<p>Subject: <strong>Filling up of vacant posts in Central Government Ministries / Department &#8211; reg.</strong></p>



<p>Attention is drawn towards this Department&#8217;s OM No. 39020/18/2016- Estt.(B) dated 19th December, 2016 regarding timely and advance action in filling up the Direct Recruitment (DR) vacancies. It was, inter-alia, requested therein that advance action may be taken by the Ministries/ Departments and their Attached and Subordinate Offices for reporting vacancy position with respect to Direct Recruitment (DR) posts to the concerned recruitment agency i.e. Union Public Service Commission (UPSC) and Staff Selection Commission (SSC) etc, for filling up of such Direct Recruitment vacancies in a timely manner.</p>



<p>The Cabinet Committee on Investment and Growth in the meeting held on 23.12.2019, has directed to take time bound action to fill the existing vacancies in various Ministries / Departments.</p>



<p>Accordingly, all the Ministries/ Departments are requested to fill up the existing vacancies in the concerned Ministries/ Departments, their Attached and Subordinate Offices, in a time bound manner. It is also requested that a report with regard to action taken to fill up the existing vacancies, may be sent to this Department, as per format given overleaf, by 5th day of every month. The first such report should reach this Department latest by 5th February, 2020.</p>

<p>Subject: <strong>Lifting of the ban on purchase of new vehicles by Ministries / Departments</strong></p>

<p>Reference is invited to Para 2.3 of this Department&#8217;s OM No. 7(1 ) /E.Coord&#8217;/ 2014 dated 29.10.2014 pertaining to economy measures and rationalization of expenditure wherein it stated that &#8220;Purchase of new vehicles to meet the operational requirement of Defence Forces, Central Paramilitary Forces &amp; security related organizations are permitted. Ban on purchase of other vehicles (including staff cars) will continue except against condemnation&#8221;. Consequent to the aforesaid condition, all proposals relating to purchase of vehicles by Ministries/Departments other than those against condemnation were being made with the concurrence of the Department of Expenditure. </p>



<p>(2) The matter regarding ban on purchase of vehicles (including staff cars) except against condemnation has been reassessed and examined by this Department.</p>



<p>(3) I am directed to state that the ban on purchase of other vehicles (including staff cars) except against condemnation stands withdrawn with immediate effect. The purchase of new staff cars on requirement basis including against condemnation will continue to be regulated within the ceiling fixed by the Department of Expenditure from time to time. Purchase of vehicles other than staff cars for operational need is also allowed. Ministries/Departments in consultation with their Financial Advisers shall ensure that all purchases of vehicles are made judiciously keeping in mind the principle of &#8216;need&#8217; and &#8216;want&#8217; and GFR 2017 provisions on procurement are adhered to strictly.</p>

<p>As per extant instructions, reservation is provided to Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) at the rate of 15%, 7.5% and 27% respectively in case of direct recruitment on all India basis by open competition. In case of direct recruitment on all India basis otherwise than by open competition, the percentage fixed is 16.66% for SCs, 7.5% for STs and 25.84% for OBCs.</p>



<p>In case of direct recruitment to Group C posts normally attracting candidates from a locality or a region, the percentage of reservation for SC / ST / OBC is generally fixed on the basis of proportion of their population in the respective States / Union Territories.</p>



<p>With the enactment of &#8216;The Rights of Persons with Disabilities Act, 2016&#8217;, reservation is also provided to Persons with Benchmark Disabilities against the posts and services of the Central Government at 4% of the total number of vacancies to be filled up by direct recruitment in the cadre strength in each group of posts i.e. Group A, B and C.</p>



<p>As per Ex-servicemen (Re-employment in Central Services and Posts) Rules, 1979, as amended from time to time, 10% of the vacancies in the posts upto of the level of the Assistant Commandant in all para-military forces; (ii) 10% of the vacancies in Group C posts; and (iii) 20% of the vacancies in Group D posts, to be filled by direct recruitment shall be reserved for ex-servicemen.</p>



