<p>Kindly refer to Railway Board’s letter of even no. dated 13.04.2022 enclosing therewith a copy of DoP&amp;T OM No. 36012/16/ 2019-Esttt.(Res.) dated 12.04.2022.</p>



<p>Attention is invited to Para 4(a) of DoP&amp;T’s above said OM wherein Liaison Officers were advised to ensure that the reservation rosters are strictly maintained as per the instructions/guidelines, laid down in DoP&amp;T OM No.36012/2/96 -Estt.(Res.), dated 2.7.1997. Since these instructions were issued on similar lines to Railways vide Railway Board’s letter No.95-E(SCT)I/49/5(2) dated 21.08.1997 (RBE No. 114/97), it is advised to follow the same in case of promotion in Railways/ Production Units etc.</p>

<p>Subject:  <strong>Expenditure Management &#8211; Further Economy Measures</strong></p>



<p>With a view to improving the quality of public expenditure, containing non-developmental expenditure and ensuring availability of adequate resources for meeting the needs of critical priority schemes, Ministry of Finance, has from time to time issued instructions on Expenditure Management. In the context of the present fiscal situation and the consequent pressure on Government resources, there is a need for further economy and rationalization of non-priority expenditure, while protecting and preserving priority expenditure. With this objective, the following economy instructions will come into force with immediate effect.</p>



<p><strong>1. ADMINISTRATIVE EXPENDITURE :</strong></p>



<p>All Ministries/ Departments including Attached Offices/ Subordinate Offices and Autonomous Bodies shall observe the following instructions for curtailing Administrative Expenditure.</p>



<p>a.) No printing/publishing of books, publications, documents, etc. will be done on imported paper, except where printing is done abroad by Indian Missions, etc.<br />b.) Expenditure on functions such as celebrations of Foundation Day, etc. should be discouraged or if felt necessary be appropriately curtailed. In any case, travel for such functions and provision of bags or mementoes should be avoided.<br />c.) Consultancy Assignments – All Ministries/Departments may carry out a review of the individual Consultants appointed in their respective Ministries /Departments in consonance with the provisions of GFR and reduce the number of Consultants to the minimum requirement. Due economy may be observed while determining the fees of the Consultants and care may be taken that such fees are not disproportionate to the quality and quantity of work to be carried out by the Consultants.</p>

<p><strong>2. CREATION OF POSTS :</strong></p>



<p>a.) There will be a ban on creation of new posts, except with the approval of Department of Expenditure, in Ministries/Departments, Attached Offices, Subordinate Offices, Statutory Bodies and Autonomous Bodies.<br />b.) This ban will cover all creation of posts under powers which have been delegated to any organization regardless of the source of such authority or power.<br />c.) If any posts have been created after 01.07.2020 under delegated powers or authority, without approval of Department of Expenditure and have not yet been filled, then such posts shall not be filled. If it is deemed absolutely essential to fill them, proposals may be sent for approval of Department of Expenditure.<br />3. Secretaries of the Ministries/ Departments, being the Chief Accounting Authorities as per Rule 70 of GFR, shall be fully charged with the responsibility of ensuring compliance of the above instructions. Financial Advisers shall assist respective Departments in securing compliance with these measures.</p>

<p>Sub: <strong>Preventive measures for containment of the spread of Novel Coronavirus (COVID-19) &#8211; matter regarding</strong></p>

<p>Since the outbreak of Novel Coronavirus in China and subsequently around the world including India, Government of India and the State Governments have issued several advisories, initiated many preventive measures and imposed restrictions, closures invoking certain acts to contain the spread of Novel Coronavirus in India. Personal hygiene including adoption of certain practices, social distancing and quarantine or isolation in suitable cases are appeared to be the key for containment of the spread of the COVID-19 virus. The entire country is fighting this battle unitedly under your able leadership and guidance, when, in your words, the way ahead lies in collaboration, not confusion, and in preparation, not panic, and we will definitely win this battle too.</p>

<p>As a guiding measure, DoPT has also issued a detailed advisory for the Central Government offices. In many Central Government Departments, administrations are definitely trying their best to extend all possible support to the employees as per Government guidelines, but several Central Government offices across the country are still lagging in this regard. However, such efforts will only partially address the huge risk posing to the employees.</p>



