<p>The number of resignation and voluntary retirement cases vary from year to year and no trend in this regard has been observed.</p>



<p class="has-text-align-center"><strong><a href="https://centralgovernmentnews.com/voluntary-retirement-scheme-for-central-government-employees-2/" target="_blank" rel="noreferrer noopener">Voluntary Retirement Scheme for Central Government Employees</a></strong></p>



<p>No specific study for ascertaining the reasons for voluntary retirement/resignation by Force personnel has been conducted. However, an analysis carried out by the Forces indicates that personal and domestic reasons including children/family issues, health issues of self or family members, social/family obligations and commitments, better career opportunities are some of the major reasons for voluntary retirement/resignation.</p>



<p>This was stated by the Minister of State for Home Affairs, Shri Nityanand Rai in a written reply to question in the Rajya Sabha today.</p>

<p>In January 2016, it was decided to reserve 33% posts at the Constable level for being filled by women in CRPF &amp; CISF to begin with and 14-15% posts at the Constable level in border guarding forces i.e. BSF, SSB &amp; ITBP. Efforts made to promote recruitment of women personnel are given below:-</p>



<ul class="wp-block-list"><li>1. Recruitment is being conducted by making wide publicity through print/ electronic media. All-female candidates are exempted from payment of the application fee.</li><li>2. There are relaxations in Physical Standard Test (PST) and Physical Efficiency Test (PET) for all female candidates for recruitment in CAPFs in comparison to male candidates.</li><li>3. Facilities already available under the Central Government like Maternity Leave, Child Care Leave, are also applicable to CAPFs women personnel.</li><li>4. One female member is detailed as a member of the board for making recruitment of women personnel.</li><li>5. Creches and Day Care Centres have been provided by the CAPFs to facilitate women employees.</li><li>6. Committees have been constituted at all levels to check sexual harassment and to expeditiously deal with the complaints of women personnel.</li><li>7. Women personnel are given equal opportunity in their career progression i.e. promotion/ seniority as per the Recruitment Rules (RRs) at par with their male counterparts.</li></ul>



<p>No special recruitment drive specifically for Women candidates is proposed.</p>

<p>Prime Minister, Shri Narendra Modi, made an appeal yesterday to make the country self-reliant and use products made in India. Union Home Minister Shri Amit Shah has described this appeal as a guiding light to make India the Global Leader in future.</p>

<p>In this direction today, the Ministry of Home Affairs has decided that all the Central Armed Police Forces (CAPF) canteens and stores across the country will now sell only indigenous products, from June 01, 2020. The total purchase value would be around Rs. 2800 crore. With this decision, 50 lakh family members of about 10 lakh <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/capf/" target="_blank">CAPF</a></strong> personnel will use indigenous products.</p>

<p>The Home Minister also appealed to the people of the country and said, &#8220;You should use the products made in the country as much as possible and encourage others to do the same. This is not the time to be lagging behind, but to turn the crisis into an opportunity.&#8221;</p>



<p>According to Shri Shah, if every Indian pledges to use products made in India (Swadeshi), the country can become self-sufficient in next five years.</p>



<p>Appealing to the people of the country, the Home Minister said, &#8220;Let us all strengthen the hands of Prime Minister Modi in this journey of making India self-reliant, by using indigenous products.&#8221;</p>

<p><strong>Union Home Ministry recently announced government benefits of better pay and service benefits to CAPF officers</strong></p>



<p>The Union Home Ministry has formed a six-member committee to prepare final modalities for granting the recently announced government benefits of better pay and service benefits to CAPF officers, said officials on Thursday.</p>



<p>The committee, headed by a director-level officer, has been asked to “ensure processing and completion of all proposals” by September 30.</p>



<p>The latest order is seen in the backdrop of a number of officers writing to Union Home Minister Amit Shah, seeking his intervention, and launching a social media campaign claiming that despite a Supreme Court order and subsequent approval by the Union Cabinet, their headquarters were delaying these benefits to them.</p>



<p>PTI had reported about the contents of a number of such letters earlier this month.</p>



<p>The ministry, recently, also asked the chiefs of all the Central Armed Police Forces (CAPFs) to send in their proposals without any delay to it else it would be considered a contempt of the top court”s order that has asked it to accomplish the task by September-end.</p>



<p>“The officers will take stock of all such proposals of non-financial functional upgradation (NFFU) and non-functional selection grade (NFSG) received by various sections…and will prepare force-wise proposals after scrutiny of records and place them before the screening committee for final deliberation,” an August 21 order, accessed by the news agency, said.</p>



<p>The direction has been issued by the Police-II division of the ministry that looks after the affairs of the CAPFs.</p>



