<h3 class="wp-block-heading">Subject: Combined Duty Allowance (CDA) to Gramin Dak Sevak (GDS) -clarification.</h3>



<p>Recently the issue of recovery of excess payment of Combined Duty Allowance (CDA) payable to GDS came to the judicial scrutiny before the Hon’ble CAT, Earnakulam Bench. The Bench while deciding OA No. 391/2021 and connected cases vide order dated 07.06.2023 (Annexure A) has, inter-alia, directed to recover over payment of combined duty allowance from the GDS (both in the single handed and all other BOs), inter-alia, observing that</p>



<p>“Combined duty allowance can be claimed by a GDS only if he is discharging the additional duties subject to the two riders: &#8211;</p>



<ul class="wp-block-list">
<li>(a) There must be two or more posts in the establishment.</li>
</ul>



<ul class="wp-block-list">
<li>(b) The duty of that post should be borne on the post of that BO and duty of that post is to be combined with another post of that particular office.”</li>
</ul>



<p>2. While examining the aforementioned court cases, it was noted that this office Order No. 17-31/ 2016-GDS dated 01.02.2022,in respect of CDA applicable in single handed BOs, was issued with the concurrence of MoF keeping in view the specific nature of duties to be performed by BPM in single handed BOs and therefore, BPMs in such cases are entitled to combined duty allowance. Kerala Circle has, accordingly, been advised to take further legal recourse to clarify the position before Hon’ble Tribunal.</p>



<p>3. Further, it was also noticed while examining the above cases in respect of the double or more than double handed branch post offices, that Karnataka Circle and Telangana Circle (Hyderabad Region) have issued some clarifications at Circle levels vide their orders No. ESA/1-1/Dlgs/I ll dated 12.05.2022 (Annexure B) and PMG (H)/Est-/05 dated 18.09.2018 (Annexure C), respectively in the matter of grant of combined duty allowance (CDA). It appears from the clarification issued by both the Circles that the CDA has been allowed to the GDSs in the BOs having two or more hands in all cases, <strong>irrespective of the vacant post is borne in the same establishment or otherwise</strong>, against the provisions contained in this office OM NO. 17-31/2016-GDS dated 25.06.2018.</p>



<p>4. The said orders dated 25.06.2018 are very clear with regard to grant of combined duty allowance, which inter-alia, provides that for grant of combined duty allowance (in other than single handed BOs) it is necessary that two or more posts should be borne on the same establishment, i.e., <strong>in case of BPMs working in other than single handed BOs, the Combined Duty Allowance should be granted only in the cases where the post of GDS ABPM was lying vacant or where the incumbent to the post has availed any leave and consequently BPM works as the Mail Deliverer or Mail Conveyance or both in addition to their own duties.</strong></p>



<p>5. In view of the observations of the Hon’ble CAT the Orders, the aforesaid letters dated 12.05.2022 of Karnataka Circle and 18.09.2018 and of the PMG, Hyderabad Region are needed to be withdrawn immediately. Karnataka Circle and Telangana Circle are accordingly requested to take action to withdraw the aforementioned orders of respective Circles and recover the excess payment of combined duty allowance made in pursuance thereof from the GDSs concerned in three installments. A compliance may be submitted by both the Circles forthwith.</p>



<p>6. All Other Circles are also requested to follow the instructions in the letter and spirit to avoid such irregular payment and take action to recover such irregular payment of CDA, if any.</p>



<p>The receipt of this letter may be acknowledge by all Circles.</p>

<p>Please find enclosed copies of the GOI MH&amp;FW OM No Z.15025/117/2017/DIR/ CGHS/ESH_ dated 15/01/2018 as amended by OM no Z 15025/64/2018/DIR/CGHS dated 31/07/2018 and Z.15025/117/2017/DIR/ CGHS/EHS dated 10/12/2018 for information and strict compliance please.</p>



<p>In this connection, it is noted that while availing CGHS facilities by the beneficiaries, the standard guidelines and instruction on the subject are not being followed.</p>



<h2 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/cghs-price-list-cghs-treatment-procedure/" target="_blank" rel="noreferrer noopener">CGHS Price List &#8211; CGHS TREATMENT PROCEDURE</a></h2>



