<p>A committee has been constituted under the Chairmanship of Dr. B. D. Athani, Principal Consultant, Directorate General of Health Services, Ministry of Health and Family welfare on cadre restructuring of Physiotherapists of four Central Government Hospitals of Delhi i.e. Safdarjung Hospital, Dr. Ram ManoharLohia Hospital, Smt. SuchetaKriplani Hospital and Kalawati Saran Children Hospital. The Terms of Reference (TOR) of the Committee are as under:</p>



<ul class="wp-block-list"><li>To review the structure of Physiotherapy Cadre in Safdarjung Hospital, Dr, RML Hospital, Lady Hardinge Medical College and SSK and Kalawati Saran Children’s Hospital along with the feeder cadre, so as to harmonise the functional need with the legitimate career expectations of   its members.</li><li>To assess the magnitude of stagnation in various grade and suggest remedial measure, both short term and long term and to reduce promotional blocks and at the same time prevent gaps from building up.</li><li>To suggest measures to enhance the effectiveness of service and capacity building of the staff.</li><li>To take view and suggestion of the stakeholders i.e. participation Hospitals, its Union and Members of the service for cadre review.</li><li>To Examine any issue as referred to it by the Hospitals.</li><li>To review the Physiotherapy Cadre in these Hospitals keeping in view of the increased work load.</li></ul>



<p>The Minister of State (Health and Family Welfare), ShAshwini Kumar Choubey stated this in a written reply in the Lok Sabha here today.</p>

<p>Responding to the communication received from Railway Board vide letter dated 30/11/2017 seeking views of the Federation on priority, NFIR vide its letter dated 11/12/2017 gave detailed  justification for implementation of 7th CPC recommendations for introduction of revised cadre of Medical Laboratory Staff on Indian Railways and also suggested the Railway Board to convene a meeting. Subsequently, Federation has written letters dated 24/04/2018 and 24/10/2018 to Railway Board. There is however, no response from Railway Board.</p>



<p>In this connection, Federation reiterates that the inaction on the part of Board has been causing disappointment and frustration among the Laboratory Staff of Medical Department in Railways especially when some relief has been given through recommendation by 7th CPC. Federation further states that it is willing to discuss the subject in detail for reaching conclusion.</p>



<p>NFIR, once again urges upon the Railway Board to expedite action in the matter and apprise progress to this office soon.</p>

<p>Subject: <strong>Enhancement of rate of stipend being paid to Interns in Central Government Institutes / Hospitals w.e.f 01.01.2018 &#8211; sanction &#8211; regarding</strong></p>



<p>In continuation of this Ministry&#8217;s letter number No. S.11014/4/98- ME-I dated 28.03.2016, the undersigned is directed to convey the approval of the competent authority to revise the rate of stipend to interns borne on the authorized strength of the Central Government institutions under the control of this Ministry viz. LHMC, New  Delhi, JIPMER, Pondicherry, DT.RML Hospital, New Delhi, VMMC &amp; Safdarjung Hospital, New Delhi, All India Institutes of Medical Sciences, North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences etc to <strong>Rs.23,500/- </strong>(Rupees Twenty Three Thousand Five hundred only) per month w.e.f. 01.01.2018 and until further  orders.</p>



<p>2. The expenditure involved shall be met from within the sanctioned budget grant of the concerned institute / Hospital.</p>



<p>3. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their ID No.12-07 /2018-E.Ill (A), dated 18.12.2018.</p>

<p align="left">Sub: <strong>Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendations of the Seventh Central Pay Commission. </strong></p>
<p>The undersigned is directed to draw attention to Para 3 (F) of this Ministry’s OM No. 5.11011/16/2016-CGHS (P)/EHS, dated 09.01.2017 regarding monetary ceiling for direct consultation with specialist in Central Government/State Government/Municipal Hospitals, wherein it was mentioned that ”The monetary ceiling for determining the entitlement for direct consultation with Specialists in Central Government / State Government / Municipal Hospitals will continue at the existing rates until revision of the same after consultation with Ministry of Finance.&#8221;</p>
<p>2. The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it has been decided to remove monetary ceiling for direct consultation with Specialists in Central Government /State Government Municipal Hospitals and there is no bar on direct consultation with Specialists in Central Government/State Government/Municipal Hospitals.</p>
<p>3. Other contents of the above said OM will remain unchanged.</p>

