<p>As per the information/ data provided by different Ministries/ Departments/ Cadre Controlling Authorities(CCAs), provisions of FR 56(J)/ similar Rules have been invoked against 171 Group-A Central Government officers, including All India Services(AIS) officers, and 169 Group-B officers of different Ministries/ Departments during the period from July 2014 to December 2020.</p>



<p>As on 01.03.2018, the sanctioned strength of civilian regular employees under the Central Government is 3802779 and 3118956 employees are in position. Vacancies in the Central Government are caused due to retirement, resignation, death, promotion, etc and the posts falling vacant are required to be filled as per the Recruitment Rules by the concerned Ministries/ Departments/Organizations. Filling up of vacant posts is a continuous process depending on the vacancies arising across Ministries/ Departments during the year, and the action calendar of the recruiting agencies.</p>



<p>Department of Personnel &amp;Training issues instructions from time to time for timely and advance action for filling up the vacant posts.  In January 2020, all the Ministries/ Departments of the Central Government have been requested to take time-bound action to fill the existing vacancies in respective Ministries/ Departments and their attached/ subordinate offices.</p>



<p>This was stated by Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to a question in the Rajya Sabha today.</p>

<p class="has-text-align-center"><strong>Penal Provisions for Violation of Reservation in Promotion</strong></p>



<p class="has-text-align-right">12 DEC 2019</p>



<p>The Central Government officers/ officials are governed by Central Civil Services (Conduct) Rules, 1964 and Central Civil Services (Classification, Control &amp; Appeal) Rules, 1965 which have adequate provision to deal with the officers/ officials who violate the policy guidelines issued by the Central Government. The Government has issued guidelines from time to time to all Ministries/ Departments to strictly observe the reservation policy and other orders relating to representation of reserved categories. Instructions provide that cases of negligence or lapse in the matter of following reservation and other orders relating to the reserved category should be viewed seriously and be brought to the notice of appropriate authorities and suitable action be taken promptly. As per the guidelines  dated 04.01.2013, all Ministries/ Departments are required to appoint/ nominate Liaison officers at least of the rank of Deputy Secretary and setting up of special Reservation Cell for enforcement of orders of reservation in posts and services of the Central Government.</p>

<p>The DoPT monitors the progress in filling up of backlog vacancies for SCs, STs and OBCs with ten Ministries/ Departments, having more than 90% of the employees in Central Government. Out of these Ministries/ Departments, six Ministries/ Departments have informed that as on 01.01.2018, 7782 backlog vacancies for SCs, 6903 backlog vacancies for STs and 10859 backlog vacancies for OBCs remained unfilled. Besides the above six, three more Ministries/ Departments have informed that as on 01.01.2019, 1713 backlog vacancies for SCs, 2530 backlog vacancies for STs and 1773 backlog vacancies for STs remained unfilled.</p>

