<p><strong>Registration opens for PM Kisan Maan Dhan Yojana; Union Agriculture Minister urges farmers to register for the Pension Scheme</strong></p>



<p>Registration
 for the PM Kisan Maan Dhan Yojana begins today said Shri Narendra Singh
 Tomar, Union Minister for Agriculture &amp; Farmers Welfare, while 
addressing a Press Conference in Krishi Bhawan, New Delhi today. 
Appealing farmers across the country to join the old age pension Scheme,
 the Minister said that the scheme has been envisioned with an aim to 
improve the life of small and marginal farmers of the country. The 
Minister said that the operational guidelines have been shared with the 
States and Agriculture Secretary Shri. Sanjay Agarwal conducted a Video 
Conference with States in this regard to ensure proper information 
dissemination and speedy implementation of the Scheme.</p>



<p>Elucidating
 the salient features of Scheme, Shri. Tomar said that the scheme is 
voluntary and contributory for farmers in the entry age group of 18 to 
40 years and a monthly pension of Rs. 3000/- will be provided to them on
 attaining the age of 60 years. The farmers will have to make a monthly 
contribution of Rs.55 to Rs.200, depending on their age of entry, in the
 Pension Fund till they reach the retirement date i.e. the age of 60 
years. The Central Government will also make an equal contribution of 
the same amount in the pension fund. The spouse is also eligible to get a
 separate pension of Rs.3000/- upon making separate contributions to the
 Fund. The Life Insurance Corporation of India (LIC) shall be the 
Pension Fund Manager and responsible for Pension pay out.</p>



<p>The
 Minister stated that, in case of death of the farmer before retirement 
date, the spouse may continue in the scheme by paying the remaining 
contributions till the remaining age of the deceased farmer. If the 
spouse does not wish to continue, the total contribution made by the 
farmer along with interest will be paid to the spouse. If there is no 
spouse, then total contribution along with interest will be paid to the 
nominee. If the farmer dies after the retirement date, the spouse will 
receive 50% of the pension as Family Pension. After the death of both 
the farmer and the spouse, the accumulated corpus shall be credited back
 to the Pension Fund. The beneficiaries may opt voluntarily to exit the 
Scheme after a minimum period of 5 years of regular contributions. On 
exit, their entire contribution shall be returned by LIC with an 
interest equivalent to prevailing saving bank rates.</p>



<p>The
 farmers, who are also beneficiaries of PM-Kisan Scheme, will have the 
option to allow their contribution debited from the benefit of that 
Scheme directly. In case of default in making regular contributions, the
 beneficiaries are allowed to regularize the contributions by paying the
 outstanding dues along with prescribed interest. The initial enrollment
 to the Scheme is being done through the Common Service Centres in 
various states. Later on alternative facility of enrollment through the 
PM-Kisan State Nodal Officers or by any other means or online enrollment
 will also be made available. The enrollment is free of cost. The Common
 Service Centres will charge Rs.30/- per enrolment which will be borne 
by the Government.</p>



<p>There will be appropriate grievance 
redressal mechanism of LIC, banks and the Government. An Empowered 
Committee of Secretaries has also been constituted for monitoring, 
review and amendments of the Scheme.</p>



<p>Shri Tomar also 
said that under the Pradhan Mantri Kisan Samman Nidhi the target of 10 
crore beneficiaries for this year will be achieved. The Minister added 
that till date, 5, 88,77,194 and 3,40,93,837 farmers’ families have 
availed 1st and 2nd instalments respectively under the PM-Kisan Scheme.</p>

<p>2.
 Various representations were received from the Postal Officers 
Association for introduction of Non-Functional Scale of PB-3 with Grade 
Pay Rs 5400/- to the posts of Postal Superintendents after completion of
 4 years of regular service in PB – 2nd with Grade Pay Rs. 5400/-. In 
this context, it is informed that the matter has been examined in 
consultation with Department of Expenditure, Ministry of Finance.</p>



<p>3.
 Reply received from the Department of Expenditure vide their ID note 
No. 6J/2019-E.Ill (B) dated 19.07.2019 is reproduced below for 
information of all concerned:-</p>