<p>As per Para (i) of MH&amp;FWO dated 15/014/2018which states that “ All CGHS  beneficiaries (in all CGHS Cities) shall be permitted for seeking OPS consultation from Specialist at private hospitals empanelled under CGHS after being referred by any Medical Officer /CMO of CGHS wellness Centre the referral may be mentioned on computer generated Prescription Slip . After consultation at empanelled hospitals beneficiaries shall report back to concerned wellness centre, where MO/CMO would endorse listed investigation/ listed treatment procedures and issue medicine as per guidelines mentioned below. For unlisted investigation/ treatment procedure CMO in charge shall submit the prescription to competent authority for consideration in case of pension beneficiaries. Serving employees shall seek permission for unlisted investigation/ treatment procedure from their department as per prevailing guidelines.</p>



<p>In view of the above it is stated that while submitting CGHS reimbursement claim due procedure shall be followed by the beneficiaries so that claim can be processed without returning to the beneficiaries.</p>

<p><strong>Subject: Submission of Income Tax Savings Documents for the Financial Year 2022-2023: DAD</strong></p>



<p>For the purpose of assessment and regularization of Income Tax for the Financial Year 2022-2023 (Assessment Year 2023-2024) all the officers and staffs are requested to submit the following documents:-</p>



<ul class="wp-block-list"><li>I. Proof of savings documents insurance premium receipt, NSC, Infrastructure Bond, PPF Bank statement, Housing Loan Certificate from Bank, rent receipt, copy of House owner’s PAN card etc should be produce as per Annexure I and II (enclosed).</li><li>II. Any Officers and staffs claiming exemption of Income Tax under IT Act 1961 under section 197 who have not forwarded the Exemption Certificate for Fy. 2022-23 from Income Tax Department are advised to do so at the earliest; failing which total Tax payable will be deducted at source and Tax refund if any should be claimed only from IT Department. In this connection it is also stated that exemption allowed will be limited to the amount of salary and period of exemption mentioned in the Income Tax Department. Any amount exceeding the amount mentioned in the Certificate and any salary drawn prior or after the period mentioned will be liable for tax deduction. Moreover, the said certificate must pertain to TAN of CDA Guwahati, i.e. SHLC00100C.</li><li>III. employees who had produced &#8220;Self Declaration&#8221; earlier, should also submit proof of savings/documents along with Annexure I and Annexure II failing which the “Self Declaration” submitted earlier shall be considered null and void and Tax Deduction at source shall be done accordingly.</li></ul>



<p>It is therefore requested to submit the above documents (whichever applicable) duly completed in all respect such a way that should reached at this office on or before 31.10.2022 to enable the DDO to regulate the Income Tax deduction at source during the current financial year. In absence of receipt of the aforementioned documents from the official, the Income Tax will be deducted based on the available information at this end and any refund, if admissible may be claimed only from the Income Tax Department.</p>

<h3 class="wp-block-heading">Sub: Clarification on admissibility of old duty station HRA when posted to/from Field Areas/Modified Field Areas in MES.</h3>



<p>Recently, on the above subject requests are received for grant of additional HRA of old duty station on the basis of GoI, MoD letter No.4(6)/2000/ D/(Civ-I) dated 21.09.2000. MES employees are claiming old duty station HRA on the basis of GoI, MoD letter No.4(6)/2000/ D/(Civ-I) dated 21.09.2000, wherein, it is mentioned that &#8220;Civilians transferred from a family station to a non-family Station in Field area are entitled to HRA at the rate applicable to the old duty station, provided the Govt servant is keeping his family in the house owned by him or in a rented accommodation at the old duty station, for the duration of his posting in the non-family station in the field area. The drawal of such HRA will be subject to the fulfillment of other conditions, laid down in MoD OM No. 4(1)/66D(Civ.I) dated  04.03.1966 as amended from time to time”. However, this office is not clear that whether as per extant a MoD orders civilian employees of MEs are entitled for additional HRA of old duty station or not as the MoD letter dated 21.09.2000, applied to the civilians paid from Defence Service Estimates working in the Defence establishment located in Field Areas/Modified Field Areas.</p>



<p>In view of the above, this issue was referred to HQrs. Office for seeking clarification. In response to this office letter, Hqrs. Office vide letter No.AT/Army-Br/A/Civ/2366/Misc. Allow/vol-I dated 17.02.2022 following has been stated:</p>



