<p>Dear Chief Secretary,</p>



<p>The Senior Citizens who are aged above 60 years and especially those with medical conditions are particularly susceptible to infections during the COVID times. MSJE alongwith Ministry of Health &amp; Family Welfare and Department of Geriatric Medicine, AllMS Delhi has prepared an Advisory to be followed by all the senior citizens and their care givers during these times.</p>



<p>I would request that this Advisory is widely publicised in all the districts, in all institutions working for senior citizens and through NGOs who are working in this area.</p>

<p><strong><u>Advisory for Senior Citizens during COVID-19</u></strong></p>



<p>Based on the Census 2011 age-cohort data, it is projected that there would be approximately 16 Crore Senior citizens (aged above 60 yrs) in the Country.</p>

<p>Senior citizens above the age of 60 years face an increased risk in COVID times. This is an advisory for Senior Citizens and their caregivers on how to protect them from increased health risk during this period.</p>



<h3 class="wp-block-heading"><strong>From whom is this?</strong></h3>



<ul class="wp-block-list"><li>Aged 60 and above particularly those with following medical conditions<ul><li>Chronic (long-term) respiratory disease, such as asthma, chronic obstructive pulmonary disease (COPD), bronchiectasis, post tuberculous sequelae, interstitial lung disease</li><li>Chronic heart disease, such as heart failure</li><li>Chronic kidney disease</li><li>Chronic liver disease, such as alcoholic, and viral hepatitis</li><li>Chronic neurologic conditions, such as Parkinson’s disease, stroke</li><li>Diabetes</li><li>Hypertension</li><li>Cancer</li></ul></li></ul>



<h3 class="wp-block-heading"><strong>Advisory for Senior Citizens who are mobile:</strong></h3>

Especially before having meals and after using the washroom. This can be done by washing hands with soap and water for at least 20 seconds Clean frequently touched objects such as spectacles Sneeze and cough into tissue paper/handkerchief. After coughing or sneezing dispose of the tissue paper in a closed bin/wash your handkerchief and hands Ensure proper nutrition through home cooked fresh hot meals, hydrate frequently and take fresh juices to boost immunity Take your daily prescribed medicines regularly.Monitor your health. <p class="has-text-align-center"><strong>CIRCULAR</strong></p>



<p>Subject: <strong>Obtaining of Life Certificate by Banks from the doorstep of the pensioners</strong></p>



<p>The
 undersigned is directed to say that instructions have been issued from 
time to time. for submission of Life Certificate by pensioners, in the 
month of November every year Attention is also drawn to the following 
circulars, meant to facilitate submission of Life Certificate by 
Pensioners and ensure Ease of Living for them:</p>



<ol class="wp-block-list"><li>&nbsp;&nbsp;&nbsp;
 CPAO/Tech/Grievances/2010-11/531, dated 30.06.2011, issued by Central 
Pension Accounting Office. New Delhi, which provides for exemption from 
personal appearance by Pensioners submitting Life Certificate. if the 
prescribed form in Annexure-XVII of Para 15.2(i) of Scheme Booklet, is 
signed by certain specified authorities.</li><li>&nbsp;&nbsp;&nbsp; CPAO/Tech/Life 
Certificate/2014-15/31-32, dated 30.01.2015, issued by Central Pension 
Accounting Office, New Delhi, which highlights the Digital Life 
Certificate mode of submission as part of Prime Minister’s “Digital 
India” scheme.</li><li>&nbsp;&nbsp;&nbsp; RBI/2014-15/587, dated 07.05.2015, issued by 
the Reserve Bank of India, prescribing mandatory issue of 
acknowledgement to Pensioners on submission of Life Certificates and 
promoting the use of Digital Life Certificates among Pensioners, which 
would eliminate the need for their physical presence at branches.</li><li>&nbsp;&nbsp;&nbsp;
 RBI/2017-18/89, dated 09.11.2017, issued by Reserve Bank of India, 
directing Banks for enabling Ease of submitting Life Certificate, 
whereby a Pensioner can submit Life Certificate in any branch of the 
pension paying Bank and the same is uploaded promptly in CBS by the 
receiving branch itself. It also directs all Banks to ensure Door-step 
submission of Life Certificate facility, along with Banking facility to 
all senior citizens of more than 70 years of age and differently abled 
or infirm persons, including pick up of cash and delivery of cash 
against withdrawal.</li><li>&nbsp;&nbsp;&nbsp; OM No. 1/20/2016-P&amp;PW(E), dated 
14.11.2017, issued by Department of Pension &amp; Pensioners’ Weifare, 
which re-iterates RBI’s concen w.r.t. old/infirm pensioners, for whom 
Banks should make concrete efforts to provide the facility of obtaining 
Life Certificate from their premises/residence and exempt personal 
appearance.</li><li>&nbsp;&nbsp;&nbsp; OM No. 1/20/2018-P&amp;PW (E), dated 18.07.2019,
 issued by Department of Pension &amp; Pensioners’ Welfare, which 
prescribes that pensioners aged 80 years and above may be allowed to 
give their Life Certificate w.e.f. 1* October every year, which would be
 valid till 307 November of the subsequent year, in order to provide 
Senior pensioners with an exclusive window at Banks, for the activity 
and avoid the general rush.</li></ol>



