<h3 class="wp-block-heading">Subject: Applicability of Gazette Notification No.1/3/2016-PR, dated 31.01.2019 issued by the Deptt of Financial Services (DFS), Ministry of Finance to the employees of Central Autonomous Bodies covered under NPS.</h3>



<p>The undersigned is directed to refer to Department of Financial Services’ Gazette Notification No.1/3/2016-PR dated 31.01.2019, inter-alia, enhancing the employer’s share of contribution for Central Government NPS subscribers from 10% to 14% w.e.f. 01.04.2019. Consequent upon issuance of the said notification, PERDA as well as Ministries/ Department have sought clarification from this Department, if the notification dated 31.01.2019 is applicable to the NPS borne employees of the Central Autonomous Bodies.</p>



<p>2. The employees of Central Autonomous Bodies (CABs) are not Central Government employees and therefore the afore said provisions of the notification dated 31.01.2019 is not directly and automatically applicable in respect of CAB employees. Also, as CABs are financially dependent on grant-in-aid from the Central Government for this administrative and establishment expenditure any such enhancement in the employer’s contribution having budgetary implications warrants prior approval of the Central Government. It may be noted that NPS was introduced in respect of employees of CABs through a separate order of this Department O.M. No. 1(13)/E.V/2001 dated 13.11.2003.</p>



<p>3. However, it has been observed that despite no prior sanction from the Ministry of Finance, the employer’s contribution was enhanced to 14% of Pay &amp; DA in respect of employees of a number of CABs. It is brought to notice that such internal and suo-moto decisions by the CABs/ Administrative Ministries are contrary to the Delegation of Financial Powers and tantamount to unauthorized expenditure. Any recurrence of such unauthorized and improper decision will result in enforcement of personal accountability of the administrative and financial staff of the organization/ Ministry and the Head of the organization thereof through disciplinary action and/or financial recoveries.</p>



<p>4. The issue has further been examined by this Department and taking in to consideration all the factors, it has been decided that the notification dated 31.01.2019 may be extended to the employees of Central Autonomous Bodies. The date of effect will be same as applicable in case of Central Government employees i.e. 01.04.2019. The administrative Ministry / Departments are directed to ensure that while implementing the enhanced share of contribution among the autonomous bodies, the financial implications shall be borne by the Government in the same manner, as was decided to be borne while implementing the pay revision benefits to employees of autonomous bodies in terms of the <a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a> recommendation as enumerated vide this Department’s order No.1/1/2016-E.III(A), dated 13.01.2017.</p>

<p><strong>Conference on Implementation of National Pension System by Central Autonomous Bodies</strong></p>
<p>A conference on implementation of National Pension System by Central Autonomous Bodies (CABs) was organized by PFRDA on 13th June 2018 at New Delhi. The prime objective was to provide a forum to all Central Autonomous Bodies (CABs), where the progress in the implementation of NPS with respect to compliance of timelines in various NPS related activities could be brought to the fore and a way forward could be provided. Officials from most of the Central Autonomous Bodies (CABs) attended the conference.</p>
<p>Dr. Badri Singh Bhandari, Whole Time Member (Economics) in his opening remarks mentioned that currently there are 557 CABs which have about 1.73 lacs subscribers and about Rs.11800 crores of Asset Under Management (AUM). He further emphasised the need for discipline in submission of subscriber registration forms and remittance of the subscribers’ contributions. He also highlighted the responsibility of nodal officers handling NPS and advised that they should be aware of the NPS and its related process in detail for addressing the queries/grievances of the subscribers.</p>
<p>Chairman, PFRDA, Sh. Hemant Contractor, in his address emphasized the fact that NPS, being a Contributory scheme, was different from the earlier pension system and discussed various determinants of pension such as promptness of the Nodal offices in performing various NPS related activities mainly subscriber registration, upload/remittance of NPS contributions and also period of stay in the scheme, contribution level, returns on investments, annuity schemes chosen, annuity service providers chosen etc. In this regard, he stressed upon the need to work in tandem to ensure that NPS works efficiently and pensions are served effectively. He also highlighted endeavour of PFRDA in educating subscribers in handling their pension accounts, through a dedicated website, Pension Sanchay.</p>
<p>Secretary, Department of Expenditure, Govt. of India Sh. Ajay Narayan Jha, in his key-note address appreciated the initiative of PFRDA for holding this conference exclusively for Central Autonomous Bodies as it provided two-way communications between stakeholders for the ultimate benefit of the subscribers. He stressed to all participants on the need of becoming sensitive and responsible towards employee-subscribers currently covered under NPS in order to protect their interest, while monitoring various NPS related activities. He also stressed upon the role which can be played by the Head of Institutions and PrAOs of the respective CABs in streamlining NPS operations.</p>
<p>A presentation was also made by the NSDL e-Governance Infrastructure Ltd, the Central Recordkeeping Agency for NPS about the operational issues and new functionalities released for the convenience of the nodal officers-PAOs/DDOs and the subscribers. A presentation was also made by Jamia Millia Islamia University about the best practices they have adopted to administer the subscribers&#8217; interface effectively. While presenting the Vote of Thanks Shri Ashish Kumar, GM mentioned that PFRDA is periodically holding Review meetings/ Video conferences also with the CABs on important parameters having financial implications and expects significant improvement from the present state of affairs.</p>