<ol class="wp-block-list"><li>As per MoD. letter dated 13.01.1994, field area has been defined as area where troops are deployed near the borders for operational requirement and where imminence of hostilities and associated risk to life exists. Troops in such areas are located for reasons of operational considerations alone and are not living in cantonments.</li><li>As regards to the place in question (i.e. Jhakri station), it is required to be confirmed whether the place is declared as Field/Modified field Area in terms of MoD letter No. 37269/AG/PS 3(a(/90/D(Pay/services) dated 13.01.1994.</li><li>Although the MoD letter dated 21.09.2000 does not have any mention about the non-grant of Field service concessions to the static units but any conclusion can be deduced only by reading MoD letter dated 21.09.2000 with letter MoD dated 13.01.1994, Para 5 of MoD letter dated 13.01.1994 clearly states that these allowances will not be admissible to Static formations/units i.e. Military Farms, MES Recruiting office, Training Centre &amp; Establishment, NCC Directorates and units, TA units unless embodied &amp;b Record offices and similar establishments.</li></ol>



<p><strong>Hqrs. Office has directed to re-examine the issue in terms of MoD letter dated 21.09.2000, MoD letter dated 13.01.1994 and Practice being followed in regulating such claims.</strong></p>



<p>This office is of the opinion that benefit of grant of additional HRA of old duty station on the basis of GoI, MoD letter No.4(6)/2000/D/(Civ-I) dated 21.09.2000 should not be allowed to the MES employees posted at Jhakri station. However, it is requested that the considered view and practice being followed in respect of such type of cases may be furnished to this office for better appreciation in this issue please. It is also requested to forward the MoD letter No. 37269/AG/PS 3(a(/90/D(Pay/services) dated 13.01.1994 in case the same is available in your office.</p>

<h3 class="wp-block-heading">Subject: Compliance to communication security advisory for government officials.</h3>



<p>Reference: HQrs Office letter No. Mech/IT&amp;S/810/Cyber Security Dated-09/02/2022</p>



<p>Please refer to HQrs. office letter cited under reference wherein it is stated that JS (Estt/plg/Parl)/CISO, Ministry of Defence has issued directions to stop violations of Manual of Departmental Security Instructions (MoDSI) and National Security Policy Guidelines (NISPG). In order to curtail the leakage of classified information, guidelines are issued in the interest of communication security.</p>



<p>In this regard, the following guidelines should be followed in the interest of communication security.</p>



<ol class="wp-block-list"><li>The&nbsp;<strong>Top Secret</strong>&nbsp;and&nbsp;<strong>Secret</strong>&nbsp;Information shall be shared only in a closed network with leased line connectivity where SAG grade encryption mechanism is deployed.</li><li>The use of NIC email facility or Government Instant Messaging Platforms (Such as CDAC’s Samvad, NIC’s Sandesh etc) are recommended for the communication of Confidential and Restricted information taking utmost care regarding the classification of information. .</li><li>All are advised to deploy proper firewalls and white-listing of IP addresses while using the e- Office system.</li><li>In the context of Video. Conferencing for official purpose, Government VC solutions offered by CDAC, CDOT and NIC should be used. The meeting ID and password shall be shared only with authorized participants. Top Secret and Secret information shall not be shared during the VC.</li><li>Official working from home, should use security-hardened electronic devices (such as Laptop, Desktop etc) which are connected to the office servers through VPN and firewall setup. It is pertinent to mention that Top Secret/ Secret information shall not be share in the ‘work from environment’.</li><li>Digital Assistants devices like Amazon’s Echo, Apple’s HomePod etc. should not be kept in office. Digital Assistants (such as Alexa, Siri etc.) should be turned off in the smart phones/watches used by the officials.</li><li>Public messaging platform like whatsapp, telegram etc. should not be used for any classified official communication.</li></ol>



<p>In view of the above, It is therefore requested to all concerned that a compliance report may be forwarded to this office at earliest on email id cdaguwedp.dad[at]hub.nic.in.</p>

<p>Industrial Dearness Allowances to be revised quarterly for Central Public Sector Enterprises (CPSEs) or PSUs has been freezed by Department of Public Enterprises under the ministry of Heavy Industries &amp; Public Enterprises.</p>

