										<content:encoded><![CDATA[<p><strong>Hindi may soon be made compulsory till class 10th in Central Board of Secondary Education (CBSE) and Kendriya Vidyalyas</strong></p>
<p>Students of schools affiliated to the Central Board of Secondary Education (CBSE) and Kendriya Vidyalyas may have to compulsorily study Hindi till class X with recommendations of a Parliamentary panel in this regard getting the President’s nod.</p>
<p>The HRD Ministry has also been instructed to form a policy in consultation with the state governments to make the language compulsory.</p>
<p>&#8220;The HRD Ministry should make serious efforts to make Hindi language compulsory in curriculum. first step, Hindi should be made a compulsory subject up to standard X in all schools of CBSE and Kendriya Vidyalaya Sangathan,&#8221; the Presidential order said.cbse</p>
<p>&#8220;The Centre should form a policy in consultation with state governments,&#8221; it added.</p>
<p>The recommendations were made in the ninth report of the Committee of Parliament on Official Language.</p>
<p>CBSE had last year recommended a three-language formula &#8211; English and any two Indian languages &#8211; to be expanded to classes IX and X.</p>
<p>However, the HRD Ministry is yet to take a call on the suggestion.</p>
<p>The recommendations were made in the ninth report of the Committee of Parliament on Official Language.</p>
<p>Another recommendation accepted by the President is that universities and higher educational institutes situated in non-Hindi speaking states, where the students are not given an option for Hindi to appear in exams/interviews, must be given an option to answer in Hindi.</p>

<p>Newspaper article in Times of India today i.e., 15th December, 2014 gives a distorted impression that schools have been asked to remain open on 25th December.</p>
<p>2. This is to clarify that CBSE has not directed any school to remain open on 25th December. All schools will follow their vacation schedule including vacation/holiday on 25th December as specifically clarified by CBSE.</p>
<p>3. The proposed instructions of the CBSE are to<strong>conduct an online essay competition on 24th and 25th December 2014 which is completely voluntary. CBSE has neither issued any circular on its website nor issued any instructions to any school for remaining open on 25th December 2014.</strong></p>
<p>4. Even the CBSE as an office will remain closed as a public holiday on 25th December on account of Christmas Day. For the event of online essay competitions on that day, no official of CBSE is required to come to office for specifically conducting essay competition as the essays will be received online through the specified time schedule.</p>
<p>5. This online essay competition is completely voluntary and the students if they so desire can participate from their homes or any other place which provides online access. There is no requirement for any school to remain open on that day and the school vacations will be adhered to.</p>
<p>6. Navodaya Schools are residential schools. As the vacation pattern in JNVs depends on climatic conditions, the 25th of December 2014 will be celebrated in those schools which do not have any winter break. In such schools, since it is a public holiday on 25th December, the schools will also remain closed that day as no classes would be held. As a residential school, however, the school functions because children continue to remain there and these children will have the opportunity to clarified that no other activities for this competition are being held except the opportunity to submit their essays online voluntarily.</p>
<p>7. Kendriya Vidyalayas are observing vacations during that period and hence all Kendriya Vidyalalyas will remain closed. Students of Kendriya Vidyalayas if they so desire can participate voluntarily in the online essay competition from their homes or any other place. Kendriya Vidyalaya has not given any directions for the schools to remain open during the vacations.</p>
<p>8. In view of this, no child or student will be deprived of celebrating the holidays or vacations or participating in their own festivals and religious festivals whole heartedly.</p>
<p>9. No instructions have been issued to State Governments.</p>
<p>10. No clarification was sought by the reported from the Secretary, School Education before going to Press.</p>

<p>The undersigned is directed refer to this Department’s Office Memoranda dated 26.11.2008, 09.02.2009 and 02.04.2009 (Executives pay revision) and 09.11.2006 and 01.05.2008 (Workmen Wage Revision) on the subject anl to clarify that for the purpose of wage/pay revision, a CPSE is treated as a single entity and consequently, pay/wage revision has to be based on the performance/profitability of lhe company as a whole and not separately for each unit. It means that different units within the same CPSE cannot have different pay/wage structures.</p>

<p>Sir/Madam,</p>
<p>This is in continuation to our Circular No.Acad-09/2013 dated 25.1.2013 intimating you about the generation of Question Papers for Summative Assessment II for classes IX &amp; X. As you are aware the Board will support schools to generate online question papers in the major subjects w.e.f this session. All of us are to ensure that the examination is conducted in smooth and fair manner. It is essential that the conduct of the Assessment does not only appear to be fair but should enjoy the complete confidence and trust of the public at large. Therefore, it is our bounden duty to sustain this trust. In order to conduct this examination fairly and smoothly the following measures may be taker and ensured.</p>
<p>1. that the candidates should be advised to be in their seats 30 minutes before the schedule commencement of the assessment;</p>
<p>2. they may be given the Question Paper for the day 15 minutes before the commencement of the assessment. This time be allotted to read the question paper only. The students will not write any answer on the answer book during this period;</p>
<p>3. proper seating arrangement should be made for the conduct of the assessment;</p>
<p>4. as suggested in the abovesaid circular the schools are advised to club themselves with the Sahodaya Cluster and schools in a particular city and design the combined datesheet for conduct of the Assessment and evaluation of answer books;</p>
<p>5. sufficient number of invigilators be developed for invigilation duty;</p>
<p>6. it must be ensured that teachers who are teaching a particular subject should not be given invigilation duty on the day when examination of the concerned subject is being conducted;</p>
<p>7. no candidate should be allowed to leave the examination hall before the expiry of half the time allotted for the paper;</p>
<p>8. efforts must be made to ensure that no unfairmeans are permitted during the conduct of the assessment;</p>
<p>9. the visually impaired, physically handicapped, spastic, dyslexic, autistic and candidates with disabilities as defined in the Persons with Disabilities Act 1995 shall be extended the facility of extra time and that of the amanuensis as per rules of the Board.</p>
<p>10. there may be teachers teaching in Classes IX and X whose ward/near relation may also be appearing for the Class IX/X examination from the same school. The head of the institution shall ensure that such teachers are not involved in the invigilation/evaluation duties for class IX/X, as the case may be in case, it is not feasible to absolve them from evaluation duties, the evaluation work should invariably be got done under supervision of the head of the school.</p>
<p>11. an undertaking must be obtained from the invigilators that their no near relation(s) is/are appearing at the examination;</p>
<p>12. immediately after the expiry of the time of examination the Centre Superintendent shall collect all the answer books from the invigilators. These should then be personally checked by the Centre Superintendent with the List of Candidates who appeared in each subject in that session.</p>
<p>13. after the examination is over the answer books must be got evaluated strictly as per the Marking Scheme provided by the Board;</p>
<p>14. in case of preparing the Question paper by the school itself the evaluation be done as per the Marking Scheme prepared by that school;</p>
<p>15. the answer-books must be kept in proper lock and key under the safe custody of the Prinicpal or the Examination incharge.</p>
<p>16. the answer books after evaluation must be also kept with the set of Question Papers and Marking Scheme properly and safely for verification by the Board at any time:</p>
<p>In the end, I once again request you to please extend your willing co-operation to the Board in the smooth and fair conduct of the Assessment. I am sure, with your active support the Board would be able to preserve the sanctity of the system and avoid criticism. Needless to mention that we all are custodian of examinees faith and we have to preserve it at all cost.</p>
