<p class="has-text-align-center"><strong>Monthly CGHS contribution</strong></p>



<p>Central Government employee is considered a CGHS beneficiary once CGHS contribution is regularly deducted from their monthly salary. However, merely having the contribution deducted does not automatically ensure the issuance of a CGHS card. The employee is required to submit the prescribed application form to their respective Administration/ Establishment branch to initiate the issuance process of the CGHS card.</p>



<ul class="wp-block-list">
<li>Monthly CGHS deduction from salary signifies eligibility.</li>



<li>The employee must <strong>submit an application</strong> in the prescribed format to the Administration Branch.</li>



<li>The CGHS card is issued <strong>only after proper application</strong> and processing.</li>



<li>Failure to apply may result in <strong>non-issuance</strong>, despite ongoing contribution.</li>
</ul>



<p>Regular deductions without application do not suffice for availing CGHS benefits; formal application is mandatory.</p>

<p>The undersigned is directed to refer to MoOH&amp;FW OM No. S-6252/2003-2004-R&amp;H/CGHS/CGHS(P) dated 15.0.2004 (copy enclosed) on subject cited above.</p>



<p>2. All SDGs/ADGs are requested to ensure that all the employees of CPWD who are contributing towards the CGHS are issued with CGHS card. In case where the Govt. Servant in spite of written intimation/Memorandum do not apply for a CGHS card, such cases may be immediately reported to Senior Officers for taking suitable action.</p>

<p class="has-text-align-left">The undersigned is directed to state that various Ministries/ Departments of the Govt. of India are raising the question of accrual of CGHS benefits to the ‘Central Govt. Servants.</p>



<p>2. In this connection, it is stated that as per CGHS rules, th benefits Of CGHS accrue from the date on which the Central Govt. Servant applies for a CGHS card. Further, the CGHS is a compulsory scheme for all Central Govt. employees having their place of residence as recorded in the service book in an area covered by a CGHS dispensary. Therefore, as soon as the Govt. employee joins a particular Office and intimates his/her residential address that falls in a CGHS covered areas, the Administration Branch officially intimates the Cash Branch to start deducting the monthly CGHS contribution from the salary of the Govt. Servant. This is not linked/made conditional to the Govt. Servant filling up the necessary forms and applying to his Administration Branch for getting a CGHS card.</p>



<p>4. In some cases, the administrative Ministry/ Department have referred medical reimbursement cases to the Department of Health wherein the Govt. servant has been regularly contributing towards the CGHS by way of deductions from the monthly salary but he/she has not applied to his Administration Branch for obtaining a CGHS Card by filling up the necessary forms.</p>



<p>3. The Matter has been considered in the Department of Health and it is of the view that if the CGHS contribution were being compulsorily deducted from the monthly salary of the Govt. employee, it would be unfair to deny the Govt. servant the benefit of CGHS facilities merely on the ground that he/she had not applied to the Administration Branch for getting a CGHS card. As a Matter of fact, if the concerned Office/ Department is regularly deducting the CGHS contribution from the monthly salary of the Govt. servant, it is the. responsibility of the said Office/Department to ensure that a CGHS card is issued to such Govt. servants.</p>



<p>4. In view of the above, the Administration/ Estt. Branch of all the Ministries/ Departments of the Govt. of India are requested to ensure that all such Govt. servants who are contributing towards the CGHS are issued with CCHS cards.  In cases where the Govt. servant in spite of written intimation/ Memorandum do not apply for a CGHS card, such cases may be immediately reported to the Senior Officers for taking suitable action.</p>

<p>Yes, the Government of India has approved the formation of the <strong>8th Central Pay Commission (CPC)</strong>. Minister of State for Finance, Shri Pankaj Chaudhary, confirmed this decision in a written reply to the Rajya Sabha on March 25, 2025.</p>



<p>The <strong>8th CPC</strong> is expected to benefit approximately <strong>36.57 lakh</strong> Central Government civilian employees (as of March 1, 2025) and about <strong>33.91 lakh</strong> pensioners/family pensioners (as of December 31, 2024). Defense personnel and pensioners will also be included.</p>



