<p>Prime Minister, Shri Narendra Modi, made an appeal yesterday to make the country self-reliant and use products made in India. Union Home Minister Shri Amit Shah has described this appeal as a guiding light to make India the Global Leader in future.</p>

<p>In this direction today, the Ministry of Home Affairs has decided that all the Central Armed Police Forces (CAPF) canteens and stores across the country will now sell only indigenous products, from June 01, 2020. The total purchase value would be around Rs. 2800 crore. With this decision, 50 lakh family members of about 10 lakh <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/capf/" target="_blank">CAPF</a></strong> personnel will use indigenous products.</p>

<p>The Home Minister also appealed to the people of the country and said, &#8220;You should use the products made in the country as much as possible and encourage others to do the same. This is not the time to be lagging behind, but to turn the crisis into an opportunity.&#8221;</p>



<p>According to Shri Shah, if every Indian pledges to use products made in India (Swadeshi), the country can become self-sufficient in next five years.</p>



<p>Appealing to the people of the country, the Home Minister said, &#8220;Let us all strengthen the hands of Prime Minister Modi in this journey of making India self-reliant, by using indigenous products.&#8221;</p>

<p><strong>Union Home Ministry recently announced government benefits of better pay and service benefits to CAPF officers</strong></p>



<p>The Union Home Ministry has formed a six-member committee to prepare final modalities for granting the recently announced government benefits of better pay and service benefits to CAPF officers, said officials on Thursday.</p>



<p>The committee, headed by a director-level officer, has been asked to “ensure processing and completion of all proposals” by September 30.</p>



<p>The latest order is seen in the backdrop of a number of officers writing to Union Home Minister Amit Shah, seeking his intervention, and launching a social media campaign claiming that despite a Supreme Court order and subsequent approval by the Union Cabinet, their headquarters were delaying these benefits to them.</p>



<p>PTI had reported about the contents of a number of such letters earlier this month.</p>



<p>The ministry, recently, also asked the chiefs of all the Central Armed Police Forces (CAPFs) to send in their proposals without any delay to it else it would be considered a contempt of the top court”s order that has asked it to accomplish the task by September-end.</p>



<p>“The officers will take stock of all such proposals of non-financial functional upgradation (NFFU) and non-functional selection grade (NFSG) received by various sections…and will prepare force-wise proposals after scrutiny of records and place them before the screening committee for final deliberation,” an August 21 order, accessed by the news agency, said.</p>



<p>The direction has been issued by the Police-II division of the ministry that looks after the affairs of the CAPFs.</p>



<p>A difference of opinion had also cropped up between these officers and those from the IPS with regard to framing of new recruitment rules (RRs).</p>



<p>CAPF officers contend that as they have been granted the categorisation of an organised Group ”A” cadre, their RRs should be revised and this will allow them more positions in senior ranks as compared to the officers who come on deputation to these forces.</p>



<p>The Indian Police Service officers however state that framing of RRs is a procedure well laid out.</p>



<p>“Every organised cadre has a procedure for recruitment, promotion and for availing of service benefits. The eligibility criteria are drawn after taking a holistic picture of the service and the officer”s service tenure. It cannot be held back by anyone and it is being prepared in earnest,” an IPS officer said.</p>



<p>These proposals will be finally placed before the screening committee headed by the Union home secretary and a final framing of RRs and procedures will be brought out by the MHA, he said.</p>



<p>A senior Home Ministry official said Thursday the home secretary-led screening committee will strictly go by the procedure in granting the benefits of the NFFU and NFSG to these officers of paramilitary forces.</p>



<p>“The decision will be taken on the merits of the proposals and the established norms for Group A services and not because some one has launched a campaign,” the home ministry official said.</p>



<p>The Modi government, on July 3, had announced that the cadre officers of forces like CRPF, CISF, BSF, ITBP and SSB will be given the NFFU and will be categorised as an organised group A service.</p>



<p>This decision had come after a decade-long legal battle waged by the cadre officers seeking a level playing field by ending the dominance of IPS officers in their senior ranks.</p>