<p>The persons belonging to Economically Weaker Sections (EWSs) who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in direct recruitment in civil posts and services in the Government of India.</p>

<p><strong>Subject: Publishing of Tender Notices by all Central Government Ministries/ Departments/ Attached subordinate offices/ Field offices as per new GFR -reg.</strong></p>
<p>1.Attention of all Central Government Ministries/ Departments/ Attached Subordinate offices/ Field offices is drawn to the provisions as given in the recently amended General Financial Rules (GFR) 2017, in respect of tender advertisements for procurement of goods and services.  In this connection, Rule 161(i &amp; ii), 183(ii) and 201(ii) etc. may be referred to.</p>
<p>2.These rules have done away with the need for publishing advertisements in newspapers for procurement of goods and services.  This has now been replaced with mandatory e-publishing of advertisement on Central Public Procurement Portal (CPPP) at www.eprocure.gov.in and on GeM.</p>
<p>3.In case Ministry/Department/Attached Subordinate office/Field office, still insists that the advertisement should be published in newspapers, a request to DAVP should be sent in a signed letter stating that Competent Authority has approved publication of newspaper advertisement/s despite new GFR provisions.  In such cases too, only window advertisement should be published in newspapers alongwith publication on CPPP, GeM and website of respective organisations.</p>

<p><i><b>  Conference on Implementation of National Pension System by Central Government</b></i></p>
<p>A conference on implementation of National Pension System by Central Government Ministries &amp; Departments was organized by PFRDA on 16th March, 2016 at New Delhi. The prime objective was to provide a forum to all Central Government Ministries &amp; Departments where the progress in the implementation of NPS with respect to subscriber coverage and services could be brought to the fore and a way forward could be provided. Senior officials from almost all the Ministries Departments attended the conference.</p>
<p>Dr. B.S. Bhandari while welcoming the participants to the conference emphasised the need for discipline of remitting of the subscriber contribution especially in view of the enhanced role of the Government nodal officers as envisaged in the regulations and the provisions of the Act. He stressed on the need for enhancing capacity building of the nodal officers so that they could in turn enable the financial literacy and awareness of the subscribers. He advised about the passage of PFRDA Act in 2013 and subsequent notification in 2014. Besides, he also highlighted the robust mechanism put in place by PFRDA through notification of important regulations like Grievance Redressal and Exit &amp; Withdrawals. The notification of regulations has cast obligations on the different functionaries in the system including the officials responsible for collection and upload of the periodic contributions. He also stressed on maintaining discipline of timely remittance of subscriber contribution and reiterated about the OM issued by Department of Expenditure in 2009 regarding timelines to be followed by Civil Ministries. Member (Economics) advised that all three levels in government offices i.e. PrAO, FAQ and DDO should enhance their knowledge for the benefit of the ultimate beneficiary i.e. the subscriber. Last but not the least, any deviation from the norms may result in levy of penalties, which will not be a desirable solution.</p>
<p>Chairman, PFRDA, Sh. Hemant Contractor, commended the substantial increase in the number of subscribers of the Central Govt. which crossed the figure of 16 lacs and the increase in AUM of the Central Govt. subscribers which crossed Rs. 46,000 Cr in March 2016 and account for 14% of total subscribers and 41% of total Assets under Management. He advised that the challenges before PFRDA , the Pension Regulator were to ensure that subscriber’s interest were well taken care of and protected- that there was timely action in registration of new employees, remittances of their contributions, servicing of their requests and handling of their exit and withdrawal applications. In this regard, he added that PFRDA was introducing online registration of government employees and online exit very soon which would streamline the process and help to render good services. He further hoped that all participants would utilise the conference to lend their suggestions and clear their doubts and other issues.</p>
<p>Dr. Shashank Saksena, Economic Adviser, Ministry of Finance addressed the participants and advised about the transformation from the Defined Benefit (DB) system to Defined Contribution (DC) system i.e. NPS. Further, he advised that the NPS is operating on such a mammoth scale and achieved the milestones relating to 1cr in terms of no. of subscribers and 1 lakh crores in terms of AUM.</p>
<p>Role of nodal offices involved in Central government sector was highlighted. He also stressed upon the importance of following timelines related to various activities involved in NPS and advised the delegates to make best use of this platform for enhancing the knowledge.</p>
<p>Sh. Ashish Kumar, GM while summing up advised the nodal officers to play an important role in effective NPS implementation. He also stressed upon the role which can be played by the FAS &amp; CCAs of the respective Ministries in streamlining NPS operations.</p>