<p>While the government has announced that the <strong>8th Pay Commission</strong> will be effective from <strong>January 1, 2026</strong>, the commission itself is likely to be constituted much earlier to allow sufficient time for deliberations and recommendations. Historical patterns suggest that pay commissions are typically formed within 2 to 5 months after their announcement. </p>



<p>As of now, the government has not specified the exact timeline for constituting the commission or the appointment of its chairman and members. Further details regarding the commission&#8217;s terms of reference and implementation schedule are awaited.</p>

<p>The staff Side of the National Council (JCM), representing the Central Government employees’ in the&nbsp;country submits the undernoted significant issues/demands of the Central Government for your for kind consideration and including same in the Union Budget 2025-2026.</p>



<h3 class="wp-block-heading">1. Constitution of the 8th Central Pay Commission for Central Government Employees and Pensioners.</h3>



<p>The Wage/Pension revision of the Central Government Employees/Pensioners including Armed Forces and Para Military Forces takes place once in 10 years and the next wage / Pension revision is due on 01.01.2026. As you are aware that any Pay Commission will take minimum 2 years for conducting its study /interaction etc. to submit its final report to the Government and the Government also will take minimum 6 months for taking decision on its implementation. Government itself says that the inflation is in the range of 4% to 7% and on an average it shall be about 9.9%. If we compare the retail prices of essential commodities and goods which are required for daily life from 2016 to 2023 they have increased by over more than 90% as per the local retail market. But we are provided only with 53% DA as on 01.07.2024. The Central Government Revenue has also doubled from the year 2015 to 2023 for which the Central Government Employees contribution is enormous. Moreover, due to acute shortage of manpower in all the Central Government Establishments each employee is forced to do the work of more than 2 employees. Due to the escalating price rise and increasing medical and housing expenditure etc. the Pensioners are also in deep trouble. It is also a fact that a major portion of the wages of the employees/Pension goes back to the Government in the name of Income Tax and GST etc. Therefore, the Hon’ble Finance Minister may kindly announce the setting up of 8th Central Pay Commission for the Central Government Employees and the Pensioners.</p>



<h3 class="wp-block-heading">2. Releasing of 18 months arrears of Dearness Allowance/Release which was frozen during the COVID-19 Pandemic period.</h3>



<p>We have been demanding to the Government that in accordance with the judgments of the Hon’ble Supreme Court and also considering the fact that the economic conditions of the country is in a satisfactory level, the 18 months DA / DR arrears due to the Central Government Employees and Pensioners which was frozen during the COVID-19 pandemic period may please be paid back to the employees and Pensioners.</p>



<h3 class="wp-block-heading">3. Restoration of Festival Advance for the Central Government Employees.</h3>



<p>In one of the meetings of the National Council (JCM) the Official Side agreed to restore Festival Advance to the Central Government Employees. Even after more than 2 years no Government orders have been issued in this regard. Since, the Festival Advance is only an interest free loan to be recovered in 10 installments, it is requested that as demanded by the Staff Side in the National Council (JCM) Rs.30,000/- per year may be sanctioned as Festival Advance.</p>



<h3 class="wp-block-heading">4. Implementation of the recommendations of the Parliamentary Standing Committee on Petitions with regard to CGHS facilities to the Central Government Employees and Pensioners.</h3>



<p>The Parliamentary Standing Committee on Petitions with regard to CGHS facilities to the Central Government Employees and Pensioners in its 162nd report on the petition&nbsp;<strong>“praying for&nbsp;</strong><strong>comprehensive medical facilities to Central Government Employees, Pensioners and their&nbsp;</strong><strong>dependents”</strong>&nbsp;to the Rajya Sabha on 10th of August, 2023 have given various recommendations for improvement of the CGHS functioning. Such as to ensure that once a referral is issued, patient should not be required to visit CGHS Doctor again for undergoing the prescribed treatment procedure / investigations, to settle the complaints on the empanelled hospitals charging excess amount from the beneficiaries, revision of the CGHS rates, establishing additional Wellness Centers, to address the issue of shortage of Doctors, to improve the attitude of Doctors and allied Staff towards the patients, to ensure availability of all types of Medicines, to improve the infrastructure of the Wellness Centers, to construct Buildings for housing the Wellness Centers, relaxation of norms with regard to setting up of new Wellness Centers and consider exploring setting up of new Wellness Centers at a rapid place in newer Towns, retired employees as well as their dependents can avail the benefits of CGHS without much hassle, setting up of more AYUSH WCs in newer cities and also undertake initiatives to popularize Indian system of medicines among the beneficiaries of CGHS etc. The Committee also recommended that a pan-India Committee comprising doctors, beneficiaries and Members of Parliament should be constituted at the top level to do brainstorming on practical things and be mandated to submit a report on the overall aspects&nbsp;of the CGHS following a review of the whole situation. We request to kindly implement all these recommendations of the Parliamentary Standing Committee.</p>



