be taken by the Ministries / Departments of Government of India, State/UT Governments and State / UT Authorities for containment of <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> in the country.</p>



<p>2. Vide para 3 read of the said order, the Ministry of Home Affairs have, inter-alia, allowed select additional permitted activities as enumerated in para 5 to 20 of the said order. As per para 18 (ii), all Ministries / Departments under Government of India to function with effect from 20th April, 2020. The para 18 is reproduced below &#8211;</p>



<p>18. Offices of the Government of India, its Autonomous / Subordinate offices will remain open, as mentioned below: </p>



<ul class="wp-block-list"><li>Defence, Central Armed Police Forces, Health and Family Welfare, Disaster management and Early Warning Agencies (IMD, INCOIS, SASE and National Centre of Seismology, CWC), National Infomatics Centre (NIC), Food Corporation of India (FCI), NCC, Nehru Yuva Kendras (NYKs) and Customs to function without any restriction.</li><li>Other Ministries and Departments, and offices under their control, are to function with <strong>100%</strong> attendance of Deputy Secretary and levels above that. Remaining officers and staff to attend upto <strong>33%</strong> as per requirement.</li></ul>



<p>4. The undersigned has been directed to convey that the above guidelines of the Ministry of Home Affairs, Government of India be scrupulously followed.</p>

<p>Subject: <strong>Early Closure of Central Government Offices in connection with Republic Day Parade and Beating Retreat Ceremony during January, 2020 &#8211; regarding</strong></p>



<p>In connection with arrangements for the Republic Day/ At Home Function / Beating Retreat Ceremony, 2020, it has been decided that the Government offices located in tile buildings indicated in <strong>Annexure-A</strong> would be closed from 1300 hours on 25.01.2020 to 13 00 hours on 26.0 1.2020. These buildings would also be closed at 1830 hours on 22.01.2020 and will reopen at 1300 hours on 23.0 1.2020 for the full dress rehearsal.</p>



<p>2. The buildings indicated in <strong>Annexure -B</strong> would be closed on 26.0 1.2020 till 1930 hours for &#8216;At Home Function&#8217;. The buildings indicated in<strong> Annexure-C</strong> would be closed at 1200 noon on 29.01.2020 till 1930 hours on 29.01.2020. The buildings indicated in <strong>Annexure-D</strong> would be closed on 28.01.2020 from 1600 hours till 1930 hours for the full dress rehearsal for Beating Retreat Ceremony.</p>

<p>Subject: <strong>Closed Holidays for the year 2020 &#8211; Date for Dusshera regarding</strong>.</p>



<p>In continuation of this Department&#8217;s OM of even number dated 18-6-2019 circulating therewith List of  holidays for the year 2020, the undersigned is directed to state that some Central Government Employees Coordination Committees located in different States have sent representations for change in the date of Dusshera (Vijaya Dasami) holiday on 26-10-2020 (Monday) instead of 25-10-2020 (Sunday) in their States. </p>

<p>It is hereby informed that the decision of CGEWCCs located in different States, to declare Dussehra as closed holiday for the Central Govt. Offices on 26-10-2020 (Monday), is not in accordance with the holiday policy of the Government of India. However, Restricted Holiday on 26-10-2020 (Monday) for Dussehra (Vijay Dashmi) can be celebrated by the Central Government Offices, as specifically mentioned in DoPT&#8217;s OM NO.12/1/2019/JCA 2 dated 18.06.2019, at para 3.1 that &#8220;no change of dates is permissible in regard to festivals and dates indicated&#8221;.</p>

<p>Subject: <strong>Cooking Allowance to Non- Statutory Departmental canteen employees functioning from Central Government Offices consequent upon the recommendations of the VIIth Central Pay Commission- regarding.</strong></p>



<p>This undersigned is directed to refer to the subj ect mentioned above and to state that the Government&#8217;s Decision, on the recommendations of the Seventh Central Pay Commission relating to Canteen Staff in &#8220;List of Allowances and Recommendations&#8217; in para 8.10.16 of Chapter 8.1 (S.No. 39), was notified vide Ministry of Finance Resolution No. 11- 1/2016-IC dated 06.07.2017. This decision has been considered in consultation with Department of Expenditure, Ministry of Finance and it has been decided to extend the benefit of &#8216;Cooking Allowance&#8217;@ Rs1000/-p.m. as per cell R3H3 of the Risk and Hardship Matrix to Assistant Halwai-cum-Cook and Halwai-cum- Cook working in the Non-statutory departmental canteens functioning from Central Government Offices.</p>

<p>The undersigned is directed to state that, as informed by the Election Commission of India vide their letter No. 437/ 6/ ECI/ INST/ FUNCT/ MCC/ 2019/ 515 dated 04.07.2019, General Election from 96 &#8211; Putkura Assembly Constituency in the State Legislative Assembly of Odisha will be held on 20.07.2019 (Saturday) and Election to 8- Vellore Parliamentary Constituency of Tamil Nadu will be held on 05.08.2019 (Monday).</p>



<p>In this regard, the guidelines already issued by this Department vide OM No. 12/ 14/99- JCA dated 10.10.2001 would have to be followed for the Central Government Offices, including industrial establishments, in the concerned State.</p>