<p>Subject: <strong>Instructions for the purchase of laptops/notebooks and similar devices for eligible officers &#8211; revised guidelines.</strong></p>
<p>In supersession to this Ministry&#8217;s Office Memorandum bearing No. 08(64)/2017-E.II(A) dated 27th September 2016, regarding purchase of Note Book/Lap-Top computers by Ministries/ Departments &amp; delegation of powers thereof, it has been decided that laptop; tablet; notepad; ultra-book; notebook, net-book or devices of similar categories may be issued to officers of the rank of Deputy Secretary and above for discharge of official work. These powers shall continue to be exercised in consultation with the Financial Adviser by the Secretary of the Ministry/ Department or any other authority who are specifically delegated these powers by this Ministry from time to time, duly taking into consideration the functional requirements and budgetary provisions.</p>
<p>2. This would, however, be subject to the following conditions:</p>
<p>(i) <strong>Cost of device:</strong> The Cost of device including Standard software* shall not exceed Rs. 80,000/-</p>
<p><strong>Standard Software:</strong> Any software (Operating System, Antivirus software or MS-Office etc.) that is essential for the running of device towards discharge of official functions/duties.</p>
<p><strong>(ii) Purchase Procedures:</strong> As prescribed under GFRS/CVC guidelines may be followed.</p>
<p><strong>(iii) Safety, Security &amp; Maintenance of Device:</strong> The officer, who is given the device, shall be personally responsible for its safety and security as well as security of data/information, though the device shall continue to remain Government property. The officer concerned will be at liberty to get the device insured at his personal cost.</p>
<p><strong>(iv) Retention/Replacement of device:</strong></p>
<p>a) No new device may be sanctioned to an officer, who has already been allotted a device, in a Ministry /Department, up to five years. Any further issue of laptop in case of loss/damage beyond repairs within the prescribed period, should be considered only after the cost is recovered from the officer based on the book value after deducting the depreciation.</p>
<p>b) For the purpose of calculation of the book value, a depreciation of 25% per year, on straight line method, be adopted.</p>
<p>c) Post the completion of five years of usage, the officer shall retain the issued device.</p>
<p><strong>(v) Conditions at the time of transfer, Superannuation etc.:</strong></p>
<p>a) ln case where, at the time of purchase of device if the residual service of the officer is less than 5 years or in case the officer is transferred/deputed to State Govt. but with residual service of less than 5 years or the officer leaves the Government Service within 5 years of purchase of such device, the officer concerned will have the option of retaining the device by paying the amounl after deducting the depreciation.</p>
<p>b) Upon transfer/deputation of the officer to other Ministry/ Department Attached/ Subordinate offices of the Government of India or to the State Government in case of Officers of the All India Services, the officer will have the option of retaining the existing device and in case of such retention, this fact should be specifically mentioned in the Last Pay Certificate (LPC).</p>
<p>3. Instructions for Ministries/Departments:</p>
<blockquote><p>(i) For the officials who are currently holding laptops, notebooks or similar devices in accordance with the provisions of O.M. dt. 27/09/2016, the terms &amp; conditions for retention/disposal of the device shall continue to be governed under the existing instructions of the said O.M.</p>
<p>(ii) The applicability of the provisions of this order to the officers of Armed Forces / Para-Military Forces, officers of MoD &amp; other similar establishments would be subject to restrictions imposed by the concerned departments/organizations duly taking into consideration the security of information. In all such cases the security of the information shall be the responsibility of the concerned department.</p></blockquote>

<p>New Delhi: The retirement age of Central Government Group A officers may be raised from 60 to 62 years to help put their acumen to an extended use.</p>
<p>Indication in this regard was given by a top official of Department of Personnel and Training (DoPT) on condition of anonymity.</p>
<p>&#8220;The government is seriously thinking of enhancing the retirement age of the Central Group A officers to 62. The kind of acumen they achieve by the time they reach the age of 60 should be put to use for another two years. The government would seriously work on the feasibility of this proposal,&#8221; he said.</p>
<p>He, however, clarified that the proposal to increase the retirement age will be limited to regular Group A officers.</p>
<p>Besides Central Group A officers, it will also be implemented to All India Service officers (IAS, IPS and IFS), he added.</p>
<p>Currently, the retirement age of Central government employees including Group A officers is 60. In all, about 48.85 lakh employees are working under central government.</p>
<p>Amongst 48.85 lakh central government employees, 85% are holding Group-C posts and 12% are holding Group-B posts whereas employees holding Group -A posts are only about 3%.</p>
<p>There are several secretaries heading different departments have to cross their retirement age, but now they may be retained by the government owing to their experience and expertise.</p>

<h4><strong>An important point to note</strong></h4>
<p>Of and on it comes for discussions while salary of Central Govt employees gets revised at 10 years interval, Bank employees&#8217; salary is being revised at 5 years interval. Let us analyse, as under, that despite salary revision at 5 years interval how salary of Bank officers is lagging behind during last 23 years duration in comparison to salary of Central Govt Officers Group- A at entry level onwards. Please also note that 7th Pay Commission has recommended that without waiting for next pay commission the salary should be revised based on the material given by Simla based Labour Bureau.</p>