<p>A difference of opinion had also cropped up between these officers and those from the IPS with regard to framing of new recruitment rules (RRs).</p>



<p>CAPF officers contend that as they have been granted the categorisation of an organised Group ”A” cadre, their RRs should be revised and this will allow them more positions in senior ranks as compared to the officers who come on deputation to these forces.</p>



<p>The Indian Police Service officers however state that framing of RRs is a procedure well laid out.</p>



<p>“Every organised cadre has a procedure for recruitment, promotion and for availing of service benefits. The eligibility criteria are drawn after taking a holistic picture of the service and the officer”s service tenure. It cannot be held back by anyone and it is being prepared in earnest,” an IPS officer said.</p>



<p>These proposals will be finally placed before the screening committee headed by the Union home secretary and a final framing of RRs and procedures will be brought out by the MHA, he said.</p>



<p>A senior Home Ministry official said Thursday the home secretary-led screening committee will strictly go by the procedure in granting the benefits of the NFFU and NFSG to these officers of paramilitary forces.</p>



<p>“The decision will be taken on the merits of the proposals and the established norms for Group A services and not because some one has launched a campaign,” the home ministry official said.</p>



<p>The Modi government, on July 3, had announced that the cadre officers of forces like CRPF, CISF, BSF, ITBP and SSB will be given the NFFU and will be categorised as an organised group A service.</p>



<p>This decision had come after a decade-long legal battle waged by the cadre officers seeking a level playing field by ending the dominance of IPS officers in their senior ranks.</p>



<p>The new order is meant to benefit about 11,000 serving cadre officers and a few thousand more who have retired since 2006 from the five CAPFs.</p>



<p>The apex court had in February upheld a Delhi High Court verdict on the subject and agreed that all the CAPF officers be recognised as “organised services”, saying it will remove stagnation, ensuring the promotion and other service-related benefits to officers in the same post.</p>



<p>These officers command units are deployed to undertake anti-Naxal operations, counter-terrorism and counter-insurgency tasks, border guarding and they also render a variety of roles for maintenance of internal security and conduct of elections across the country.</p>

<p>New Delhi: A group of retired paramilitary forces officials will hold a day-long protest at Jantar Mantar here tomorrow demanding grant of special pay, OROP and restoration of old pension scheme for lakhs of personnel.</p>
<p>Alleging “discrimination” by the government, the association of veterans of forces like CRPF, BSF, ITBP, CISF and SSB is also demanding sanction of a number of welfare benefits to both the serving and retired personnel of these forces tasked with the maintenance of internal security in the country.</p>
<p>“We have some genuine demands like the One Rank One Pension, paramilitary special pay, restoration of the old pension scheme that was stopped for those who joined these forces beginning 2004.</p>
<p>“These forces toil very hard to ensure the country’s security and the government should ensure the welfare of these personnel and their families,” General Secretary of the Confederation of Ex-Paramiltary Forces Welfare Association Ranbir Singh said.</p>
<p>He said apart from the dharna protest at Jantar Mantar, the veterans will march towards the Parliament in support of their demands and will submit a memorandum to the Home Ministry.</p>
<p>The wife and family of BSF jawan Tej Bahadur Yadav, who recently raised allegations of poor quality food being served to jawans, are also expected to join the protest, Singh said.</p>
<p>There are about 9 lakh jawans and officers in these forces, also called Central Armed Police Forces (CAPFs), that work under the command of the Union Home Ministry and they are tasked to not only conduct operations within the country but also to secure the borders.</p>

<p>Based on the results of the Central Armed Police Forces (Assistant Commandants) Examination, 2016 held by UNION PUBLIC SERVICE COMMISSION on 26th June, 2016 and the interviews for Personality Test held from 9th January to 2nd February 2017, the following is the list, in order of merit, of candidates who have been recommended for appointment to the posts of Assistant Commandants (Group A) in the Central Armed Police Forces viz. <p>New Delhi: Central paramilitary forces and troops in the Assam Rifles have demanded granting of One Rank One Pension (OROP) on par with defence personnel, the Rajya Sabha was informed today.</p>
<p>&nbsp;</p>
<p>“There are demands from the in-service and retired Central Armed Police Forces (CAPFs) and Assam Rifles personnel for extending One Rank One Pension (OROP) on par with defence personnel.</p>
<p>&nbsp;</p>
<p>“CAPFs and Assam Rifles retire only on attaining the age of 57/60 years and they are entitled for pension and other pensionary benefits as per Central Civil Services (Pension) Rules, 1972. These rules are different from the pension rules applicable to ex-servicemen.</p>
<p>&nbsp;</p>
<p>“Further, CAPF and AR personnel, who are appointed on or after January 1, 2004 are covered under New Pension System,” Minister of State for Home Kiren Rijiju said in a written reply in Rajya Sabha.</p>
<p>&nbsp;</p>
<p>He was responding to a question on whether the government has taken any steps to address this issue.</p>