<p>(2) In spite of detailed 
instructions, as brought out above, it has been observed that a large 
number of pensioners (around 8-10 percent) are unable to submit their 
Life Certificate by the stipulated date, i.e. 30% November every year on
 account of various reasons. The pension disbursing authorities/banks 
are constrained to discontinue disbursement of their monthly pension, in
 such cases, due to non-submission of the Life Certificate. Such 
pensioners face a lot of difficulty in re-commencement of their pension.</p>



<p>(3)
 In order to promote Ease of Living for Pensioners and minimize the 
cases of non submission of Life Certificate by the pensioners and ensure
 uninterrupted disburse. Pension to them, in addition to the 
instructions contained in Para 1 above, the following Instructions are 
hereby issued for strict compliance –</p>



<ol class="wp-block-list"><li>&nbsp;&nbsp;&nbsp;
 All Pension disbursing banks shall send SMSs/E-mails to the pensioners 
on 24th October, 1st November, 15th November and 25th November, every 
year reminding them to submit their Annual Life Certificate by the 
stipulated date, ie 30th November.</li><li>&nbsp;&nbsp;&nbsp; All Pension disbursing 
banks shall make an exception list. as on 1st December every year, of 
those pensioners who fail to submit their Life Certificate by 30th 
November and send SMS/E-mail to the pensioners included in the aforesaid
 exception list advising them to submit the Life Certificate at the 
earliest to avoid discontinuation of their pension. The Bank shall also 
ask such pensioners, through SMS/E-mail. as to whether they are 
interested in submission of Life Certificate through a doorstep visit by
 the bank. Wherever a call centre /App based facility is available, 
Banks should also encourage taking request for doorstep visits through 
such modes. The banks shall not charge any Pensioner more than Rs. 60/- 
for such a doorstep visit. In line with the Reserve Bank of India 
circular, RBI/2014-15/587, dated 07.05.2015, all banks shall encourage 
promoting Life Certificate through Digital means.</li><li>&nbsp;&nbsp;&nbsp; As regards
 pensioners who have failed to submit their Life certificate in the year
 2019, the banks will prepare an exception list of such pensioners 
immediately and follow the steps mentioned in sub-para 3(ii) above.</li><li>&nbsp;&nbsp;&nbsp;
 The CPPCs of Pension Disbursing Banks (in case of more than 1 CPPC in 
any Bank, then one nominated official on behalf of the bank as a whole) 
shall report to the Department of Pension &amp; Pensioners’ Welfare in 
the months of January, February and March respectively the total number 
of Central Govt Pensioners who have given the Life Certificate, the 
total number of Pensioners who have not given their Life Certificate. 
along with a break-up of the certificates submitted physically and 
through digital means, on the following email address: rajesh.kr7

<p>(4) CPPCs/Branches of your bank may 
be advised to Strictly comply with the above instructions. The banks are
 also requested to give wide publicity by putting up these instructions 
in their websites and also on the notice boards of the branches of the 
bank etc.</p>

<p>1.&nbsp;&nbsp;&nbsp;
 By its order dated 26 May 2017 a Division Bench of the High Court of 
Delhi upheld the judgement of a Single Judge dated 21 March 2017 
granting pensionary benefits to the first respondent. The judgement of 
the Single Judge directed the appellant to pay pensionary benefits to 
the first respondent on the ground that he had completed twenty years of
 service and had „voluntarily retired‟ and not „resigned‟ from service. 
The appellant challenges these findings in the present appeal.</p>



<p>&nbsp;&#8220;On
 the issue of whether the first respondent has served twenty&nbsp; years, we 
are&nbsp; of&nbsp; the&nbsp; opinion&nbsp; that&nbsp; thequestion&nbsp; is&nbsp; of&nbsp; nolegal&nbsp; consequence&nbsp; 
to&nbsp; the&nbsp; present dispute. Even&nbsp; if&nbsp; the&nbsp; first&nbsp; respondent&nbsp; had&nbsp; served&nbsp;
 twenty&nbsp; years,&nbsp; under&nbsp; Rule&nbsp; 26&nbsp; of the&nbsp; CCS&nbsp; Pension Rules&nbsp; his&nbsp; past&nbsp;
 service&nbsp; stands&nbsp; forfeited&nbsp; upon&nbsp; resignation. The first respondent is 
therefore not entitled to pensionary benefits. &#8220;</p>