<p>Being the workers in public office, it is not possible for the Central Government employees to maintain social distancing while in office. Most importantly, more than 98% of the employees have to commute to office using public transport at a time when the Government advisories are suggesting to avoid public transport as far as possible.Despite certain measures being taken in office, our employees thus remain vulnerable to infection due to commuting in public transport to attend office and other unavoidable interaction in office.</p>



<p>Considering this aspect, educational institutions, theatres, malls and several other places have been directed for closure in most of the states till a certain period to minimize commutation in public transport and ensure social distancing. For the same reason, several organizations/ companies have directed their employees to work from home.</p>



<p>As we are probably entering into the most crucial phase (observing the pattern in other affected countries), when there is a chance of exponential increase of infected persons, it is requested to your good self to kindly consider the option of closing Central Government offices (excluding those providing essential services and/or engaged in the country’s present fight against the disease outbreak by any means) across the country till 31.03.2020 or any other date, as deem fit. We believe that it will be an appropriate step in the greater public interest including ensuring safety and well being of the Central Government employees.</p>

<p>Subject: <strong>Amendment to Rule 153 of General Financial Rules (GFR), 2017.</strong></p>



<p>It has been decided to partially amend Rule 153 of GFR regarding Reserved Items and other Purchase / Price Preference Policy as under:</p>



<p>1. <strong>Existing provision of Rule 153 of GFR, 2017</strong></p>



<p>The Central Government through administrative instructions, has reserved all items of hand spun and hand-woven textiles (khadi goods) for exclusive purchase from Khadi Village Industries Commission (KVIC). It has also reserved all items of handloom textiles required by Central Government departments for exclusive purchase from KVIC and / or the notified hand loom units of Association of Corporations and Apex societies of handlooms (ACASH).</p>



<p>Amended Rule The Central Government, through administrative instructions, has reserved all items of hand spun and hand-woven textiles (khadi goods) for exclusive purchase from Khadi Village Industries commission (KVIC) Of all items of textiles required by Central Government departments, it shall be mandatory to make procurement of at least 20% from amongst items of handloom origin, for exclusive purchase from KVIC and / or Handloom Clusters such as Co-Operative Societies, Self Help Group (SHG) Federations, Joint Liability Group (JLG), Producer Companies (PC), Corporations etc. including Weavers having Pehchan Cards.</p>

<p>Subject: <strong>Lifting of the ban on purchase of new vehicles by Ministries / Departments</strong></p>

<p>Reference is invited to Para 2.3 of this Department&#8217;s OM No. 7(1 ) /E.Coord&#8217;/ 2014 dated 29.10.2014 pertaining to economy measures and rationalization of expenditure wherein it stated that &#8220;Purchase of new vehicles to meet the operational requirement of Defence Forces, Central Paramilitary Forces &amp; security related organizations are permitted. Ban on purchase of other vehicles (including staff cars) will continue except against condemnation&#8221;. Consequent to the aforesaid condition, all proposals relating to purchase of vehicles by Ministries/Departments other than those against condemnation were being made with the concurrence of the Department of Expenditure. </p>



<p>(2) The matter regarding ban on purchase of vehicles (including staff cars) except against condemnation has been reassessed and examined by this Department.</p>



<p>(3) I am directed to state that the ban on purchase of other vehicles (including staff cars) except against condemnation stands withdrawn with immediate effect. The purchase of new staff cars on requirement basis including against condemnation will continue to be regulated within the ceiling fixed by the Department of Expenditure from time to time. Purchase of vehicles other than staff cars for operational need is also allowed. Ministries/Departments in consultation with their Financial Advisers shall ensure that all purchases of vehicles are made judiciously keeping in mind the principle of &#8216;need&#8217; and &#8216;want&#8217; and GFR 2017 provisions on procurement are adhered to strictly.</p>

<p>The undersigned is directed to refer to NFIR&#8217;s letter No. II/1/2019 dated 29.01.2019 on the above subject and to state that there is no ban in place against recruitment of female candidates to Track Maintainers Category though admittedly the nature of the job and working conditions are strenuous/tough. Notifications for Level-1 recruitment are underway in which a significant portion is for Track Maintainers. With finalization of above 2 recruitments ( CEN 02/2018 &amp; CEN1/RRC/2019), position should ease and transfers of eligible Trackmen to other department as provided for in rules  should be able to be effected without problems.</p>

<p>Subject: <strong>Reimbursement of rent to Government servants during their temporary stay (upto a maximum period of six months) in State Bhavans/Guest Houses/ Departmental Guest Houses run by Central Government/State Governments /Autonomous Organizations etc.</strong></p>



