<p>Subject:- <strong>Revised scales of office space for various categories of officers and staff and special requirements of Central Secretariat excluding those serving in the Income Tax, Central Excise and Customs Departments.</strong><br />
The undersigned is directed to refer to the then Ministry of Work &amp; Housing O.M. No.11015(2)/75-PoI.IV dated 24.11.76, and Directorate of Estates O.M. of even number dated 20.10.87, dated 07.08.98, and dated 20.02.14 on the above subject and to say that consequent upon revision of pay scales of the Central Government employees on the recommendation of the 7th Pay Commission as notified  vide Central Civil Services (Revised Pay) Rules, 2016, and recommendations made by the Expenditure Management Commission (EMC) constituted by Ministry of Finance (Department of Expenditure), it has been decided to prescribe revised scales of office space for various categories of officers and staff and special requirements as under, with immediate effect:-</p>

<p>2.. The total screened requirement of office accommodation determined on the basis of revised scales will be subject to 20% austerity cut.</p>
<p>3. Provision for additional space in a new building, whether in the general pool or in a departmental pool, should be limited to- 10% of total requirement of an office for further expansion and that if a Ministry/Department wants more than 10% of the total requirement as additional space for expansion, they may do so with the approval of their Integrated Finance Division, keeping in view the need for maximum economy.</p>
<p>4. For assessment of prescribed revised scales, the total requirement for office space of the Ministry/Department and its Attached/Subordinate offices located in Delhi/New Delhi has to be given in the enclosed schedule I to IV.</p>
<p>5. The following categories of offices will be treated as eligible for the purpose of provision of General Pool Office Accommodation (GPOA):-</p>
<blockquote><p>I. An office whose location in Delhi has been approved by the Cabinet / Cabinet Committee on Accommodation (CCA), subject to the condition that this approval has been granted without any restriction on provision of GPOA</p>
<p>II. The office is a part and parcel of the Secretariat of a Ministry or an attached / subordinate office of a Ministry / Department of the Government of India</p>
<p>III. The staff is paid from the consolidated Fund of India</p></blockquote>

<p>New Delhi: The size of the central government, particularly police and tax officials, is likely to grow with the Centre’s Budget providing for the recruitment of around 2.80 lakh more staff.</p>
<p>Of this number, more than 1.80 lakh would be recruits to departments of police, income tax, customs and central excise. As of March 2016, the central government had 32.84 lakh staff across 55 departments and ministries, including 13.31 lakh in railways, but excluding defence forces. This is projected to rise to 35.67 lakh by March 2018 if the recruitment goal is achieved.</p>

<p>Strengthening enforcement agencies seems a priority with budgetary allocations made for expansion of police forces (central paramilitary and Delhi Police), taking their strength from 10.07 lakh to 11.13 lakh by March 2018. The Centre in its Budget has provided for the recruitment of around 2.80 lakh more staff. The income tax department, the agency involved in the drive against black money post-demonetisation, is set to expand from the existing strength of 46,000 to 80,000 by March 2018.</p>
<p>Similarly , customs and excise department, which will implement the ambitious goods and services tax regime, will get additional manpower of over 41,000.The current strength of 50,600 for customs and excise staff is to go up to 91,700. A review of the <em>estimated strength of establishment</em>  in the Budget annexures indicates no change in the manpower of railways, the single largest employer (13.31 lakh) other than defence, in the three years till 2018.</p>
<p>Departments of space, atomic energy , cabinet secretariat and the ministries of information and broadcasting and external affairs are some others where sanctioned strength has gone up significantly.</p>
<p>The government had projected to increase its manpower in 2016 by 1.88 lakh but failed to make fresh recruitments in I-T, customs and central excise departments.This led to an erosion in the employee base by at least 21,000 over the strength in 2015. People superannuating far exceeded new employees.</p>
<p>PM Narendra Modi&#8217;s interest in foreign policy has translated into a significant jump in the strength of the foreign ministry where the government has decided to add over 2,000 employees -up from 9,294 in 2016 to 11,403 in 2018. The I&amp;B ministry , too, has increased its sanctioned strength from 4,012 two years ago to 6,258 in 2018.The cabinet secretariat has been strengthened with manpower to go up from 921 to 1,218 by next year.</p>