<h3 class="wp-block-heading">5. Implementation of the Parliamentary Standing Committee recommendations on Pensioners grievances.</h3>



<p>The Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice submitted its report on “Pensioners Grievances” on 10th of December, 2021. The Parliamentary Standing Committee in its report has recommended to implement the recommendations of the 7th CPC regarding Insurance amount and monthly contributions towards the Central Government Employees Group Insurance Scheme, the Committee recommended to provide additional Pension of 5% on attaining 65 years of age, 10% on reaching 70 years of age, 15% on reaching /5 years, enhancing Fixed Medical Allowance to Pensioners to Rs. 3,000/- per month, opening CGHS Centers at District locations or designating functional Government Hospitals in District Headquarters as CGHS Centers etc. None of these recommendations are implemented by the Government. We request that the Government of India may kindly implement all the above recommendation of the Parliamentary Standing Committee.</p>



<h3 class="wp-block-heading">6. Restoration of Commuted Pension after 12 years. </h3>



<p>The Staff Side of the National Council (JCM) has been demanding for restoration of the Commuted Pension after 12 years instead of the present 15 years, since the Government recovers the entire commuted Pension within 11 years with interest. Many of the State Governments are restoring the commuted portion of the Pension after 12 years. There is no justification for recovering the 40% commuted Pension from the Pensioners for 15 years. Therefore, it is requested that the Government may kindly restore the commuted Pension after 12 years from the date of commutation.</p>



<h3 class="wp-block-heading">7. Strengthening and effective function of the Joint Consultative Machinery (JCM) Scheme for the Central Government Employees.</h3>



<p>The JCM Scheme was introduced by the Government of India during the year 1964 with the object of promoting harmonious relations and of securing the greatest measure of cooperation between the Government in its capacity as employer, and the general body of the employees in matters of common concern, and with the object further, of increasing the efficiency of the public service. It is now 60 years after the scheme is introduced. While for the first 4 decades the scheme was functioning effectively with regular meetings and sorting out the problems through joint consultations and compulsory arbitrations, it is most unfortunate that during the past 2 decades the JCM Scheme is diluted and side lined in such a manner that meetings takes place very rarely, issues are pending years together without any solution resulting in arbitrary decisions by the Official Side in all the Ministries on Cadre Review/Corporatization/ Restructuring/Closure/Framing of RR/Abolition of posts etc. This has resulted in demoralization of the Central Government Employees which will have serious impact on their performance and productivity. We therefore, request the Hon’ble Finance Minister to kindly take a decision and announce in the Budget about the effective functioning of the JCM Scheme and to conduct meetings and take decisions in accordance with the constitution of the JCM Scheme.</p>



<h3 class="wp-block-heading">8. Income Tax rebate for the salaried employees.</h3>



<p>Considering the inflation and also the escalating cost of living, health care, education etc. there should not be any Income Tax on salaried income upto Rs. 10 lakh in a year. Tax deduction should be there only for the income which is over and above Rs.10 Lakh per year which means upto Rs.10 lakh income it should be tax free.</p>



<p>We sincerely hope that that your goodself will consider favourably the above-mentioned issues/ demands of&nbsp;the Central Government and proposals and the same will be included in the Union Budget 2025-26.</p>

<h3 class="wp-block-heading">Subject: Entitlement on voluntary retirement from Government service in respect of Central Government servant covered under the National Pension System.</h3>



<p>The undersigned is directed to say that the Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Implementation of National Pension System) Rules, 2021 to govern the service related matters of Central Government civil employees covered under the National Pension System.</p>



