<p>In view of the prevailing economic scenario and in order to promote fiscal discipline, Government of India has issued Economy instructions which, inter alia, impose a ban on creation of new posts. However, proposals for creation of posts are examined/concurred to in the Ministry on case to case basis if supported by adequate functional justification.<br />
All Ministries/Departments are required to review their vacancies vis-a-vis the work load regularly to take necessary steps for filing up vacancies as per their requirements subject to extant guidelines and rules on the matter.<br />
This information was given by the Minister of State for Finance, Smt. Nirmala Sitharaman in written reply to a question in Lok Sabha today.</p>

<div>It will be seen that the number of Group C and erstwhile Group D employees has marginally gone down in percentage terms. Posts are created as per functional requirements and requirement of posts is assessed periodically by cadre reviews and work measurement studies.</div>

<div>As per Central Civil Services (Conduct) Rules, 1964, no Government servant shall in his official dealings adopt dilatory tactics or willfully delay in disposal of the work assigned to him and that a Government servant who habitually fails to perform the task assigned to him within the time set for the purpose and with the quality of performance expected of him shall be deemed to be lacking in devotion to duty and liable to disciplinary action as per rules.</div>

<p>The below detail was submitted in a written reply in the Parliament by the Minister of DOPT Shri V.Narayanasamy on 12th December 2013 to a question regarding the number of Central Government employees is constantly decreasing due to non-filling up of vacancies for the last several years&#8230;</p>
<p>The Minister said that the details of the number of posts sanctioned, filled and vacant of Regular Civilian Employees in Central Government &amp; Union Territory Administrations as per the ‘Brochure on Pay and Allowances of Central Government Civilian Employees for 2009-2010, 2010-2011 and 2011-12 brought out by the Ministry of Finance (Department of Expenditure), as on 1st March of the relevant year are as under:</p>

<p>Reservation to Other Backward Classes (OBCs) in Central Government services is provided at the rate of 27% in case of direct recruitment on all India basis by open competition. In case of direct recruitment on all India basis, other than by open competition, reservation for OBCs is provided at the rate of 25.84%.</p>
<p>Representation of OBCs is still low for the reason that reservation for them started only in September, 1993. Moreover, those OBCs recruited before 1993 have not shown themselves as OBCs since the reservation was not available to them before 1993, and they were recruited/ appointed as general candidates. There is no reservation for OBCs in promotion.</p>
<p>Reservation to SCs in Direct Recruitment is available since 1947. Whereas, reservation for STs in direct recruitment was introduced from 1950. The provision of reservation in promotion for SCs/STs is available since 1955.</p>

<p>A Special Recruitment Drive to fill up the backlog reserved vacancies of SCs, STs and OBCs in services of the Central Government was launched on 19th November, 2008 to fill up all backlog vacancies existing as on 1.11.2008. The drive was extended upto 30.6.2011. The progress of the drive was reviewed on 1st July, 2011 and it was decided to re-launch the drive so as to fill up the remaining identified backlog vacancies by 31.03.2012. As reported by the Ministries/Departments so far, the backlog vis-à-vis filled up vacancies of SCs, STs and OBCs is given in the following table:</p>

<p>Minister of Social Justice and Empowerment Shri.Balram Naik submitted as written reply to the questions regarding reservation quota in Lok Sabha on 10th December 2012 as follows&#8230;</p>
<p>As per Census, 2001, the proportion of Scheduled Castes and Scheduled Tribes in the country`s population is 16.2% and 8.2% respectively.</p>
<p>As per the information provided by the Department of Personnel and Training, the Hon`ble Supreme Court in the matter of Indra Sawhney Vs. Union of India observed that it is not possible to accept the theory of proportionate representation, though the proportion of population of Backward Classes to the total population would certainly be relevant and held that the power conferred by clause (4) of article 16 should be exercised in a fair manner and within reasonable limits so that reservation does not exceed 50%.</p>

										<content:encoded><![CDATA[<div><strong>CENSUS OF CENTRAL GOVERNMENT EMPLOYEES (As on 31st MARCH, 2009)</strong><span style="text-align: justify;">As per the result of Census Enquiries, the total regular employment under Central Government as on 31st March, 2009 was 30.99 lakh as against 31.12 lakh on 31st March, 2008.</span></p>

<div style="text-align: justify;">The employment has, thus, recorded a decline of 0.42% in 2009 over 2008.(2). Employment in Ministry of Railways was the highest (44.74%) followed by the Ministry of Home Affairs (24.14%), Defence civilian (11.77%), Communications &amp; IT (7.06%) and Finance (3.49%). Other Ministries/Departments collectively shared the rest of 9% of the total Central Government regular employment.</p>
<p>(3). Out of 30.99 lakh regular employees, 3.11 lakh were women.</p>

<div style="text-align: justify;">The total number of regular civilian employees under Central Government establishments as on 31st March, 2009 was 30.99 lakh. The Table-1 shows overall comparative change noticed in the level of Central Government employment (regular) as on 31st of March, 2008 and 2009.</div>

<div style="text-align: justify;">The total employment under Central Government as on 31st March, 2009 as per Census has gone down by 0.13 lakh over 31st March, 2008. This decrease may be attributed to various recruitment policies of the Government. Right sizing /down sizing policy has been a major contributory factor for this declining trend.</div>

<p>These five Ministries taken together accounted for 91% of the total Central Government employment. The residual employment (about 9%) was shared by all the remaining Ministries/Departments of the Central Government.</p>

<div style="text-align: justify;">2.3 Women employment under Central Government has been estimated to the tune of 3.11 lakh, which is 10.04 percent of the total regular Central Government employment. Women employees together with their proportion in the total estimatedwomen employment in the major employing Ministries for the year 2009 is shown in Table-3:

<p><span style="text-align: justify;">It may be observed from Table-3 that participation of women was highest in Ministry of Communications &amp; IT(15.78%) whereas participation of women in Ministry of Railways is quite low (6.43%) as compared to overall women participation </span><span style="text-align: justify;">in Central Government employment. Ministry of Defence (civilian) has fair share of women employment i.e. 10.79%. The participation of women shared by rest of the Ministries/Departments was of the order of 13.11%.</span><br />