<h2 class="wp-block-heading" id="freezing-DA-CPSE-order">Freezing of IDA, Dearness Allowances for CPSE employees till 30th June 2021:</h2>



<p>Freezing of Dearness Allowances to employees of Central Public Sector Enterprises (CPSEs) drawing pay as per 2017, 2007, 1997, 1992 and 1987 IDA pay revision guidelines at current rates till 30th June 2021 order has been issued on 19th Nov’ 20.</p>

<p>The ministry of Heavy Industries &amp; Public Enterprises has already freezed DA /DR for Central Government employees on 23.03.2020. Now, Government of India has issued IDA freezing order for CPSE employees too.</p>



<p>Government of India had released average AICPIN for the quarter Jun’20, Jul’20, Aug’20. With these average AICPIN numbers, the IDA for 3rd PRC should have been increased by 2.52 % from October 2020 for 2017 (3rd PRC) pay scales. Similarly, the IDA from October 2020 for 2nd PRC should have been increased by 5.55 % for 2007 (2nd PRC) pay scales. <strong>But, now these increments have been frezzed till 30th June 2021.</strong></p>



<h2 class="has-text-align-center wp-block-heading"><strong><a href="https://centralgovernmentnews.com/freezing-of-dearness-allowance-to-central-government-employees-and-dearness-relief-to-central-government-pensioners-at-current-rates-till-july-2021/" target="_blank" rel="noreferrer noopener">No DA/DR to Central Government employees till July 2021</a></strong></h2>



<h2 class="wp-block-heading">IDA rate calculation for 2nd PRC and 3rd PRC from 1st October 2020</h2>



<p>From 01.10.2020, IDA will increase to 20.9 %, increased by 2.52 % for 3rd PRC or 2017 pay scale employees. For 2nd PRC or 2007 pay scale, IDA will increase to 165.4 % increased by 5.55 % after declaration of August AICPIN on 30.09.20.</p>



<p>Since, the DA increments have been freezed, so the DA from 1st OCT’20 number will be added while calculating DA from 1st July 2021.</p>



<p>The AICPI – IW (All-India Consumer Price Index – Industrial Workers) is released by Labour Bureau, under Ministry of Labour and Employment, on the last working day of every month for previous month. And based on the consecutive 3 months, means 1 quarter, calculation of average is done to finalize the IDA rate, which may be more or less than the previous quarter IDA rate.</p>



<ol class="wp-block-list"><li>IDA for 3rd PRC from 1st October 2020 will be 20.9 %, increased by 2.52 % for 2017 pay scale.</li><li>IDA for 2nd PRC from 1st October 2020 will be 165.4 %, increased by 5.55 % for 2007 pay scale.</li><li>IDA from from 1st October 2020 is yet to be declared for 1997 pay scale.</li><li>IDA from from 1st October 2020 is yet to be declared for for 1987 &amp; 1992 pay scale (based on the pay-band).</li></ol>



<h2 class="wp-block-heading"><br />AICPIN -IW of last 3 months</h2>



<ol class="wp-block-list" id="block-04a237f0-f886-41a5-b15e-e4044275bfa6"><li>22.10.2020 – Sep AICPIN – 340  (118 x 2.88 = 340)</li><li>30.09.2020 – Aug AICPI – 338</li><li>31.08.2020 – Jul AICPI – 336</li></ol>



<p>Based on the AICPI-IW data, Department of Public Enterprises (DPE) under Ministry of Heavy Industries &amp; Public Enterprises calculates the new IDA rate and releases the press note indicating the change in IDA rate.</p>



<p>Similarly, after the release of aicpin-iw data of September 2020, October 2020 and November 2020 by the Ministry of labour and employment, the IDA from 1st January 2021 for PSU, CPSE and Govt. employees will be decided for 3rd PRC, 2nd PRC etc.</p>



<h2 class="wp-block-heading">Past change of IDA for CPSE employees for 2017 (3rd PRC), 2007 (2nd PRC), 1997, 1987 &amp; 1992 with DPE letter:</h2>



<p>The current data of IDA since 01.01.2018 for all the pay scale as well as the historical data of all the CPSE pay scales implemented from year 2017, 2007, 1997 and 1987 &amp; 1982 are compiled here.</p>



<p>This will give you the reference to compare all the data among the different pay scales in different times, how much differences are among the pay scales and in same pay scale, what is the timeline of IDA change.</p>

