What is the first month salary of new Central Government employees?

“There is lot of curiosity among young job seekers to know the average first-month salaries of Central Government employees.”

There is no defying the fact that almost all Indian youth, who have completed their education, do dream of getting a CG employment. The perks are plenty – job stability, good pay, regular increments and countless benefits…!

In its report, the Seventh Pay Commission has said that while the CG should be employing about 40,48,707 workers to carry out its tasks, it currently has only about 33,01,536 persons working for them. In other words, as on January 1, 2014, there are about 7,47,171 vacancies in various CG departments.

According to data, there are 9,47,586 Central Government employees between the ages of 50 and 60. Since, on an average, about one lakh employees retire each year, it is easy to conclude that there is a steady requirement for employees in Central Government departments.

UPSC and SSC are two different bodies that conduct exams for recruitment to central government. Between January 2004 and 2014, about 11,13,329 employment orders have been issued for various Central Government posts.

Central Government employees are currently classified as A, B and C. The designation, basic salary and other benefits of an employee are calculated based on this classification. As of January 2014, there are 91,501 higher officials in Group A; 2,80,892 officials in Group B; and 29,29,143 employees in Group C. Rs. 1,29,599 crores was the money spent on giving pay and allowances to all these employees in the year 2012-13. This is about 1.30 percent of the country’s total GDP.

Central Government employees salaries and benefits are currently being paid as per the recommendations of the Seventh Pay Commission. Rs. 18,000 is the minimum wages and Rs. 2,50,000 is the maximum wage that is being paid. The table below provides detailed list of the minimum and maximum wages of Central Government employees as per all the Pay Commissions – from the First to the Sixth.

Calculations of Dearness Allowance, House Rent Allowance, and Transport Allowance are usually done based on the city where the employee is posted. A Central Government employee is entitled to many other benefits too. These are decided based on factors like designation, nature of the job, location, etc.

Statement of Srikant Kumar Jena on Consumer Price Index

Shri Srikant Kumar Jena, Minister of State (Independent charge), Ministry of Statistics and Programme Implementation announced the release of the monthly provisional Consumer Price Index (CPI) on Base 2010=100 along with annual inflation rates for September 2013, compiled by the Central Statistics Office. Final CPI numbers for the month of August 2013 have also been released.

All India General (all groups) CPI numbers of September 2013 for rural, urban and combined are 137.8, 134.0 and 136.2 respectively.

Provisional annual inflation rate based on all India general CPI (Combined) for September 2013 on point to point basis (September 2013 over September 2012) is 9.84%. The corresponding inflation rates (provisional) for rural and urban areas are 9.71% and 9.93% respectively. Inflation rates (final) for rural, urban and combined for August 2013 are 8.93%, 10.32% and 9.52% respectively.

Provisional annual inflation rates of September 2013 for rural, urban and combined in respect of ‘food and beverages’ are 11.48%, 11.36% and 11.44% respectively.

This has the reference to your office letter 127/PM/G II/C-266 dated 17.07.2013 on the subject cited above.

2. In this context, I am directed to convey that GIO (1) below FR 26 provides that where a person has been selected for regular appointment and before formally taking over the charge of the post for which selected person is required to undergo training, training period undergone by such a Government servant whether on remuneration or otherwise counts as duty for the purpose of drawing increments. This order is applicable only in case of direct recruits. Further Rule 10 of CCS (RP) Rules, 2008 provides that employees completing six months and above in the revised pay structure as on 01st Jul will be eligible to be granted the Increment. Thus, from the contents of GIO (1) below FR 26 read with Rule 10 of CCS (RP) Rules, 2008, it is clear that “a Government servant who has completed the six month service including training period (whether on remuneration or otherwise) as on 01st Jul will be eligible for increment.” This is applicable only in case of direct recruits.

This issues with the concurrence of DDG (PAF) vide Diary No. TTL-4-PEA dated 11.10.2013.

Sub: Modified Assured Career Progression Scheme (MACPS) for Railway employees – clarification – reg.

Ref: (i) Railway Board’s letter No.PC-V/2009/ACP/2 dated 31/01/2013.
(ii) NFIR’s letter No.IV/NFIR/MACPS/09/Pt.7 dated 29/07/2013.

NFIR vide its letter dated 29/07/2013 had invited attention of Railway Board to their letter dated 31/01/2013 wherein clarifications have been issued by Board contrary to the instructions issued by DoP&T vide 0.M. dated 4th 0ctober, 2012 allowing benefit of MACPS in the following situation:-

“Financial upgradation under MACPS, in the case of staff who joined another Unit/0rganisation on request.”

The benefit of MACPS has been allowed by DoP&T pursuant to the decision in the meeting held with the Staff Side (under item no.6) to resolve anomalies arising out of implementation of MACPS.

2. In this connection, NFIR wishes to reiterate that the modified instructions issued by Railway Board vide letter dated 31/01/2013 making amendment to DoP&T instructions, have put a large number of railway employees to disadvantageous position. Federation further wishes to state that there was no necessity for making changes in the DoP&T 0.M. as the process of fixation of pay of staff while implementing MACPS could have easily taken care of the element of protected pay and did not warrant any amendment as has been done by Railway Board.

NFIR, therefore, once again urges the Railway Board to see that 0.M. dated 4th 0ctober, 2012 is implemented in toto and the instructions dated 31/01/2013 are withdrawn. A copy of instructions thus issued may be endorsed to the Federation.

This below information was given by the Union Minister of Health & Family Welfare ShriGhulamNabi Azadin written reply to a question in the LokSabha yesterday.

This Ministry has been receiving complaints/grievances in respect of the following major aspects.
1.Administrative:- Misbehavior by medical and paramedical staff, Shortage of staff,  Punctuality etc.

2. Technical:- Delay in settlement of medical reimbursement claims (MRCs),  Supply of substitute medicines instead of the prescribed by the Govt. specialists, Delay in supply of indented medicines, etc.

3. Related to empanelled hospitals: Denial of credit facility, Misbehavior of hospital doctors/staff, overcharging, etc.

4. Related to Internet accessibility: Disruption in services due to breakdown in internet connectivity,  etc.

To redress the grievances/complaints, the following steps have been taken:

Administrative :-Instructions have been issued to the doctors /para-medical staff working in CGHS to be polite and courteous in their behaviour with the patients. In specific cases transfers have also been made and disciplinary actions initiated. Contractual doctors are appointed to meet the requirement of Medical Officers. Regular inspections are carried out.

Technical:-The time limit for clearance of MRC bills has been fixed. CGHS doctors are advised to prescribe generic medicines to the maximum extent. The indented medicines are supplied through various local chemists to avoid the delay.

Related to empanelled hospitals: Penalty is imposed and suitable action is initiated against the erring empanelled private hospitals.

Related to Internet accessibility: -Medical Officers have been instructed not to stop to provide the consultation/treatment in case of failure of internet connection.

Apart from the above, SMS Alert system has been introduced aiming at bringing transparency in delivery of services as major initiative. Redressal Committees have also been formed by CGHS.

The allocation of financial resources is based on the evaluation of specific requirements/demands projected by the CGHS units and availability of resources.