<p><strong>Clarification on Date of Next Increment (DNI) in Promotion – Rajya Sabha Questions and Answers 2019</strong></p>



<p>In
 Rajya Sabha on 10.12.2019, a question was raised regarding the 
determination of date of next increment for Central Government 
employees. The Minister of State for Finance Shri Anurag Singh Thakur 
has replied in written form as follows…</p>



<p>“In case an 
employee, promoted between 2nd January and 30th June (both inclusive), 
opts for pay fixation from the date of next increment i.e., 1st July, 
the first increment on the level to which he/she has been promoted will 
be on following 1st January”.</p>



<p>Also he said, as per Department of Expenditure’s O.M. No. 4-21/2017-IC/E.III(A) dated 28.11.2019, the employee <strong>promoted on any other date than the date of annual increment</strong>
 and exercises the option under FR 22(1)(a)(1) for fixation of pay from 
the date of accrual of next increment in the scale of pay in lower 
grade, would be allowed the 1st increment in promotional grade on 1st 
January 1st July as the case may be after completion of 6 months’ 
qualifying service after such fixation on 1st July / 1st January (i.e., 
the date of increment in lower grade).</p>

<p><strong>DoPPW Corrigendum Office Order – Who is eligible for Pension?</strong></p>



<p>An  error found in a booklet of “Know Your Retirement Benefits” published  by the Department of Pension and Pensioners’ Welfare about date of  applicability for pension.</p>



<p><strong>DoPPW Corrigendum Office Order – Error in Booklet of “Know Your Retirement Benefits” – Who is eligible for Pension?</strong><br /><br />The DoPPW has published a corrigendum office order on 16.12.2019 to rectify the error about date of applicability for pension.<br /><br />Also check: <a rel="noreferrer noopener" href="https://centralgovernmentnews.com/expected-da-january-2020-dearness-allowance-calculations-3rd-stage-is-over/" target="_blank">Expected DA from January 2020</a></p>



<p>As  per the content of order, the DoPPW had published a booklet entitled  “Know Your Retirement Benefits” for general awareness of retiring  Government Employees. It is noticed that a printing mistake has crept in  on the first page wherein it is printed that “WHO IS ELIGIBLE FOR  PENSION“.<br /><br /><strong>A Central Government employee who joined in  pensionable service prior to 01-04-2014″. Whereas the date mentioned  above should have been 01-01-2004.</strong><br /><br />It is accordingly  requested that the words and figures “prior to 01-01-2004” in place of  “prior to 01-04-2014” may be substituted in the first sentence at page 1  of the above publication. Similar correction may also be read in the  Hindi version published at page 1 of Hindi part of the book.</p>



<h2 class="wp-block-heading"><strong>Central Civil Services Pension Rules</strong></h2>



<p><strong>Who is eligible for pension?</strong></p>



<p>A  Central Government servant appointed in a pensionable establishment on  or before 31.12.2003 and retires from Government service with a  qualifying service of 10 years or more is eligible for pension.<br /><br /><strong>What is the amount of minimum and maximum pension after 7th Pay Commission?</strong></p>



<p>The  pension shall not be less than Rs. 9000 (excluding the element of  additional pension to old pensioners) and shall not be more than 50% of  the highest pay in Government i.e Rs. 1,25,000 w.e.f. 01.01.2016.</p>

<p>I am directed to refer to DPS(O &amp; HQ) DO letter no.Estt/R-275/Pt.II dtd 11.09.2019 on the above noted subject and to inform you that, the matter has been examined by this Directorate.</p>



<ol class="wp-block-list"><li>Further, I am therefore directed by the Competent Authority to inform you that, after rationalization of all categories of GDS on implementation of GDS Committee report, all the categories of <strong>GDS </strong>posts who erstwhile called as Mail Carrier/Mail Deliverer etc. have been brought under the category of ABPMIDak Sevaks. But nature of work/duties of these categories have not been changed. Hence, <strong>Cycle Maintenance Allowance</strong> may be granted to those ABPM/Dak Sevaks only, who use their own cycle for Out door duty, Mail Collection, Delivery, Conveyance etc.</li></ol>

