Subject: Adjustment of outstanding RD Loan/interest of matured RD Account through office account (SOL ID+0023) in CBS post offices – Reg.

Sir/Madam,

This office is rece1vmg many representations from RD account holders about the need for credit of outstanding RD Loan/interest amount on matured RD accounts in Finacle. The issue was examined in detail and to avoid any inconvenience to the RD account holders, necessary amendments have been made in Finacle.

2. Accordingly, I am directed to say that, henceforth the CBS Post Offices shall deduct the outstanding RD Loan/interest amount from the matured RD The deducted amount shall be adjusted through the office account (SOL ID+0023) at the time of RD maturity payment. In other words, the outstanding RD Loan/Interest of matured RD accounts shall not be collected from the account holders at the time of payment of maturity value.

3. The following procedure shall be followed by the CBS Post Offices for adjustment of outstanding RD Loan/interest of matured RD accounts through office account (SOL ID+0023):-

A. Counter PA

• i. Run menu HAPYOFF
• ii. Select Function = P -Pay Off Loan Amount
• iii. Enter AJC ID = RD Loan Account number
• iv. Select Transaction type= T/BI- Transfer Bank Induced.
• v. Enter Collect/Refund Account ID: – Enter (SOL ID+0023)
• vi. Go
• vii. Submit
• viii. Accept

B. Supervisor

• i. Run menu HPAYOFF
• ii. Select Function = V – Verify
• iii. Enter A/C ID = RD Loan Account number
• iv. Go
• v. Submit

4. After completion of HPAYOFF process, counter PA shall proceed for closure of RD Loan Account and Recurring Deposit (RD) Post Offices shall ensure that the RD account and RD Loan account are closed on the same day in such cases.

Note: – 1. Closure of such RD account shall be done only through Cash (below 20,000)/Transfer to Account holder’s PO Savings Account/Cheque.

2. Closure of mature RD accounts having outstanding RD loan/interest is not allowed through ECS outward facility, due to adjustment of RD loan/interest paid through office account (SOL ID+0023) from maturity value.

5. Procedure shall be followed for closure of respective RD Account in CBS post

A. Counter PA

• i. Run menu CRDCAAC
• ii. Select Function = Z-Close
• iii. Enter Account ID = RD Account.
• iv. Select repayment mode = Cash/Transfer
• v. Enter repayment account = PO Savings Account or SOL ID+0340
• vi. Select Reason Code =
• vii. Click on check box Close
• viii. Submit

B. Supervisor

• i. Run menu CRDCAAC
• ii. Select Function -Verify
• iii. Enter A/C ID = RD Account number
• iv. Go
• v. Submit

6. The RD Loan and interest adjusted from SOL ID+0023 will get adjusted by the system, either from counter Teller Account/Customers PO Savings Account/SOL ID+0340 as the case may be.

7. Concerned CBS Post Office shall check SOL ID+0023 office account through HACLINQ menu and ensure that at the end of the day this office account is zero balance.

8. The zero balance in SOL ID+0023 office account and transaction types other than T/BI on this office account should also be checked and verified by the SBCO on daily basis and by inspecting/visiting officers during the inspection/visit.

9. It is requested to circulate this amendment to all CBS Post Offices for information, guidance, and necessary action.

10. Hindi version will be issued in due course.

11. This issues with the approval of Competent Authority.

Subject: Regarding change of procedure for generation of LOTs /Consolidation Journal and handling of vouchers for National (Small) Savings Schemes in CBS Post Offices from 10.10.2020

Sir/Madam,

The existing process for generation of Scheme wise List of Transactions (LOTs) and Scheme- wise Consolidation Journals by CBS Post Offices and further processing by SBCO has been reviewed at Directorate level and after detailed examination the competent authority has accordingly decided to implement a common List of Transaction (LOT) and a common Consolidation Journals for all Small Savings Schemes in CBS Post Offices. This will enable savings of paper, less report generation, speed up the process and ease of operation.

2. From 10.10.2020 the following procedure will be followed for generation of List of Transactions (LOTs) and Consolidation Journals, handling of vouchers for National (Small) Savings Schemes by CBS Post Offices, SBCO.

Note: In common List of Transaction the following changes have been made:

• SI Entries (Automatic transfer from SB to RD, MIS/TD/SCSS to SB) will not be included in common List of Transaction as these are system generated transactions. However SI failure report will be shared by CEPT with respective CPCs for further necessary action on daily basis.
• A single entry for each MPKBY Agents LOT is included, and if required, the detailed transaction can be viewed through agent reports using HFINRPT menu.
• Transaction will be reflected as per time of creation of Transaction ID in each Post Office (SOL).
• Other channel transactions will not be included in common List of Transaction (i.e. ATM, internet banking & mobile banking) as these are being handled through nodal office/GL integration.

Part A : Process to be followed by Post Offices (HOs/SQs).

