<p>All Central Civil Pensioners are informed that the Central pension<br />Accounting office is going to organize a Pension Adalat, which will be held on 28th Dec, 2020 through video conferencing facility.</p>



<p>Therefore, all Central Civil Pensioners/ Family Pensioners (except Railway, Defence, Post and Telegraph) may visit to register their grievance on CPAO website <a href="https://cpao.nic.in" target="_blank" rel="noreferrer noopener">https://cpao.nic.in</a> or send their grievance filled in the prescribed format through e-mail to Sr. Accounts Officers, Grievance Cell at cccpao@nic.in or via post to this office by 18th Dec, 2020. The prescribed format is available at CPAO website. To participate in Pension Adalat, a link will be sent one day before the Pension Adalat on your registered mobile number or e-mail. The resolution of grievance registered through this link will be done through video conferencing facility in the Pension Adalat to be organized on 28th Dec, 2020. Kindly mention your PPO Number, Account Number, Contact Address and telephone Number along with your grievance. If the grievance is being sent by post, the &#8220;<strong>Pension Adalat-2020</strong>&#8221; may be superscribed on top of envelope.</p>

<p>The undersigned is directed to say that as per CCS (Pension) Rules, 1972, the Central Government Civil Pensioner is required to submit-(a) Three copies of joint photograph (or separate photographs) with wife or husband (duly attested by Head of Office) (b) Three copies of passport size photograph of disabled child/siblings/dependent parents, if applicable (duly attested by Head of Office) alongwith Form 5 of Central Civil Services (Pension) Rules, 1972 for affixing on Pension Payment Order. Further, after 1-1-2017, the Central Government Civil Pensioners are required to submit the pension forms through Bhavishya i.e. online pension sanction and payment tracking system.</p>

<p>2. The following guidelines should be strictly followed while filling up/uploading the pension forms in Bhavishya. Details of Dos and Don&#8217;ts conceming photographs are as under:</p>

<p><strong>Central Pension Accounting Office (CPAO) celebrated its 29th Foundation Day today in the service of the Central Civil Pensioners.</strong></p>
<p>The Central Pension Accounting Office (CPAO) celebrated here today its 29th Foundation Day in the service of the Central (Civil) Pensioners. CPAO (website www.cpao.nic.in) was established on 1st January, 1990; primarily to cater to the needs of central civil pensioners and other stakeholders in the Ministries/ Departments and Banks. The Central (Civil) pensions are authorized through Central Pension Accounting Office (CPAO) functioning under the Controller General of Accounts (CGA). CPAO is administering the &#8216;Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Banks (both Public Sector and some Private sector Banks). Its functions include, issue of Special Seal Authorisations (SSAs) for pension payments to Authorised Banks, preparation of budget for the Pension Grant and accounting thereof, reconciliation with and performance review of banks with respect to pension payments and disbursements &amp; maintenance of the database of the Central Civil Pensioners etc.</p>
<p>CPAO was created with the primary objective of simplifying procedure and reducing the number of agencies for pension payment and to expedite the process of authorization, revision and transfer of pension through Authorized Banks. The working of CPAO is fully computerized and it maintains a database of over 12 lakh Central (Civil) pensioners through Pension Authorisation, Retrieval and Accounting System (PARAS). These pensioners are being provided pension related services by the CPAO through more than 70,788 paying bank branches all over the country.</p>
<p>CPAO has Pension Tracking System to check the latest status of the pension processing and SMS facility is also being provided to the pensioners at each stage. CPAO has taken many steps under Digital India Mission like e-Scroll, e-SSA, e-PPO project etc. to reduce the paper movement and creation of digital record of the Special Seal Authorities (SSAs), PPO (Pension Payment Order) etc. CPAO is also handling the grievances of the Central (Civil) Pensioners through its Grievance Redressal Mechanism which includes Web Responsive Pensioners Service (WRPS) facilitating information to pensioners on pension payments, facility to view and download latest orders and special seal authorities (SSAs) issued by CPAO among others.</p>