<p>Several references are being received in this Department seeking clarification regarding applicability of instructions contained in this Departments O.M.No.2(25)/2004-E.II(B) dated 15.12.2011 to Central Government officials on their stay in State Bhavans/Guest Houses and also in cases where Central Government off and also stay in Departmental Guest Houses.</p>



<p>2. The matter has been considered in this Department. In supersession of the instructions contained in aforesaid O.M. dated 15.12.2011, it has been decided that tie official on their pasting to the Centre and the Central Government officials on their transfer/posting to a new station; necessitating change of residence if they temporarily stay in State Bhavans/ Guest Houses/Departmental Guest houses run by Central Government / State Government / Autonomous Organizations etc., may be reimbursed the amount of rent paid subject to fulfillment of the following conditions:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) The official has applied for accommodation of his entitlement, but has not been allotted residential accommodation by the Government.</p><p>(b) The concerned Guest House, should be located at the place of posting of the official.</p><p>(c) The official must have stayed in State Bhavans/Guest Houses/Departmental Guest Houses run by Central Government/State Government/Autonomous Organizations etc and submit rent receipts in support of payment of rent.</p><p>(d) Reimbursement of rent shall be admissible up to a maximum period of six months.</p><p>(e) No House Rent Allowance (HRA) shall be admissible during this period,</p></blockquote>



<p>These orders shall be effective from the date of issue.</p>



<p>In so far as the persons serving in the India Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller &amp; Auditor General of India.</p>

<p>Dear  Sir,<br /> Sub: <strong>Induction of Female employees in Railways and other Central Government departments &#8211; reg.</strong></p>



<p>The provisions of the Constitution of India, ensured &#8220;Right to Equality&#8221; to any person for employment opportunity in Government as well other than Government Institutions. Articles 14, 15 &amp; 16 of the Constitution have enshrined the &#8220;Right to Equality&#8221; to all the persons irrespective of religion, race, caste, sex or place of birth. Equality of opportunity in the matters of emplo5rment has been provided under Article 16 of the Constitution for all citizens to employment or appointment to any office under the state.</p>



<p>In the above context, NFIR brings to the kind notice of the Railway Board (CRB) that on Railways female candidates are recruited through RRCs/RRBs/Compassionate appointment etc., to the posts of Track Maintainer, Junior Engineer, ESM Gr-I, Station Master, Assistant Pointsman, Helper, Technicians etc., in the Technical, Operating and other Departments. Certain jobs mainly Track Maintainer are arduous and hazardous as the staff are expected to work under open sky facing inclement weather conditions at remote places, jungle areas, where minimum basic necessities of life do not exist. The female Track Maintainers are facing these hardships in the course of performing their duties.</p>



<p>Vide PNM Agenda Item No. 23/015 at Railway Board&#8217;s level, the NFIR demanded that the female Track Maintainers may be permitted to seek transfer to other Departments on completion of two or three years service. However, this issue is still pending.</p>



<p>Pursuant to the efforts of NFIR and discussions during PNM meetings, the Railway Ministry vide letter No. E(NG)III/2018/RR-I/13 dated 20/09/2018 (linked with Board&#8217;s letter No. E(NG)I-99/CFP/23 (Vol. II) dated 14/1/2013 permitted Track Maintainers to seek change to other Cadres/Departments against 10% as well 40% vacancies, but sadly the instructions dated 14th November, 2013 are yet to be implemented by Zonal Railways due to non-availability of replacement as a result of no recruitment since the last over three years. Consequently, Track Maintainers (Male &amp; Female) are put to sever hardships, while they have been bitterly complaining against non-compliance of Railway Board&#8217;s instructions.</p>



<p>The light of the above facts, NFIR expects the Railway Ministry to give special consideration to Track Maintainers for the purpose of pursuing their career growth through lateral induction/transfer to other Departments. NFIR vide PNM Agenda Item No. 2312015 had also suggested that the recruitment from Open Market be made to the post of 1800 Grade Pay/Pay Level-l instead designation-wise recruitment thereby the 1st appointment of such recruitees shall be against the post of Track Maintainer and for filling minimum, in pay Level-l in other Departments the Track Maintainers can be drawn on option basis, thereby within a period of 5 to 7 years, they may get shifted to other cadres. It seems Railway Board have not yet considered this constructive proposal of NFIR </p>