<p>Sub: <strong>Nomination of civilian officers for the 75th Staff Course at Defence Services Staff College, Wellington.</strong></p>
<p>Sir/Madam,</p>
<p>The 75th Staff Course at the Defence Servicers Staff College (DSSC), Wellington, (Tamil Nadu) is scheduled to commence from 10th June, 2019. The duration of the course is 45 weeks. Four (4) slots in DSSC Staff Course are earmarked for the civilian officers of various Ministries/Departments of Government of India.</p>
<p>2. The 75th Staff Course at DSSC, Wellington lays stress of issues relating to InterServices Cooperation and planning and to enhance the knowledge of the participants on various aspects of National Security. The Course also provides an opportunity for building functional rapport and understanding between the Civilian and Armed forces officers. Joint Forward Area Tour (JFAT) and Industrial Demonstration Tour (IDT) for the student officers provide a unique opportunity to gain first-hand knowledge and experience from the best practices being followed in both Civil and Defence establishments.</p>
<p>3. The 75th DSSC Staff Course is scheduled to commence from 10th June, 2019 and will continue up to 18th April, 2020. Prior to that, the selected officers will be required to undergo an Orientation Course of two (02) weeks from 20th May, 2019 to 8th June, 2019. Only those officers who, if selected, can be assuredly released from May, 2019 till April, 2020, should be sponsored.</p>
<p>4. Qualification requirements for selection of civilian officers to the DSSC Staff Course are as under:-</p>
<blockquote><p>a. The Officer should be from Group &#8216;A&#8217; Central Civil Services.<br />
b. Upper Age Limit-Should not be more than 50 years as on last date of receipt of nominations.<br />
c. Officer should be clear from vigilance and disciplinary angle.<br />
d. Officer should have excellent track record of past performance</p></blockquote>
<p>5. The details of course fees to be borne by the sponsoring organization are as follows:</p>
<blockquote><p>(i) Training charges per week &#8211; Rs. 7,975/-<br />
(ii) Rent and allied charges per week &#8211; Rs. 600/-<br />
(iii) The training charges are to he paid by demand draft in favour of CDA, Chennai</p></blockquote>
<p>payable at Chennai and the Rent and Allied Charges are to be paid by demand draft in favour of Commandant, DSSC, Wellington, payable at Chennai.</p>
<p>3. It is requested that nomination of the willing and eligible officers with Annexure-II &amp; III duly completed and Annual Performance Appraisal Reports (or photocopies of APARs duly attested by an officer not below the level of Under Secretary) of last (5) years may be sent to Under Secretary (GS.II), Room No. 112, &#8216;B&#8217; Wing, Ministry of Defence, Sena Bhawan, New Delhi &#8211; 110011 latest by 1st February, 2019 positively.</p>