<p>Sub: <strong>Review of the progress made by Defence Establishments revision of Pension/Family Pension of pre-2016 Central Civil Pensioners.</strong></p>
<p>A review meeting was held on November 2017 under chairmanship of Defence regarding subject mentioned wherein following decisions were taken:</p>
<blockquote><p>i. All HoDs have to ensure completion of 80% Of pension cases by 31.12.2017 and 100% cases by 31.0320 18.</p>
<p>ii. HoDs shall prescribc weekly targets for the HOOs for preparation and submission or pension revision cases to PCsDA/PCA(Fys)/CsDA. Similar targets are to be prescribed by CGDA to the PCsDA/CsDA for disposal of cases received from the HOOs. The progress made thereof to be reviewed by HoDs/CGDA every fortnight.</p>
<p>iii. FADS will assess the functioning of the office of the PCDA (Pension), Allahabad in so far as it relates to dealing of pension revision cases and take steps for improving its capacity to handle higher volumes of cases.</p>
<p>iv. CGDA to issue clarification to PCsDA/PCA(Fys)/CsDA about their role in vetting/scrutiny/audit of the LPC-Cum-Data Sheet, prescribe checklist of documents/action required with proposals received from HOOs, and specify the stepwise action( with timelines).</p></blockquote>
<p>3. In this context, please rcfer to PCDA Circular NO.175 Vide which action regarding vetting &amp; submission of LPC Cum Data Sheet has already been clarified by PCDA (P) Allahabad.</p>
<p>4. Action may kindly be taken to complete the task within stipulated period of time as per direction received from MoD.</p>

<p>Subject:- <strong>Development of Single Window Service for Central Civil Pensioners</strong>.</p>
<p>CPAO is in final stage of developing a single window service for Central Civil Pensioners providing them access to pension process status and all the required information about their Pension &amp; revision details, also providing for Grievance Registration facility and its status to pensioners. This service also intends to track each pension case from the initial stage of preparation of list of all government servants who are due to retire within next twelve to fifteen months on quarterly basis and its submission to concerned Pay &amp; Accounts Officer to the stage of first credit of Pension by the bank.</p>
<p>2. In this context, Rule 56 of CCS (Pension) Rules, 1972 provides that:-</p>
<p>(i)Every Head of Department shall have a list prepared every three months, that is, on the 1st January, 1st April, 1st July, 1st October each year, of all Government servants who are due to retire within the next twelve to fifteen months of that date.</p>
<p>(ii) A copy of every such list shall be supplied to the Accounts Officer concerned not later than 31st January, 30th April, 31st July or 31st October, as the case may he, of that year.</p>
<p>3. Joint Secretary (Admn) of all the Ministries/Departments (copies endorsed to Pr. CCAs/ CCAs/CAs) have already been requested to provide the above lists to their concerned Accounts Officer vide CPAO’s OM No. CPAO/Tech/Jeevan Pramaan/2015- 16/515-662 dated 10.07.2015 followed by OM No. CPAO/Tech/Jeevan Pramaan/ 2015-16/1770 dated 07.03.2016.</p>
<p>4. All the PAOs must have these lists with them by now. Accordingly, all Pr. CCAs/CCAs/ CAs/AGs/Administrators of UTs are requested to ensure that the lists of all such government servants as on 1st April, 2016 are provided to CPAO latest by 3rd June, 2016 positively through PAO login provided on the CPAO’s website cpao.nic.in in the annexed format.</p>
<p>5. The facility of generating PPO Nos. through the list itself is also being developed by CPAO.</p>

<p><strong>Age Analysis of Pensioners as on 01.01.2014</strong> : Payment of additional pension/family pension with advancing age came into force based on recommendations of the VI CPC. This Commission, with a view to ascertain the strength in various age groups, called for information on age profile of pensioners and family pensioners. The data with regard to pensioners in terms of various age groups, as reported to the Commission, for the five categories of pensioners’ viz., Central Civil, Railways, Post, Defence (Civil) and Defence (Services) is as under:</p>

<p># Others includes those below 60 years of age and those above 100 years.<br />
@ Others under Central Civil additionally includes cases whose revision had not been effected, certain categories of pensioners like Judges of Supreme Court and High Courts, Ex-MPs, freedom fighters.<br />
^ Railways have included those less than 60 years of age in the 60-70 age group.</p>
<p>From the table above it can be observed that of the total 51.96 lakh pensioners, 37 percent are in the 60-70 age group, about 26 percent each are in the 70-80 and ‘Others’ age group. The balance 11 percent are in the 80 plus category and thus entitled to enhanced pension based on advancing age.</p>
<p>The stacked bar graph brings out for each category of pensioners the break up in percentage terms of each age group viz., 60-70 years, 70-80 years, 80-90 years, 90-100 years and Others.</p>

