Date: July 05, 2021
Circular No: Acad-51/2021

All the Heads of Schools affiliated to CBSE

Subject: Special Scheme of Assessment for Board Examination Classes X and XII for the Session 2021-22

COVID 19 pandemic caused almost all CBSE schools to function in a virtual mode for most part of the academic session of 2020-21. Due to the extreme risk associated with the conduct of Board examinations during the second wave in April 2021, CBSE had to cancel both its class X and XII Board examinations of the year 2021 and results are to be declared on the basis of a credible, reliable, flexible and valid alternative assessment policy. This, in turn, also necessitated deliberations over alternative ways to look at the learning objectives as well as the conduct of the
Board Examinations for the academic session 2021-22 in case the situation remains unfeasible.

CBSE has also held stake holder consultations with Government schools as well as private independent schools from across the country especially schools from the remote rural areas and a majority of them have requested for the rationalization of the syllabus, similar to last year in view of reduced time permitted for organizing online classes. The Board has also considered the concerns regarding differential availability of electronic gadgets, connectivity and effectiveness of online teaching and other socio-economic issues specially with respect to students from economically weaker section and those residing in far flung areas of the country. In a survey conducted by CBSE, it was revealed that the rationalized syllabus notified for the session 2020-21 was effective for schools in covering the syllabus and helped learners in achieving learning objectives in a less stressful manner.

In the above backdrop and in line with the Board’s continued focus on assessing stipulated learning outcomes by making the examinations competencies and core concepts based, student-centric, transparent, technology-driven, and having advance provision of alternatives for different future scenarios, the following schemes are introduced for the Academic Session for Class X and Class XII 2021-22.

Special Scheme for 2021-22
A. Academic session to be divided into 2 Terms with approximately 50% syllabus in each term:
The syllabus for the Academic session 2021-22 will be divided into 2 terms by following a systematic approach by looking into the interconnectivity of concepts and topics by the Subject Experts and the Board will conduct examinations at the end of each term on the basis of the bifurcated syllabus. This is done to increase the probability of having a Board conducted classes X and XII examinations at the end of the academic session.

B. The syllabus for the Board examination 2021-22 will be rationalized similar to that of the last academic session to be notified in July 2021. For academic transactions, however, schools will follow the curriculum and syllabus released by the Board vide Circular no. F.1001/CBSEAcad/Curriculum/2021 dated 31 March 2021. Schools will also use alternative academic calendar and inputs from the NCERT on transacting the curriculum.

C. Efforts will be made to make Internal Assessment/ Practical/ Project work more credible and valid as per the guidelines and Moderation Policy to be announced by the Board to ensure fair distribution of marks.

Details of Curriculum Transaction

Schools will continue teaching in distance mode till the authorities permit inperson mode of teaching in schools.

Classes IX-X: Internal Assessment (throughout the year-irrespective of Term I and II) would include the 3 periodic tests, student enrichment, portfolio and practical work/ speaking listening activities/ project.

Classes XI-XII: Internal Assessment (throughout the year-irrespective of Term I and II) would include end of topic or unit tests/ exploratory activities/ practicals/ projects.

Schools would create a student profile for all assessment undertaken over the year and retain the evidences in digital format.

CBSE will facilitate schools to upload marks of Internal Assessment on the CBSE IT platform.

Guidelines for Internal Assessment for all subjects will also be released along with the rationalized term wise divided syllabus for the session 2021-22.The Board would also provide additional resources like sample assessments, question banks, teacher training etc. for more reliable and valid internal assessments.

Term I Examinations:

At the end of the first term, the Board will organize Term I Examination in a flexible schedule to be conducted between November-December 2021 with a window period of 4-8 weeks for schools situated in different parts of country and abroad. Dates for conduct of examinations will be notified subsequently.

The Question Paper will have Multiple Choice Questions (MCQ) including case-based MCQs and MCQs on assertion-reasoning type. Duration of test will be 90 minutes and it will cover only the rationalized syllabus of Term I only (i.e. approx. 50% of the entire syllabus).

Question Papers will be sent by the CBSE to schools along with marking scheme.

The exams will be conducted under the supervision of the External Center Superintendents and Observers appointed by CBSE.