<p>2. Rule 12 of the Central Civil Services (Implementation of NPS) Rules, 2021 provides for voluntary retirement from service and entitlement on voluntary retirement from Government service in respect of a Central Government servant covered under National Pension System. The rule provides that at any time after a Central Government employee covered under NPS has completed twenty years’ regular service, he may, by giving notice of not less than three months in writing to the appointing authority, retire from service.</p>



<p>3. The notice of voluntary retirement given under sub-rule (1) shall require acceptance by the appointing authority. However, where the appointing authority does not refuse to grant the permission for retirement before the expiry of the period specified in the said notice, the retirement shall become effective from the date of expiry of the said period.</p>



<p>4. Government servant may make a request in writing to the appointing authority to accept notice of voluntary retirement of less than three months giving reasons therefore. The appointing authority, on receipt of such a request, may consider the request for curtailment of the period of notice of three months on merits and if he is satisfied that the curtailment of the period of notice will not cause any administrative inconvenience, the appointing authority may relax the requirement of notice of three months.</p>



<p>5. Government servant who has chosen to retire under this rule and has given the necessary notice to that effect to the appointing authority, shall be precluded from withdrawing his notice except with the specific approval of such authority. However, the request for withdrawal shall be made at least fifteen days before the intended date of his retirement.</p>



<p>6. This rule shall not apply to a Government servant who, &#8211;</p>



<ul class="wp-block-list">
<li>(a) retires under the Special Voluntary retirement Scheme of Department of Personnel and Training relating to voluntary retirement of surplus employees as notified by their Office Memorandum No. 25013/6/2001-Fstt. (A) dated the 28th February, 2002 as amended from time to time; or</li>



<li>(b) retires from Government service for being absorbed in an autonomous body or a public sector undertaking.</li>
</ul>



<p>7. Government servant, on voluntary retirement from service, shall be entitled to benefits admissible under the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under National Pension System) Regulations, 2015 to the Subscriber retiring on superannuation.</p>

<p>8. If the Government servant intends to continue his Individual Pension Account or to defer payment of benefits under the National Pension System beyond the date of retirement, he shall exercise an option in this regard in accordance with the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under National Pension System) Regulations, 2015.</p>



<p>9. All Ministries/ Departments are requested that the above provisions regarding entitlement on voluntary retirement from Government service in respect of a Central Government servant covered under the National Pension System may be brought to the notice of the personnel dealing with the NPS matters of employees in the Ministry/ Department and attached/ subordinate offices thereunder, for strict implementation</p>

<p class="has-text-align-center"><strong>NPS</strong></p>



<p>The undersigned is directed to say that Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Implementation of National Pension System) Rules, 2021 to govern service related matters of Central Government civil employees covered under National Pension System. Rule 6 of these rules deals with contributions by the Central Government employee into the National Pension System.</p>



<p>2. In accordance with rule 6 of the Central Civil Services (Implementation of National Pension System) Rules, 2021, the National Pension System shall work on defined contribution basis. A Government employee shall make a contribution of ten per cent or such other percentage as may be notified from time to time, of his emoluments to the National Pension System every month. The amount of contribution payable shall be rounded off to the next higher rupee.</p>



<p>3. During the period of suspension, contribution may be made by the employee at his option. However, if in the final orders passed by the Government on conclusion of the inquiry, the period spent under suspension is treated as duty or leave for which leave salary is payable, contributions to the National Pension System shall be determined based on the emoluments which the employee becomes entitled to for the period of suspension. The difference of the amount of contribution to be deposited and the amount of contribution already deposited during the period of suspension, shall be credited to the Individual Pension Account of the Subscriber along with interest. The rate of interest for this purpose would be the rate of interest as decided by the Government from time to time for the Public Provident Fund deposits.</p>



<p>4. No contribution shall be made by the Subscriber during the period of absence from duty (whether on leave or otherwise) for which no pay or leave salary is payable.</p>



<p>5. During the period of transfer on deputation to a Department or organisation under the Central Government or the State Government, the Subscriber shall remain subject to these rules in the same manner, as if he was not so transferred or sent on deputation and will continue to contribute towards National Pension System based on emoluments worked out in accordance with rule 5 of these rules.</p>



<p>6. The Subscriber shall contribute toward National Pension System during the period spent under probation.</p>