<p>“2. Introduction of 
Non-Functional Scale of PB-2+5400 to the Postal Superintendents after 4 
years of regular service in PB-2+4800 was based on the recommendations 
of the fifth Central Pay Commission. The 7th Pay Commission while 
considering the need to upgrade the post of Inspector (Posts) from GP 
4200 to GP 4600, upgraded other posts in the hierarchy of posts in the 
Inspector Cadre to maintain difference in pay levels. This included 
upgradation of the posts of Superintendent (Posts) from the then 
existing PB-2+ GP 4800 &amp; PB-2 +GP 5400 (after 4 years) to PB-2+GP 
5400 (Level-9). This upgradation resulted in early financial benefits to
 those persons who are promoted to the posts of Superintendent (Posts), 
who otherwise have got the pay scale after 4 years of regular service.</p>



<p>3.
 Considering the specific recommendation of the 7th CPC to grant the 
upgraded pay scale of Level-9 to the post of Superintendent (Posts), 
there is no justification for introduction of a Non-Functional Scale to 
this post “</p>

 Clarification regarding grant of Dual Family Pension i.e. Ordinary 
Family Pension (OFP) from Military Side as well as Special Family 
Pension (SFP)/ Liberalised Family Pension (LFP) for re-employed Military
 service – reg.</strong></p>



<p>Sir,</p>



<p>The 
undersigned is directed to state that references have been received 
seeking clarification as to whether Special Family Pension 
(SFP)/Liberalised Family Pension (LFP) is admissible on death of a 
military pensioner re-employed in military service, and his death is 
attributable to military service.</p>



<p>2. Prior to 
17.01.2013, the NOKs of Armed Force Pensioner who got re-employed in 
Civil Department/PSUs/Autonomous bodies/Local Fund of Central/State 
Governments after getting retired from military service were authorized 
to draw Ordinary Family Pension (OFP) either from military side or from 
civil side whichever was beneficial to them in terms of Gol, MoD letter 
No. 10(6)/92/D(Pens/Sers) dated 28.09.1992 and regulation 78 of Pension 
Regulation Part-I, 2008. Subsequently, vide GoI, MoD letter 
No.01(05)/2010-D(Pen/Policy) dated 17.01.2013, two family pensions were 
allowed w.e.f. 24.09.2012 in the event of death of a re-employed 
military pensioner.</p>



<p>3. It was further clarified that 
dual family pension is admissible irrespective of the fact whether the 
re-employment was in civil or military department vide GoI, MoD letter 
No. 10(17)/2012-D(Pen/Pol) dated 21.03.2013. Hence, the family 
pensioners of military personnel re-employed in military e.g. 
Territorial Army/Defence Security Corps (TA/DSC) are also covered in the
 ambit of the Gol, MoD letter No. 01(05)/2010-D(Pen/Policy) dated 
17.01.2013 for grant of dual family pension w.e.f. 24.09.2012. However, 
the admissibility of dual family pension was restricted to ordinary 
family pension (OFP).</p>



<p>4. Department of Pension and 
Pensioners’ Welfare vide their OM No. 1/3/2016-P&amp;PW(F) dated 
24.01.2019 has clarified that the provisions of two family pensions, one
 in respect of military/civil service and the other for civil service 
after re-employment, as available in terms of CCS(Pension) Rules, is 
also applicable under CCS(EOP) Rules.</p>



<p>5. The matter 
regarding extending the admissibility of Special Family Pension (SFP) 
/Liberalised Family Pension (LFP) in cases of death attributable to 
military service in terms of Gol, MoD letter No. 1(2)/97/D(Pen-C) dated 
31.01.2001 in the case a of dual family pension has been examined. It 
has been decided that Department of Pension and Pensioners’ Welfare OM 
No. 1/3/2016-P&amp;PW(F) dated 24.01.2019 would apply mutatis-mutandis 
to military/civil pensioners re-employed in military service and it is 
clarified that the provision of two family pensions, one in respect of 
military/civil service and Special Family Pension (SFP)/Liberalised 
Family Pension (LFP) for re-employed military service is also 
applicable. Special Family Pension(SFP)/Liberalised Family Pension (LFP)
 if any, would be admissible in terms of GoI, MoD letter No. 
1(2)/97/D(Pen-C) dated 31.01.2001 on death of a pensioner who was 
re-employed in military service and if his death is attributable to 
military service, in addition to Ordinary Family Pension in respect of 
the previous military/civil service.</p>



<p>6. Where, however,
 on death of the re-employed ex-serviceman if the family is eligible for
 Special Family Pension (SFP)/Liberalised Family Pension (LFP) for first
 service, family pension for second spell of service would be Ordinary 
Family Pension.</p>