<p>The new order is meant to benefit about 11,000 serving cadre officers and a few thousand more who have retired since 2006 from the five CAPFs.</p>



<p>The apex court had in February upheld a Delhi High Court verdict on the subject and agreed that all the CAPF officers be recognised as “organised services”, saying it will remove stagnation, ensuring the promotion and other service-related benefits to officers in the same post.</p>



<p>These officers command units are deployed to undertake anti-Naxal operations, counter-terrorism and counter-insurgency tasks, border guarding and they also render a variety of roles for maintenance of internal security and conduct of elections across the country.</p>

<p>As per information received from CAPFs &amp; AR, <strong>4202</strong> personnel died during service and on duty due to non-combat causes during the last three years and current year upto 31.01.2018.</p>
<p>CAPFs &amp; AR personnel and officers (upto the rank of Commandant, who are deployed in field formation only) are entitled to Ration Money Allowance @ Rs. 97.85 per head per day.</p>
<p><strong>The details of facilities provided to CAPF personnel is as per details given below:</strong></p>
<ol>
<li>Continuous endeavours are made to improve the living conditions of the CAPF personnel, including enhancing the level of their housing satisfaction and appropriate budgetary allocations are also made for this purpose.</li>
<li>Forces have taken adequate steps to provide potable drinking water to its troops and families even in remotest areas. Borewells in permanent locations, water supplies from State Water bodies, installing commercial Reverse Osmosis (RO) system and water-harvesting are some of the measures undertaken by the forces for providing water.</li>
<li>CAPF personnel deployed at borders are provided with barrack accommodation with cook house, dining hall and toilet blocks. In harsh areas, integrated composite building with central heating and freeze proof toilets are provided. Medical facilities, Air Courier Services, dedicated rail coaches in some major trains, Central Police Canteen, recreation and transit camp facilities are also available to the personnel deployed at borders.</li>
<li>Ex-gratia lump-sum compensation @ Rs.35 lakhs for death on active duty and Rs.25 Lakhs for death on duty, as the case may be, is entitled to the Next of Kin of the deceased personnel.</li>
<li>Under the Prime Minister Scholarship Scheme, amount @ Rs.2250/- pm for girls and Rs.2000/- pm for boys is being released to the wards of serving/retired CAPFs, AR and NSG personnel. Prime Minister Scholarship is admissible to 1000 girls and 1000 boys.</li>
<li>5% vacancies are reserved in Group &#8216;C&amp;&#8217; for compassionate appointments for NoK of the deceased personnel.</li>
<li>There is a reservation in MBBS and BDS seats for the wards of CAPFs &amp; AR personnel in Medical Colleges.</li>
<li>Central Police Canteens are functioning at various locations in the country.</li>
<li>A Welfare &amp; Rehabilitation Board has been established for the welfare and rehabilitation of CAPF &amp; AR personnel and their families including disabled personnel.</li>
<li>The NOKs of deceased CAPFs &amp; AR personnel who sacrificed their lives for the cause of nation are eligible for &#8216;Operational Casualty Certificate&#8217;.</li>
<li>The Government has accepted the recommendations of 7th Central Pay Commission (CPC) on various allowances, inter alia, Risk &amp; Hardship Allowance, Dress Allowance, Additional Free Railway Warrant/LTC, etc.</li>
</ol>
<p>This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question in the Lok Sabha today.</p>