<p><strong>Central Armed Police Forces (Assistant Commandants) Examination, 2013 – Declaration of Written Result</strong></p>
<p>On the basis of the results of the written part of the CAPF (ACs) Examination, 2013 held by UPSC on October 20, 2013, the candidates with the under-mentioned Roll Numbers have qualified for Physical standards Test/ Physical Efficiency Test and Medical Standards Test.  The candidature of all the candidates whose Roll Numbers are shown in the list is Provisional, subject to their being found eligible in all respects. The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community etc. at the time of the Personality Test.  They are, therefore, advised to keep the said prescribed certificates ready.</p>
<p>The Central Reserve Police Force (Nodal Authority nominated by Ministry of Home Affairs) will intimate to the candidates about the date, time &amp; venue of the Physical Standards Test/ Physical Efficiency Test (PET) &amp; Medical Standards Test, to be conducted by them.  In case, any candidate does not receive the call letter for Physical Standards Test/ Physical Efficiency Test (PET) &amp; Medical Standards Test (MST) by the May 20, 2014, he/she may contact the DIG (Recruitment)/Dy. Commandant (Recruitments).  Central Reserve Police Force on Telephone No. 011–24364884 Extn. 317, 226, 224 or e.mail  i.d. – digrect.crpf@mail.nic.in.</p>
<p>The candidates who have been declared qualified in the written examination are required to get themselves registered and fill up the Detailed Application Form on-line through the Commission’s Website http://www.upsc.gov.in. Online Detailed Application Form will be available on the Commission’s website from April 11, 2014.  A hard copy of the On-line filled Detailed Application Form, along-with relevant documents like proof of date of birth, educational qualification, caste, Civilian Central Govt. Service employee, resident of J&amp;K etc. is to be submitted by the candidates to the CRPF authorities at the time of conduct of their PST/PET/MST who, in turn, would forward to the Commission, applications, along-with supporting documents &amp; certificates, of those candidates who have either been declared medically fit or their appeal for Review Medical Test have been accepted by the Appellate Authority in the CRPF. The Commission would summon only those candidates for interview who, after clearing the PST and PET, have been declared “FIT” in the Medical Standards Test.</p>
<p>Candidates are advised to intimate change in their address, if any, to the CRPF Authorities, Block No. 1, CGO Complex, Lodhi Road, New Delhi-110003 and UPSC through letter or FAX immediately, to facilitate delivery of communications to them promptly.</p>
<p>The marks-sheets of all candidates will be put on the Commission’s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and shall remain available there for a period of 60 days.</p>

<p>There is no separate Authorization for female posts, where not indicated above.</p>
<p>Against the above vacancies, some of the candidates have already been selected and are undergoing training in the respective training institutes of the Central Armed Police Forces (CAPFs) and Assam Rifles (AR). The arising of vacancies in CAPFs &amp; AR on account of new raisings, voluntary retirements, resignations etc and filling up of the same is a continuous process. Recruitment process are undertaken in the CAPFs &amp; AR on regular basis through Union Public Service Commission (UPSC), Staff Selection Commission (SSC), Medical Officer Selection Board (MOSB), other Recruitment Boards and Departmental Selection Committees (DSCs) of the Forces. Special Recruitment rallies are also conducted, to fill the vacant posts from time to time as per the requirement.</p>

<strong>Will the Minister of HOME AFFAIRS be pleased to state:-</strong></p>
<p>(a) whether any proposal is under consideration of the Government to bring the risk <a href="http://centralgovernmentnews.com/category/allowance/" target="_blank">allowance</a> given to Central Armed Police Forces (CAPF) including CRPF personnel deployed in maoist strongholds at par with their counterparts in Jammu and Kashmir or the North Eastern Region of the country; and</p>
<p>(b) if so, the details thereof and the time by which a final decision is likely to be taken by the Government in this regard?</p>
<p><strong>ANSWER</strong></p>

<p>(a) to (b): At present, no such proposal is under the consideration of the Government. As per the Ministry of Home Affairs order dated 16.4.2009, Risk/Hardship Allowance is sanctioned to the combatized Central Armed Police Forces (CAPFs) personnel upto the rank of Commandant, based upon their deployment at different places in India including Jammu &amp; Kashmir, North Eastern Region and Left Wing Extremist (LWE) States.</p>