<p>7. Deduction and crediting of contributions to the Individual Pension Account during foreign service in India or outside India, including deputation to United Nations’ Secretariat or other United Nations’ Bodies, the International Monetary Fund, the International Bank of Reconstruction and Development, or the Asian Development Bank or the Commonwealth Secretariat or any other International Organisation, shall be regulated in accordance with the instructions issued by the Department of Personnel and Training from time to time and the procedure laid down by the Pension Fund Regulatory and Development Authority (PFRDA).</p>



<p>8. The Drawing and Disbursing Officer shall deduct the contribution from the salary of the Government servant and send the bill to the Pay and Accounts Officer or Cheque Drawing and Disbursing Officer, as the case may be, along with details of contributions deducted in respect of each Subscriber on or before Twentieth day of each month.</p>



<p>9. (i) The Pay and Accounts Officer or the Cheque Drawing and Disbursing Officer, as the case may be, based on the details of contributions in respect of each Subscriber sent by the Drawing and Disbursing Officer to Pay and Accounts Officer or Cheque Drawing and Disbursing Officer under sub-rule (8), shall prepare and upload a Subscription Contribution File and generate a Transaction ID by twenty- fifth day of each month.</p>



<p>(ii) The Pay and Accounts Officer or the Cheque Drawing and Disbursing Officer, as the case may be, shall remit the contribution to the Trustee Bank through the Accredited Bank by the last working day of each month. However, the contribution for the month of March shall be remitted by the Pay and Accounts Officer or the Cheque Drawing and Disbursing Officer to the Trustee Bank through the Accredited Bank on the first working day of the month of April.</p>



<p>(iii) In case of delay in crediting of contribution to the Individual Pension Account of the Subscriber beyond the prescribed timeline due to factors not attributable to the Subscriber, the amount shall be credited to the Individual Pension Account of the Subscriber along with interest for the delayed period, as determined in accordance with rule 8 of these rules.</p>



<p>10. All Ministries/Departments are requested that the above provisions may be brought to the notice of the personnel dealing with the NPS matters of employees in the Ministry /Department and attached / subordinate offices thereunder, for strict implementation.</p>

<p>The Confederation seeks your immediate intervention in the above matter and request you to kindly cause the Declaration/ Issuance of DA/ DR order’s and the Bonus order’s, timely.</p>

<p>Dearness Allowances Approval of a hike starting in July 2023 Cabinet meeting is scheduled for today, October 4, 2023, at 10:30AM. The Centre may provide a 4% DA increase to employees and pensioners ahead of Navratri on October 4, 2023. Before Navratri, the Modi government may enhance the dearness allowance for central employees and pensioners by 4%.</p>

<h4 class="wp-block-heading">Dearness Allowance Hike from July, 2023</h4>



<p>According to media reports, the Modi administration plans to give a major pre-Navratri gift to central employees and pensioners on October 4, 2023. An approval for boosting the dearness allowance of government employees and retirees is expected during a cabinet meeting chaired by Prime Minister Narendra Modi.</p>



<h4 class="wp-block-heading">Increase in dearness allowance is likely to be approved.</h4>



<p>The Union Cabinet and the Economic Affairs Committee of the Cabinet will meet at 10:30 a.m. on October 4, 2023. During this meeting, the Modi government is expected to enhance the dearness allowance for central employees and pensioners. This judgement is critical because the Election Commission can announce assembly election dates in all five states at any time. The enforcement of the code of conduct will occur immediately after the release of election dates, making it difficult for the administration to make this decision.</p>

<h4 class="wp-block-heading">A possible 4% increase in the 7th Pay Commission dearness allowance</h4>



<p>Since July, central employees and pensioners have been waiting for an increase in their dearness allowance. The central government may increase the dearness allowance from 42% to 46% beginning July 1. The dearness allowance rise is expected to be included in the October wage, and arrears from July to September may also be distributed to central employees together with the October salary.</p>



<h4 class="wp-block-heading">A timely gift before Navratri!</h4>



<p>The Navratri festival begins on October 15, and Dussehra is on October 24. Furthermore, the Election Commission may issue assembly election dates at any time. As a result, the decision to boost the dearness allowance for central govt staffs and pensioners is expected to be made on Wednesday. The Central Government&#8217;s move will assist 47 lakh employees and 68 lakh retirees, relieving them of the burden of rising inflation.</p>

