<h2 class="wp-block-heading">ABOLISHING CREAMY LAYER IN PROVIDING RESERVATION FOR OBCs</h2>



<p>1736. DR. KANIMOZHI NVN SOMU<br />Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-</p>



<p>(a) whether Government has plans to abolish creamy layer in providing reservation for OBCs in both education and employment in Government and Public Sector Undertakings (PSUs);</p>



<p>(b) if so, the details thereof and the effective steps taken by Government to ensure social justice for the people belonging to OBCs and BCs in the country;</p>



<p>(c) the details of the total vacancies available under OBC/ BC category in Central Government, PSUs and allied bodies under Government; and</p>



<p>(d) the steps taken by Government to uphold social justice in educational and employment opportunities?</p>

<p>(a) No Sir.</p>



<p>(b) &amp; (d) The schemes being implemented by the Government to ensure Social Justice for the OBCs are:</p>



<ul class="wp-block-list">
<li>(i) In matter of direct recruitment to Central Government jobs and in admission to Central Government educational institutions. 27% reservation is available to the OBCs.</li>



<li>(ii) Pre-Matric Scholarship for OBCs – for students of classes I to X.</li>



<li>(iii) Post-Matric Scholarship for OBC students – for students of classes XI and XII.</li>



<li>(iv) Dr. Ambedkar Scheme of Interest Subsidy on Educational Loan for Overseas Studies for OBCs/EBCs.</li>



<li>(v) National Fellowship for OBCs.</li>



<li>(vi) Construction of Hostels for OBC Boys and Girls.</li>



<li>(vii) Assistance for Skill Development of OBCs/DNTs/EBCs.</li>



<li>(viii) Launch of Venture Capital Fund for OBCs.</li>



<li>(ix) Low Interest Loan/ Finance Assistance Schemes of National Backward Classes Finance &amp; Development Corporation (NBCFDC) for OBCs.</li>
</ul>



<p>(c) As per information provided by the Department of Personnel &amp; Training, 95563 backlog reserved vacancies for OBCs in Central Government, Public Sector Banks/financial Institutions, Central Public Sector Undertakings etc. have been filled up from 2016 to 2021.</p>

<h3 class="wp-block-heading">Sub:- Inclusion of sports disciplines in the list of games for recruitment of meritorious sports persons to any post in Group &#8216;C&#8217; in Ministries/Department of Government of India &#8211; regarding.</h3>



<p>The undersigned is directed to refer to this Department’s OMs of even number dated 01.09.2020 and 29.01.2021 and to say that a proposal has been received from Department of Sports for inclusion of one more discipline in the list of sports disciplines for recruitment of sportsperson to any Group ‘C’ post in Ministries/Departments of Government of India.</p>



<p>2. It has now been decided to accept the recommendation of Department of Sports. Accordingly, in partial modification of this Department’s OMs of even number dated 01.09.2020 and 29.01.2021, one more discipline namely <strong>“Yogasana”</strong> is added at Sr. No. 65 in the list of sports disciplines for recruitment of sportsperson to any Group ‘C’ post in Ministries/Departments of Government of India.</p>

<p><strong>Launches e-book Civil List-2021 of IAS officers at North Block</strong></p>



<p class="has-text-align-right">06 JULY 2021</p>



<p>Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space Dr Jitendra Singh today said that a Common Eligibility Test (CET) for job aspirants will be conducted across the country from early 2022. This unique initiative undertaken with the personal intervention of Prime Minister Narendra Modi to screen and shortlist candidates for recruitment to Central Government jobs was scheduled to take off with the first such test before the end of this year, but is likely to get delayed on account of COVID pandemic, he said.</p>



<p>Speaking after the launch of e-Book Civil List-2021 of IAS officers, Dr Jitendra Singh said, the Common Entrance Test is a path-breaking reform carried out by Department of Personnel &amp; Training (DoPT) to bring about “Ease of Recruitment” for young job aspirants and it will prove to be a major boon for youth, especially those living in far-flung and remote areas. This landmark reform is also a reflection of Prime Minister Narendra Modi’s deep and sensitive concern for the youths and his keenness to provide level playing field and equal opportunity to youth across the country, he added.</p>



<p>The Minister further informed that the National Recruitment Agency (NRA) for conducting Common Eligibility Test has been constituted with the approval of the Union Cabinet. NRA will conduct CET to screen/shortlist candidates for jobs in Government sector for which recruitment is presently carried out through the Staff Selection Commission (SSC), Railway Recruitment Boards (RRBs) and Institute of Banking Personnel Selection (IBPS).</p>