The responses of students will be captured on OMR sheets which, after scanning may be directly uploaded at CBSE portal or alternatively may be evaluated and marks obtained will be uploaded by the school on the very same day. The final direction in this regard will be conveyed to schools by the Examination Unit of the Board.

Marks of the Term I Examination will contribute to the final overall score of students

Term II Examination/ Year-end Examination:

At the end of the second term, the Board would organize Term II or Year-end Examination based on the rationalized syllabus of Term II only (i.e. approximately 50% of the entire syllabus).

This examination would be held around March-April 2022 at the examination centres fixed by the Board.

The paper will be of 2 hours duration and have questions of different formats (case-based/ situation based, open ended- short answer/ long answer type).

In case the situation is not conducive for normal descriptive examination a 90 minute MCQ based exam will be conducted at the end of the Term II also.

Marks of the Term II Examination would contribute to the final overall score.

In all the above cases, data analysis of marks of students will be undertaken to ensure the integrity of internal assessments and home based exams.

Students should not be forced to appear for exams in such a stressful situation: PM

Posted On: 01 JUN 2021 7:27PM

The Prime Minister chaired a review meeting regarding the Class XII Board exams of CBSE. Officials gave a detailed presentation on the wide and extensive consultation held so far and views received from all stakeholders, including State governments.

In view of the uncertain conditions due to COVID and the feedback obtained from various stakeholders, it was decided that Class XII Board Exams would not be held this year. It was also decided that CBSE will take steps to compile the results of class XII students as per a well-defined objective criteria in a time-bound manner.

The Prime Minister said that the decision on Class 12 CBSE Exams has been taken in the interest of students. He stated that COVID-19 has affected the academic calendar and the issue of Board Exams has been causing immense anxiety among students, parents and teachers, which must be put to an end.

PM said that the Covid situation is a dynamic situation across the country. While the numbers are coming down in the country and some states are managing the situation through effective micro-containment, some states have still opted for a lockdown. Students, parents and teachers are naturally worried about the health of the students in such a situation. PM said that students should not be forced to appear for exams in such a stressful situation.

The Prime Minister stressed that the health and safety of our students is of utmost importance and there would be no compromise on this aspect. He said that in today’s time, such exams cannot be the reason to put our youth at risk.

PM said that all stakeholders need to show sensitivity for students. PM directed officials to ensure that the results are prepared in accordance with well-defined criteria, in a fair and time-bound manner.

Referring to the wide consultative process, PM expressed appreciation that a student friendly decision has been reached after consulting all stakeholders from across the length and breadth of India. He also thanked the States for providing feedback on this issue.

It was also decided that like last year, in case some students desire to take the exams, such an option would be provided to them by CBSE, as and when the situation becomes conducive.

The Hon’ble Prime Minister had earlier held a high-level meeting on 21/05/21 which was attended by Ministers & officials. Thereafter a meeting under the Chairmanship of Union Defence Minister was held on 23.05.2021 which was attended by the Education Minsters of States. Various options for conduct of CBSE examinations were discussed in the meeting and feedback obtained from the States and UTs.

Today’s meeting was attended by Union Ministers of Home, Defence, Finance, Commerce, Information & Broadcasting, Petroleum and Women & Child Development Ministries and Principal Secretary to PM, Cabinet Secretary & Secretaries of School Education & Higher Education Departments & other officials.

Subject : Computing of marks for engagement as GDS in light of the Grading System Introduced by the CBSE.

Sir/Madam

The undersigned is directed to refer to DG Posts’ letter No. 17-39/2012-GDS dated 08 Jan 2014 and 21.05.2019, wherein clarification on the computing of marks for engagement as GDS in light of the Grading System introduced by the CBSE was issued.

2. The Competent Authority has approved the following in supersession of all earlier instruction for selection of candidates applying for the same post of GDS, i.e. who either possess Marks, total Marks or Grading Point, the method of arriving at the total marks obtained in each of the three cases will be as follows:-

(a) For applicants with marks, the method will remain the same as is being done now 1.e. their total marks will be worked out by taking into account the marks obtained in the compulsory and elective/optional subjects (other than extra subjects, if any).

(b) For applicants having both Total Marks and Grading Point (i.e. mark list issued with total marks and grading point both), in such cases the method used will be as follows:-

“The candidate’s total marks will be worked out while ignoring the Grading Point; this methodology will ensure that candidate possessing higher marks will be selected.”