<p>7. Special Family Pension 
(SFP)/Liberalised Family Pension (LFP) shall be granted only in respect 
of one service and in no case, Special Family Pension (SFP)/Liberalised 
Family Pension (LFP) will be granted for both the services.</p>



<p>8. The financial benefits in the past cases will accrue with effect from 24.09.2012.</p>



<p>9. Pension Regulation of the three Services shall be amended in due course.</p>



<p>10.
 This issues with the concurrence of the Finance Division of this 
Ministry vide their ID No. 10(02)/2017/FIN/PEN dated 21.06.2019.</p>

 whether Government is aware of the letter from Controller General of 
Defence Accounts (CGDA) dated 5th April, 2019 that seeks clarification 
on Notification 12(1)2014/D(Pen/Pol)-Part II dated 7th November, 2015 on
 re-fixation of pension under One Rank One Pension (OROP);</p>



<p>(b) steps taken by Government on the queries raised in the letter from CGDA; and</p>



<p>(c)
 whether Government will implement re-fixation of pension under OROP on 
1st July, 2019 as per notification dated 7th November, 2015?</p>

 &amp; (c): Ministry of Defence, Department of Ex-Servicemen Welfare 
vide Order No.1(1)2019/D(Pen/Pol) dated 14.06.2019 has constituted a 
Committee under the Chairmanship of Controller General of Defence 
Accounts (CGDA) to work out the modalities &amp; methodology of 
implementation of next revision of pension under One Rank One Pension 
(OROP). The composition of the Committee is as under:-</p>



<p>(i) CGDA : Chairperson<br />(ii) Joint Secretary (ESW) : Member<br />(iii) Addl FA, Defence (Finance) : Member<br />(iv) Representative of three Services: Member<br />(v) Addl CGDA : Member<br />(vi) PCDA (P), Allahabad : Member<br />(vii) Joint CGDA (Pension) : Member &amp; Convener</p>

accumulations at the credit of subscribers to the General Provident Fund
 and other similar funds shall carry interest at the rate of 7.9% (Seven
 point nine percent) w.e.f. 1st July, 2019 to 30th September, 2019. This
 rate will be in force w.e.f. 1st July, 2019. The funds concerned are:</p>



<p>1. The General Provident Fund (Central Services).<br />2. The Contributory Provident Fund (India).<br />3. The All India Services Provident Fund.<br />4. The State Railway Provident Fund.<br />5. The General Provident Fund (Defence Services).<br />6. The Indian Ordnance Department Provident Fund.<br />7. The Indian Ordnance Factories Workmen’s Provident Fund.<br />8. The Indian Naval Dockyard Workmen’s Provident Fund.<br />9. The Defence Services Officers Provident Fund.<br />10. The Armed Forces Personnel Provident Fund.</p>

<p>Sub : <strong>Admissibility of House Rent Allowance during Study Leave.</strong><br />
Ref:- Eastern Railway&#8217;s letter No.E.77/o/Vol.VIII, dated 06.03.2017.</p>
<p>With reference to Eastern Railway&#8217;s letter under reference, it is stated that the matter has been considered in Board&#8217;s office and it has been observed that on the identical issue a clarification already stands issued to Southern Railway vide Board&#8217;s letter No. E(P&amp;A)II-2002/HRA-2 dt. 19.02.2002 (copy enclosed) clarifying that the period of 120 days mentioned in Board&#8217;s letter no. E(P&amp;A)II-82/HRA-2 dated 04.02.1982 had been revised to 180 days in terms of the amendment carried out to Rule 1707 of IREC-II vide Board&#8217;s letter no. E(P&amp;A)II/89/HRA-48 dt. 07.08.1992. It was further stated in the letter dt. 19.02.2002 that the employees proceeding on study leave are entitled to House Rent Allowance and Compensatory (City) Allowance for first 180 days of the study leave and continuation of these allowances beyond 180 days is subject to the production of certificates prescribed in Para 1707 (iii) of Indian Railway Establishment Code, Volume-II, 1987 Edition. It may however, be noted that CCA has already been abolished vide Board&#8217;s letter no. E(P&amp;A)II-2008/HRA-10 dt. 12.09.2008 (RBE No.110/2008).</p>
<p>2. Thus, necessary action on the above lines may be ensured.</p>