<p>Kindly call for our earlier letter of even number dated October 30, 2017(copy enclosed), whereby it was requested, while thanking the government for having implemented VII CPC recommendations in case of staff of the Central Autonomous Bodies, that, their genuine grievance in respect of payment PLB/Ad-hoc bonus to these staff should also be considered .</p>
<p>It would be pertinent to recall that, Finance Ministry used to extend the benefit of PLB/Ad-hoc Bonus to the Central Autonomous Bodies also at par with other Central Government employees till the year 2014-15. Surprisingly, employees of the Central Autonomous Bodies have been deprived of this benefit after the year 2014-15 without assigning any bonafide reason thereto.</p>
<p>It is, therefore, requested that, necessary action may kindly be taken for granting ad-hoc bonus to the Central Autonomous Bodies also on par with the Central Government employees for the years 2015-16, 2016-17 and 2017-2018, as was being done till the year 2014-15 in the larger interest of justice and parity.</p>

<p>Subject:- <strong>Rate of Dearness Allowance applicable w.eJ. 01.07.2018 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s O.M. of even No. dated 28th March, 2018 revising the rate of Dearness Allowance w.e.f. 01.01.2018 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the prerevised pay scales as per 5th Central Pay Commission.</p>
<p>2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing 274% to 284% w.e.f. 01.07.2018.</p>
<p>3. The provisions contained in paras 3, 4 and 5 of this Ministry&#8217;s O.M.No.1(13)/97-E.II(B) dated 3rd October, 1997 shall continue to be applicable while regulating Dearness Allowance under these orders.</p>
<p>4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.</p>

<p>Subject: <strong>Rate of Dearness Allowance applicable w.e.f. 01.01.2018 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s O.M. of even No dated 26th September, 2017 regarding revision of the rate of Dearness Allowance w.e.f 01.07.2017 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission.</p>
<p>2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing <b style="color: #c00;">139% to 142% w.e.f. 01.01.2018.</b></p>
<p>3. The provisions contained in paras 3. 4 and 5 of this Ministry&#8217;s 0.M.No.1(3)/2008-E.11(5) dated 29th August: 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.</p>
<p>4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.</p>

<p>Sub: <strong>Grant of ad-hoc bonus for the Central Autonomous Bodies for 2015-16 and 2016-17 &#8211; reg.</strong></p>
<p>While thanking your good-self immensely for having extended 7th CPC benefits to the Central Autonomous Bodies on the plea made by the undersigned, one more genuine grievance pertaining to them has come to the notice of the NCJCM(Staff Side). As a tradition, after declaring PLB/Ad-hoc bonus for the Central Government Staff, Railway Staff, Defence(Civilian) Staff etc., Finance Ministry used to extend the same to the Central Autonomous Bodies too till 2014-15. Not knowing the reasons, the Central Autonomous Bodies’ Staff were deprived of the same since then. Therefore, it is candidly requested to take necessary steps for granting of &#8216;ad-hoc bonus&#8217; to the Central Autonomous Bodies also on par with the Central Government Staff for the years 2015-16 and 2016-17.</p>

<p>The undersigned is directed to refer to this Department&#8217;s O.M. of even No. dated 7th April, 2017 revising the rate of Dearness Allowance w.e.f. 01.01.2017 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission.</p>
<p><strong>2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing 264% to 268% w.e.f. 01.07.2017.</strong></p>
<p>3. The provisions contained in paras 3, 4 and 5 of this Ministry&#8217;s O.M.No.1(13)/97-E.II(B) dated 3rd October, 1997 shall continue to be applicable while regulating Dearness Allowance under these orders.</p>
<p>4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.</p>

<p><strong>Subject:- Rate of Dearness Allowance applicable w.e.f.1.7.2016 and w.e.f.1.1.2017 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s O.M.of even No. dated 22nd April, 2016 revising the rates of Dearness Allowance w.e.f.01.01.2016 in respect of employees of the Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission.</p>
<p>2. The rate of DA admissible to above categories of employees of the Central Government and Central Autonomous Bodies shall be enhanced from the existing rate of 245% to the revised rates as under:</p>

<p>The undersigned is directed to refer to this Department’s O.M. of even No, dated 1st October, 2015 revising the rates of Dearness Allowance in respect of employees of Central Government and Central Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.</p>

<p>2.The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 234% to 245% w.e.f. 1.1.2016. All other conditions as laid down in the O.M. of even number dated 3rd October, 2008 will continue to apply.</p>
