CSD THROUGH E-PLATFORM FOR EX-SERVICEMEN

379. SHRI AJAY PRATAP SINGH:
Will the Minister of Defence be pleased to state:

(a) whether Government is going to create an e-platform like Amazon, Flipkart etc., to provide CSD canteen and other facilities to the ex-servicemen so that the soldiers settled in far-flung areas can avail this facility; and

(b) if so, the details of progress made in this direction along with the number of districts where this facility has been started?

(a) & (b): An online portal is available for sale of Against Firm Demand Items Category One (AFD-I) including four wheelers/ two wheelers and white goods. The services are available to entitled CSD beneficiaries including ESM pan-India.

Details of turnover made by the Army’s Canteen Store Department (CSD) canteen during the last three years

Turnover of CSD

Turnover of Canteen Stores Department (CSD) for the past 3 years is as under:

No restriction has been put on entitlement of the beneficiary. However, instructions have been issued to Unit Run Canteens (URCs) for local restrictions on bulk purchases to prevent pilferage.

Sale Automobiles at CSD

Consequent to implementation of GST the impact on sale of vehicles to CSD customers is as follows :

• Rates of Four Wheelers to CSD eligible customers will be CONSISTENT across the country. A slight variation may occur on account of varying freight and transit insurance charges of the companies.
• Across India the customers will benefit in terms of price differential.
  Eligible CSD Customers shall only be levied 50% of GST and will NOT be involved in claiming refunds
• The dealership across the country for all auto manufacturers have been expanded. All rates will be finalized by 31 Aug 2017

The number of primary card holders of CSD are 50,89,856 and 5744 products are enlisted in CSD. The turnover and profit earned by CSD during last three years and future target is as under:

Presently, there are proposals for opening new CSD Depots at Raipur, Jodhpur and in Sikkim and Manipur. All existing 35 depots are operating on cashless basis. This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to ShriVenkateshBabu TG in Lok Sabha today.

Unit Run Canteens

Demands from various forums have been received for implementation of Sixth Pay Commission recommendations in respect of URC employees, however, these recommendations have not been accepted as URC employees are not government employees.

The sales turnover and profit generated by CSD is as under:

As URC employees are not Government employees. They are given pay and allowances as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters. Consequent to Sixth Pay Commission, the basic pay of all categories has been increased by 50% w.e.f. 01.02.2009 and 15% w.e.f. 01.12.2009. Another 15% raise has been given w.e.f. 03.04.2013.

Office Memorandum

Subject: Managing Committee for Non-Statutory Departmental Canteens located in Central Government Offices.

On the subject cited above, the undersigned is directed to say that provisions relating to the constitution of Managing Committee as contained in chapter VIII of the Green Book have been reviewed, keeping in view various changes which have occurred in status of Canteen employees, provision of funds etc. Accordingly provisions in Chapter VIII of Green Book have been revised. The revised provisions are enclosed. It is also requested that copy of minutes of Managing Committee may also be endorsed to office of Director of Canteens.

2. The Ministry of Agriculture etc. are requested to follow the revised provisions relating to Constitution of Managing Committee.

CSD Depots

Performance Audit of Canteen Stores Department (CSD) was carried out by Comptroller and Auditor General of India (C&AG) in 2008-09. The Public Accounts Committee (PAC) selected the subject for examination and report. The Action Taken Notes (ATNs) on the recommendations of PAC have been submitted to PAC by this Ministry in October 2012.

Proposals for opening of new depots of CSD are regularly received from various sources and are considered on merit, after ascertain suitability, necessity, economic viability and other administrative aspects. However, no request has been received from Uttar Pradesh as the state already has four CSD Depots.