(c) For candidates having grades subject-wise, marks will be arrived for each subject (compulsory and elective subjects but not extra subjects), by applying the multiplying factor of 9.5 in the following manner:-

Grade

Grade Point

Multiplication factor

A1

10

9.5

A2

9

9.5

B1

8

9.5

B2

7

9.5

C1

6

9.5

C2

5

9.5

D

4

9.5

GDS Grading System

(e) This criterion will be adopted in all cases where the process of drawing the select panel is not complete.

GDS – Deciding of position in merit of compartmental /supplementary examination passed 10th standard candidates in GDS online engagement process

3. The contents of this letter may be circulated to all concerned for strict compliance.

4. The above instructions will come into effect from the date of issue of this order.

5. Hindi version will follow.

CBSE Class VI to XI training courses for the period 2020 to 2021

CENTRAL BOARD OF SECONDARY EDUCATION
(An Autonomous Organisation under the Ministry of Human Resources Development, Govt. of India)

CBSE/Dir/Sk. Ed.//2020

Date: 07.04.2020
Circular No.: Acad-25/2020

To

The Heads of all Institutions
Affiliated to CBSE

Subject: Introduction of Skill courses from classes VI to XI from the session 2020-21

Greeting from CBSE!

As you are aware the draft New Education Policy 2019 has clearly stated that there should be “no hard separation” between curricular, co-curricular and extra-curricular or academic and vocational / physical education / art, The updating of the NCF in the near future will make it possible for the Board to remove such separations. However, for the present, it is felt that mainstreaming all forms of learning and skills will integrates not just the hands-on skilling component but also the theoretical knowledge, attitudes and mindsets, and soft skills that are required for particular occupations, through a broad-based education that is necessary for students to be able to take on and thrive in a fast-changing world. This will contribute to the economic goals of individuals and the nation in multiple ways, developing the capacities and dispositions of individuals for economic independence, including employment and entrepreneurship.

To make the new generation more creative, innovative and physically fit, and to keep pace with the global developments and requirements at workplace, CBSE is introducing three new subjects namely ‘Design-thinking’, ‘Physical Activity Trainer’ and ‘Artificial Intelligence’ at Class XI from the Session 2020-2021. While Thinking is a skill that all humans possess, the 21stcentury requirement is of Critical Thinking and Problem Design Thinking is a systematic process of thinking that opens up the horizons of creativity and enables even the most conditioned thinkers to bring about new and innovative solutions to the problems at hand. Artificial Intelligence is also a simulation by machines of the unlimited thinking capacity of humans. Physical Activity is a must if the body and mind are to be kept healthy. With this view in mind, the course on Physical Activity Trainer has been prepared. It will not only help in developing the skill of a trainer, but will also become a life skill as it will imbibe the idea of keeping fit for life.

Beside these new programmes, Board is already offering 17 Skill subjects at Secondary level and 37 Skill Subjects at Senior Secondary level to upgrade the skills and proficiency of the young generation and also to provide them awareness to explore various career The list of Skill subjects may be seen at Annexure-II & III. More than 8 lakhs students are presently studying skill subjects at secondary and senior secondary level in 8543 CBSE schools.

At Secondary Level, a Skill subject may be offered as additional sixth subject along with the existing five compulsory subjects. As per existing CBSE policy, if any student fails in any one of the three elective subjects (i.e. Science, Mathematics and Social Science), then it will be replaced by the Skill subject (offered as a 6th subject) and result of Class X will be computed based on best five subjects. However, if a candidate desires to reappear in the failed subject, he/she may appear along with the compartment examination.

Similarly, at Senior Secondary level, Board would appreciate, if your esteemed school offers at least one or more Skill Based subject out of the 40 subjects on offer as elective This can position the students to explore new avenues and acquire pre-professional skill to face the challenges of life in future.

Therefore, schools are requested to consider choosing any one or more Skill courses for the students of Classes IX & XI from the enclosed list (refer Annexure II & III) and start offering the same from the academic session 2020-21 The scheme of studies for secondary and senior secondary level is enclosed at Annexure-IV & V, respectively.