<p>There are demands from the in service and retired Central Armed Police Forces (CAPFs) and Assam Rifles (AR) personnel for extending One Rank One Pension (OROP). CAPF &amp; AR personnel retire only on attaining the age of 57/60 years and they are entitled for pension and other pensionary benefits as per Central Civil Services (Pension) Rules, 1972. These rules are different from the pension rules applicable to Ex-Servicemen. Further CAPF &amp; AR personnel, who are appointed on or after 01/01/2004 are covered under New Pension System (NPS).</p>
<p>The Government has taken several steps for the Central Armed Police Forces (CAPFs) personnel including Next of Kin (NoK) of CAPFs personnel who lay down their lives for the country. Following benefits, inter alia, are given to Central Armed Police Forces (CAPFs) personnel including the Next of Kin (NoK) of those who lay down their lives for the country:-</p>
<blockquote><p>(i) Ex-gratia lump-sum compensation @ Rs.35 lacs for death on active duty and @Rs. 25 lakhs for death on duty, as the case may be, is entitled to the Next of Kin of the deceased personnel.</p>
<p>(ii) The NoK of the deceased is entitled to get Liberalized Family Pension (i.e. last pay drawn) under Central Civil Service (Extra Ordinary Pension) Rules, 1939 and other pensionary benefits as admissible.</p>
<p>(iii) 5% vacancies are reserved in Group &#8220;C&#8221; &amp; &#8220;D&#8221; for compassionate appointments for NoK of the deceased personnel.</p>
<p>(iv) Under the Prime Minister Scholarship Scheme, amount @ Rs.2250/- pm for girls and Rs.2000/- pm for boys is being released to the wards of serving/retired CAPFs personnel. Prime Minister Scholarship is admissible to 1000 girls and 1000 boys.</p>
<p>(v) There is a reservation of 15 MBBS and 02 BDS seats for the wards of CAPFs personnel in the seats of Central Government for these courses.</p>

<h2 style="text-align: center;">Risk Allowances</h2>
<p>The Central Armed Police Force (CAPF) personnel deployed in LWE affected areas are entitled to Risk Allowance equivalent to rates of either Counter Insurgency (Operations) Field Area Allowance or Counter Insurgency (Operations) Modified Field Area Allowance admissible to Army, depending on their place of posting. The personnel of the Commando Battalion for Resolute Action (CoBRA) of CRPF deployed in LWE areas, are entitled to an allowance at the rate of 80% of Marine Commandos (MARCOS) Allowance.</p>
<p>The above information given by the Minister of Home Affairs Shri Kiren Rijiju in a written reply to a question in Lok Sabha today.</p>

<p>Sub: <strong>Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.</strong></p>
<p>In terms of Board&#8217;s letter of even number dated 19.06.2015, non-gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF)/Central Armed Police Force (CAPF) Personnel i.e. @ Rs.95.52/- per day/per head w.e.f. 01.04.2014.</p>
<p>2. It has now been decided to revise the rate of Ration Money Allowance from existing rate of Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.</p>
<p>3. Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.</p>
<p>4. The other terms and conditions as stipulated in para 4 of Board&#8217;s letter of even number dated 10.06.2009 remain unchanged.</p>
<p>5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p>Based on the results of the Central Armed Police Forces (Assistant Commandants) Examination, 2016 held by UNION PUBLIC SERVICE COMMISSION on 26th June, 2016 and the interviews for Personality Test held from 9th January to 2nd February 2017, the following is the list, in order of merit, of candidates who have been recommended for appointment to the posts of Assistant Commandants (Group A) in the Central Armed Police Forces viz. Central Reserve Police Force (CRPF), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB).</p>

<p>The Cabinet approved further improvements in the Defence Pay Matrix by enhancing Index of Rationalisation for Level 13A (Brigadier) and providing for additional stages in Level 12A (Lieutenant Colonel), 13 (Colonel) and 13A (Brigadier) in order to bring parity with Combined Armed Police Forces (CAPF) counterparts at the maximum of the respective Levels.</p>
<p>&nbsp;</p>
<p><i>Some other decisions impacting the employees including Defence &amp; Combined Armed Police Forces (CAPF) personnel include :</i></p>
<p>&nbsp;</p>
<ul>
<li><strong>Gratuity ceiling enhanced from Rs. 10 to 20 lakh. The ceiling on gratuity will increase by 25 % whenever DA rises by 50 %.</strong></li>
<li><strong>A common regime for payment of Ex-gratia lump sum compensation for civil and defence forces personnel payable to Next of Kin with the existing rates enhanced from Rs. 10-20 lakh to 25-45 lakh for different categories.</strong></li>
<li><strong>Rates of Military Service Pay revised from Rs. 1000, 2000, 4200 &amp; 6000 to 3600, 5200, 10800 &amp; 15500 respectively for various categories of Defence Forces personnel.</strong></li>
<li><strong>Terminal gratuity equivalent of 10.5 months of reckonable emoluments for Short Service Commissioned Officers who will be allowed to exit Armed Forces any time between 7 and 10 years of service.</strong></li>
<li><strong>Hospital Leave, Special Disability Leave and Sick Leave subsumed into a composite new Leave named ‘Work Related Illness and Injury Leave’ (WRIIL). Full pay and allowances will be granted to all employees during the entire period of hospitalization on account of WRIIL.</strong></li>