<p>In case of doctors, every year, on the basis of vacancies projected by the Ministry of Health and Family Welfare, Union Public Service Commission (UPSC) conducts Combined Medical Services Examination for recruitment of Medical officers of GDMO sub-cadre of Central Health Services. For filling up of vacant posts belonging to Specialists sub-cadres of Central Health Service, requisitions are also sent to UPSC. Based on the recommendations received from UPSC, candidates are given offer of appointment. Pending recommendations from UPSC, concerned units are permitted to make contractual appointments against the vacant posts, as a stop-gap arrangement, in public interest, till the time regular incumbent joins the post.</p>
<p>The rest of the vacant posts other than the doctors are filled as per the requirement of the respective Hospitals in terms of Recruitment Rules on regular basis, through contractual appointment as a stop-gap arrangement and on outsource basis on the basis of approval received from the Ministry.</p>
<p>The Minister of State (Health and Family Welfare), Sh Ashwini Kumar Choubey stated this in a written reply in the Lok Sabha here today.</p>

										<content:encoded><![CDATA[<p><strong>Doctors in Government Hospitals</strong></p>
<p>Health being a State subject, the responsibility for improving the functioning of the State Government hospitals is under the jurisdiction of respective State Governments. The information in respect of State Government hospitals is not maintained centrally.</p>
<p>So far as Central Government hospitals under the administrative control of this Ministry is concerned, based on the requisitions received from various Government Hospitals/Institutes/Units, posts are encadred as per norms in Central Health Service (CHS) thereby increasing the number of sanctioned posts of doctors.</p>
<p>Insofar as the three Central Government Hospitals in Delhi viz. Safdarjung Hospital, Dr. RML Hospital and Lady Hardinge Medical College &amp; Associated Hospitals are concerned, performance of these hospitals regarding patient health care services is regularly monitored by the Hospitals/Government. The day to day activities in these hospitals, like sanitation, patient flow, hospital infection control practices, attendance of staff, etc. are supervised by the Medical Superintendents/Additional Medical Superintendents as well as by the Supervisory staff to maintain hygiene and sanitation.</p>
<p>Status of functional and non-functional equipments is regularly monitored. In order to provide state-of-the-art facilities and basic amenities to the patients, latest high-end Test machines/equipments are procured by these hospitals as per the need arising from time to time.</p>
<p>Besides the above, several steps have been taken by the Government to improve the overall satisfaction of the doctors working in Government Hospitals:</p>
<blockquote><p>(i) Enhancement of retirement age in all four sub-cadres of Central Health Service (CHS) to 65 years w.e.f 31.05.2016 to retain the talent.</p>
<p>(ii) Introduction of time-bound promotions for doctors under Dynamic Assured Career Progression (DACP) Scheme, upto Senior Administrative Grade (SAG) level.</p>
<p>(iii) The duration of study leave to pursue higher studies/research work has been increased to 36 months for CHS officers instead of 24 months in other cases.</p>
<p>(iv) The benefit of Non-Functional Upgradation (NFU) has been granted to CHS doctors.</p>
<p>(v) The Ministry has started Foundation Training Programme (FTP) for newly recruited CHS Officers.</p>
<p>(vi) Electronic submission of Annual Performance Appraisal Report (APAR) on Smart Performance Appraisal Report Recording Online Window (SPARROW) software has been introduced for CHS.</p>
<p>(vii) Counseling pattern has been introduced for recruitment in GDMO sub-cadre.</p>
<p>(viii) Annual Preventive Health Check-Up introduced for doctors over 40 Years of age.</p></blockquote>