<p>Sub:- <strong>Revision of Casualty Pensionary Awards in respect of Pre-2006 Armed Forces Officer and JCOs/Ors pensioners: Clarification.</strong></p>
<p>Ref:- This office Circular No. 569 dated 19.10.2016.</p>
<p>There are several representations from various War Veteran Associations demanding the benefit of Maximum of Term of Engagement in OROP as well as in 7th CPC revision quoting the Para-3 of Circular No. 569 dated 19.10.2016. Thus, it appears that there are some misinterpretation /confusion about Para-3 of Circular No. 569 dated 19.10.2016, which needs to be clarified in this regard.</p>
<p>Earlier vide Annexure No.-II of MoD letter No. 200847/Pen-C/71 dated 24.02.1972, there was a provision that Service Element of War Injury Pension will be equal in amount to the normal retiring pension of the rank held at the time of disablement for maximum service of rank. It means Service Element of War Injury Pension was admissible for maximum term of engagement subject to restriction that War Injury Pension should not be more than last pay drawn. Prior to 6th CPC the Service Element/ Service Pension was given 50% of the reckonable emoluments for 33 years of Qualifying Service including weightage, and for lesser period it was proportionately reduced. It is pertinent to mention that after evolution of 6th CPC provision concept of pro-rata reduction has been dispensed with. As per 6th CPC orders pension will be 50% of the last pay drawn irrespective of Qualifying Service. Therefore, relevance of Maximum Term of Engagement becomes obsolete.</p>
<p>The minimum guaranteed pension after implementation of 6th Central Pay Commission, was initially determined on the basis of minimum of the Pay in Pay Band plus Grade Pay vide MoD letter dated 11.11.2008 (Circular No. 397 of this office). This was further modified with issue of MoD letter No. 1(04)/ 2015 / (1)-D (Pen/ Pol) dated 03.09 .2015 for revision of Service Pension/ Service Element in respect of Pre-2006 Commissioned Officers/JCOs/ORs pensioners on the basis of minimum of fitment table for the Rank in the revised Pay Band as indicated under fitment tables, and accordingly Circular No. 547 and 548 has been issued for PBORs and Commissioned Officers respectively. The ibid minimum guaranteed pension was calculated as 50% of minimum of fitment table for 33 years of Qualifying Service including weightage with pro-rata reduction for lesser period.</p>
<p>The minimum guaranteed disability element/war injury element was not covered in the ibid MoD letter dated 03.09.2015. Therefore, .MoD letter No. 16(01)/2014/ D(Pen/ Pol) dated 18.05.2016 was issued (Circular No. 560) for revision of Casualty Pensionary awards in respect of Pre-2006 Armed Forces Officers and JCO/ORs Pensioners/ Family Pensioners, which provides for minimum guaranteed Disability Element/War Injury Element. The clause of pension upto Maximum Term of Engagement in case of War Disabled Pensioners which was admissible prior to 6th CPC was omitted in both the above circulars of minimum guaranteed pension. Therefore, there was a need to clarify this issue and hence the Para-3 has been inserted in Circular No. 569 dated 19.10.2016. After issue of GOI MoD letter No. 1(2)/2016-D(Pen/Pol) dated 30.09.2016 for delinking of qualifying service of 33 years for revision of pension under minimum guaranteed pension, Para No, 3 of Circular No. 569 has become redundant and therefore this Para-3 may be treated as deleted.</p>
<p>After implementation of 6th CPC and subsequently also in 7th CPC, pension will be determined on the basis of 50% of last pay drawn irrespective of Qualifying Service, so the relevance of pro-rata reduction for lesser qualifying service become redundant as full pension is admissible for each qualifying service in each rank. Therefore, pension upto term of engagement has also become redundant. Further, the pension as per OROP rates was based on the live data of 2013 retirees where pension was given as per 6th CPC provisions. Therefore, the demand of pension upto term of engagement has also become obsolete.</p>
<p>Therefore, it is requested that the issue may be dealt with accordingly and the pensioner approaching for this may be clarified on similar lines duly stating that pension upto term of engagement in case of war disabled pensioners in OROP as well as 7th CPC revision is irrelevant.</p>

<p>Subject : <strong>Implementation of Government decision on the recommendations of the 7th Central Pay Commission (CPC)-Revision of Disability / War Injury Pension for Pre 01.01.2006 Deference Forces Pensioners : Clarification Regarding.</strong></p>
<p>Reference : This office Circular No. 582 dated 05.09.2017, Circular No. 585 dated 21.09.2017 and Circular No. 596 dated 09.02.2018.</p>
<p>Of late complaints are being received from the pensioners that PDAs are not revising the pension of Pre-01.01.2006 retiree Armed Forces Pensioners in terms of Got, MoD letter No. 17(01)/2017(01)/D(Pen/Policy) dated 23.01.2018 (circulated vide this office Circular No. 596 dated 09.02.2018) under which method of re-computation of Disability/War Injury Element before applying the multiplication factor of 2.57 has been provided.</p>
<p>In view of the above, PDAs are requested to revise the Disability/War Injury Pension of Pre-01.01.2006 retired Armed Forces Personnel strictly in terms of GoI, MoD letter dated 23.01.2018 till receipt of Corr. PPO based on Notional Pay Fixation method. Cases in which PDAs are facing any difficulty to identify the pensioner, if any, as mentioned at Para 5 of Circular No. 596 dated 09.02.2018, the case may be forwarded to Audit Section of this office. The revision of such cases may be done on priority basis.</p>
<p>It is reiterated that where the disability of the pensioner was assessed as 50% in discharge cases, then it will be rounded to 75% as mentioned in Para -3 of the Circular No. 596. However, if the individual has already been given rounding off benefit through PPO (in invalid out cases) then rounding off benefit in such cases should not be given.</p>