										<content:encoded><![CDATA[<p><b>Central Government Officers Foreign Trips Cost Rs 1,500 Crore In Past 3 Years</b></p>
<p>A whopping over Rs 1,500 crore was spent by various central government ministries on foreign travel during the last three years, the Lok Sabha was informed.</p>
<p>Of the total of Rs 1,537 crore spent by ministries, a total of Rs 509.91 crore was during 2014-15, Rs 434.94 crore in 2013-14 and Rs 593.09 crore during 2012-13, Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh said in a written reply.</p>
<p>Among the 62 ministries which spent the amount, the highest of Rs 351.65 crore was spent alone by Ministry of Personnel in last fiscal and Rs 289.92 crore in 2013-14 and Rs 453.95 crore during 2012-13, he said.</p>
<p>The home ministry had spent Rs 30.24 crore in 2014-15 and Rs 14.13 crore during 2013-14.</p>
<p>Commerce ministry, and Civil Aviation and Tourism ministries spent Rs 6.95 crore and Rs 9.45 crore last fiscal on foreign travel, the Minister said.</p>
<p>Singh said as many as 15 officers were on foreign deputation last year. Of them, seven were from Ministry of External Affairs, five from Department of Economic Affairs and one each from Ministry of Overseas Indian Affairs (which is now under foreign ministry), Civil Aviation Ministry and Department of Commerce, he said.</p>
<p>As per the latest instructions issued by Department of Expenditure, not more than four official visits abroad in a calender year and such trips shall not exceed five working days.</p>
<p>The size of delegation has to be kept to the absolute minimum and participation of officials in international fairs, exhibitions, workshops and conference shall be discouraged, it said.</p>

<p>New Delhi: All central government ministries and their Public Sector Undertakings (PSUs) were today told to dispense with the requirement of interviews for selections at junior level posts within next two days, however, they may continue with skill or physical test.</p>
<p>The timeliness set regarding completing the process of the discontinuation of interview by December 31, 2015 has to be adhered to strictly, a communique sent by Department of Personnel and Training (DoPT) to secretaries of all central government ministries said.</p>
<p>From January 1, 2016, there will be no recruitment with interview at the junior level posts in government of India ministries, departments, attached and subordinate offices, autonomous bodies and PSUs.</p>
<p>“All the advertisement for future vacancies will be without the interview as part of the recruitment process,” said today’s Office Memorandum No.39020/01/2013-Estt (B)-Part.</p>
<p>The decision to discontinue interview for recruitments is for all Group C and non-gazetted posts of Group ‘B’ category and all such equivalent posts, the DoPT said.</p>
<p>“It is also clarified that as skill test or physical test is different from interview, they may continue. However, these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests,” it said.</p>
<p>In case of specific posts where the ministry or department wants to continue undertaking interview as a process of recruitment, a detailed proposal seeking exemption will have to be sent to the DoPT with the approval of the minister or minister-in-charge.</p>
<p>The ministries have been asked to send a consolidated report to the DoPT by January 7 in this regard.</p>
<p>“Report so to be furnished with the approval of the minister or minister-in-charge shall include the details of the name and number of posts where the interview is discontinued and posts for which the exemption has been sought within the purview of the administrative ministries or departments,” the order said.</p>
<p>Similarly, the Department of Public enterprises has also asked all ministries to advise PSUs under their administrative control to adopt a revised mechanism of recruitment for the non-executive level posts by dispensing with the practice of interview.<br />