<p>New Delhi: Ahead of the rollout of GST, Finance Minister Arun Jaitley today sought to address concerns of job loss from reduced work of central excise and service tax officials, saying they should have no insecurity as enough work and opportunities will be available to them in the new indirect tax regime.</p>
<p>&#8220;I see no reason really for disquiet for the simple reason (that) opportunities which are available to people in service and the matter of policy and constitutional guarantee are all protected,&#8221; he said at the Investiture Ceremony 2017 and International Customs Day 2017 organised by CBEC here.</p>
<p>Only the nature of activity will change because there will be one national sales tax replacing an array of central and state levies like excise duty, service tax and VAT.</p>
<p>&#8220;Important changes and evolutions which take place are never put on the back burner&#8221; just because the people who conduct the activity would now have to work in an altered form and environment, he said.</p>
<p>&#8220;The number of people required, the kind of opportunity will remain unchanged except that the nature of activity itself changes,&#8221; he said.</p>
<p>GST, he said, has for last several yeas been considered as a larger part of policy consensus in India and an important taxation reform that will lead to the economic integration of the country.</p>
<p>&#8220;Once it takes place you have a situation where taxes (that) are levied by the state (and) by Centre (will) all be integrated into one and therefore resulting in one assessment.</p>
<p>&#8220;Multiple systems on assessment which is there at present will evolve into a newer kind of system,&#8221; he said.</p>
<p>He was responding to Central Board of Excise and Customs (CBEC) Chairman Najib Shah’s remarks drawing his attention to &#8220;the rising disquiet in the cadre&#8221;, saying there were human resource issues in the service.</p>
<p>Jaitley said the revenue to be collected is going to expand and there will be expansion of economic activity as well.</p>
<p>&#8220;Therefore even though you have two parallel machineries which could now be converging into similar kind of activities and shared responsibility, I think the future will stand witness to the fact that there will be adequate amount of opportunities to be created and therefore the kind of disquiet in service, the kind of personal pressure I see on you should reduce as there is no real occasion for a fear of this kind or a sense of insecurity for anyone in this service,&#8221; he said.</p>
<p>The Finance Minister said change and evolution are an integral part of any economic order, and they are never held back because the nature of responsibility is going to change.</p>
<p>&#8220;This is an ongoing process it will continue and we will all have to adjust ourselves with this particular change. I can only assure you that there is no reason for disquiet, you can go and have a comfortable sleep tonight,” he told the revenue officials.</p>
<p>Revenue Secretary Hasmukh Adhia told the officers that they will have enough work to do under GST.</p>
<p>The Indian Revenue Service (Customs and Central Excise) Officers Association has asked the government to protect the sanctity of their service amid attempts by officers of state government VAT departments to equate themselves with IRS (Customs and Central Excise) officers.</p>

<p><strong>Central Government employees:-</strong></p>
<blockquote><p>a) holding analogous post on regular basis; or<br />
b) with three years regular service as Private Secretary in the posts carrying the pay scale of Rs.6500-200 &#8211; 10,500/- (pre-revised); or<br />
c) with seven years combined service in the pay scale of Rs.500-9000 (pre revised) or Rs. 6500-10500 (pre-revised) or equivalent in the parent cadre/Department in the Stenographer cadre.</p></blockquote>
<p>The period of deputation shall be initially for one year extendable up to three years. The pay of the officers/officials selected will be regulated in accordance with DOPT instructions. The maximum age limit for appointment shall not exceed 56 years as on the closing date of receipt of applications.</p>
<p>The application in the prescribed Proforma (Annexure-I) from eligible officers/officials who can be spared in the event of their selection may be forwarded directly to the Additional Commissioner at the address mentioned below within 30 days from the date of issue Advt. along with (a) up-to-date CR dossiers of the candidate concerned of photocopies of annual confidential reports for the last five years; (b) vigilance clearance report clearly &#8216;indicating that no disciplinary or criminal proceedings vigilance clearance report clearly indicating that no disciplinary or criminal proceedings are either pending or contemplated against the official concerned; (c) statement showing the minor/major penalties imposed, if any, and (d) integrity certificate.<br />

<p>The Central Government today announced that the time limit for taking central excise registration of an establishment by a jeweller is being extended up to 31.07.2016.</p>
<p>The liability for payment of central excise duty will be with effect from 1st March, 2016. However, assessee jewellers may make payment of excise duty for the months of March, 2016; April 2016 and May, 2016 along with the payment of excise duty for the month of June, 2016 upto the extended date of 31.07.2016.</p>