<p>Dr.Jitendra Singh said that the NRA will be a multi-agency body which will conduct the common test to screen and shortlist candidates for Group-‘B’ and ‘C’ (non-technical) posts. The most significant feature of this reform is that every district in the country will have at least one Examination Centre which would greatly enhance access to the candidates living in far-flung areas, he added.</p>



<p>Dr.Jitendra Singh said that the historic reform will provide a level playing field to all the candidates, regardless of his or her background or socio-economic status. There will also be a huge benefit to women and Divyang candidates and for those who find it financially unaffordable to appear for multiple tests by travelling to multiple Centres.</p>



<p>DrJitendra Singh said that the push given to DoPT in the last seven years by the Narendra Modi Government resulted in a number of innovations and reforms for the common public good. Referring to a series of out of box decisions since May 2014, he said that the decision to do away with the time old practice of getting documents attested by a gazetted officer and replacing the same with self-attestation, three-month Central Government stint as Assistant Secretaries for IAS officers in the beginning of their career are far reaching in nature.</p>



<p>Speaking about the e-Book IAS Civil List 2021, Dr Jitendra Singh said, the dynamic list will help in selecting the right officer for the right assignment based on available profile and is a vital source of information on the officers manning various posts for the general public. He said, the e-book IAS Civil list is an effort by the Department to contribute towards Digital India initiative of the Government of India. This effort will also ensure economic utilization of resources by reducing the burden on the government exchequer, he added.</p>



<p>This is the 66th edition of Civil List and first edition of e-book in pdf with unique search facilities and hyperlinking of contents for ease of access of information at a click of button. By introducing publication of e-Book IAS Civil list 2021, DoPT has done away with the printing of voluminous IAS Civil list. The IAS Civil List contains vital information in respect of officers’ batch, cadre, present posting, pay scale, qualification and date of superannuation along with their overall cadre-wise strength, number of IAS officers retiring in next five years including number of IAS officers appointed on the basis of Civil Services Examination from 1969 onwards. The list also contains photographs of IAS officers.The e-book IAS Civil List, 2021 is also available on the website of the Department at https://dopt.gov.in.</p>

<p>G.S.R. 733(E).- In exercise of the powers conferred by sub-section (3) of Section 10 read with section 59 of Lokpal and Lokayuktas Act, 2013 (1 of 2014), the Central Government hereby makes the following rules regulating<br />the method of recruitment to the post of Staff Car Driver in the Lokpal, namely: &#8211;</p>



<ol class="wp-block-list"><li><strong>Short title and commencement</strong>.- (1) These rules may be called the Lokpal (Staff Car Driver) Recruitment Rules, 2020.<br />(2) They shall come into force on the date of their publication in the Official Gazette.</li><li><strong>Number of post, classification, level in the Pay Matrix</strong>.- The number of post, its classification, and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.</li><li><strong>Method of recruitment, age limit, qualifications, etc</strong>.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.</li><li><strong>Disqualification</strong>.- No person, –<br />(a) who has entered into or contracted a marriage with a person having a spouse living; or<br />(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:<br />Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.</li><li><strong>Power to relax</strong>.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.</li><li><strong>Savings</strong>.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes, ex-Servicemen and<br />other special categories of persons, in accordance with the orders issued by the Central Government from time to time, in this regard.</li></ol>

<p><strong>1. Short title and commencement.</strong>&#8211; (1) These regulations may be called the Employees’ State Insurance Corporation, Lower Division Clerk (Group ‘C’ Post) Recruitment Regulations, 2020.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>

<p>I am directed to refer to Directorate’s letters of even number dated 15.05.2019, 05.07.2019, 12.09.2019 and 11.10.2019 regarding filling up of the vacancies earmarked for sports quota in accordance with the instructions issued by the Department of Personnel &amp; Training (DOP&amp;T).</p>

<p><em>‘<strong>while making recruitment under sports quota, Circles are required to notify such vacancies without restricting them to a specific sport/ discipline or to specific gender. The notification shall invite all meritorious sports persons belonging to approved disciplines and recruitment to these vacancies shall thereafter be made based on criteria stipulated in DOP&amp;T O.M. No. 14034/01/ 2013-Estt. (D) dated 03.10.2013.</strong>”</em></p>

<p>3. Despite these instructions, references were received from various circles conveying that recruitment of meritorious sport persons in all the approved disciplines included in the instructions of DOPT will hinder development of teams at national level in any particular discipline. Thus, Circles were seeking clarification in this regard.</p>



<p>4. The matter was examined in detail and It was decided by the Competent Authority to obtain the advice of DOP&amp;T in the matter. DOPT has advised as under: &#8211;</p>