<p>Railways have included those less than 60 years of age in the 60-70 age group</p>
<p>The graph above brings out the following:</p>
<blockquote><p>i. Railways, in comparison to other categories have largest percentage of pensioners above the age of 80 years. While in all other categories this percentage is in the range of 7-9 percent, in the Railways it is 21 percent.</p>
<p>ii. Defence Services have a large percentage of personnel retiring at an early age, as is confirmed by the data. 57 percent of defence service pensioners fall in the ‘Others’ age group. Central Civil which also includes CAPFs has 25 percent in ‘Others’ age group.</p></blockquote>

<p>Strength of Pensioners as on 01.01.2014 : Pensioners can be broadly categorised into Civil and Defence. Within civil pensioners there exist three broad categories: Central Civil, Railways and Post.</p>
<p>As on 01.01.2014, as per data reported to the Commission, the total number of pensioners were 51.96 lakh. The category wise break up is shown in the pie chart below</p>

<p>The table above brings out the following:<br />
i. Of the total 51.96 lakh pensioners as on 01.01.2014, 11.83 lakh viz., 23 percent were family pensioners.</p>
<p>ii. Civilian pensioners consisting of Central Government Civil, Railways and Posts, as on 01.01.2014 number 27.81 lakh while defence pensioners (including defence civilians were 24.15 lakh. Defence pensioners (including defence family pensioners and defence civilians) constitute 47 percent of all pensioners.</p>

<p>NEW DELHI: Former MPs, whose pensions were last revised in 2009, may now see a hefty hike in their retirement benefits. Government sources told HT that the monthly pension for exMPs is likely to go up to Rs.35,000 a month from Rs.20,000 a month — a 75% hike.</p>
<p>A major breakthrough in pensions for ex-MPs came under the first NDA government, led by Atal Bihari Vajpayee when they introduced pension for all MPs irrespective of their tenure. Earlier, only MPs who had completed a 5-year term were entitled to post-retirement benefits.<br />
The Modi government is also set to increase the rate of additional pension for each completed year in excess of five years. The centre is considering additional pension of Rs.2,000 per month instead of the current rate of Rs.1,500.</p>
<p>In other words, if a parliamentarian has served for seven years, he or she will get monthly four thousand additional pension on the top of his basic pension of Rs.35,000.</p>
<p>Sitting MPs, who have received routine hikes to keep up with inflation, currently get a salary of Rs.50,000 per month. The additional perks and allowances include Rs.45,000 per month as constituency allowance, Rs.2,000 daily if he attends parliament and Rs.30,000 for secretarial assistance, among other things.</p>
<p>Parliament’s nod is required to enhance the former MPs’ pension. Government sources added that the legal amendments will be brought in the winter session after inter-ministerial consultations.</p>
<p>In sync with Prime Minister Narendra Modi’s thrust on welfare of women, the definition of “dependents” for family pension will also include divorced or widowed daughters of former MPs.</p>
<p>The government is also mulling the option of providing family pension for a much longer period of time after the MPs demise.</p>
<p>The pension for former MPs was introduced during the tenure of Indira Gandhi — Rs.3,000 per month — but only for those who completed a term in Parliament.</p>
<p>In 2009, UPA government enhanced it to Rs.20,000 per month.</p>

<div>In pursuance of CGA office letter No. S-11012/2/3(19)/Banks/RBD/2004/2077 dated 31.08.2013 read with Ministry of Finance, Department of Expenditure letter No. 7/10/2012-13 dated 13.09.2012 removal of state-wise jurisdiction from HDFC Bank for disbursement of civil pensioners introduced vide Correction Slip No. 21 to the Scheme for payment of pensions to Central Government Civil Pensioners by Authorised Banks is withdrawn with immediate effect. Accordingly status so as on 31.07.2013 should be maintained. A list of States as on 30.07.2013 in which the HDFC was authorized to disburse the civil pension is enclosed for ready reference.</div>

<div>In view of the above, all Pr. CCAs/CAs with independent charge are advised to issue necessary instructions to all their Pay Sz Accounts Offices and Head of offices under their payment control<strong> not to accept any of the paying branch of HDFC Bank Ltd. from any of the fresh retirees for disbursement of their pension</strong>. If any such case comes to the notice where the pensioner has opted the HDFC bank for his pension payment he may be advised to change his options to avoid unnecessary correspondence in this regard causing delay in starting the pension payment and consequent discomfort to him.</div>