<p>From the above table it is evident as under:</p>
<ul>
<li>From 11.1992 to 01.01.2016 the salary of Central Govt Group A officers has been increased by 1293.44% (56100-4026=52074/4026 X 100) at entry level.</li>
</ul>
<ul>
<li>From 11.1992 to 01.01.2016 the salary of Bank officers has been increased by 708.81% (35701-4414=31287/4414 X 100) at entry level.</li>
</ul>
<p>Moreover the 7th Pay Commission has recommended that there is no need for a commission once in 10 years. It has recommended that based on the Labour Bureau reports the increase can be done periodically.</p>
<p><strong>Salary in Reserve Bank of India</strong></p>
<ul>
<li>In case of RBI officers, the starting basic pay which was Rs 17100 has been increased to Rs 28150 and at entry They also get a local allowance of 5% of pay, family allowance of 4% of Pay, Grade allowance of Rs.6000 and a special allowance of Rs.6000(Rs 1625 for those who joined in 2016) which is eligible for DA. So their salary structure is much superior to other bank officers.</li>

The undersigned is directed to refer to the then Ministry of Work &amp; Housing O.M. No.11015(2)/75-PoI.IV dated 24.11.76, and Directorate of Estates O.M. of even number dated 20.10.87, dated 07.08.98, and dated 20.02.14 on the above subject and to say that consequent upon revision of pay scales of the Central Government employees on the recommendation of the 7th Pay Commission as notified  vide Central Civil Services (Revised Pay) Rules, 2016, and recommendations made by the Expenditure Management Commission (EMC) constituted by Ministry of Finance (Department of Expenditure), it has been decided to prescribe revised scales of office space for various categories of officers and staff and special requirements as under, with immediate effect:-</p>

<p>2.. The total screened requirement of office accommodation determined on the basis of revised scales will be subject to 20% austerity cut.</p>
<p>3. Provision for additional space in a new building, whether in the general pool or in a departmental pool, should be limited to- 10% of total requirement of an office for further expansion and that if a Ministry/Department wants more than 10% of the total requirement as additional space for expansion, they may do so with the approval of their Integrated Finance Division, keeping in view the need for maximum economy.</p>
<p>4. For assessment of prescribed revised scales, the total requirement for office space of the Ministry/Department and its Attached/Subordinate offices located in Delhi/New Delhi has to be given in the enclosed schedule I to IV.</p>
<p>5. The following categories of offices will be treated as eligible for the purpose of provision of General Pool Office Accommodation (GPOA):-</p>
<blockquote><p>I. An office whose location in Delhi has been approved by the Cabinet / Cabinet Committee on Accommodation (CCA), subject to the condition that this approval has been granted without any restriction on provision of GPOA</p>
<p>II. The office is a part and parcel of the Secretariat of a Ministry or an attached / subordinate office of a Ministry / Department of the Government of India</p>
<p>III. The staff is paid from the consolidated Fund of India</p></blockquote>

										<content:encoded><![CDATA[<p><b>Central Government Officers Foreign Trips Cost Rs 1,500 Crore In Past 3 Years</b></p>
<p>A whopping over Rs 1,500 crore was spent by various central government ministries on foreign travel during the last three years, the Lok Sabha was informed.</p>
<p>Of the total of Rs 1,537 crore spent by ministries, a total of Rs 509.91 crore was during 2014-15, Rs 434.94 crore in 2013-14 and Rs 593.09 crore during 2012-13, Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh said in a written reply.</p>
<p>Among the 62 ministries which spent the amount, the highest of Rs 351.65 crore was spent alone by Ministry of Personnel in last fiscal and Rs 289.92 crore in 2013-14 and Rs 453.95 crore during 2012-13, he said.</p>
<p>The home ministry had spent Rs 30.24 crore in 2014-15 and Rs 14.13 crore during 2013-14.</p>
<p>Commerce ministry, and Civil Aviation and Tourism ministries spent Rs 6.95 crore and Rs 9.45 crore last fiscal on foreign travel, the Minister said.</p>
<p>Singh said as many as 15 officers were on foreign deputation last year. Of them, seven were from Ministry of External Affairs, five from Department of Economic Affairs and one each from Ministry of Overseas Indian Affairs (which is now under foreign ministry), Civil Aviation Ministry and Department of Commerce, he said.</p>
<p>As per the latest instructions issued by Department of Expenditure, not more than four official visits abroad in a calender year and such trips shall not exceed five working days.</p>
<p>The size of delegation has to be kept to the absolute minimum and participation of officials in international fairs, exhibitions, workshops and conference shall be discouraged, it said.</p>