<h3 class="wp-block-heading">Subject:- Strengthening of Administration- Periodic review of Central Government Employees under FR 56 (J) and Rule 48 of CCS (Pension) Rules, 1972.</h3>



<p>The undersigned is directed to refer to this office O.M. No. K-16003/1/2020 -Group B-CGA/591 dated 17.02.2022 and even No. 691 dated 21.03.2023 wherein all Pr. CCAs/ CCAs/Jt. CGAs/ CAs (I/c) were requested to undertake the periodic review in respect of CCAS (Gr. B &amp; C officials) working under their jurisdictions in terms of DoP&amp;T’s O. M. No. 25013/03/2019-Estt.A-IV dated 28/08/2020 and furnish a report to this office in the prescribed format by 2nd day of each month.</p>



<p>2. It has been observed that O/o Pr. CCAs/ CCAs/CAs (l/c) of various Ministry/ Departments do not submit the requisite information within the prescribed time limit despite the issuance of directions by this office on various occasions. Further, in some cases it is also observed that the information furnished by the Ministry/ Department is not accurate for the month for which the information is being furnished as it includes repeated figures of the previous months or cumulative figure.</p>



<p>3. The requisite information is required for further submission to Department of Expenditure, MoF. In the absence of correct information from Ministry/ Departments, this office is facing difficulty for onward submission of information to the Department of Expenditure, Ministry of Finance, Delhi in a time bound manner.</p>



<p>4. It is, therefore, once again requested to ensure strict compliance of the orders of this office and to undertake the periodic review in respect of Gr. ‘B’ &amp; ‘C’ officials of CCAS under Rule 56 (j) and Rule 48 of CCS (Pension) Rule, 1972 in terms of DoPT O.M. dated 28.08.2020. It may also be ensured that the report in the prescribed format is furnished to this office by 2nd day of each month without fail. If there is no case under ibid rules, the Ministries/ Departments is requested to furnish “NIL” information in the prescribed format to this office.</p>



<p>9. It is also to be ensured that the figures reflected in the monthly report are not repeated or cumulative in nature.</p>



<p>6. In case, the Ministries/ Departments has not furnished the report in the prescribed format to this office by 2nd day of each month, the report of the said Ministries/ Departments will be treated as “NIL”.</p>

<h3 class="wp-block-heading">Subject: Submission of claims for reimbursement of Children Education Allowance (CEA) &#8211; reg.</h3>



<p>It has been observed that some Government employees are submitting their Children Education Allowance claims for reimbursement to this Department instead of submitting to their respective Office/ Departments. In each case, Children Education Allowance and Hostel Subsidy claims shall be submitted at the office/ Department where the employee is serving or last served in case of unfortunate event of demise of Government employee as per provision of O.M. No.A-27012/ 02/2017 -Estt.(AL) dated 17-07-2018.</p>



<p>2. Ministry/Departments in which e-HRMS is operational, Government Employee shall claim the CEA through e-HRMS only. Ministry/ Departments where e-HRMS is not yet operational are requested to board on e-HRMS at the earliest.</p>

<h3 class="wp-block-heading"><strong>Sub: Option for Central Government Employees to avail CGHS benefits either for their Parents or Parents -in-law &#8211; regarding.</strong></h3>



<p>The undersigned is directed to refer to the Office memorandum No. 4(1)-18/63-H, dated 03.03.1987, issued by the Ministry of Health and Family Welfare, whereby a female Central Government employee was given the choice to include either her parents or parents-in-law for the purpose of availing the benefits under Central Government Health Scheme (CGHS) subject to the conditions of dependence and residence, etc., being satisfied.</p>



<p>2. The matter has been reviewed and the undersigned is directed to convey the approval of Competent Authority to say that hereinafter, both male and female Central Government employees will have the choice to include either their parents or parents-in-law for the purpose of availing the benefits under CGHS subject to the conditions of dependence and residence, etc., being satisfied.</p>



<p>3. The contents of Para 2 above shall be added to the definition of the term ‘Family’ for CGHS benefits.</p>



<p>4. This OM shall supersede all other OMs issued in relation to this subject.</p>
