<blockquote><p>Chairperson&#8217;s note regarding implementation of the Cadre restructuring</p></blockquote>
<p>Implementation of the Cadre Restructuring of the department has been approved by Hon’ble FM on 10.05.2014- Chairperson’s note regarding implementation of the Cadre restructuring</p>
<p>Greetings to the IC&amp;CE family. It is my pleasure to inform you that implementation of the cadre restructuring of the department has been approved by the Hon’ble FM on 10.5.2014. Months of hard work and waiting have finally paid off. The cadre restructuring is late by 7 years, even so there is a cause for happiness as a large number of promotions in different grades can now take place.</p>
<p>However, we have no time to rest as the implementation of the CR requires focus and a lot of hard work.</p>
<p>It is in the interest of the department to have a committed and largely satisfied work force. Stagnation is one of the de-motivating factors in this regard. While CR resolves some of the issues leading to stagnation. it does not address some of the root causes of stagnation. For this we have to take other actions such as amending the RRs, raising the matter before the next Pay Commission etc. Addressing the root of the problem also takes clarity of mind, time, patience and persistence since other Ministries &amp; agencies are involved. It also requires that we remain united at all times. We should be cautious that divisiOns &amp; differences do not derail/side track the process of CR which is in the larger interest of the entire department. Just as a motivated work force is important, credibility of the higher bureaucracy in the department is also equally important and must not be undermined.</p>
<p>Promotions to Group B gazetted and lower posts are to be done by the CCA’s. I hope that ACRs/rosters and vigilance clearances etc. are up to date. I urge all officers, staff and associations of the department to be united and face the challenges of implementation with patience, persistence and a spirit of cooperation. I again thank all of you for your support in carrying through this important work.</p>

<p>Subject:  <strong>Cadre Restructuring and re-organization of field formations under central board of excise &amp; customs.</strong></p>
<p>Madam<br />
I am directed to convey the sanction of the competent authority for creation of 18067 posts in various grades under the central Board of Excise &amp; customs, as per details in Annexure A to this letter, with immediate effect. With the creation of these posts, the total sanctioned staff strength of the Central Board of Excise &amp; Customs will be increased from the existing 66808 to 84875.</p>
<p>2. The posts approved for creation include 2118 temporary Group A posts created in Junior Time Scale for a period of five years from the dated of this letter, to be regulated in the manner stipulated in Para 4 here under.</p>
<p>3. The new vacancies arising due to additional regular posts approved for creation in the Junior Time Scale as well chain vacancies in JTS arising due to promotions against additional posts created at higher levels will be filled up in accordance with the provisions of India Revenue Service (Customs &amp; Central Excise) Recruitment Rules, 2012 and the extant instructions of DOP &amp;T.</p>
<p>4. The temporary vacancies arising due to creation of 2118 temporary posts in Junior Time Scale will be operational for five years from the date of this letter and will be filled up only on promotion from the feeder grades specified in the relevant recruitment rules. The promotions against these vacancies shall not entail further promotion to any level beyond JTS.</p>
<p>5. All additional posts created in various other grades will also be filled up in accordance with the provisions of the relevant recruitment rules.</p>
<p>6. Pending notification of revised recruitment rules, wherever required the newly created/re-designated posts will be filled up on the basis of the extant Guidelines for Recruitment Rules, issued by the Department of Personnel &amp; Training. Concurrence of Deptt. of Personnel &amp; Training would be obtained for the relaxations, wherever required.</p>
<p>7. Wherever the posts recommended for abolition are filled up at present, such abolition will be effective on such posts being relinquished by the existing incumbents by way of promotion, transfer, retirement, resignation etc.</p>
<p>8. The formation-Wise distribution of the posts at various levels will be issued  separately. Details of Group “C” Posts will also be communicated separately.</p>
<p>9. This issues with the approval of competent authority and with the concurrence of integrated Finance Unit vide their ID No.212509/JS&amp;FA(F)/2013 dated December 18,2013.</p>

<p>Union cabinet finally approved cadre restructuring in CBEC. The cabinet today approved additional posts as cleared by the committee of secretaries.</p>

<p>The long awaited CBEC Cadre Restructring Proposal has been approved by Cabinet on 5th December 2013. Central Board of Excise and Customs, an arm of Finance Ministry that implements Indirect Tax Laws for collection of Central Excise Duty , Customs Duty and Service Tax in the country. With this CBEC Cadre Restructuring approval, the present total posts of 66608 will be augmented with additional 18067 posts.<br />
While full details of Cabinet approved CBEC Cadre Restructuring proposal is yet to be published officially, a sum-up of key points flashed in media is as follows</p>
<p>1. 18067 Additional Posts to be created.</p>
<p>2. Out if this 18067 posts, 989 posts will be for Group ‘A’ officials such as Chief Commissioner, Commissioner and Assistant Commissioners. The remaining will be for Group B, C and other category consisting of Superintendents, Inspectors, Havildars and field staffs.</p>
<p>3. 2,118 temporary posts to be created for a period of five years. Creation of these temporary posts would rectify stagnation in Superintendent Cadre as they would be promoted to Group A cadre (as Assistant Commissioners)</p>
<p>4. The whole exercise is expected to be completed in the next two years.</p>
<p>5. Creation of additional posts would involve additional expenditure of Rs 774 crore, However, it will help in collecting indirect taxes to the tune of around Rs 68,000 crore annually.</p>

<p><strong>Over 18,000 additional posts to be created in Indirect Tax wing</strong></p>
<p>The Indirect Tax wing of the Finance Ministry, consisting of Custom, Excise and Service Tax Department, will get over 18,000 new recruits.<br />
This is a part of cadre restructuring proposal of the Central Board of Excise and Custom (CBEC) as approved by the Cabinet on Thursday.<br />
The move is expected to help boost revenue collections, as additional posts will be created.<br />
“Indirect tax personal strength has not been expanded since 2002, while revenue target and collection are increasing every year which highlighted the need for restructuring,” a senior Government official told Business Line.<br />
<strong>Categories</strong></p>
<p>According to the official, a total of 18,067 additional posts will be created. Out of this, 989 posts will be for Group ‘A’ officials such as Chief Commissioner, Commissioner and Assistant Commissioners. The remaining will be for Group B, C and other category consisting of Superintendents, Inspectors, Havaldars and field staffs. Currently, the sanctioned strength of CBEC is 66,808.<br />
It has also been decided to create 2,118 temporary posts for five years.<br />
“This will enable Superintendent-level personal to get promoted to Group A officer as Assistant Commissioner,” the official said adding that there has been stagnation at this rank. This, along with filing up of cascading vacancies, will clear stagnation up to 2010 batches partially.<br />
The whole exercise is expected to be completed in the next two years.<br />
<strong>Expenditure</strong></p>
<p>Although, creation of additional posts will involve an expenditure of approximately Rs 774 crore, it will help in collecting around Rs 68,000 crore annually.<br />
In May this year, the Cabinet had approved creating 20,751 additional posts in the Income Tax Department in various cadres to help in increasing revenue.<br />
It was said that expected expenditure of Rs 450 crore is likely to bring more than Rs 25,000 crore of revenue per annum.<br />
Cadre restructuring of CBEC is taking place at a time, when the Finance Ministry has set a target of Rs 5.65 lakh crore indirect tax collections for 2013-14 which is 19 per cent higher than 2012-13.<br />
However, indirect taxes grew by juts over 5 per cent in first seven months (April-October) in the current fiscal.<br />