To keep pace with the objective of “no hard separation” mentioned in para 1 above, CBSE has decided to offer students the flexibility of making a vocational choice of a short duration module, of 12 hours for each module, at a stage in their early academic career (either at Class VI, VII or VIII). In this way they will be able to spend relevant time period pursuing this choice as per convenience of school, while benefitting from access to courses that are broader based (detailed at Annexure–I). This would give them the necessary orientation early on, so that they are able to make a choice at a later stage to pursue Skill courses at Secondary and Senior secondary level, or choose a higher vocational In essence this flexibility will keep multiple career possibilities open for each student, instead of the current situation of rigidity once the first choice is made.

At Middle level (Classes VI to VIII), one Skill Module of 12 hours duration could be offered as an option to the students for single academic session as per convenience of Schools/students are free to opt Skill Module either at class VI or class VII or class VIII. Therefore, schools are requested to consider choosing any one or more Skill courses for the students of Classes VI to VIII from the enclosed list (refer Annexure I) and start offering the same from the academic session 2020-21 onwards. The Board will provide necessary support and guidance towards training and capacity building of teachers and other aspects for the successful implementation of all Skill subjects from time to time.

This year the applications for willingness are being taken online as follows:

For starting Skill courses at Middle level e. in classes VI to VIII, the schools may apply using the link: Application Form to introduce Skill Courses in Middle School (Class 6-8)

For starting Skill courses at Secondary level e. in classes IX & X, the schools may apply using the link: APPLICATION FORM TO OFFER SKILL COURSES AT SECONDARY LEVEL FROM SESSION 2020-2021 ONWARDS

For starting Skill courses at Senior Secondary level e. in class XI, the schools may apply using the Application Form at Annexure-VI

The applications of willingness for the session 2020-21 along with the relevant annexures, using the link, along with demand draft of requisite fee (only for Senior secondary level) in favour of ‘Secretary, CBSE’ payable at Delhi should be sent to the office of undersigned by 31st May

Similarly, if school desires to offer the Skill course from the session 2021-22 at Senior Secondary level, the schools must apply online through affiliation portal (cbseaff.nic.in) as per the schedule

For any further query, the school may contact Joint Secretary, Department of Skill Education, CBSE, ‘Shiksha Sadan’, 17 Rouse Avenue, New Delhi-110002 through email at cbse@gmail.com, or jsse.cbse@gmail.com.

Compulsory Yoga/Games in high school level

The Minister of State (I/C) for Youth Affairs and Sports Shri Vijay Goel said in the Rajya Sabha today that education falls under the Concurrent List, majority of schools fall under State Examination Boards and the school curriculum is determined by the State Governments. However, the National Curriculum Framework 2005 recognizes the role of sports and physical education in the holistic development of children and youth in the country. As part of this policy, the Government has made access to play fields, equipment for sports & games and engagement of physical education instructor- a mandatory requirement for all schools under the Right to Education Act.

In a written reply he said, the Central Board of Secondary Education (CBSE) places special importance on co-scholastic areas which includes sports and physical fitness. Details of salient measures taken by CBSE to promote sports in schools are given in the Annexure. It is expected that State Education Boards would also emulate the CBSE example.

Annexure

Annexure referred to in reply to part (a) & (b) of the Rajya Sabha Unstarred Question No. 2558 to be answered on 08.08.2017 regarding ‘Compulsory yoga/games in high school level’ by SHRI MOHD. ALI KHAN:

Salient steps taken to promote yoga/games/sports in the schools affiliated to CBSE are as follows:

In classes VI-X any two activities out of the following are compulsory:

a. Sports/Indigenous sports (Kho-Kho etc.)

b. NCC/NSS

c . Scouting and Guiding

d. Swimming

e. Gymnastics

f. Yoga

g. First Aid

h. Gardening/Shramdaan

2. The Board has advised schools that there should be at least 40-45 minutes of physical Activities or Games period for Classes I-X every day. For Classes XI- XII schools should ensure that all the students participate in physical Activity / Games / Mass P.T. / Yoga with maximum health benefits for at least two period per week ( 90- 120 min week).

3. The Board also organizes ‘Inter school Sports and Games Competitions’ in as many as 24 disciplines at Cluster, Zone and National level. Over 1.5 lac students participate in it each year. In order to identify, recognize, nurture and develop the extraordinary talent among the students studying in class VIII onwards in sports and games, the Board provides Chacha Nehru Scholarship.