<p><strong>SHRI C.M. RAMESH:</strong><br />Will the PRIME MINISTER be pleased to state:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) whether Government had filed a Review Petition in the Supreme Court of India against Court’s order dated the 23rd July,  2018 [RP (c) No. 1731/2019 in SLP (c) No. 22008/2018] and the Court had dismissed the SLP on 8th August, 2019, if so, the  details thereof; and</p><p>Also check: <a href="https://centralgovernmentnews.com/madras-high-court-order-notional-increment-of-pensionary-benefits/">Madras High Court Order – Notional increment of pensionary benefits</a></p><p>(b) whether in the light of the said order of the Supreme Court. Government has issued any order to implement it for the  benefit of pensioners who retired on 30th June, if not, whether any timeline has been fixed and if not, the reasons  therefor?</p></blockquote>

<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a): Yes, Sir. Union of India filed SLP (C) No. 22008/2018 in the Supreme Court of India against Order dated 15-09-2017 in WP 

No. 15732/2017 passed by the High Court of Judicature at Madras. The said SLP was dismissed by the Supreme Court of India by 

its Order dated 23-07- 2018. Against the said Order, Union of India filed Review Petition (C) No. 1731/2019 which was 

dismissed by the Supreme Court of India vide its Order dated 08-08-2019.</p><p><strong>(b): As the judgment is in personnel and is contrary to the personnel policy of Government of India, no general order has 

been issued.</strong></p></blockquote>

<p>&nbsp;&nbsp;&nbsp; Subject: <strong>Recommendations of the Seventh Central Pay Commission – Implementation of decision relating to the grant of Training Allowance.</strong></p>



<p>Sir,</p>



<p>I
 am directed to refer to MoD letter No. 1(26)/97/VI/ D(Pay/Services) 
dated 29.02.2000, Nos. 1/54/ 2008/ D(Pay/Services) and 1/55/ 2008/ 
D(Pay/Services) both dated 04.11.2008 and Department of Personnel and 
Training OM No. 13024/01/2016-Trg. Ref. dated 24.10.2017 and 12.11.2018 
and to say that consequent upon the decision taken by the Government on 
the recommendations of the Seventh Central Pay Commission vide Ministry 
of Finance Resolution No. 11-1/2016-IC dated 06th July 2017, 
Instructional Allowance has been abolished as a separate</p>



<p>allowance w.e.f. 01.07.2017 and Training Allowance shall now be admissible to the eligible personnel, at the following rates:</p>

<p>2. Admissibility of this allowance will be regulated in the following manner:</p>



<p>(i)
 Training allowance will be admissible only to faculties who join the 
training academies/ institutes/ establishments for imparting training 
for a specified period of time and are then likely to go back.</p>



<p>(ii)
 Training allowance will be admissible to faculty members excluding 
those not covered by these guidelines as indicated in sub para (v) 
without any ceiling and will not form part of pay as defined in F.R. 
9(21), but will count for purpose of leave salary.</p>



<p>(iii)
 Training allowance will continue to be drawn for the period the trainer
 is on study or tour related to training activities.</p>



<p>(iv)
 Such training allowance will also be admissible to personnel who goes 
on deputation as a faculty member to an autonomous training institutions
 aided by the Central Government which inter-alia trains Group ‘A’ 
Government officials.C Pay Matrix Level in the case of employees who are
 in 6th CPC – 1S Pay Band (Rs.4440-440) + GP 1300</p>



<p>(v) 
Training allowance will not be admissible to those permanent faculties 
of training academies/ institutes/ establishments who have been 
recruited directly by the training academies/ institutes/ establishments
 for imparting training.</p>



<p>(vi) Deputation (Duty) 
Allowance will not be payable during the period in which the trainers 
are in receipt of Training allowance.</p>



<p>(vii) Standard cooling off period between tenures will apply.</p>



<p>3.
 The term ‘Basic Pay’ for the purpose of these orders refers to basic 
pay as defined in relevant Army/ Air Force Pay Rules and Navy Pay 
Regulations.</p>



<p>4. Institutes either discontinued/ 
disbanded from the list of training establishments mentioned under MoD 
letter No. 1(26)/97/VI/ D(Pay/Services) dated 29.02.2000 are mentioned 
under Appendix ‘C’</p>



<p>5. Officers/JCOs/ORs deployed on 
administrative/logistic duties m these Training institutes will not be 
entitled for Training Allowance.</p>



<p>6. These orders shall be effective from 1st July, 2017.</p>



<p>7.
 This issues with the concurrence of Ministry of Defence (Finance) vide 
their ID No. 3(8)/ 2019/AG/PA/ 212-PA dated 26.11.2019.</p>