• After each and every transaction, counter PA will shall write Name of Scheme and TRAN ID in red ink on the right hand side of the voucher.
• Consolidated list of commission paid as well as list of TDS deducted and should be sent to account branch of HO for preparation of schedule and Income Tax Return.
• One withdrawal form will be prepared by counter clerk duly verified by HO DPM/APM for the POSB cheque Inward clearing amount intimated by cheque clearing branch. Printout of Inward clearing cheque images should be attached with the withdrawal Form. APM will verify the Inward cheque clearing amount with cheque clearing branch. DPM/APM (SB)/PM will tally inward clearing amount shown with total debit clearing amount in “Long Book Detailed report – BRN”.

Subject:- Clarification on physical presence of witnesses at the time of acceptance of deceased claim case.

Sir/Madam,

Kindly refer to the SB Order No. 31/2020, issued vide this office letter of even number dated 28.08.2020 on the settlement of deceased claim cases. This office has been receiving various representations from nominee / claimant that post offices are insisting for physical presence of two witnesses at the time of acceptance of deceased claim case.

This issue has been examined in detail and accordingly, I am directed to clarify that the physical presence of witnesses is not required, if self attested photocopy of ID/Address proof of witnesses containing signature of the witness concerned are produced along with other claim documents.

ID and Address proof of witnesses may be taken as prescribed in KYC master circular issued vide SB Order 14/2012 and GSPR-2018. A list is enclosed for ready reference.

It is requested that this clarification may be circulated to all concerned including CBS/non­ CBS Post Offices to avoid public inconvenience.

Subject:- Mandatory use/ opening of Savings Account in CBS Post Offices for maintaining/ development of relationship of customers with Post Office Savings Bank (POSB) – further clarifications to SB Order No.12/2015 regarding

Sir / Madam,

In continuation of SB Order No.12/2015 issued vide this office letter of even number dated 05.10.2015 on the subject, the undersigned is directed to convey that a number of references form Public by mails, letters and phone calls have been received, mentioning that Opening of new Saving Account at CBS Post Office is taking too much time/ even days due to which maturity payments are getting delayed. Post Offices are not issuing cheques to the customers. The competent authority has reviewed the matter particulary in the backdrop of issues being reported in CIF Creation and Modification menus of Finacle CBS Application and has decided to issue following clarifications:-

1. The objective of the letter dated 05.10.2015 was to educate the customers for availing various benefits of Post Office Savings Account in CBS Post Office and to develop / maintain relationship with the POSB customers through Savings Account. With this, a customer can also have a holistic view of all transactions happening in various accounts/ certificates standing at different post offices in his/her name. Looking to the benefits of Savings Bank Account, field units may be asked to continue to persue the customers to open savings account for better and sustainable relationship with POSB. However, in case of extreme exegencies like a Bank or any Institution presenting Certificates after forgetting security, any depositor becomes NRI after investment and now wants to take maturity value only, the claim case where there are multiple nominees/legal heirs or any other case where Postmaster/ Sub Postmaster is satified that depositor is genuinely not in a position to open savings account immediataly may issue cheque for the maturity / prematurity value. Depositors may be made aware that facility of transfer of funds through NEFT/RTGS and use of Post Office Savings Bank ATM cum Debit Card in other Bank’s ATMs will also be provided shortly.

2. In case a depositor of RD or PPF is also genuinely unable to open Savings Account immediately, then may present cheque of other bank for deposit but for future deposits he/she may be requested to open savings account.

3. For all new investments in any scheme including through agents, customer should open Savings Account mandatorily with proper KYC documents to start relationship with POSB and then invest in any of Small Savings Scheme through the same Savings Account. In such cases, if customer wants to invest through cheque of other Bank, his/her cheque should be lodged only through his/her savings account and then new account/certificate should be funded from that savings account by putting cheque credit date as Value Date.

4. For subsequent deposits by RD, PPF and SSA Accounts, Customers/MPKBY Agents should be suitably informed that from 1st Jan. 2016, all such customers should be asked to submit POSB Cheque only for their subsequent deposit and if they donot have savings account in any CBS Post Office, they may have to open Savings Account with cheque Books.

5. All MIS/SCSS/TD Account Holders who open further new account or extend the existing accounts, should also be requested to open savings account mandatorily and give standing instruction for credit of interest so that they need not visit post office frequently and stand in queue, instead they can be issued ATM/Debit Card to withdraw from ATMs. Existing account holders should also be convinced to open Savings Account for getting monthly/quarterly/yearly interest.

6. It is further reiterated that for all the entries made in Clearing Inward / Outward, ECS Inward/ Outward, BO Settlement and Postmaster Repayment Office Account (0340) by the User are to be verified by Supervisor. For these entries, it will be the personal responsibility of that User and Supervisor.

7. It is requested to circulate this order to all CBS Post Offices and non CBS Post Offices may start requesting customers to open Savings Accounts to avail all the benefits once office is migrated to CBS.