<p>Subject: <strong>Revision of rates of Operation Theatre allowance (Special allowance) to the Nursing Personnel working in Central Government Hospitals as per recommendations of  the 7th CPC &#8211; regarding</strong>.</p>
<p>Consequent upon the decision taken by the Government of India on the recommendations of the 7th Pay Commission, the President is pleased to revise the rate of Operation Theatre allowance (Special allowance renamed as Operation Theatre allowance) from Rs.360/-per month to Rs.540/- per month to the Nursing Personnel working in the following specialized areas in Central Government Hospitals / Institutions under the Ministry of Health &amp;Family welfare</p>
<p>a. All Major Operation Theatres.<br />
b. All Intensive Care Units / Intensive Care Treatment areas<br />
c. Coronary Care Units /Cardiac Catheterization Laboratories<br />
d. Dialysis Unit/ Ward and Transplant Units/ Wards<br />
e. Intensive Care Units for Burns<br />
f. Tetanus Wards and Rabies Wards<br />
g. Paediatric Nursery/ Neonatal Units</p>
<p><strong>Operation Theatre allowance admissible to nursing personnel is subject to the following conditions:</strong></p>
<blockquote><p>i. The allowance shall be paid to the nursing personnel for such period only when the concerned staff is actually working in the specified areas. The minimum period for working in the specialized areas will be two to three years.</p>
<p>ii. No Nursing Officer with less than one year of service is to be posted. for duty in these areas.</p>
<p>iii. This allowance is restricted to 35% of  the total staff strength of nursing staff of any hospital/ Institution.</p></blockquote>
<p>3. The revised rates of allowances shall be admissible with effect from the 1st of July, 2017.</p>
<p>4. This issues with the approval of Deptt of Expenditure vide ID No.A.27023/1/2017/E.II.B(7th CPC)/Pt. dated 14.09.2017.</p>

										<content:encoded><![CDATA[<p><strong>Ministry of Health instructs all hospitals to buy only Khadi products</strong></p>
<p>New Delhi: Khadi and Village Industries Commission (KVIC) which has, in the last six months, bagged large orders from several public and private sector companies since the Narendra Modi government came to power, has bagged the largest ever order from the Ministry Of Health on February 16, 2017.</p>
<p>According to the order issued by the Ministry of Health, its 23 Central Government hospitals and Medical research institutions across the country, such as AIIMS, NIMHANS and others, will buy Khadi products only. The 46 Khadi products which are approved by the Ministry ranges from bed sheets, abdomen sheets , dressing towels, surgeon gown , surgical patient gown to soaps , Khadi phenyl and herbal shampoo. The total procurement cost of these items will be over Rs. 150 crore. The items will be supplied by KVIC over a period of seven to eight months times as per the individual requirements.</p>
<p>&#8220;Ministry of Health adopting Khadi for hospitals and staff is a significant symbol of Khadi being the most natural and organic skin friendly fabric. The Prime Minister’s vision and support in promoting Khadi on ever newer horizons is a matter of great pride to KVIC,&#8221; said KVIC Chairman, VK Saxena.</p>
<p>A list of 45 items has been circulated for the exclusive use of hospitals and autonomous institutes associated with the health ministry. The list was finalised based on the recommendation of a committee set up by the Ministry after Saxena met Health Minister J.P. Nadda in November 2016.</p>
<p>Last year, the sale of Khadi products was at Rs 1,510 crore and is projected to grow by 35 percent in the current financial year. Sales have boomed over the last few years as the government has pushed Khadi.</p>
<p>On October 2, 2016, KVIC launched ‘Khadi Institutions Registration and Certification Sewa’ (KIRCS), an online portal for registration of new Khadi institutions and for bringing more and more people to join Khadi activities in the rural areas. This has reduced time taken for registration of a new Khadi institution from three years to just 45 days.</p>

<div><em>** New grade of Chief Technical Officer (MLT) for promotional avenues for Senior Technical Officer (STO) and managing the Technical supervision of four central hospitals.</em></div>
<div><em>#  Upgradation has been proposed to establish parity in pay scales for suitable placement as per their upgraded professional qualification.</em></div>
<div><em>## There is a reduction of 10 posts of Technical Office in the four central hospitals in the proportion i.e. SJH (-3) + RMLH (-4) + LHMC (-3).</em></div>

<div>3.  RRs for all these posts may be revised on priority basis as per the proposed qualifications etc. in consultation with DoP&amp;T.</div>

<div>4. The Designations and the Grade Pays of all the posts may be revised as approved.</div>
<div></div>
<div>5.  As decided in the meeting held on 24.05.2015, the proposal of MoH&amp;FW all exising Medical Laboratory staff at level 1 &amp; 2 may be considered for promotion based on length of service based on DoP&amp;T Guidelines.</div>
<div></div>
<div>6.  Ministry is advised to form a common cadre of all the Laboratory staff working in the four Government Hospitals with a new nomenclature, and service rules.</div>