<p>NFIR hopes that the rights provided through &#8220;Constitution&#8221; for employment of female candidates shall be protected and implemented by the Railway Ministry without dilution/deviation and at the same time Federation urges upon the Railway Board to consider NFIR&#8217;s demand (PNM Item No. 23/2015) relating to granting appropriate relief to female Track Maintainers working in the Railways.</p>



<p>NFIR also insists upon the Railway Board to continue the extant policy of recruitment of male and female candidates without discrimination, otherwise many complications may arise including that of public agitations and litigations. A line in reply is solicited.</p>

<p>As per extant instructions, reservation is provided to Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) at the rate of 15%, 7.5% and 27% respectively in case of direct recruitment on all India basis by open competition. In case of direct recruitment on all India basis otherwise than by open competition, the percentage fixed is 16.66% for SCs, 7.5% for STs and 25.84% for OBCs.</p>



<p>In case of direct recruitment to Group C posts normally attracting candidates from a locality or a region, the percentage of reservation for SC / ST / OBC is generally fixed on the basis of proportion of their population in the respective States / Union Territories.</p>



<p>With the enactment of &#8216;The Rights of Persons with Disabilities Act, 2016&#8217;, reservation is also provided to Persons with Benchmark Disabilities against the posts and services of the Central Government at 4% of the total number of vacancies to be filled up by direct recruitment in the cadre strength in each group of posts i.e. Group A, B and C.</p>



<p>As per Ex-servicemen (Re-employment in Central Services and Posts) Rules, 1979, as amended from time to time, 10% of the vacancies in the posts upto of the level of the Assistant Commandant in all para-military forces; (ii) 10% of the vacancies in Group C posts; and (iii) 20% of the vacancies in Group D posts, to be filled by direct recruitment shall be reserved for ex-servicemen.</p>



<p>The persons belonging to Economically Weaker Sections (EWSs) who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in direct recruitment in civil posts and services in the Government of India.</p>

<p>The MoS (PP) Dr. Jitendra Singh will confer Certificates of Appreciation to 9 Ministries/Departments of Government of India tomorrow (12.02.2019) here, to appreciate the sincere efforts made by them and giving recognition of the commendable work done by them in implementation of e-Office. In 2018, 34 Ministries/Departments were awarded Certificate of Appreciation.</p>



<p>The e-Office is a Mission Mode Project under the National e-Governance Plan and is being implemented by the Department of Administrative Reforms and Public Grievances (DARPG) to improve efficiency in Government Process and Service Delivery Mechanism.</p>



<p>The e-Office is a Digital Workplace Solution that replaces the physical files and documents with an efficient electronic system. Being an electronic system, it has its inherent advantages such as data is stored digitally with audit trails for every transaction being done. Regular backups and Disaster Recovery Systems are in place which ensures that Government files are not damaged in case of any mishap. In addition, this being a web based application; people can access it from anywhere through VPN.</p>

<p>3) eFile MIS Reports</p>



<p>4) Personnel Information Management System (PIMS)</p>



<p>5) Employee Master Details (EMD)</p>



<p>6) Leave Management System (LMS)</p>



<p>7) Leave MIS Reports</p>



<p>8) Tour Management System (TMS)</p>



<p>9) Master Data Management</p>



<p>The Department of Administrative Reforms and Public Grievances (DARPG) has coordinated with all Central Ministries/Departments to expedite the implementation of the e-office. The Department has taken various steps to accelerate the implementation in the various Ministries/Departments. This includes, conducting review meetings and visiting Ministries/Departments to understand the specific problems. As a result of these efforts, till date, 43 Ministries/Departments are completely on e-Office platform. Department of Health Research is the latest to achieve complete e-Office implementation. 75 Ministries/Departments are actively using the e-office platform. Ministry of AYUSH is the most recent Ministry to go live on the e-office platform.</p>



<p>The main outcomes generated by the e-Office are as follows:-</p>



<p>Transparency and Accountability has been brought by e-office. File notes cannot be changed or undone and the file cannot be kept pending as the system is designed to give feedback and monitoring mechanism.<br /> Quick Disposal of files and timely monitoring of pending files has been the other advantage of e-office<br /> Instant file exchange: The file can be received within fraction of seconds.<br /> Knowledge Repository: Knowledge is wealth and now using KMS (Knowledge Management System) knowledge can be preserved in a centralised and easily accessible repository for employees.</p>