<p><em>“<strong>we may advise DoP that their pursuit of participating at major sporting events related to 13 identified sports disciplines has no bearing on appointment of meritorious sportsperson as per O.M. dated 03.10.2013, as the two are separate activities, DoP may participate In events relating to the proposed 13 sports disciplines by forming their own teams.  However, if any post is to be filled under the sports quota, meritorious sports persons relating to any of the 43 discipline are equally eligible to apply for such posts, in terms of O.M. dated 03.10.2013. Such appointment cannot be linked to development of a team to represent DoP at a national level.</strong></em></p>



<p>6. With regard to O.M, dated 03.10.2013, it may be informed to the Administrative Department that the said instructions are issued to provide incentives to already meritorious sportsperson who have achieved in their respective sports in the form of recruitment, promotion, increment etc. No such provision of recruiting sportsperson for formation of team in particular sports discipline is available in the said instructions. Therefore, restricting sports disciplines to 13 (in place of total 43 disciplines given in DoPT instructions) by the AD with the motive of developing team in a particular discipline appears to be denying right to sports persons of other disciplines to get the above mentioned incentives which is not considered to be in consonance with the above mentioned instructions issued by DoPT.”</p>



<p>5. In view of the above, Circles are requested to fill up the vacancies earmarked for sports quota in strict compliance with DOP&amp;T O.M. No. 14034/01/2013 -Estt. (D) dated 03.10.2013, as amended from time to time. Further, Circles may note that DOP&amp;T vide O.M. No. 140341/2013 (D)-Estt. dated 01.09.2020 (copy enclosed) has provided a list of 63 sports disciplines which have been identified for recruitment under sports quota.</p>



<p>6. The notification issued by the circles shall invite applications from meritorious sports persons belonging to all approved disciplines. If any circle has already notified sports quota vacancies for a limited number of sports disciplines and selection of candidates against such notification has not been finalized , such notification may be cancelled forthwith and a fresh notification accordance with the guidelines.</p>



<p>7. Further, as communicated vide letter of even number dated 15.05.2019, field trial shall not be conducted and selection of candidates will be done as per the criteria outlined in the guidelines issued by DOPT from time to time.</p>



<p>8. Circles may take note that no further reference on the issue of restricting the recruitment to a limited sports discipline and conducting field trial shall be entertained by the Directorate.</p>

<p>G. S. R. 124.- In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the India Meteorological Department (Administrative Cadres Group’A’) Recruitment Rules, 2000 except as respects things done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group ‘A’ Administrative Office Grade-I posts in the office of the India Meteorological Department, Ministry of Earth Sciences, namely :-</p>



<p>1. <strong>Short title and commencement</strong>. &#8211; (1) These rules may be called the India Meteorological Department (Administrative Cadres Group ‘A’) Recruitment Rules.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>2. <strong>Number of posts, classification and Level of pay in Pay matrix</strong>. &#8211; The number of posts, their classification and the level of pay in Pay matrix attached thereto shall be as specified in Column 2 to 4 of the said Schedule.</p>



<p>3. <strong>Method of recruitment, age limit and other qualifications etc</strong>. . &#8211; The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in Columns 5 to 13 of the Schedule aforesaid.</p>

<p>4. <strong>Disqualification. &#8211; No person . &#8211;</strong></p>



<p>(a) who has entered into or contracted a marriage with a person having a spouse living, or<br />(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts.</p>



<p>Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party the marriage and there are other grounds for so doing, except any person from the operation of this rule:</p>



<p>5. <strong>Power to relax</strong> .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.</p>



<p>6. <strong>Savings </strong>.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.</p>

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Finance (Department of Revenue) Staff Car Drivers and Despatch Riders/ Scooter Drivers Recruitment Rules, 1994, except as respects thing done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Driver (Grade-I, Grade-II and Ordinary Grade) and Despatch Riders or Scooter Drivers in the Ministry of Finance, Department of Revenue, namely: –</p>



<p><strong>1. Short title and commencement.</strong>  (1) These rules may be called the Ministry of Finance, Department of Revenue, Staff Car Drivers (Grade-I, Grade-II and Ordinary Grade) and Despatch Riders or Scooter Drivers Recruitment Rules,<br />2020.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p><strong>2. Application.</strong> These rules shall apply to the posts specified in the column (1) of the Schedule annexed to these rules.</p>



<p><strong>3. Number of posts, their classification and level in pay matrix. </strong>The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.</p>



<p><strong>4. Method of recruitment, age-limit, qualification, etc. .</strong>  The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.</p>

<p><strong>Subject : Inclusion of sports disciplines in the list of games for recruitment of meritorious sports persons to any post in Group &#8216;C&#8217; in Ministries /Department of Government of India- regarding.</strong></p>