<p><b>MHA for Pay on Par with Army for Paramilitary</b> – While recommending a ‘CAPF service pay’, the home ministry said, “CAPF fulfills all attributes required for military service pay, which includes separation from family.</p>
<p>Drawing a parallel with defense forces, Rajnath Singh-led home ministry, has recommended equivalent pay for a second in command (2IC) in central paramilitary to that of a lieutenant colonel in the army. At present, there is a difference of Rs 40,000 in their salaries “despite operational role of both ranks being similar in nature,” the home ministry informed the empowered committee of secretaries (E-COS) in its recent discussion.</p>
<p>In its presentation before the ECOS, the MHA also batted for a ‘special pay’ on par with the army. The defence forces get a special allowance in the form of military service pay (MSP) over and above their salaries.</p>
<p>While recommending a ‘CAPF service pay’, the home ministry said, “CAPF fulfills all attributes required for MSP, which includes separation from family.</p>
<p>They are the key pillars of internal and border guarding, handle warlike situation and continuously engaged in operations.”</p>
<p>According to an MHA official, the proposal for a ‘CAPF special pay’ was earlier mooted before the 7th pay commission last year. However, it was shelved at the last minute.</p>
<p>He also stated that the CAPF has raised nearly 40 demands, which were examined at the MHA, before recommending 11 of them to E-COS.</p>
<p>While terming it to be a “great morale booster” for the forces, the home ministry in its recommendation also sought additional leave travel concession (LTC) for CAPF personnel serving in high altitude on par with defense forces that will “facilitate personnel to visit at least twice to their families on government cost,” MHA said in its representation.</p>
<p>Home ministry also sought to address the problem of stagnation among the paramilitary by proposing that modified assured career progression scheme (MCAP). It shall be allowed four times at an interval of 8, 16, 24 and 32 instead of 3 times at an interval of 10, 20,30 years. “At present, it takes 20-22 years for them to get their first promotion and this has also led officers to quit. As many as 9,300 personnel quit ITBP, CISF, SSB BSF, CRPF, due to non-friendly working conditions,” said an official.</p>
<p>The government also advocated for a better leave structure for the personnel who are deployed for counter-insurgency operations across the country.</p>

<p>Ex-servicemen demanding the for One Rank One Pension (OROP) scheme here on Monday said they have no problem with the paramilitary forces also asking for it, but then they would also demand that the retirement age of soldiers be raised to 60.</p>
<p>“As far as we are concerned, all have the right and will be rather happy. But we would then demand government to permit us to serve till 60 years of age,” Group Captain (retd.) VK Gandhi, general secretary of the Indian Ex-Servicemen Movement told IANS at Jantar Mantar here.</p>
<p>“Soldiers are forced to retire at 40 (years)… A person who retires at 40 years, gets Rs 8 crore less than one who retires at 60 years,” he said.</p>
<p>While the retirement age for civil servants is 60 years, 85 percent of the soldiers are compulsorily retired aged between 35 to 37. Another 12 percent to 13 percent soldiers aged between 40 to 54, as per estimates.</p>
<p>Monday was the 141st day of the agitation at Jantar Mantar by the veterans, when Over 200 retired paramilitary personnel on Monday launched a three-day protest here demanding ‘One Rank One Pension’ (OROP) for around 13 lakh retired and serving personnel of the Central Armed Police Forces (CAPF).</p>
<p>The retired paramilitary personnel have gathered under the banner of Delhi-based All India Central Paramilitary Forces Ex-servicemen Welfare Association.</p>
