Subject: First Cadre review of Group ‘B’ & Group ‘C’ posts in Central Civil Accounts Service (CCAS) – reg.

Reference is invited to this offices OM NO. A-65061(55)/90/2020- Group B-CGA/468 dated 24.02.2023 regarding implementation of First Cadre Review of Group ‘B’ & Group ‘C’ posts in Central Civil Accounts Service (CCAS) and conveying therewith approval of the Competent Authority for station wise allocation of revised sanctioned strength of Group ‘B’ & Group ‘C’ posts in CCAS.

2. In this connection, it has been observed that working strength in some of the Ministries/ Departments has become in excess to the revised sanctioned strength as a result of reduction of post in revised sanctioned strength in First Cadre Review whereas on the other hand the working strength in some of the Ministries/ Departments has resulted in shortage due to increase in revised sanctioned strength.

3, All the Pr.CCAs/ CCAs/CAs (I/c) are. therefore. requested to provide information regarding excess working strength and station-wise vacancy position in Group ‘C’ and Group ‘B’ Non-Gazetted posts in their Ministry/ Department strictly in the enclosed proforma at Annexure-I separately for each post, duly singed by the Sr. AO/ACA/ Dy.CA/CA/CCA so that the excess staff strength may be accommodated against available vacancies in CCAS.

The above information shall reach to this office by 28th April, 2023 positively.

Subject:- Precautions for issue of appointment letter to the SSC passed candidates – reg.

A few instances have come into notice of this office that the name and address of Office of the Controller General of Accounts, Ministry of Finance, Department of Expenditure is being used for issue of appointment letters to the individuals even though they have not been selected for any of the post in Central Civil Accounts Service (CCAS) under the CGA organization through any selection mode including recruitment through SSC. The matter has already been reported to the concerned investigating police agency.

The attention of the ‘Appointing Authorities in the Departmentalized Accounting Organizations under the CGA is, therefore, invited to take due precautions and to confirm all particulars/identity of the candidate, as detailed in this office’s O.Ms for distribution of dossiers of SSC passed candidates, before issue of appointment letter to the candidates selected for the post in CCAS cadre.

In case of any doubt, contact may be made to the Sr. AO (HR-IV), O/o the CGA for further clarification.

Subject: Classification of post of Senior Accounts Officer in Central Civil Accounts Service – reg.

In pursuance of Ministry of Finance, Department of Expenditure I.D. Note No. A-12034/7/2017-Ad.I dated 25.10-2019 issued with the approval of Hon’ble Finance Minister, the post of Senior Accounts Officer in Central Civil Accounts Service Is classified as Group ‘A’ post w.e.f. 9.4.2009 without any change in Pay Level.

2. All settled cases (such as promotions to the post of Senior Accounts Officer, induction into ICAS, disciplinary cases, etc.) will not be re-opened. The attendant benefits such as consultation with UPSC for promotion, change in disciplinary authority, contribution to CGEGIS etc. will be effective from the date of Issue of order for classifying the post of Senior Accounts Officer as Group ‘A’.

OFFICE MEMORANDUM

Sub: Implementation of recommendation of 7th CPC – Para 11.12.140 – Grant of Grade Pay of Rs.5400(PB-2) i.e. Level 9 of Pay Matrix in case of Assistant Accounts Officers of Central Civil Accounts Service.

Reference is invited to Department of Expenditure, Ministry of Finance Office Memorandum F No. 25-2/2017-IC/E.III(A) dated 18th June, 2018 issued in pursuance of recommendation of 7th CPC as contained in Para 11.12.140 of the report and Government Resolution No. G.I., M.F., No. 1-2/2016-IC dated the 25th July, 2016. In accordance with the ibid O.M., the revised pay scales of the post of Assistant Accounts Officers in Central Civil Accounts Service in the pay structure of 7th CPC w.e.f. 01.01.2016 would be Level 8 of Pay Matrix and Level 9 on completion of 4 years in Grade Pay of Rs.4800/-(PB-2)/Level 8 subject to the following parameters:-

(i) The grant of Non-Functional Upgradation in Pay Level 9 shall be admissible to the AAOs of CCAS on completion of 4 years of approved service from the date of joining as AAO, subject to their vigilance clearance. The aforesaid non-functional upgradation to AAOs is effective from 01.01.2016.

(ii) Necessary amendment to CCS(RP) Rules, 2016 shall be issued by the Ministry of Finance, Department of Expenditure in due course.

(iii) The benefit of pay fixation admissible as per Rule 13 of CCS Revised Pay Rules, 2016 shall be available at the time of grant of non-functional upgradation.

(iv) The orders for grant of non-functional upgradation to AAOs shall be issued by the Appointing Authority i.e. Chief Controller of Accounts or Joint Controller General of Accounts as the case may be. While issuing orders, i t may be ensured that none of the circumstances for adoption of sealed cover procedure exists and the official is not undergoing any penalty under CCS(CCA) Rules, 1965.

This issues with the approval of the competent authority.