<p>The undersigned is directed to say that consolidated instructions to provide incentives for recruitment of meritorious sportsperson were issued vide Department of Personnel &amp; Training Office Memorandum No. 14034/l/2013-Estt.(D) dated 3.10.2013. As per the O.M., forty three (43) sports disciplines have been identified for appointment of meritorious sportsperson to Group ‘C’ posts.</p>



<p>2. A proposal has been received from Department of Sports for inclusion of some more disciplines in the above list of Sport disciplines for recruitment of sportsperson to any Group &#8216;C&#8217; post in Ministries/ Department of Government of India.</p>



<p>3. It has now been decided to accept the recommendation of Department of Sports. Accordingly, the list of Sports/ Games, as contained in para A IV of this Department’s O.M. No.14034/1/2013 -Estt.(D) dated 3.10.2013 for the purpose of recruitment of sportsperson in Government of India is hereby revised. A revised updated list of sixty three (63) sports disciplines/games covered by the scheme is&nbsp;<strong>Appended</strong>.</p>

<p>The Union Cabinet chaired by Prime Minister Narendra Modi today approved the proposal to set up the National Recruitment Agency (NRA), marking a paradigm shift in government recruitment.</p>



<p>At present, candidates seeking government jobs have to appear for separate examinations conducted by multiple recruiting agencies for various posts. Candidates have to pay fee to multiple recruiting agencies and also have to travel long distances for appearing in various exams.</p>



<p>Approximately 1.25 lakh government jobs are advertised every year for which 2.5 crore aspirants appear in various examinations. A common eligibility Test would enable these candidates to appear once and apply to any or all of these recruitment agencies for the higher level of examination.</p>



<p>The NRA will conduct the Common Eligibility Test (CET) for recruitment to non-gazetted posts in government and public sector banks. This test aims to replace multiple examinations conducted by different recruiting agencies for selection to government jobs advertised each year, with single online test.</p>



<h3 class="wp-block-heading">Salient features.</h3>



<ul class="wp-block-list"><li>The Common Eligibility Test will be held twice a year.</li><li>There will be different CETs for graduate level, 12th Pass level and 10th pass level to facilitate recruitment to vacancies at various levels.</li><li>The CET will be conducted in 12 major Indian languages. This is a major change, as hitherto examinations for recruitment to Central Government jobs were held only in English and Hindi.</li><li>To begin with CET will cover recruitments made by three agencies : viz. Staff Selection Commission, Railway Recruitment Board and the Institute of Banking Personnel Selection. This will be expanded in a phased manner.</li><li>CET will be held in 1,000 centres across India in a to bid remove the currently prevalent urban bias. There will be an examination centre in every district of the country. There will be a special thrust on creating examination infrastructure in the 117 aspirational districts.</li><li>CET will be a first level test to shortlist candidates and the score will be valid for three years.<br />There shall be no restriction on the number of attempts to be taken by a candidate to appear in the CET subject to the upper age limit. Age relaxation for SC/ST and OBC candidates as per existing rules will apply.</li></ul>



<p><strong>Advantages for students</strong></p>



<ul class="wp-block-list"><li>Removes the hassle of appearing in multiple examinations.</li><li>Single examination fee would reduce financial burden that multiple exams imposed.</li><li>Since exams will be held in every district, it would substantially save travel and lodging cost for the candidates. Examination in their own district would encourage more and more women candidates also to apply for government jobs.</li><li>Applicants are required to register on a single Registration portal.</li><li>No need to worry about clashing of examination dates.</li></ul>



<p><strong>Advantages for Institutions</strong></p>



<ul class="wp-block-list"><li>Removes the hassle of conducting preliminary / screening test of candidates.</li><li>Drastically reduces the recruitment cycle.</li><li>Brings standardization in examination pattern.</li><li>Reduces costs for different recruiting agencies. Rs 600 crore savings expected.</li></ul>



<p>The Government also plans to provide outreach and awareness facility to assist candidates in rural and far flung areas to familiarize them with the online examination system. 24×7 helpline will be set up for answering queries, complaints and queries.</p>



<p>National Recruitment Agency will be a Society registered under the Societies Registration Act. It will be headed by a Chairman of the rank of the Secretary to the Government of India. It will have representatives of Ministry of Railways, Ministry of Finance/Department of Financial Services, the SSC, RRB &amp; IBPS. The Government has sanctioned a sum of Rs. 1517.57 crore for the National Recruitment Agency (NRA). The expenditure will be undertaken over a period of three years. It is envisioned that the NRA would be a specialist body bringing the state-of-the-art technology and best practices to the field of Central Government recruitment.</p>