<p><strong>MASSIVE DEMONSTRATION BY CENTRAL GOVERNMENT EMPLOYEES AT PARLIAMENT – INDEFINITE STRIKE FROM 23rd NOVEMBER 2015 ANNOUNCED</strong></p>
<p>Over one lakh Central Government employees belonging to Railways, Defence, Postal, Income Tax, Central Excise etc., have conducted massive demonstration in front of Parliament against Central Government’s anti worker policies and non-responsive attitude on the Charter of Demands presented to the Dr. M. Raghavaiah, Chairman of the National Joint Council of Action (NJCA) has presided over the massive meeting near Parliament. He declared that over 34 lakh Central Govemment employees will go on Indefinite Strike from 23rd November 2015 – 6 A.M. onwards if Government fails to reach negotiated settlement on the Charter of Demands out of which main demands are as follows :-</p>
<ul>
<li>Withdrawal of FDI, PPP in Railways, Defence etc., – Stop outsourcing, contractorisation and privatization,</li>
<li>Scrap New Pension Scheme,</li>
<li>Grant of Interim Relief to Central Government employees,</li>
<li>Merger of DA with Pay with retrospective effect and payment of Interim Relief,</li>
<li>Implement wage revision w.e.f. 01/01/2014,</li>
<li>Calculation of PL Bonus on actual wages,</li>
<li>Exemption of Transport Allowance from the purview of Income Tax,</li>
<li>Enhancement of contribution of GIS by atleast 10 times,</li>
<li>Merger of Technician II with Technician I in GP 2800/- (PB-I) in Railways,</li>
<li>Entry grade pay of Station Master as Rs. 4200/- in (PB-2),</li>
<li>Allotment of higher grade pay to Loco Pilots and Guards,</li>
<li>Upward revision of kilometrage rates of Running Staff w.e.f. 01/011/2006 and settle settlement of Running Staff issues as per agreement dated 07th February 2014 etc.</li>
</ul>

<p style="text-align: center;"><strong>RESOLUTION ADOPTED AT THE MASSWE RALLY AT JANTAT MANTAR (PARLIAMENT STREET) ON 28th APRIL 2015</strong></p>
<p>“The massive congregation of the representatives of Central Government Employees who have come from various parts of the country held at Jantar Mantar before the Indian Parliament on 28/04/2015 decided to commence the Indefinite strike action 23rd November 2015 from 6:00 AM having failed to elicit any positive response from the Government in settlement of the 10 Point charter of Demands submitted months back. It was also decided that the Railways and Defence organirations will conduct the strike ballot in July 2015 as per the provision of the Industrial Disputes Act and Recognition Rules before commencing the strike from 23.11.2015.</p>
<p>The massive gathering adopted the resolution unanimously exhorting the central Government Employees to prepare for the eventual strike action in all earnestness and make it a historic one.</p>
<p>The meeting congratulates the employees for forging exemplary unity and carrying out various programmes chalked out by the National Joint Council of Action (NJCA) after the National Convention on 11th December 2014. Even though the Government was compelled to set up the 7th CPC on account of the sanctions generated through the action programmes, Government has refused to grant Interim Relief and Merger of DA and excluded the Gramin Dak Sewaks of the Postal Department from the ambit of the 7tn CPC.</p>
<p>The meeting noted that the Government has purposely ensured the closure of Joint consultative Machinery, the negotiating forum set up in 1964 for Central Government Employees to discuss and bring about settlement of their demands.</p>
<p>The meeting chaired by Secretary (personnel) on 25th February 2015 did not bring about settlement on any single item of the Charter of Demands.</p>
<p>The meeting unanimously decided to demand the immediately and settle the following Charter of Demands.</p>
<p style="text-align: center;"><strong>CHARTER OF DEMANDS</strong></p>
<p>Effect wage revision of the Central Government Employees from 01/01/2014,regarding the memorandum of the Staff side JCM, ensure 5-year wage revision in future, grant Interim Relief and Merger of 100% of DA.</p>
<p>Ensure submission of the 7th CPC report within the stipulated time frame of 18 months, include the Grameen Dak Sewaks within the ambit of the 7th CPC. Settle all anomalies of the 6th CPC.</p>
<ul>
<li>No Privatization, PPP or FDI in Railways and Defence Establishments and no corporatization of postal services.</li>
<li>No Ban on recruitment/creation of post.</li>
<li>Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.</li>
</ul>
<p>No outsourcing, contractorisation, privatization of governmental functions, withdraw the proposed move to close down the Printing Presses, the publication form store and stationery departments and Medical Stores Depots, regularize the existing daily rated/casual and contract workers and absorption of trained apprentices.</p>
<p>Revive the JCM function at all levels as an effecting negotiating forum for settlement of the demand of the</p>
<ul>
<li>Remove the arbitrary ceiling on compassionate appointments.</li>
<li>No labour reforms which are inimical to the interest of the workers.</li>
<li>Remove the Bonus ceiling.</li>
<li>Ensure five promotions in the service career.</li>
</ul>
<p>The meeting authorized the National JCA to take appropriate and necessary steps indefinite strike begining from 23rd November 2015 an unprecedented and grand success’.</p>
